For th e p a s t seven months, a school board a d v iso ry committee has been
th ra s h in g through th e problems of redraw ing school a tte n d an c e zones in
A rlin g to n . O rd in a rily t h i s i s done every f iv e y e a rs , a f t e r th e school
census, to r e d i s t r i b u t e school en ro llm en ts unbalanced by p o p u latio n s h i f t s .
However, under in c re a s e d p re ssu re t o speed up school in te g r a tio n in A rlin g
ton th e School Board appointed l a s t s p rin g , The Advisory Committee t o De
f in e C r i te r i a fo r School Attendance A reas, a y e ar b e fo re th e school census
was tak e n . The seventeen member com m ittee, which in clu d e d our th re e
p a n a lis ts , r e le a s e d t h e i r r e p o rt to th e School Board on February 11. I t was
met by c o n sid e ra b le hue and c ry . Changing school boundaries i s always a
source o f u n d erstan d a b le anguish t o home-owning p a re n ts b u t t h i s tim e c i v i l
r i g h t s groups who f e e l i t s recommendations a re too c o n se rv a tiv e a re adding
t h e i r c r ie s o f p a in .
Our th re e p a n a l i s t s , Mr. Lechner a law yer w ith c o n sid e ra b le c i v i l r i g h t s
ex p erien c e , Mrs. Marx and Reverend W alls w e ll known fo r t h e i r knowledge of
th e community and t h e i r le a d e rs h ip in th e f i e l d of human r i g h t s , w ill d e t a i l
th e com m ittee's recommendations and d isc u ss th e th in k in g from which they
evolved. Open d isc u ssio n w ill fo llo w . I t i s hoped t h a t a background w ill
be developed from which CCSP members and t h e i r g u e sts w i l l be stim u la te d to
p a r ti c i p a te in th e im p o rta n t School Board P u b lic H earing on Boundary
Changes to be h e ld Thursday, March 11, a t 7 :30 in th e assem bly room o f th e
new wing a t W akefield High School.

Tuition Grants Decision
May Affect Seven States

ATLANTA, (UPD—What may be

They made it possible for par
ents objecting to integrated pub
lic schooling to obtain grants for
schools of their choice.
Complications other than race
quickly developed. Georgia paid

for the tuition of some students
outside the state and helped fi
nance the education of some chil
dren who had attended private
schools for years.
Virginia financed tin venture
longer and more extensively than
any other state, putting well over
$4 million into the tuition of al
most 38.000 white pupils, most of
them in the two counties in
volved in Wednesday's decision.
Georgia handed out about 1,200
grants at a cost of about $225,000
in state funds before putting on

school officials certify they are
needed. Only two counties have

its program in 1962, a total of
7,359 grants was approved the
first year at. a state cost of $2 ,085,314. Of the total 287 grants
went to Negro Pupils. The state

estimated the cost would reach
more than $6 million by the end
of this year.

Rather than put the request to
the test of a vote, Harrison told
the House, "the importance of
this emergency clause is not suf
ficient enough to hold up the ma
chinery of the General Assembly.
The request was withdrawn.
THE HOUSE then passed al
most two dozen other measures
which were sent to the senate

• A $5 reduction in license fees
for pickup trucks; and a $3.50
reduction in fees for small trail
ers.
• A resolution calling for a
U.S. constitutional amendment to
bar the federal courts from med
dling in legislative apportionment;
• A package of eight bills aim
ed at strengthing the state’s legal
position in defense of the Vir
ginia tuition grants program,

• A bill to permit members of
the Fairfax Board of Supervisors
to run for public office without
resigning their post on the board;
• A bill authorizing the Virginia
Highway Department to use con
demnation pow’ers in taking land
from educational institutions for
road construction.

appeals court Wednesday struck
the use of public tax money to
send children to private, segre
gated schools in two Virginia
counties.
The 4th U. S. Circuit Court of
Appeals decision applied to Prince
Edward and Surry Counties. It
did not strike the constitutionality
of Virginia’s tuition grants system,
heart of the state's "freedom of
choice” educational plan. A threejudge federal court will hear ar
guments Dec. 14 on a Negro suit
to end the grants system in the
entire state.

grants, used by white children at
private schools, was "transparent
evasion of the 14th Amendment"
in the two counties.
THE DECISION CAME while the
General Assembly considered a
package of bills to repeal vestiges
of the state’s so-termed “ massive
resistence” to school integration.
Repeal of the measures was sup
posed to put the state in a better
position in court battles over tui
tion grants.
Although tho federal court specificially limited its anti-tuition
grants ruling to two counties.
Chief Judge Simon Sobeloff said

In Prince Edward and Surry
Counties, public schools are open
but most white children attend
private facilities backed by tui
tion grants.
"THERE IS A RIGHT of as

ever, to invoke the right in the
manner of Prince Edward and
Surry is merely to assert euphem
istically a right to enforce in
voluntary segregation of the races
in public education.

court. It instructed the lower court

You see, m y mother is a very
poor housekeeper. She hates
housekeeping and she just does
not do it and tiie house is always
a mess and I don’t like my
friends to see it.
What do you think I should
