To the Member® of the Board of Educations

All over America, educators are working to eliminate large elementary schools
.in auburban areas. They contend that small elementary schools provide the
best learning atmosphere for children of the elementary level.
This fact
lead® as to feel that there is no justifiable reason why the largest ele­
mentary school in the county should be ©rected in the Eauck Community.

the satiating policy of Arlington County. There is not another elementary
s chool that i3 as large as Brew School would b© with the twenty-two room
.Edition. Why would we raise money to build in ©n® place what we &amp;r® trying
! o eliminate in all other places?

The plan, to build on the present Drew site is bad planning because the pre­
sent Drew School does not meet state requirements. The Nauck Area is a
congested area. The proposed sit® has only eight to nine acres. There
should bo fourteen to measure up to the minimum state requirements for an
elementary school of this else in any given area. A school serving a
ccEEBunity of row houses and duplex houses should have more play space to
ecispsnsate for the individual lack of play space which the cccanunity provides.
The plan to build 22 clean roraaa to the present 15 at Drew Elementary School
J s unsound because it perpetuates segregation. We all agree with the St^prsme
.
Court that separate educational facilities are inherently unequal. Segrega­
tion does not provide th® best possible education, nor does it provide for
sound education for children growing up in our World today.
Tie are vary much concerned about tha matter in question. We feel strongly
that there should ba provided for the children of the Nauck Community a
sound education. This ia the real issue. Judge John M. Wisdaa, a United
State Circuit Judge of Louisiana, said recently, “This is not the moment
in history for the state to experiment with ignorance." We feel that the
best is not offered for the children of the Nauck Community.
if the Board of Education cannot reconsider its position and give an
assurance that it will not place a 22 room addition to what is already an
inadequate site, the members of our organisations cannot support this issue
in the Bond Referendum.

Is that a vote against our good Arlington school system? NO.
It’ a vote against converting a small school...the Drew Elementary School...
s
into an outsized patch-quilt monstrosity which will he with us for years.
It's a vote against building on a cramped site in a congested area
where youngsters are now deprived of badly needed playspace.
That's what the school bond issue is about...it involves nothing more
than an addition to a single school...the Drew Elementary School.
How much tax money will be saved...by a NO vote?
About $9^0,000, almost a million dollars, which can be voted next year,
perhaps, to build a more-for-the-money school for this community
and in keeping with current trends toward FEWER students per school.
What about the Drew youngsters? Won't they miss out on something,
if they don't get the addition via the bond issue?
Answer: The present facilities plus the Drew annex are okay
for a while...preferable to building a king-sized memorial to segregation.
No, the bond issue simply locks these youngsters into a sub-standard
and segregated facility...and throws away the key.
Is a NO vote a vote against waste and inefficiency? Yes.
The school bond money would tack 22 classrooms onto the existing 15.
It would house 1,100 youngsters...more than three times the average
for Arlington elementary schools. It would dilute the teacher strength.
But worse, the bond issue would imprison over two-thirds of Negro pupils
of elementary age in a single facility, through 6th grade. On graduation,
they would be thrown into junior high, with an extreme handicap..
.
putting a dent in the WHOLE school set-up. Inefficient. Wasteful. Unfair.
Vote NO on the school bond issue...last item on the ballot.

Illustrated Architectural Plan Presented to School Board

Central Arlington Civic Association
The Elementary school facility deficiency of the Drew-Kemper
area is now a critical educational challenge. The existing 15
room Drew School is already operating 18 additional classrooms
in temporary quarters outside the current school grounds. The
proposed 22-room addition to the Drew School building would be
filled to capacity in 1961 with the rescue of the 18 temporary
classrooms and the estimated extra increase in school enrollment.
This proposed solution will again be Inadequate in 1962 in addi
tion and of more Importance. Educationally the proposal is not
in keeping with the high educational standards of Arlington
County Public School System.
This Civic Association, convinced of the need for an
imaginative solution for a serious educational problem, employed
the services of a distinguished architect to assist in developing
a constructive proposal. The new proposal was to be developed on
the baslB that it would be superior in: choice of site; quality
of educational and architectural planning; value for county
dollars spent; and in potential contribution to cultural and edu
cational life of the community itself.
The School Board held a special meeting on September 26, at
which time Mr. Hllyard Robinson, Architect-Consultant, on behalf
of the Civic Association, presented a remarkable lantern-slide
illustrated study and proposal of elementary school facilities in
compliance with the needs and objectives as stated. The undeveloped
Douglas Park area located in the community was the land site chosen.
It has major assets of an existing adjacent recreational or play
ground area and a rugged natural wooded topography which, imagina
tively conceived, yields numerous community values.
Diagrammatic studies were presented by the Architect which
yield land accommodations for the mandatory 22 classrooms— kinder
garten as well as for additional classrooms when needed and as
funds become available. Classroom planning is in "Cluster Units"
with efficient flexible "indoor-outdoor" classrooms with equipped
individual recreational areas controllable by each teacher.

These studies also provided protection against noise and
other distractions and a choice of "Group use Facilities"
including: "school-community", library, auditorium-gym, and
lunch-multipurpose room.
The "Campus-Cluster" type elementary school planning to
which the Douglas land tract is well adapted, is not new.
If
one needs precedent for its educational, architectural and
economical soundness one might review published data on existing
elementary school projects of this type in Middletown and Watertown, Connecticut; Brentwood, Missouri; Weston, Massachusetts;
Westerly, Rhode Island; and Bellevue, Washington.
Team Action-Community, School Board, Architect, Citizens—
could promptly bring to this progressive lii|t^community a sound
and prideful solution to a pressing educational need at a modest
expenditure within the $13 to $14 per square foot cost of elemen
tary school construction established by Arlington County.

white schools report they have been made welcome. They have made many friends and have had
greater educational opportunities. Their parents have been welcomed at P-TA. Things have
gone well.
The fine example of these children has reflected credit on the schools from which they
transferred. The fine s f of teachers i our Negro schools helped prepare the children.

Fairfax County i proud of i s progress in race relations. The Federation of Citizen's

Associations and the P-TA Federation are inter-racial. The P-TA Council recently voted
overwhelmingly for more progress on school desegregation. Last summer, owners of chain
store lunch counters and many restaurants put up the "welcome" sign for you and your children.
This winter, nearly 2 000 high school students in Fairfax County signed a petition favoring in­

clusion of Negro students in interscholastic sports. These facts indicate the white people in
Fairfax County are ready t accept people without prejudice. You — as a Negro parent — must

act i there i to be more rapid progress in school desegregation.

SCHOOL DESEGREGATION WILL HELP REDUCE PREJUDICE AND DISCRIMINATION
As more Negro parents have their children enter previously white schools, more and
more children will make friends with those of different races. Prejudice will be reduced. As
time goes on, desegregating the school system will help Negroes get better jobs, better housing,

IS THAT A VOTE AGAINST OUR G O O D ARLINGTON SCHOOL SYSTEM?

NO.

It's a vote against converting a small school . . . the Drew Elementary school . . . into an outsized patch-quilt monstrosity which will be with us for years. It's a vote against building on a
cramped site in a congested area where youngsters are now deprived of badly needed playspace.
That's what the school bond issue is about . . . it involves nothing more than an addition to a
single school . . . the Drew Elementary school.

H O W MUCH TAX MONEY WILL BE SAVED . . .

BY A NO VOTE?

About $950,000, almost a million dollars, which can be voted next year, perhaps, to build a
more-for-the-money school for this community and in keeping with current trends toward FEWER
students per school.

WHAT ABOUT THE DREW YOUNGSTERS?
WON'T THEY MISS OUT ON
SOMETHING, IF THEY DON'T GET THE ADDITION VIA THE BOND ISSUE?
Answer: The present facilities plus the Drew annex are okay for a while . . . preferable to
building a king-sized memorial to segregation. No, the bond issue simply locks these youngsters
into a sub-standard and segregated facility . . . and throws away the key.

IS

A N O VOTE AGAINST WASTE AND INEFFICIENCY? YES.
The school bond money would tack 22 classrooms onto the existing 15. It would house 1,100
youngsters . . . more than three times the average for Arlington elementary schools. It would
dilute the teacher strength.
But worse, the bond issue would imprison over two-thirds of Negro pupils of elementary a ge in a
single facility, through 6th grade. On graduation, they would be thrown into junior high, with an
extreme handicap . . . putting a dent in the WHOLE school set-up. Inefficient, Wasteful, Unfair.

in suburban areas. They contend that small elementary schools provide the
best learning atmosphere for children of the elementary level.
This fact
leads tm to feel that there is no justifiable reason why the largest ele­
mentary school in the county should be erected in the Nauck Community.

In build a 37 resaa Elementary School building is to act contrary t© what is
the existing policy of Arlington County. There is not another elementary
rchool that is as large as Brew School would be with the twenty-two room
;edition. Why would we reds® money to build in one place what we are trying
■o eliminate in all ether: places?
The plan to build on the present Brew site is bad planning because the pre­
sent Brew School does not meet state requirements. The Nauck Area is a
cr.gssted area. The proposed site has only eight to nine acres. There
should be fourteen t© measure up to tha minimum state requirements for an
elementary school of this site in any given area. A school serving a
ecsmunity of row houses and duplex houses should have more play apace to
compensate for the individual lack of play space which the eesaaunity provides.
The plan to build 22 class rooms to the present 15 at Brew Elementary School
in unsound because it perpetuates segregation. We all agree with the Sisprsnss
Court that separate educational facilities are inherently unequal. Segrega­
tion dose not provide the best possible education, nor does it provide for
sound education for children growing up in our World today.
Ce are vary much concerned about the matter in question. We feel strongly
that there should fee provided for the children of the Nauck Community a
sound education. This is the real issue. Judge John M. Wisdom, a United
State Circuit Judge of Louisiana, said recently, "This is not the moment
in history for the state to eaperimenfc with ignorance." We faal that tha
heist io not offered for the children of the Nauck Community.
If the Board of Education cannot reconsider its position and give an
assurance that it will not place a 22 room addition to what is already an
inadequate site, the members of our organizations cannot support this issue
in the Bond Referendum.

in suburban areas. They contend that small elementary schools provide the
best learning atmosphere for children of the elementary level. This fact
leads us to feel that there is no justifiable reason why the largest ele­
mentary school in tire county should be Greeted in the Nauck Community.

To build a 37 roes Bl®zaentary School building is to act contrary to what is
tfe® aviating policy of Arlington County. There is not another elementary
school that is as large as Brew School would be with the twenty-two roon
addition. Why would we raise money to build in one place what we are trying
to eliminate in all other places?
She plan to build on the present Brew site is bad planning because the pre­
sent Brew School does not meet state requirements. The Nauck Area is a
congested area. The proposed site has only eight to nine acres. There
should be fourteen to measure up to the minimum stats requirements for an
®Xcsnsntary school of this size in any given area. A school serving a
eossaunity of row houses arid duplex houses should have more play apace to
cesapansate for the individual lack of play apace which the community provides.
Th® plan to build 22 class rooms to the present 15 at Drew Elementary School
is unsound because it perpetuate* segregation. We all agree with the Supreme
Court that separate educational facilities are inherently unequal. Segrega­
tion does not provide the best possible education, nor does it provide for
sound education for children growing up in our World today.
We are vary much concerned about the matter in question. We feel strongly
that there should be provided for the children of the Nauck Community a
sound education. This is the real issue. Judge John M. Wit*does, a United
State Circuit Judge of Louisiana, said recently, “This is not the moment
in history for the state to experiment with ignorance." We feel that the
best is not offered for the children of the Nauck Community.
Xf the Board of Education cannot reconsider its position and give an
assurance that it will not. place a 22 room addition to what is already an
inadequate site, the members of our organizations cannot support this issue
in the Bond Referendum.

                    <text>Statement of Central Arlington Civic Association
to the Arlington County School Board

January 19, 1961

The Central Arlington Civic Association, which was organized in
the latter part of 1959&gt; first became interested in the problem of over
crowding at the Drew-Kemper School early in i960, when the County Board
presented a series of bond issues, including one for an addition to the
Drew-Kemper School. We knew that the school was crowded and that the
situation required prompt action, but we wondered whether an addition to
the present school was the best - or the only - solution. We studied
all the material we could obtain about the school and the School Board's
proposals and we explored a number of possible alternatives, such as
transfer of some students and re-dividing school districts. We came to
the conclusion that the most desirable solution would be to build a new
school at a different location.

Our objective was two-fold: first, to persuade the School Board
and the members of the entire community that an addition to the Drew
School was undesirable and second, to present a concrete proposal for
solving the problem, by recommending a more desirable site and showing
that this site could be used to build a school which would be a credit
to the community.
Then began the job of finding a suitable site for a new school.
Some of our members made a tour of the entire Drew School district; they
found only two sites in the area which would not require the removal of
existing homes: a site east of Glebe Road, on South 18th Street (includ
ing a portion of the Army-Navy Country Club property) and one known as
Douglas Park, surrounded by South Walter Reed Drive, South Four-Mile Run
Drive and South Pollard Street.
Members of our organization made an intensive examination of these
two sites, visiting them, taking pictures, studying the physical aspects
of the land and the location of the students affected. We concluded that
the site on South 18th Street was unsatisfactory for several reasons, but
primarily because the school population in the area was largely concentra
ted west of Glebe Road. We were aware that the uneven topography of the
Douglas Park site might cause some objections to its use for a school.
Before recommending this site, we asked several architects to look at the
site and give us their reactions, which were favorable.

During this period, our members made frequent trips to the Court
House and the School Administration building to purchase maps, and get
reports and other materials providing information about the school dis
tricts, enrollment, expenditures, standards and so forth. We also sought
and obtained from other sources information about elementary schools - op
timum size, construction plans and standards and similar material.

�At the meeting of the School Board on April 21, I960, we submitted
a statement and a detailed memorandum setting forth our reasons for oppos
ing further expansion at the Drew School site. We pointed out that the
Drew School was already the largest elementary school in Arlington, far
above the average in the County and elsewhere; that the Drew site was al
ready inadequate and that new rooms here would mean removal of badly
needed homes and recreation space. We urged the Board not to put addi
tional rooms at the Drew site, and suggested instead the construction of
a new school on the Douglas Park site. This report was followed by a let
ter to the School Board on May 7, indicating that a certified architect
had confirmed the possibilities of building a school on the Douglas Park
site. We repeated our belief that two schools with about 600 pupils each
would be superior to one with 1200 pupils.
On May 16, the Association's Executive Committee issued a statement
to the membership, urging support of the school bond issue. At the June
meeting of the Association, the members approved expenditure of a modest
sum of money to help pay the cost of having an architect prepare sketches
of a school for the Douglas Park site. We were fortunate to have the vol
untary services of Byrd and Bryant Associates and a distinguished archi
tect, Mr. Hilyard Robinson, as a consultant.
In July, the Association was informed by Superintendent Reid that
the School Board's architects felt that a school should not be built at
the proposed site for two reasons: (l) the cost of grading required to
construct a building and play field would be more than at the Drew site,
and (2) the property itself would probably cost $50,000 more than the ne
cessary property at the Drew School site.
Our members then went to work to gather the material necessary for
the architects to make their sketches - maps, topographical surveys, prop
erty lines, acreage and location of utilities in the Douglas Park area.
In August, we requested permission to present the sketches to the School
Board. Permission was granted, and the sketches were presented at a spe
cial meeting of the School Board on September 26, i960, at the Drew-Kemper
School. Using color slides, Mr. Hilyard Robinson showed a series of de
tailed sketches, studies and plans specifically adapted to the Douglas Park
site. The proposal was for a m o d e m , campus-cluster type school which
would take full advantage of the natural beauty of the land and the exist
ing play field in the area, at a cost within the Arlington County standard
of $13 to $14 per square foot for elementary school construction.
The plans are imaginative and attractive and include not only class
rooms, but also a library and other community facilities now lacking in
the area. One of the outstanding advantages of the proposed school was
that if the project had been acted upon favorably and promptly, parts of

�the school could have been ready for occupancy in September, 1961, and
the entire project by February, 1962.
In the meantime, we had arranged for two members of the School
Board to visit the Douglas Park site and make their own estimate of
the possibilities of the site for a new school. After the architect's
presentation, the Central Arlington Civic Association offered to show
the slides to any interested groups or organizations and to answer their
questions about the proposal.
This entire project has required a substantial outlay of time,
energy and money by the Central Arlington Civic Association and its
members, and by the architects who contributed so generously of their
skill and time. Our motives throughout have been to accomplish two
things: to find the best solution for the overcrowding at the DrewKemper School, and to inform members of the entire community of the
facts, so that they could have a voice in the decision involving the
expenditure of more than
million of their tax money.

ities, 5475,000 fo r sidewalks,
$228,000 for park and recrea­
tion facilities.
The Board also decided to
draft a proposal to the Gen­
eral Assem bly to permit.state
officials to serve in Federal
posts.
