ARLINGTON, Va. — On Feb. 2, Stratford
Junior High School was ringed with police
wearing helmets and armed with pistols, night­
clubs and tear gas.
Then came the final crumbling of Virginia’s massive
resistance laws.

Integration arrived for the first time in Virginia to
Stratford Junior High here and six schools in Norfolk. '
SIX WEEKS LATER, the contrast is startling to a
reporter who was here on that first day.

There are no police,
A reporter can walk in the door and down the‘long.
corridors as in,any other school. There are no plain
clothesmen lurking inside. The atmosphere seems normal. Just another school,
going about its business.
The police were out in
force on that opening day
to prevent anyone from
making trouble.
There
was none then. (A couple
of bomb scares proved to
be hoaxes.) There has
been none since.

�THIS IS ONLY token integration, of course, and this
northern Virginia county is anything but typical of the
South.
There were other, more important reasons, though, /
:Why, integration has been accomplished her© without/
any-ugly incidents.
In the first place, as Strat“Principal Claude M.
|Richmond points out, there
j.was close co-operation bej tween .the /Arlington County
Tmanager, the police and the
iischool officials, “all d e t e r i'mined' to make integration
'work.’’
This Is not surprising In
view of Virginia’s long lawabiding tradition.
What is surprising is to*
find a man who does not be• lleve in integration helping
get it off to a smooth start.

HE IS Ray El.'Reid, super­
intendent of the Arlington
. County School Board.
He objects to integration
on “scholastic grounds,” he
says. “I feel that if enough
Negroes are admitted into
an all-white school they will
pull down the educational
standards of all.”
But he wants the Negro
children to have a “fair
chance” at Stratford Junior
High. To this end, he says,
he Insisted that the original
Tst of 80 presented for ad­
mission bo weeded down to
the four who finally were
accepted.
These four had “high abil­
ity,” he says, and this was
necessary “if they were not
to get lost in their new
school.”

Reid says that Richmond i
did a “superb job” of prepar­
ing both the students and
teachers for the arrival of :
the Negro children.

“He told the teachers that
whether we, like It or not, I
we’ve got Integration. So \
let’s try to live with It. And •
he told the students that they ■
had a good school. Let’s keep
It that way.”
On R e i d ’s instructions,
Richmond carefully picked
teachers for the Negroes who ;
had no feelings one way or
another about integration.

of twelve) seventh-grade sections where the students hava
no prejudices about, integra­
tion.
“Some of our s t u d e n t s
went out of their way to be
nice to the colored children
when tlieV first arrived,” says
Richmond. “Now they seem
to have forgotten that there
was ever a problem about
this.”
He thinks the fact that the
Negro children were in the
seventh grade helped them
win acceptance among their
white classmates. “This is
the last grade,” he says,
“where the children will ac­
cept direction.” '

BUT THE parents them­
selves obviously have accepted
integration,, says Richmond,
either because they believe in
it or because they want the
school to stay open.
And the guide-lines of their
thinking are reflected In the
behavior of the children at
school, he says.
Now, as a reporter watches
school let out, he sees the
Negro children walking home
just like the other students.
Their parents no longer feel
compelled, for safety meas­
ures, to pick them up In a
car.

Dear Sir:
Enclosed is a section of the Correio da Manha, Rio
de Janeiro, Brazil, February 6, 1959* I thought this might
be of interest to you and some of the students of your
school.
May I first say I am not sending this to you in a
critical spirit as I have much admired the way you handled
the situation that has been placed in your hands. I am
proud of the children that have taken the past year so
beautifully in their stride.
My husband is a native of Brazil and we lived there
12 years and three of ^■r'bons were born there. My husband
has been a naturalized citizen for many years and has a re­
sponsible position with the U.S. government and often brings
me these papers to read. When I saw this picture in the pape^,
I determined to pass it along to you. I am sure that our
people d not realize how the school situation of our country
has been played up all over the world. The Correio da Manha
is considered the best news paper in Rio and so far as I could
find no comment was made on this picture other than the facts
given lander the picture. However, it is very easy to imagine
what other papers would do with this picture and story.
I thought you might wish to use this some way in_
your
school or you may destroy^it^doing with it as you see fit.

                    <text>NOTICE REGARDING PUBLIC ASSEMBLAGES
SECTION 18-327 OF THE CODE OF VIRGINIA
IS AS FOLLOWS:
"Every person, firm, institution or
corporation operating, maintaining,
keeping, conducting, sponsoring or
permitting any public hall, theatre,
opera house, motion picture show or
any place of public entertainment or
public assemblage which is attended
by both white and colored persons
shall separate the white race and the
colored race and shall set apart and
designate in each such public hall,
theatre, opera house, motion picture
show or place of public entertainment
or public assemblage certain seats
therein to be occupied by white per­
sons and a portion thereof, or certain
seats therein, to be occupied by
colored persons and any such person,
firm, institution or corporation that
shall fail, refuse or neglect to comply
with the provisions of this section
shall be fined not less than one
hundred dollars nor more than five
hundred dollars for each offense."
SECTION 18-328 OF THE CODE OF VIRGINIA
IS AS FOLLOWS:
"Failure to take space assigned in
pursuance of preceding section. Any
person who fails, while in any public

hall, theatre, opera house, motion
picture show or place of public enter­
tainment or public assemblage, to take
and occupy the seat or other space
assigned to them in pursuance of the
provisions of the preceding section by
the manager, usher or other person in
charge of such public hall, theatre,
opera house, motion picture show or
place of public entertainment or public
assemblage or whose duty is to take up
tickets or collect the admission from
the guests therein, or who shall fail
to obey the request of such manager,
usher or other person, as aforesaid,
to change his seat from time to time
as occasion requires, in order that
the preceding section may be complied
with, shall be deemed guilty of a
misdemeanor and upon conviction thereof
shall be fined not less than ten
dollars nor more than twenty-five
dollars for each offense. Further­
more such person may be ejected from
such public hall, theatre, opera house,
motion picture show or place of public
entertainment or public assemblage, or
by a police officer or any other con­
servator of the peace, and if such per­
son ejected shall have paid admission
into such public hall, theatre, opera
house, motion picture show or other
place of public entertainment or public
assemblage, he shall not be entitled to
a return of any part of the same.

The Attorney General of Virginia, in an opinion dated October 16, 1956, states
that "It is, therefore, the duty of the local School Board as a condition pre­
cedent to granting a permit for such meetings, to require that, when such meet­
ings are attended by both white and colored persons, they shall be seated in
spaces or seats designated for members of the respective races. The respon­
sibility for the designation of such spaces or seats is upon the school board
that has the control of the building in which the meeting is to take place. In
the event any such public assemblage is held in a building by permission of
a private owner, the same responsibility rests upon such owner.
Persons who attend such meetings and refuse to take the space assigned for
members of their race would be subject to the enforcement provisions of Title
18 Section 328 of the Code."
In accordance with the above, the Arlington County School Board hereby designates
the front right hand rows of seats (as many as may be required) for members of
the colored race, and the balance of the seats in the auditorium for members of
the white race. Members of the respective races are required to be seated in
the spaces or seats designated for them.

Bear Mr. Richmond;
Events in the news compel me to write you. I
imagine your correspondence is unusually high these
days. It occurred to me that an encouraging
note might be helpful.
I cannot express to you adequately how proud I
am of you, your staff and student body. I held
my breath for a while yesterday, wondering just
what the outcome of a new era in public school
education would be. Stratford apuarently was
well in hand. I am quite sj re that you are
personally responsible for the fine manner in
which everyone behaved yesterday.
How well I remember f-I days and the many crises
you were required to face...the riot that resulted
in broken relations with Woodrow Wilson of Portsmouth..
the fight at Clarendon Circle which caused broken
relations with the Bistrict Schools. It could
be said that your experience at W-L prepared you
for your present position as no other school
administrator in the system.
The last time we had a chance to exchange greetings
I was in the office at W-L getting a transcript to
be sent to Bavidson where I was to begin preparation
for the ministry. I remember your commenting at that
time that you thought I'd be a politician, not a clergy­
men. Little did either of us think at that time that
in reality You would be the one to figure prominently
in the political arena, enmeshed, as it were through
the unpredictable outworkings of history.
You should know that you have been the subject of prayer­
ful concern and that we will continue to remember you,
your students and faculty in our petitions.

Dear Howard:
I do want to thank you for writing to me. It was of
much interest to me to know that you were in the
ministry in our state capital city. I always enjoy
hearing from the Washington Lee students but none
quite as much as those who took such an active part
in the affairs of Washington Lee in their day.
I may have told you that when I entered William and
Mary in 1920, I was seriously planning to follow
the work that you have undertaken. I do pray that
you will accomplish many of the fine things that
you are undertaking and planning which the world
needs so desperately.
I received many interesting pieces of mail on the
occasion of Stratford*s desegregation. Some have
praised us*and thank us. Others have suggested
ways to male the negroes go back to the negro
schools.
From what I know about our own church, which has
its headquarters in Richmond, you no doubt are hav­
ing to walk carefully with your people.
I do hope that I shall have the opportunity of see­
ing you sometime and talking over old times and
n*W times.

Thank you for your nice letter about the integra­
tion of Stratford. I do appreciate your thought­
fulness and understanding, I have enjoyed sharing
your letter with some of our mutual friends.
So far we have had no problem of any significance
due to the entrance of the three little lefthanded negro boys and the one negro girl. We
placed two of the children in one of the twelve
seventh grade sections and two in another.
Our parents, our pupils and our faculty have been
wonderfully cooperative. With these advantages
and the excellent assistance from the police de­
partment under the leadership of A1 hundberg and
Mr» Reid, we are able to Say at this date - so
far, so good.
We have missed you and hope that you will continue
to enjoy your work in Radnor.

My dear Mr.Richmond;
V/hat a wonderful surprise to be watching
the news on TY and see your friendly face. I was so
excited I just had to call my daughter Jeanne and tell
her but she was watching too and was just as excited.
ff have been watching with interest the problet
e
you all have been faced with back there and having worked
with you I know you can handle the situs tion. The years of

'48 and '49 were trying times too and when I look back on
them I am glad I had asmall part in it.
Now that I am a Grandmother I keep busy
watching my grandson grow(4 yrs) and in my spare time I
do Gray Lady work for the Red Cross at the Naval Hospital
here.
Jeanne is married to a N; val Officer and they
have duty in San Diego which makes it nice to have them
here for a while.
I still have a soft spot in my heart for
Arlington and all the wonderful friends I have there.In
all our travels when Mr.Kloss was in the Novy I think
Arlington was really "Home".
