Dear Sirs
I am writing you not as a representative of any group but as a oitizen
deeply concerned with the future of our state. As Governor Battle has
said, a Supreme Court decision outlawing public school segregation would
call for the best brains and leadership we have. No thoughtful person
believes that an overnight change of that particular section of Virginia
life could result in anything but chaos and deep trouble in many, if not
most of our communities. It seems to me that the handwriting is on the
wall, clear and plain for all to read in the decisions which the Supreme
Court has handed down during the last four or five years. Sooner or
later, perhaps as soon as a year from now, segregation is going to be
ruled unconstitutional. When that happens, we can perhaps evade the
results for a few years by some such device as the Moses proposals but
unless we get the brains and leadership Governor Battle speaks of, the
time we gain will buy us nothing save more bitterness and increased bad
feeling.
To me the intelligent approach to such a problem is to face it and try
to solve it in as orderly a manner as possible.
I would be very proud
indeed if Virginia could take again the position of enlightened leadership
which she has held so often in the past.
I am enclosing a plan for gradual abolition of segregation over a fifteen
year period. It has I believe certain merits whioh I have listed with it.
It is advanced with considerable humility only as a take-off point for
better brains than mine. Since I am not completely unaware of political
realities, I am not overly optimistic as to its general reception but I
feel I must raise uy voice.through this thorny ground.

�A Plan for the Gradual Orderly Elimination of
Public School Segregation
1,

A three year period of preliminary community and teacher education.
During thia t ime intensive work would be done with teachers both white
and colored, to give them a greater insight into intercultural relations
and the problems to be faced,

During the fourth year, segregation would be abolished in the first
grade only,

3,

During the fifth year, segregation would be prohibited in the first and
second grades.

Each year thereafter an additional grade would be open to both races on
a non-segregated basis.

5.

At some time during the first five year period, all the state institutions
of higher learning would be opened to both races according to plans
developed by the institutions themselves.

At the end of a fifteen year period we will have graduated from our public
schools a class of children who have had no classroom experience with a segre
gated school system.
The initial introduction of non-segregation would be to very young children
whose patterns of behavior are not already firmly set. Serious race trouble is
impossible where six and seven year olds are concerned.
Because of the preliminary educational period, only children less than three
years of age at the time of the plan's adoption would be affected. This means
in general, children of younger parents, parents not quite as set in their ra
cial feelings as the older people.
No child who has been accustomed to school segregation would be distrubed.
It is recognised that the major problems of adjustment will occur in the
secondary schools. In areas where residential segregation is practiced, very
little actual intermingling will occur until the secondary level is reached.
Sinoe this stage of the plan will not be reached for nine to eleven years
(depending on the sohool system whether 6—3—3, 7—U or 8-l|) plenty of time is
given for increased community acceptance and working out locally the thorny
problems involved.
