What a long letter I can wri~e on this, yeti It's a leftover from the job T»ye
just finished (huhi) on our chronic Gum Springs drainage headache; I'll enclose
a sheet, just to show you my typing has not appreciably improved. Yes, and you
may like to see the sheared newsletter Mr. West put out so it wouldn't say any­
thing unpleasant about Mr. Broyhill, the good Republican. Ebey and friends did
a job on Mr. West, so he is now properly contrite; he cut off my remarks about
Mr. Broyhill's civil rights record as being "political". But it will get a
spot in the next hewsletter, in time to maybe influence a few a little before tie
July primary.
Friend EBy has been working on a ^et-out-the-vote line, which kept him from bein g
present at the rather exciting thing yesterday, winch you would have enjoyed, Ifa
sure: Rev. Jackson’s brain child, a move to integrate the NAACP branches of the
greater Washington area. He had presidents and mere board members from Mont­
gomery and Prince George, Arlington (no one turned up)and Alex and Fairfax, plus
of5c cou se several from the District. We dreamed up all sorts of good ways the
branches could worv together, enjoyed some delicious home cooking, and got to
know each other some, all very pleasant.
Let's see: what else is there? A very good meeting on housing problems in Borth* e m
Virginia, by all three HRG groups, exciting in the enthusiasm it worked up, mean inrrful only if someone (not me) follows up with someth ngx besides talk. We'll
see whether Ed Kanwit Foes to work further.
I've been hunting board members for the council, as nominating chairman this
time; best news so far is that Michael Straight has consented to serve. Hut now
1 have to find out who he is, since he is not now the editor of the New Republic;
as he once was.
As for Hussey news, our Bobb'e and her hu bband and my dear Albert are sitting
all about me now as I type, spending hundreds of dollars on paper as they build
Bobbie a nursing home. We rot a piece of land, option that is, but now the pal f
a
who was going to go partners with our Bob has cold f,et because the county
i
authorities say we have reached the saturation point for nursing homes in this
county. What they'll decide is reasonable I dunno; but where they expect to find
the money is what interests me chiefly/ We'll see, we'll see.
Oh goodness yes, and the Drew School thing. Here are theclippings I have saved
foryou, though I suppose Ebey has sent them to you before now (and if he hasn't
you have grounds for scolding him for being remiss). Too bad the try didn't sue
ceed, but it was a good try.
The legislature is doing a strong reverse turn these days, trying to get the
schools stuck with that Race and Reason book, etc. Worst for the future is their
redistricting — I don't mean that, reapportionment plan, which doesn't give us
poor urbanites much, keeps the country boys in there **or another ten years.

Gentlemens
X wish to challenge statements made at the meeting
of the Arlington County Board on Maroh 12 by Mr. Edward
Strother, president of the "auok Citizens Association.
I live in the so-oallad Wauok area, was formerly
a member of the Vauck Citizens Association, but quit because
of its advocacy of an unneedel segregated playground.
X am a member of both the Community Council for
Social Progress and the WAACP and subscribe fully to the
views expressed by their representatives at your meeting.
I believe that their views, in opposition to an addition
to the Drew-Kemper School are in accord with the views of
an overwhelming majority of negroes in Arlington County.
X do not believe that the views expressed by the
TJauok Citlze is Association or its spokesmen represent the
views of any substantial number of negroes either in the
so-called Wauck area or in Arlington County. Any negro,
who tells white people in this day and age that he favors
segregation ‘ doing so baoause he believes it is expedient
.a
or is attempting to fool white people. Only recently,
spokesmen for the Vauok Citizens Association, while seeking
county aid for an all-negro business area, were saying that
they were opposed to racial segregation.
I understand that there are vacant classrooms in
the Dolly Madison School, to which negro children, who now
are on double shifts at the Drew-Kemper School, can be assigned
and can be transported by bus. I also understand that there
are vacant olassrooma in other schools in South Arlington.
I know of no valid reason why these olassroOms oannot be
used instead of kxswnperktii further burdening Arlington
taxpayers with the oost of an addition to the Drew-Kemper
School.
Finally, I should like to point out that the late
Dr. Charles Drew, for whom the Drew School is named, amd who
contributed so largely to the development of an unsegregated
blood bank during florid War II, was unalterably opposed to

racial segregation in public facilities. An addition to the
Qraw-Kemper Sohool to maintain segregation would dishonor his
memory.
I shall vote against any bond issue, in which any of
the proceeds are earmarked for an addition to the Drew-Keniper
School. Certainly an enlightened community, suob as Arlington
County, should abide by the Supreme Court decision that rqoial
segregation in public education is unconstitutional.

Ladies and Gentlemen: W e l c o m e to C. C. S. P.
Tonight w e have D e m o c r a c y
in action. This meeting w a s inspired by two civic associations in Arlington
County, T h e N a u c k Civic Association and the Central Arlington Civic Association.
Both of these Associations w e r e organized b y N e g r o citizens of Arlington County.
T h e y have differed publicly on the m e a n s b y w h i c h certain p r o b l e m s in the
county should be solved.

In connection with these differences of opinion, y o u

m a y have read statements like these:

"Arlington N e g r o e s Split" and "Fight over

D r e w School addition to be Aired".
S o m e of our m o r e sober citizens have c o m e to realize that these two
organizations are serving to help in maintaining an informed electorate.

These

expressions of differences of opinions o n important c o m m u n i t y problems, indeed
o n fundamental p r o b l e m s of D e m o c r a c y are not "Fights" and "Splits"; they r e p r e ­
sent one of the important expressions of the A m e r i c a n heritage in citizenship
re sponsibility.
T h e C. C. S. P . , the N a u c k Civic Association and the Central Arlington Civic
Association are to be c o m m e n d e d for this demonstration of concern and
m a t u r e responsible citizenship in the G r a n d Tradition of a D e m o c r a t i c Society.

PURPOSE

Registration of those who solicit funds for commencing or continuing
litigation

Individual, partnership. Corporation, Association, whether formally or
informally organized

PROHIBITED

Solicitation of funds for or the expending of funds from whatever source
for commencing or prosecuting further any original proceeding unless a
party to the action or having a pecuniary right or liability

UNLESS

The following information is filed annually or within 60 days after en
gaging in activities subject to this act, information to be filed with the
State Corporation Commissions
A. If partnership, corporation, or association
1. Charter, by-laws, etc,
2. Names and addresses of officers, directors, stockholders,
members, employees, agents
3. Source of each and every contribution, membership fee, dues
payment, or other item of income or revenue and if required,
the name and address of each and every person or corp. or
assn, making any donation or contribution
l . A detailed statement of each expenditure, objects for which made

5. Locations of each branch office, etc.

THE DOUGLAS-KEMPER AREA

A most pressing need exists for additional physical school facilities.
How are these specifically identified?
Thoughtful examination of the character and extent of this deficiency in
school room space end supporting facilities to meet today's modern educa­
tional standards makes i necessary to consider:

( ) Scope and character needed in new school construction and

equipment.
( ) Location (or site) for the new school construction to best

serve the needs of the Douglas-Kemper community and at the
same time obtain better value for our tax dollars.
(
3) Examination of the urgent time schedule for acquiring the
needed new construction.
To develop more thoroughly the Central Arlington Civic Association's own
concept in proposing answers to the three considerations noted above, we have
been fortunate in obtaining the services of an Architect as our Consultant.
Our Consultant, Mr. Hilyard R. Robinson, who brings to us high skill and
extensive practice as a planner, will present to the Board of Education of
Arlington County in our behalf tonight carefully worked out recommendations
embracing the three phases of the school problem that concerns us.
He has prepared technical studies on the subject.
These he will present by large screen projection and explain.
Your careful attention is invited, as he develops the numerous significant
values , . . not easily determinable by the layman . . . of the Douglas Park
Land Tract as a site for a school to serve these expanded educational needs
most efficiently and fully.
Finally, i would be well to keep in mind that the planning presented by

our Consultant can be achieved within the limits of the allowable cost for new
construction in Arlington County. Further, i acted upon favorably and

promptly, a part of the proposed new school project could possibly be ready
for occupancy in September, 1961, The total project could be occupied by the
school children in the following February "Mid-Term".

X read the Washington Post report today with reference to your convictions
on the proposed additional 19 roone to the Draw School.
Please accept ay expression of appreciation for the courage you displayed
in epeaking out for a better educational opportunity for the children in
the DrewKamper area.
We are in a revolutionary struggle in which the Soviet Union has designed
a program of world aaatery, consisting of many facets, one of which is almost
unlimited educational development, to the maximum capacity, of every youthful
brain under their sphere of influence.
We in the Western World can hardly afford the luxury of educationally inade­
quate school buildings, curricula, or teachers even for under-privileged
children, if we are to maintain an equal humanitarian and Intellectual position
with the world-wide intellectual ferment of the Soviet Union. This position
become* almost mandatory if the aim of Democracy is to achieve its rightful
place of unquestioned world-wide leadership.
It would seam tragic, indeed, should the educational leaders of our County
allow lay members of the DrewKemper community to be put in the position of
making a professional decision on the educational soundness of a School Board
proposal, thus making thma accountable to the future for whatever educational
handicaps are sustained by the new generations of children of this community.
It would be fortunate, 1 believe, if the educational leaders of the County,
namely the School Board, would take the full responsibility for a decision
la favor of the promising young children of the DrewXamper community and in
favor of the future of Democratic America.
