Statement on Closing Hoffman-Boston Senior Highschool

The Arlington Branch NAACP appeared before the School Board
recommending the
April 1, 1963,-urging closing of Hoffman-Boston Senior Highschool by September, 1963.

We strongly urge that this be done

at the end of the current school year.
The Arlington Branch has been actively concerned with this
in 1947
school since we supported a suit brought/by Constance Carter
for admission to Washington-Lee because of unequal educational
opportuhities offered at Hoffman-Boston.
Our main reason for urging closing this highschool is that
segregated education is inherently unequal.

This position is

well stated in the Supreme Court decision of 1954 as follows:
"Segregation of white and colored children in public schools
has a detrimental effect upon the colored children.

The impact

is greater when it has the sanction of the Jaw; for the policy
of separating the races is usually interpreted as denoting the
inferiority of the Negro group.

A sense of inferiority affacts the

motivation of a child to learn.

Segregation with the sanction of

law, therfore, has a tendency to retard the educational and mental
development of Negro children and to deprive them of some of the
benefits they would receive in a racially integrated school system."

Because of its s a i l enrollment Hoffman-Boston has a meager curciculum.

Of the 154 course offered in Arlington Senior High Schools

this year only 39 are offered at Hoffman-Boston.

For example

�chemistry and physics are given inalternate years.
only three years of French and one of Latin.

It offers

The other high

schools offer five years of French, four years of German, five
years of Spanish, four years of Latin and two years of Russian.
Since only 20$ of Hoffman-Boston graduates go on to college
compared with 75$ from the other high schools, the lack of on—
the- job training courses is a serious shortcoming.

other schools students in distributive education, industrial

The facilities at Hoffman-Boston are inferior to those at the
other high schools. Among its inadequacies are the library,
auditorium, and gymnasium.

The site is ten acres instead of the

twenty-four it should have in order to meet State requirements.

The facts brought out in this statement are dealt with in greater
detail in the Report of the Hoffman-Boston Planning Committee
which was presented to the

School Board August 22, 1963.

Dear
The Community Council for Social Progress, an interracial and interchurch group
which works to improve human relations, is sponsoring a Job Opportunities Workshop
to be held at the Unitarian Church in Arlington on October 19.
Negroes are no longer largely confined to unskilled jobs. America's recent great
industrial growth, with its intense demand for skilled workers and for professionals
in many fields of competence, has opened up a tremendous new job market.
Uncle Sam is making a strong effort to assist Negroes in changing their work and
training pattern to take advantage of this rich opportunity. Government experts are
available for advice and help in career planning, and are organized to remove any
race-related inequities in jobs.
Too few Negroes know these facts; too few are raising their sights in line with the
new situation. Young people are failing to apply for training in the fields now open
to them. Men on the job are not seeking the upgrading for which their experience
qualifies them.
The Job Opportunities Workshop will seek to inform Negroes about the new circumstances
and show them the way to help themselves up the economic ladder. Look over the accom­
panying program with care. Note the agencies which are offering information and
guidance. This survey should be the groundwork for a concerted effort to improve
the job picture for Negroes in northern Virginia.
We shall appreciate it if you will publicize the workshop among those you know who
can profit by it. We should like to reach high school seniors, young-adult church
groups, teachers, school administrators, ministers, PTA and other civic organizations.
The workshop will not be generally advertised among white people, but those with a
known interest in the subject will be invited; please suggest to me the names of any
you think should be included.
I particularly hope that you yourself will arrange to attend the workshop. In your
position of leadership you can influence young people, and men and women, to take
advantage of these new conditions. You are, in fact, one of the key persons in the
success of this effort. So please plan to come, and encourage others who should have
the benefit of the discussions. Note that registration or reservation should be made
early.

ANNOUNCEMENT OF MEETING

Members and Friends of the Community
Council for Social Progress

"Any plan for the preservation of Virginia's public
schools in the face of the United States Supreme Court
decision mailing compulsory segregation of races in
schools unconstitutional must rest upon four funda­
mental principles. A satisfactory plan must:
(1) Be consistent with the Court's requirement of
'deliberate speed' in abolishing the practice of
compulsory segregation....
(2)

Employ the basic processes of democracy....

(3)

Respect local traditions, beliefs, and customs....

(U) Assure the continued operation of the public
schools in every county and city in the commonwealth..."
Thus begins a "PLAN" proposed by Dr. B. J. Chandler, Associate Professor,
and Dr. Douglas S. Ward, Acting Dean, of the School of Education of the
University of Virginia.
Dr. Douglas S. Ward will speak before members and friends of the
Community Council for Social Progress, Sunday evening, April 8, 1956.
Dr. Ward will elaborate upon the content of the plan and tell us
something of its background and the reception given it to date. He will
also give us his viewpoint on what we, as Northern Virginians, can do
to insure compliance with the Supreme Court's decree in our own communities
and elsewhere in the State.
The meeting will be held at the Arlington Unitarian Church,
Arlington
Boulevard. As usual we will have coffee and dessert
) at 7:30 P.M.
followed by a short business meeting. Dr. Ward will begin his remarks
at approximately 8:15 P.M.

the number of persons who either

ured prominantly in Arlington pol
itics. One was an ex-Congressional
candidate from the 10th District
of Arlington, several were close
ly associated with schools, and at
least one was a representative of
the NAACP. Nearly all, however,
had recently acquired Virginia ci
tizenship, having migrated to Ar
lington from other areas, bring
ing views peculiar to that area
with them.
Although the ex-professor coun
seled “ gradualism,” an exuber
ance of feeling for integration
“immediately” was expressed by
the often repeated phrase, “Ar
lington is ready, why wait?”
I am interested in knowing the
opinions of Arlingtonians on this
issue — what about it, are you

meat at the nearest super-market with the assurance that i t has been inspected
and i s fa ir ly weighed and priced. In most matters the Arlington Negro liv e s out
h is days with the same elements of risk and with the same measure of c iv ic pro
te c tio n threatening him on the one hand and supporting him on the other as i s the
common lo t o f a l l men in modem situ a tio n s. But there are areas o f h is l i f e where
being a Negro makes a difference in h is days. Believing that many people may be
unaware of th i3 d ifferen ce, the Arlington County Human Relations Council would
bring the follow ing fa c ts to the attention o f concerned people.
1.

I f an Arlington Negro man wants to take h is family out to dinner, he w ill have
to go to the D istrict of Columbia to find a restaurant of high quality where
they may be seated. They would be turned away from a ll the b etter eating pla
ces in Arlington. I f h is family is in the mood for an informal meal, he may
buy food to carry home at an Arlington Drive-in Restaurant but he cannot ex
pect the kind o f curb service which many white fam ilies enjoy at the end of a
busy day. I t i s not clear to what extent restaurant r e str ic tio n s are related
to the le g a l ban on mixed seating in public and to what extent they are re
lated to the prejudices of white patrons.

2.

I f an Arlington Negro wants to see a movie, he must also go to Washington.
He camot walk to a neighborhood movie or go to any D rive-in-theatre in the
Arlington area because they are a l l closed to Negroes. Nor can he go to a
public bowling a lle y or skating rink. He cannot stop for h is children to
have pony rides at a public pony lo t .

Highly qualified personnel d irect the Arlington recreation program for Negroes
but whereas the playgrounds and summer recreation programs for vM te children
are located in the neighborhoods where white children li v e , only two small
playgrounds are available fo r Negroes. Both of them are inadequate and the
largest one, where f u l l scale b a ll games might be played, i s in the southern
tip o f Arlington, inaocessable to the large number of Negro youth in North
Arlington. Negro children liv e very near some o f the large playing fie ld s
designated for white children. They can only watch from the sid e lin e s. I f
friendly youngsters c a ll out to them to join the games, they must ignore the
in v ita tio n or accept i t knowing that they w ill be sent home in a p o lice car
i f they are seen by a cruising o ffic e r or i f a neighbor or passer-by makes a
complaint.

A Negro man may rush h is ch ild to Arlington Hospital for emergency treatment
or for hosp italiza tio n in the non-segregated p ediatrics ward and he may go
him self as an out-patient or as a bed patient in the Negro Ward. But when
h is wife i s ready to give birth to th e ir baby, he cannot take her to the com
munity h ospital where white babies are born. He must take her miles away to
a h osp ital in the D istrict or in Alexandria. Perchance her baby can't wait
for the Washington h o sp ita l, the Negro mother w ill be attended as an emergen
cy case in the Arlington Hospital but she cannot then be placed in the mater
n ity ward. She w ill be put in the general ward for Negroes where she might
be exposed to any one o f a variety of in fectio u s d isea ses. The general ward
for Negroes actually becomes a receiving ward for a l l overflow patients be
cause though a Negro may not be placed in sections o f the hospital d esig
nated for w hites, i f the white sections are f u l l , the white p atien ts needing
space are placed in the Negro ward. This ward is not as carefu lly controlled
for v is ito r s as the maternity ward i s , making i t the more unsuitable fo r post
d elivery cases.

Many Negroes in Arlington own th e ir homes and home ownership i s a thing o f
sp ecial pride to them. Many o f Arlington's Negro c itiz e n s are native r e s i
dents of the county and liv e on property which was owned t y th e ir parents
or grandparents. But when young Negroes marry, even though they are w ell
educated and have geod jobs, they cannot find in Arlington, homes which they
nay buy or land where Negroes may b u ild . There i s l i t t l e ren tal property availab le to them. So they arnct leave neighborhoods where they hare frien d s,
must leave churches where they have roots and r e sp o n sib ilitie s and, whether
they lik e i t or not, must liv e in Washington. Older Negroes s i t precariously
on th e ir front porches in Arlington because they f e e l that expansion of pub
l i c building in the past has been at the expense of Negro land and they won
der when some new expansion w ill take th eir property and leave them homeless.

It is

the uncertainty about so many aspects o f h is l i f e that ie most trying
Negro in Arlington. Some years ago he knew exactly what h is lim ita
were. He didn't lik e being lim ited but he knew what to expect. Now
tired of being unknowing about h is statu s.

The Negro knows that merit hiring permits him to apply fo r and, i f he i s
q u alified , to receive a C iv il Service job in the Arlington community. He
does not know to what extent r a cia l prejudice may influence the decision s of
the department head who i s responsible for h is promotions.
The Negro knows that by Federal Law h is children are now guaranteed public
school education on a non-segregated b a sis. He does not know how long i t
w ill be before Negroes in Arlington can expect that without individual court
appeals, th e ir children w ill a l l be accepted in neighborhood schools ju st as
other children are.
These certain lim ita tio n s and uncertain opportunities which d a ily confront
Negro c itiz e n s in Arlington are f e l t by those who participated in the survey, to
be a blight upon the county and a burden upon a l l o f i t s resid en ts. How change
and improvement may best be brought about w ill be a matter o f continuing concern
to those persons o f several races and of various fa ith s who compose the member
ship o f the Arlington County Human Relations Council.

If you do not already know the story of Neighbors, Inc. we feel sure
your imagination will be fired when you read about this challenging proj
ect. Neighbors, Inc. represents the first organized effort in Washington
to arrest the usual course of changing neighborhoods becoming ghettoes.
By pioneering in this city in developing a modern democratic commun
ity it Is on the frontier of efforts to reduce neighborhood tensions and
to seek a constructive solution to the human relations aspect of housing.
It is dealing in a very concrete, direct way with the silent partner of
changing neighborhoods - "flight to the suburbs."
The organization and accomplishments of Neighbors, Inc. are described
briefly in the accompanying leaflet. It also contains comments about the
program from some individuals and organizations well-known in Washington.
NI is now approaching the end of a $15,000 grant which provided for
a limited experimental program for 18 months. The Eugene and Agnes E.
Meyer Foundation has allocated $5,000 and an additional $5,000 if matched
by NI to carry on the program, but it cannot be released until NI achieves
donor tax exemption status. The application has been pending for over a
year. A top-notch law firm is now handling the matter free as its con
tribution to the work of NI, but a decision will take time.
It is, therefore, imperative that NI receive strong community support
so that this imaginative and resourceful program which is courageously
tackling a tremendously difficult problem of vital importance to the
Nation’s capital can continue at its present very modest level.
Now without the tax benefit, we are asking you only for a modest
donation, perhaps the equivalent of an evening at the theatre or a concert.
If you can give more that would be splendid, but no matter what the amount,
both we and the members of Neighbors, Inc. will be most appreciative. It

residents in North Washington to keep our
neighborhood from succumbing to the ill-w ill
and senseless panic that had turned sections
of the city south of us into largely Negro
