May 22, 1959

From the By-Laws of the Arlington Committee to Preserve
Public Schools; Section 11, (adopted June 12, 1958* )•
*
"This committee shall be terminated one year
after its formation unless the membership
adopts a resolution specifically providing
for its continuance and its later termination."

At a meeting of the Executive Board held May 10, it was strongly felt
that the Arlington Committee to Preserve Public Schools should continue in
existence for at least one year and possibly longer. The following resolu­
tion is therefore being put before you - via the U. S. mails - for your
approval or disapproval:
"In accordance with Section 11 of the By-Laws be it resolved
that the Arlington Committee to Preserve Public Schools be continued
beyond June 12, 1959 for at least one year and not more than two
years unless the membership adopts a resolution specifically providing
for its continuance and its later termination."
Will you please vote on the enclosed postcard and return it promptly?
Two spaces are provided so that husband and wife may both vote on the same
card. Ballots postmarked later than June 5 will not be counted. No post­
age is necessary.
Following are some of the reasons why the Board recommends passage of
this resolution:
1. The Perrow program is completely unsatisfactory to the extremists
in the state and they will be back at the i960 legislative session with
renewed efforts to close the schools. The fact that - state-wide - we were
an organized, vocal group of 25,000 people adamantly against any effort to
close or damage public schools helped immeasurably in this last crisis, and
this organized citizen pressure is still needed.
2. We don't know what is going to happen. We don't know what turn
the private school movement will take. We don’t know what this year's
elections will show. We don’t know what litigation will come or what it
will determine. The present legislation is untested in the courts, for
example - tuition scholarships! We may need to be ready to move firmly and
quickly in several directions.
Arlington's help continues to be needed from time to time by the
Virginia Committee for Public Schools with which we are affiliated. Obvi­
ously our success in maintaining our public schools here without crippling
limitations is largely dependent on state policy. Hence the following
points are relevant to our situation:
(a) There is still a demand for our help in organizing local
groups before a crisis occurs in their areas.
(b) Some of the Perrow bills could result in serious damage to
the public schools in the state, indirectly affecting Arlington. The
compulsory attendance compromise and the bill permitting the sale of
school buildings are examples, A locality can, if it chooses, strip
its public schools down to a mere skeleton and refuse to put up the
matching funds for support of those schools.
At the top of the next page are two quotations which support this need
to maintain an organization here to tie in with the State Committee.
You will also find a Treasurer's Report covering our entire year of
existence.
May we remind you of the importance of your vote at the primary
(July lU) and the general election in November for representatives from
Arlington who agree with us that the public school system must be kept
intact.

These notes were taken during first
half of the meeting when people from dif­
ferent sections of the State were reporting
their opinions of how the closing of public
schools affected their communities.

Mrs. Elizabeth Weihe reported on the Arlington Membership Meeting and the Arlington
Committee happenings.
Mrs. Theda Henle was secretary for the meeting.
RALSTON'- Charlottesville.
We are waiting to see what court decisions will do. We have been informed by the
School Board and City Council, privately, that they intend to operate the schools in
whatever forms they are turned back to them by the State.
Summary of present school set-ups People are not satisfied with it, but they are
not dissatisfied enough yet. They are interested in the State issue, because it is
state wide rather than local. They feel they have done al 1 they can do so far as the
local area is concerned.
JOSEPH FREEHILL - Fairfax.
We are still among the people to be prepared for action that will close our schools.
We hope to establish some kind of a group in Fairfax to show the need for free public
education in Fairfax as in the rest of the State.
FITZGERALD - Front Royal.
What can a Committee for Public Schools do in the situation facing us?
I. (a) It can gather all the information and ideas necessary to form as reasonable
a solution to the problem of how we can operate our schools; hoping we get an opportunity
through some form of local option. We have been in touch with the Ford Foundation,
National Committee for Public Schools in Louisville, and other organizations. We gave
them a list of all the community newspapers in the State, trying to work through them as
much as, if not more than, the large metropolitan papers. They and we are trying to get
organizations to advertise in these papers for public schools.
(b)

We have communicated with 13 counties in Maryland, West Virginia, Tennessee,

and North Carolina— communities having same problems— for the plans they have adopted to

integrate their schools. Montgomery County, Maryland, has the most voluminous record.
Our committee will meet with the School Board to discuss the plan in much greater de­
tail. This will also be open to persons not members of the Committee. We will ask
them to sit in on that meeting— ask at least one of the supervisors or people from the
School Board to go into it with them. We intend to be in the position of bringing to
this community all the facts that should and could be considered in working out the
solution.
XI. We do not particularly doubt that the Massive Resistance Laws will be declared
unconstitutional in Norfolk. Because of the political weight up in the State, and they
have had it for years, we do not believe the solution will come from the people. We
don't believe it will be a case of the people telling the Governor what to do and his
doing it. It is essential for us to create the attitude of mind in the leaders—
that is the only way people in Warren County will accept decision for integrating
schools. We think it is the way all the people in the rest of the State are going to
aceept it. A referendum will turn out the same throughout the State as in Norfolk.
The State organization could help marshal the support of the real big influences
in the State and bring that support and opinion to bear on the political leaders.
These people have been lining up their groups for affiliating with committees for pub­
lic schools, which will support them when the time comes— the industrialist, business­
men, residents, all these will make strong statements supporting continuance of the
public school system at the right time.
We have 205 people on our committee.
NORFOLK - Judge Cochran.
The outstanding thing in Norfolk has been the arguing of the case against the
Governor, Attorney General, and Norfolk School Board to declare the massive resis­
tance laws unconstitutional and get the schools reopened. We believe we will be
faced with the closing of two additional schools at the end of January.
Everyone has the feeling the present set-up is temporary and there is a great
deal of insecurity about it. Public reaction is pretty definitely an overwhelming
feeling that it has been a mistake— a feeling of regret— that something should be
done about it— and the schools should be open.
Referendum on opening of integrated schools to admit the 17 colored children
went about as they thought it would. The rate was a little more satisfactory than
surmised however, 12,700 to 8,500. That referendum was not a satisfactory and compre­
hensive reflection of the opinion of Norfolk.
No opportunity was given for anyone to register who had not been registered to vote
the number of the voters was the same as the number of voters in the senatorial election
on November 4. The Navy personnel could not meet the requirements for registration,
many of them, and the ballot was definitely loaded. It posed the question of whether
closed schools should be reopened integrated under the decision of Supreme Court. But
the note at the bottom of the question stated that if they were so opened it would mean
that parents would be required to pay a considerable tuition fee for their children* s
attendance in the schools. This scared off people and also was a diiionest approach—
it is doubtful whether parents would be required to pay those fees and if they did it
could be recovered from the State. But the note had considerable effect on the refer­
endum. It was admitted that the referendum would have no legal or binding effect on
citizens and that was stated by public leaders.

Great deal of insecurity— concerned with inability to go

Reaction as to what should be dones We want our schools to be reopened almost
unanimously on vote of children. Teachers stand is similar to that of pupils. School
Boards and teachers have acted with dignity and sound discretion.
Reaction of parents! The situation is a political mess; they never thought the
situation would come to actual closing of the schools and their children would be out
of school. One of most unsatisfactory aspects is the unwillingness of business leaders
to take any active stand on it.
From the point of the financial aspects, it is a very serious mistake— I think
it will affect economically all of Norfolk— it is affecting the Navy personnel assigned
there. Business is not wanting to come to the area.
The community and civic groups response on the whole has been negative— none. The
Junior Chamber of Commerce was faced with the necessity of voting on the matter and did.
They voted in favor of opening the public schools, but later rescinded that and of tak­
ing no position on the matter because of the fact that it was a controversial question.
Committee for public schools has met at least once a week— sometimes more often—
and endeavored to get some action through the State Council, but the Council evaded the
issue, said it was the problem of the Governor.
Most effective action taken: Bringing suit against Governor and Attorney General.
We also plan to work progressively toward improving the schools of our area. Virginia
is 42nd on the list among the States.
Effect of school closing on delinquency! Eventually the impact on delinquency will
be noticeable and serious, but enough time has not elapsed at the present to form any way
of knowing now. There has not been much change so far.
Reaction of recreation facilities. There are good recreational facilities in Norfolk
and they have not increased in any definite way so far as they could tell.
Norfolk has about 7000 members in the Committee to Preserve Public Schools and they
have raised about $8500 for legislation— $3500 of this has come from individuals.

Our group is concerned, and we are a member of the same group to
preserve the public schools. Our Committee was given authority to have meetings in the
schools. At the last minute, however, permission was withdrawn on the ground that the
committee was controversial. The Defenders are meeting in the public schools, so they
do not consider them controversial.
SHEPERD.
About 2000 of the 10,000 children now out of school will have no more
education— they had little desire to continue their education and little home effort
toward it, so the school closing has brought about the situation where they will not
continue. A minimum of $150,000 a month is presently being used for education by temporary
mx means for educating the children. This amount of course has been withdrawn from the
normal business channels. The amount also probably doubles when you add the other types
of costs, such as additional transportation and things of that nature.
Observation on referendum for people outside Norfolk! This is importantl We under­
stand the average age of the registered voter in Norfolk is 55. This colors severely any

voting about the attendance of children in public schools. In the three areas of
Norfolk that might comprise the highest income level and the highest educational
level, the vote was either very close or was actually in favor of the public schools
opening. In the precincts where the preponderance of the electorate was believed to
be laboring or wage - earning group, people with probably a relatively lower level of
income, the vote was 9 to 1 to keep public schools closed,

RADER - Waynesboros

No organized committee there; neither has there been any public statement from any
member of the School Board or City Council regarding the possibility of schools closing.
Even though Charlottesville is near by there is a mountain in between. There is lassi­
tude about the whole situation. Two new recent bond issues to build several schools and
a new colored school were passed, Waynesboro itself passed a bond issue of $300,000 for
a new colored high school— 80$ voted in favor of the colored high school with no fear that
the whole thing would be upset by integration.

my personal opinion. Waynesboro would be quite solidly in favor of main­
schools under some local option plan. The vote for Byrd was 1200 and Wenzel
a protest vote on the massive integration. The Editor of the paper, Spilman,
over closed schools.

I believe we should have a State organization very soon. There are all kinds of
statements going unchallenged that must be challenged. It seems incomprehensible that
people are talking about the possibility that private schools are better than public
schools— maybe better for rich people who can send their children to the best private
schools. Industrialists throughout the State are saying perhaps the private schooling is
better than public schooling, and they point to Charlottesville as an example. It is about
time we got up and said make-shift schooling is second, third, and fifth class and not let
people get the impression it is adequate.
The whole cause for public schools also has been hurt by editorials in the Washington
Post. They are much too optimistic as to what State orators are thinking, and where we
are going. Recent articles in Newsweek and Time are hard— pointing out how much more
serious the students are, giving no thought to the 20$ falling by the wayside without
education.
As an industrialist, it is very doubtful that I would have brought this plant to
Virginia had I known it would have closed its schools. I made the decision where the plant
went— Virginia does have a pretty good public school system— we hurt outselves to talk in
terms of Virginia education being poor, and this will make it poorer. Out analysis could
be education is quite good, at least in several areas.
It is impossible to talk about integration to anyone and disassociate colored child­
ren in schools— they will not take one student that is colored.
How to sell public education: Get up statistics to show people how it costs more
money if they have less education. We must convince parents that their own children will
be handicapped; that their children’s earning potential should be compared with and with­
out education; just plain show them the economic situation and earning power of their
children if they do not meet at least 12 grades of schooling. Bring out the professional
jobs and how it is national competition today, not just a local proposition.
If the educational status is raised for everyone, the economic status follows. It is
not the converse, that the community gets rich first in business then has better education.

We must attack the school situation from the economic point of view.
We can't attack it from the emotional.
The legislator wants to reflect the opinion of the community. At the
moment, at least, we are in favor of local option and not wiping out the public
school system. I wrote to Burr Harrison to see where this was leading. Har­
rison said he had absolutely no idea as to what was in Governor Almond's mind.
The idea that the decision will come from the top and not from the people is
not acceptable; if we organize^ legislators will accept the decision of the
people.
HANK TULLOCK (spelling????)
I would like to add a few more comments after talking with Burr Harrison. Cer­
tain kinds of information that has been bandied about requires clarification. Any
local option plan will end the public schools system in Virginia. It is not the
solution. I do not know what the solution is, all I can say is there has been edu­
cational chaos here for 10 years. It would be unrealistic to expect portions of,
Virginia that had schools to support Waynesboro with public funds. Local option is
dead so far as the courts are concerned.
There is a recent case in Delaware, which kills local option and is quite apart
from the Alabama case. We should think of the groups beyond Virginia that could :
uruin
the public school system. Large industries would not want movement of industry to
Virginia. If the North doesn't want industry in Virginia that will wreck the school
system. It is being wrecked. Action must be taken from all kinds of sources to end
the situation one- way or the other.
The Federal Government is putting heat on Virginia; the Defense Department is
saying it will move out; the NAACP and the political movements are working to enlarge
civil rights, and we have only seen the beginning of this. Next Congress will pass
additional legislation to extend it to restaurants and other places. There will be
an effort to get the colored vote. This then throws some different lights on this,
different from if we just think of it in terms of our own State.
BON AIR, Virginia— No group there, but one person spoke:
Our citizens went down about 800 strong and demanded our Government should go
ahead with construction for a new school and the school board acquiesced to that
request for buildings that were in the bond issues calling for new construction.
BLACKSBURG.
No organization there. A few of us circulated a petition privately calling for
the reopening of the closed schools and to set up a Government by commission (bi-racial,
looking toward the opening of the schools and a local option plan). The petition was
presented to the PTA— they thought we must not bring anything controversial like that
up— but we brought it up anyhow and brought it to a head and got a 2 to 1 vote in favor
of the petition.
We had two petitions, one merely called for opening the schools. We got 400 on
that one from people on the State payroll, and we thought that was pretty good.

newspapers in this State— to a cross section of the weekly papers.

the Lynchburg Times was the only one to publish it. It was just waste paper to the
other papers— and we would like to know something about the freedom of the press in
Virginia*

I believe we may have a lot of trouble with statutes that may be passed in the
future, the exact nature of which it is hard to anticipate,, The ultimate choice in
Virginia is going to be between closing every school in the State and allowing some
schools to have local option which will permit some integration*
ED CAMPBELL - Arlington
I am hopeful that the State will not close all schools* If rural areas are
not themselves immediately affected, it may well be that in the last analysis, rather
than lose the State aid, the basis of the State education, you will not want to force
the state-wide abandonment of public schools, just for five school systems*
The battle is very far from won legally* We in Arlington are anticipating and
are ready to prevent closing of schools rather than to allow schools to be closed*
If the experiences of Front Royal, Charlottesville, and Norfolk taught us any­
thing, it is that the actual closing of schools brings a hardening of opinion— like a
fire, hard to put out once it has begun. It teaches us that the people interested in
maintaining open schools should go into court before school closes— go into court when
the injury is apparent and not yet taken place. I believe decisions we will get, sooner
or later in these pending cases, will result in making the courts quite ready to seriously'
consider restraining orders and injunction orders to prevent closing rather than to re­
open schools.
Money situations
Questions often are asked as to whether there is a danger of
going to jail or being fined for contributing to public schools. The law says finan­
cial contributions may be solicited from anyone who has a direct financial interest in
the subject matter of the litigation. Every parent in the State of Virginia, every
industrialist, every tax payer has a direct financial interest in litigation which
would result in keeping the public schools open. We will need money for increasing our
propaganda— the information on our side to win this fight*
To the Virginia people, I would suggest that in the long run the right will tri­
umph in the course of time.
EVANS - Richmond*

Question on whether appropriations would be cut off, etc*

Leaders of the State, despite denials, are definitely considering just that matter.
The best word you can get out of this situation is that the political leaders seem to
be developing an increasing interest in the so-called
Dewar (Dewell??????) plan,
he is a former newspaper man now residing in Albemarle County.
The Dewell plan would, in effect abolish the public school system as we know it.
There is a great increase in the interest in this plan. Published in the Richmond
paper in the form of an advertisement back in January, but it got no notice then. It
is getting notice now by people who are going to enact the plan in the General Assembly.
I would recommend that every person in this room acquaint themselves meticuously with
the Dewell plan.

DR, BUCK:
Is it within the range of possibility that there could be action on the part of
the State authorities not to abandon public schools? Is there any use in asking them
tnat?
COL. FRANCIS PICKENS MILLER:
I can’t imagine such a delegation accomplishing anything. The Governor would
assure you that what he was doing was an earnest attempt to preserve the public school
system. He would not be maneuvered into making a statement if he were to amend sec­
tion 129. If we only had a clear-cut proposal to change the constitution we could go
to town. We are in a difficult position.
No one can find out what is in Senator Byrd’s mind and the Governor’s mind. But
people who know him well say he hasn’t any proposal— we are waiting to see what the
administration is going to do in order to determine what our reaction is going to be.
What I fear more than anything in the world is that we are not going to have sharp
issues given to us. And, don’t underestimate the political acumen of this group— there
are no better tacticians in the country. The reason they don’t have anything in mind
is they don’t want to have anything in mind at the moment. They are hoping by gradual
attrition this will wear out— that people will become more and more complacent and
gradually disintegration will begin to set in. At no stage would they present the people
of Virginia with an issue so clear that people would react violently and begin to fight.
This is the last thing they want.
This is how we must use our wits— how we must deal with something we see as a grad­
ual deterioration.
What do you say we should do during the continuing period when we are not presented
with any sharp alternative.. What are our tactics during a period when the confidence of
the people in the necessity of a public school system is being gradually undermined by
the methods being employed?
Mr. Rader has one answer. We must go to the State. You and many more like you in
the State of Virginia can save the day. Because these men don’t understand anything but
dollars and cents. And when Dr. Rader spoke today, he spoke a language they understand.
The moment many more like you fearlessly get up and tell the Administration of Virginia
and the Governor this is the way you feel, the quicker we will get through this tragic
period.
What are we going to do about the members of the General Assembly? We are going to
work on them. Be nice to them; take them to lunch; ring them up every so often; ask
them how things are going. Say, ’Have you heard what Lindsey’s thinking about?” Say,
’
’you are sure he is eager to get behind anything to save the public schools; I believe
’
the majority of the delegates feel this way; I believe the majority agree this is pure
nonsenga, this massive resistance.” Say, ’you are eagerly looking for some leadership
’
for public schools.”
What kind of coordination should there be between these grass roots committees
that spring up? What tie-up shall we get?

Motion was made that: We establish our intent to form a state-wide organization—
that this state-wide organization, in a formal sense, might come into being by the
first of the year. Let’s not form little groups, let’s make it state-wide. Select

leaders and report back to this group.
JUDGE COCHRAN!
First consideration is directed to the question of the State organization.
Logically it shall fall into line; the relation of the local committees to that
State central group. This group forthwith will form a Virginia league for the pres­
ervation of the public schools. Then, if that be agreed upon, consider the matter of
the local groups with that State group.
State organization should be centralized and have strength. We had better have
rather high monetary objectives— it will be good after we have thousands of members.
Substitute motion presented! That this group vote to form a State organization,
the structure of which will be left to a Committee to be formed for that purpose.
Unanimously accepted.
Charlottesville presented this statement of purpose for the group!
"The Committee for Public Education reaffirms its determined support of a con­
stitutional guarantee of free public education for every child in Virginia. We urge
the Governor and members of the General Assembly to provide a workable and constitutional
means of achieving this objective."
There was discussion on this and a committee was appointed to go to another room
right then and work on a statement that this group could accept today.
A resolution was made: I move that the Chairman of this meeting be authorized
to appoint a committee of seven representing as nearly as practical the geographical
areas of our study— said committee to formulate the integration, principles, and
machinery for implementing the previous motion. Seconded and unanimous.
The appointed committee to draw up the statement of purpose for this group returned
with this motion!
"We, (name of our Committee), affirm our determined support for free public educa­
tion for every child in Virginia. We believe that this should continue to be guaranteed
by the Constitution of Virginia. "
This statement was unanimously adopted.

tant immediate needs. Nothing can more conclusively demonstrate the
overwhelming sentiment of the community than the enrolling of thousands
of citizens as members subscribing to the policies and principles of
the Committee to Preserve Public Schools.
On July 9 a delegation of the Committee will confer with Governor
Stanley in Richmond. A major purpose of this conference is to convince
the Governor that this community stands solidly behind the preservation
of our public schools. The delegation would like to report that the
membership of the committee numbers several thousand Arlington citizens.
This letter, with the enclosed 10 registration cards, is being sent
to each member of the Committee to Preserve Public Schools. The Execu­
tive Committee requests your earnest cooperation in obtaining 10 new mem­
bers. Get your friends, neighbors, and fellow-workers who are Arlington
residents to fill out and sign a registration card, if they are not al­
ready a member of the Committee. You may do some of this by telephone,

SUBJECT:

Policy Statement by Governor Stanley and the State Board of Education

Below you will note the statement issued jointly by Governor Stanley and
the State Board of Education at its meeting on Thursday, June 23.
"The problems created by the decision of the United States Supreme
Court cannot be solved suddenly. The Court recognized that those
responsible may well take into account the public interest in the
elimination of existing obstacles in a systematic and effective manner.
The Court further recognized problems related to administration, physical
conditions of school plants, the transportation of pupils, personnel,
revision of school districts and attendance areas. Attention was
directed to the possible necessity for the revision of State and local
laws.
"Although the United States Supreme Court placed on the school
authorities the responsibility for assessing and solving1 the problems
in accordance with the views expressed by the Court, the State Board
of Education and the local political sub-divisions cannot initiate a
plan to accomplish an orderly and logical adjustment within the law
until the General Assembly has enacted appropriate legislation. The
State Board is of the opinion that hasty action could well result in
serious damage to the public school system.
"It has not yet been possible for the Commission on Public
Education to propose and the General Assembly to enact appropriate
legislation which will enable the State Board of Education and the
local school authorities to adjust to a new and different basis for the
operation of public schools.
"Meanwhile, local school authorities are faced with the necessity
of completing the formulation of plans for the coming school session.
"In view of these facts and circumstances, the Governor and the
State Board of Education hereby declare and adopt as the policy of
this Commonwealth that the State Board of Education will continue
to administer its functions, in cooperation with the local school
authorities, to the end that the public schools of Virginia open and
operate through the coming school session as heretofore."

A. Any Negro parent living outside a Negro school district would be
free to make application for his children to be admitted to a
White elementary or Junior high school in which school district
he lives. After a conference, the child or children would be
transferred. Parents of senior high Negro pupils would be
eligible to apply for admission to a White high school. (EofftaanBostcn Senior High School HAT be eliminated.)
B. Maintenance of present policy on school district lines. However,
no child in grades one through nine would be required to attend
a public school in which another race is in a majority.
(Hofftaan-Bostcm Senior High School WOULD be eliminated.)

STATEMENT OF POLICY ISSUED BY THE ARLINGTON COUNTY
SCHOOL BOARD CONCERNING CURRENT LITIGATION SEEKING INTEGRATION
OF DREW AND HOFFMAN-BOSTON ELEMENTARY SCHOOLS

The School Board has held many lengthy conferences with its attorneys on
the suit instituted by parents in the Drew School area asking the federal
courts to require further integration in the Arlington School System. A
consultant attorney experienced in this field participated in these conferences.
The School Board was eventually advised that the recent Supreme Court
decisions and subsequent decisions by the United States Court of Appeals for the
Fourth Circuit, which includes Virginia, make it clear that the ultimate result
of that case would be a federal court order requiring the Arlington County School
Board to take further steps to integrate its school system into a unitary system.
The School Board has worked with the staff and the attorneys to develop a
plan for integration of the two schools which would best meet not only the
anticipated legal requirements but also the best interests of all Arlington
students and of the community as a whole.
During this process the School Board instructed its attorneys to consult
with the attorneys for the plaintiffs in order to try to reach an agreement
on a desegregation plan that would reduce rather than increase tensions. Several
meetings and conversations took place, but no agreement was reached.
The School Board discussed many times the possibility of inviting the public to take part in the development of a plan. For some weeks, consultation between
our respective attorneys looked like a better procedure; by the time it became
clear that further consultation would be unproductive, there was too little time
for meaningful public participation. For this reason and because of the legal
and technical complexities, the Board decided that the obligation and responsi­
bility could not be so shared, nor would the community benefit by public discussion
of an issue of this nature, especially under these circumstances.
The Board will release tonight the plan it has developed.

Briefly stated:

The students in grades 1-6 of Drew and Hoffman-Boston will be assigned to
elementary schools throughout the Arlington School System. Kindergartens will
continue at both Drew and Hoffman-Boston. No present school boundaries will
be changed. A school will not be assigned students in such numbers that its
total enrollment will exceed its rated capacity by more than 5%. Every elemen­
tary school will be integrated. In future years, students advancing from an
elementary school will attend the junior high school or schools serving that
elementary school and then to the senior high school or schools serving that
junior high school.
During the coming year the School Board will develop plans for a model
school to be located in the Drew building and operated on an integrated basis.
We hope that imaginative new approaches to elementary education and smaller

classes will attract many parents who wish their children to have this
type of education which we cannot now maintain in all schools. Time
does not permit the planning, nor are the funds available, to implement
the model school concept by the beginning of the new school year in
September, 1971. However, the School Board is very willing to explore
this possibility on a reduced scale. It is planned that the Drew School
facility will be used for the Montessori pre-kindergarten, the Drew
kindergarten, adult education, and for other school programs; the HoffmanBoston building will be used for thie Hoffman-Boston pre-kindergarten,
kindergarten, and for the 7th grade of Thomas Jefferson Junior High School.
The details of our plans are being made available to the news media.
Summary sheets will be placed on the table outside the door for interested
individuals. The full details will soon be available at the information
desk in the lobby of this building. They will also be mailed in response
to a phone call to the Information Office— 558-2838.
Speaking for the Board as Chairman, I now move (1) that we instruct
our attorneys to file with the U.S. District Court the plans described in the
staff memorandum and documents of today’s date, and (2) that we instruct the
staff to proceed to carry out the plan.

Guidelines to be Used in Desegregating Drew and Hoffman-Boston
Elementary Schools

1.

Drew and Hoffman-Boston kindergarten students will remain at Drew and
the Thomas Jefferson Annex (where Hoffman-Boston students are presently
housed).

2.

Drew and Hoffman-Boston students for grades 1 through 6 will be assigned
to other elementary schools:
a.

When the added students, would not cause the receiving school to
have an enrollment exceeding its established rated capacity by
more than 5%.

b.

At a ratio of black to white of as close to 11% as is practical
within a range of 7% to 15%, with the exception of the following
elementary schools whose present attendance areas enroll more
than 15% black students:

George Mason Center, whose ratio is approximately 19%

                    <text>PLANS FOR THE DESEGREGATION OF
DREW AND HOFFMAN-BOSTON ELEMENTARY SCHOOLS

The Committee on Equal Education has prepared, for the information of
interested persons, the following description of two plans for the desegre­
gation of Drew and Hoffman-Boston, different from the plan proposed by the
School Board, which seem to have more public support and interest than any
others.
1.

The Middle School Plan

The first is known as The Middle School Plan (sometimes also known as
"Plan 4"), one of five proposed by the Committee for Equal Education. This
plan involves six school districts: Oakridge, Fairlington, Abingdon,
Randolph, Drew, and Claremont. Pairing of these six schools and assigning a
portion of students from each to other neighboring schools would result in
integrated kindergaten through 3rd grades at Fairlington, Oakridge, Clare­
mont and Abingdon. Integrated 4-6 grades would be at Drew and Randolph. In
each school, racial balance would be heavily white. No child would ride
further than three miles, and most would not ride that far.
The kindergarten through third grade classes would be held at the four
schools shown below. Shown also are the number of children that would attend
each school and the schools that they would have otherwise attended if the
present districts were continued unchanged. The numbers are estimates and
will have to be modified and refined.

An amendment to this Plan, suggested by the Hoffman-Bos ton PTA and the
Arlington View Civic Association, involves the same kind of cross-assignment
among Hoffman-Boston, Clay-Fillmore, Fort %-er and Custis. Heniy was not
included in this proposed amendment because there is already a satisfactory
integration ratio of students at that school.
This Plan involves the whole south Arlington community but does not
extend the busing too great a distance. Every neighborhood school remains
open, and each child would spend at least part of his elementary education
years close to home. Both races are involved. Critics of this plan point
out that large families might find themselves in as many as four PTA's,
instead of only three as at present. This plan would certainly meet the
Federal requirements likely to be imposed by the courts, or by HEW.
2.

The Model School

The second plan was suggested as Plan 5 of the CEE proposals, and is
known as the Model School Plan. As originally proposed, it called for the
establishment of an experimental elementaiy school which would concentrate on
programs of early childhood development, enrichment programs; would be un­
graded, unstructured, and responsive in form, have a low pupil/teacher
ratio, and high parent participation. It was conceived as a center for the
best county thinking on elementary education. Voluntary attendance was
suggested at first, to enable participation from all over Arlington. The
School Board proposed its own Model School plan, also based on voluntary
assignment. This has strong educational appeal; however, it would not answer
the Federal and court requirements for desegregating schools because where
attendance is voluntary, integration cannot be assured. Courts have not been
approving plans based on voluntary attendance. Also, many Drew parents
wonder what would become of the Drew pupils who did not attend the model
school, as the overwhelming majority would not.
It seems clear that Arlington has the basis for a workable compromise.
If pupils could be assigned to the model school on some basis other than by
voluntary attendance, this plan would be more likely to gain court approval.
If a more equitable busing plan could be worked out, sharing the burden of
change between the races, and some assurance be given that the plan has
educational validity as well as accomplishing desegregation, Arlington might
yet avoid having its school problems decided by the courts.

Abstract of a Memorandum of 8 July 1971 from the Superintendent of Schools to
Members of the County School Board of Arlington County concerning a proposed
Model Elementary School at Drew.
I.

PUPIL POPULATION
300 students, grades 1-6:

60 black students - 240 white students
(20% black - 80% white)

Each elementary school will be allocated a quota of pupils who
may be admitted to the Model School. Pupils will be selected by
grade level by lot according to this allocation.
II.

TEACHING STRATEGIES
...The former elementary seminar program for academically able children
provides a model for •

III.

INSTRUCTIONAL PROGRAM
...The program proposed is an adaptation of the British infant school
approach to elementary school teaching....
...Theoretically it is based on the work of the Swiss psychologist Jean
Piaget and on new research on how children learn....
...It is compatible with the Montessori program proposed for the pre­
school and kindergarten classes and should be responsive to a wide variety
of backgrounds, abilities, and interests of children....
...Some of the characteristics of the British infant school model have
been described as follows:
1.

Classrooms are decentralized into separate functional "learning
areas" for self directed study. There is a rich environment of
resources, concrete materials as well as books and other media.
Children have freedom to explore, to choose their own learning
activities, and to work individually or together with guidance
from the teacher.

2.

Children from different grades are frequently grouped together
and groupings are kept flexible and responsive to the needs and
interest of children.

3.

For the most part, the children’s work is interdisciplinary.
Communication skills are stressed and all forms of expressive
representation - in the arts and in movement as well as in
language - are considered valid.

IV.

The curriculum is flexible with interpenetration of various
subjects and skills. The emphasis is on learning rather than
teaching with a focus on each child’s thinking and problem­
solving processes and on his ability to communicate with others....

STAFF ALLOCATION
...Three teacher teams will be organized, each serving one hundred
children and composed of: -the team leader

-two teacher aides
-two teachers in training
-two volunteer aide positions...
...In addition to the instructional teams, the staff will include:

Education Development Center, Research Lab, Boston)

adults in the teams will be approximately 10/1....

V.

LABORATORY ASPECT OF THE SCHOOL
...the new school is intended to serve as a demonstration laboratory for
other teaching personnel in the system. Provisions will be made through
the staff development program for teachers from other buildings to spend
time in the model school. Here they will do more than observe. They will
enter into the teaching act as team members or aides - assisting, working
with materials, interacting with children, collecting data, critiqueing,
evaluating, learning through doing....

�On February 9, Senator Walter Mondale (D-Minn.) introduced S- 683, the
School Integration bill, into this session of Congress.

As chairman of the

Senate Select Sub-committee on Equal Educational Opportunity, Senator Mondale;
presided over months of hearings in 1970.

If this bill passes as proposed, it will provide for

6%

of its

funding to be made available to assist citizens' groups such as CEE in their
efforts to accomplish successful integration where public officials have stalled.
These funds would not be subject to the approval of local officials.

We are

in touch by phone and by mail with Senator Mondale's staff, and plan a meeting
with them.

We will follow this bill with interest.

As we studied the problems encountered by the Drew children, both in
elementary school and as they go on to secondary schools, questions arose
about our whole school system.

Doubts were raised as to whether many of the

average children receive what they need,1 much less the child whose special
problems we were thinking of when we set out to work for equality of educational
opportunity.

Politics of budgeting, constant local elections, thinly disguised

racism, teacher assignment and autonomous principalships appear to play some
part in the management of our school system.

There is evidence in some cases

that the goal is to maintain an appearance of order, rather than a realistic
appraisal of problems and an effort to solve them.

We want to challenge one rumor based on misunderstanding of our motives^
It is being said that CEE.is "...trying to promote busing all over the county."
That vague bit of nonsense is not our goal.

We have drawn up no plans of our

own, nor do we support as yet any particular plan for the desegregation of
Drew.

We are trying to inform ourselves and others in order to arrive at

a decision about what is best for all.

We are not in business to promote

We are promoting brotherhood, equal educational opportunity, more

responsive public systems, and school integration.

We feel the latter is

quite compatible with positive educational gains, if we all work together.
During the last election, certain irresponsible candidates implied in their
campaigns that to ride a school bus was somehow a horror you should spare
your child at all costs.

This played on the fears of people already fearful

and confused, and did nothing to ease the confusion.

Groups such as ours

have much work to do to undo the false implications these candidates fed.
They may have benefitted from their action; how many less fortunate, less
powerful people —

how many children —

lost?

�COMMITTEE FOR EQUAL EDUCATION - Arlington, Va
Report to members - February 1971
Activity has continued in the three sub-committees of the Committee for
Equal Education.

We visited the Office of Education and the Office of Civil

Ri-hts to ask about Arlington's compliance with Civil Rights laws.

At OCR,

we were given the current distribution by race of pupils and teachers in the
Arlington schools.

We also obtained a very helpful pamphlet, "Schools Can

3e Desegregated," a copy of which was mailed to everyone on CEE's mailing
list.

Anyone who wants to be prepared to comment on what should be done at

Drew will find this pamphlet useful.

Commission on Civil Rights, by calling 3^2-3392, or from Marianne Karydes,

336-9448.
Certain information is still denied to this committee by the School
Administration.

Our PLANS sub-committe*e tf&amp;nts to be able to make informed

oroposals about the desegregation of Drew, and needs the maps which show on a
house-by-house basis where the children live who attend school at Drew and in
the surrounding areas.

Changing boundary lines in any way (if this is to be

nart of the solution) requires knowing what children will be affected by any
change.

The maps are among the information refused us "because of pending

litigation."

We consider them public information, and feel we have both a

right and a need to use them.

When we do get them, the PLANS group will try

its hand at forming alternative proposals for Drew.

CEE members feared from the beginning that if the problem of desegregating
Drew were left for the courts to resolve there would be a long delay, during
which time ignorance of facts, confusion, apathy, and lack of leadership would
create an atmosphere of public misunderstanding which would prevent acceptance
of change or cooperation in bringing it about.

CEE was founded to build

community support for and involvement in the needed changes in the Drew area.
We wanted to work to assure that those changes would bring positive educational ^
benefits to all the children involved.

Mrs. George Booth, has begun the task of contacting PTA, church, and other
groups to offer a presentation of the case for integration at Drew.

Our

Drew and the course of integration in Arlington.

The PUBLIC APFEARANCES sub-comrr.itsj^eg-; led by Ken Law, appeared before the

�School Board several times and met with Dr. Chisholm in an effort to gather
the information we needed..

In December, we submitted to the Board a list of

questions related to equality of educational opportunity in Arlington's schools.
The Board had no basis for refusal of these questions, as they did not relate
specifically to Drew.

In about six weeks' time we did receive most of the

information we requested about the Arlington schools.
We have never been able to get the Administration to discuss its plans
(if there are any) for the Drew situation, however.

Their attorneys have

advised them not to release "...information pertaining to the case;-" that is,
the Drew parents' suit for the integration of their school.

There is a

difference of opinion among attorneys as to how strictly this legal advice
to the Board must be interpreted.

Many feel it is a guideline, within which

a Board which really wanted to be responsive could use its own judgment about
releasing information.

A case

also be made for the point that the Board,

in refusing to serve a portion of the public (the Drew parents), and in actually
spending public money to defend itself in this refusal, may be misusing that
portion of school funds which go toward this defense.

In April 1968, the Virginia General Assembly approved

known as

the "Virginia Freedom of Information Act," which you will find as Chapter V?9
of the Acts of the Assembly for that year.

It requires that meetings and

official records of agencies, boards, commissions, be open to the public,
fhere are exceptions, but the intent of the act is to make public information
available to the public.

This act has not yet been tested in court.

One

possibility for obtaining the maps may be for us to initiate a court test of
this act.
At this time, all we know about the expected decision of the Supreme
Cou-. t in the Charlotte-kecklenberg cases is that it will probably come no
later than June.

(These were the cases, heard in October 1970, asking

clarification of how much racial balance is required by law in public schools,
and what means may or may not be employed to achieve it.)

The Drew suit,

Hart vs. the Arlington School Board, to be heard in the Alexandria District
Court, will probably not be heard until after the Supreme Court decision is
handed down.

PJstimates on when the Drew suit will be heard now run from six

months to a year, although a date may soon be set.

The School Board will take

no action until after there are decisions in both cases, which is reasonable
from an administrative point of view.

STATEMENT BY THE ARLINGTON COUNTY SCHOOL BOARD

In view of the official directive from the Virginia
State Superintendent of Public Instruction which states:
The Governor and the State Board of Education
hereby declare and adopt as the policy of this
Commonwealth that the State Board of Education
will continue to administer its functions, in
cooperation vfith the local school authorities,
to the end that the public schools of Virginia
open and operate through the coming school
session as heretofore,^
the Arlington School Board does not plan to integrate any
classes in September.
Pending further clarification by the State
authorities, the Arlington School Board is studying alternate
plans for the orderly implementation of tie Supreme Court
decision on integration in the public schools.
