What educational concerns are paramount in your opihion?

Our committee has made some assumptions of its ows:
1.

All we can find out about School Board intentions has been taken into
consideration.

2.

We do not favor closing Drew; we favor its continued use as an elementary
school.

3. We will urge the county to prepare careful inservice training programs for
teachers who are going to be teaching in integrated schools for the first time..
(Perhaps one for parents would help.)
4. We will urge the county to retain every teacher now employed in the integrated
schools for- use in differential staffing to help provide maximum adult presence
and attention in the period of change. Staffs must also be integrated.
5. We believe Federal funding o g r c to be available to help Arlington make this
ujf'
change.
6.

We do not favor busing long distances, such as back andt forth to N. Arlington..
Or at effort has been made to assure that no child has to go too far from home.

7. f We have considered using a model school plan, but such a plan is based on
voluntary attendance, and we reject any plan based on voluntary attendance.
\ Where it is possible to go in voluntarily, it is also possible to go out..
(Changes must apply equitably to everyone. The new elementary schools which
\result from this change can and should try to become model schools.
8.

Hoffman-Boston will also have to be integrated. They might go as previously
assigned, to Fort Kyer/£, which would then be at abso.ute capacity. They
might go into Drew to participate in the general shifting. They might go
to flakridge, which has t e cppacity, but crossing Shirley Hgwy by bus is
presently very dangerous.
Within the next two years, two new access ramps
and overpass bridges will make it possible for school buses to get from
Arlington View (Hoff-Bost) to Aurora Kills (Oakridge) without the hazard
of crossing Shirley Highway.
A roundabout schoolbus route (via Columbia
Pike, S. Glebe) could be used until then.

I called Mrs. n-t'hkv nsea of the League of Women Voters
and asked If a copy of the report on segregation at Drew
School trfilch she had done was available. She Indicated
that It was not generally available but she most graciously
consented to answer some of the questions which you had
raised.
A law suit has been filed in the Federal District Court
In Alexandria concerning the segregation Issue a* Drew.
The case Is Hart vs. The Arlington County School Board
and the case no. Is 193-70-A. Though it was filed almost
a month ago, from what Mrs. Mark# could learn, the case
will not be tried until January of next year.
the two major issues out of which the suit grew were
1. The parents feel that students at Drew are not
getting an education equal in quality to that of
students in desegregated schools.
(This would require more facts such as what are
students denied at Drew -- library facilities;
physical education programs; integrated school
staff, etc. which Mrs. Marks might help us to
identify.)
2.

That the segregated system of Kindergarten through
6th grade causes Negro students going on to inte­
grated schools to be more antagonistic towards
white children than would be the case if the stu­
dents were exposed to integrated education throughout
the elementary grades.

The following is confidential;
Mrs. MarXt in her efforts to ascertain v*iat the broader
County picture wea of integration want to Mr. John
Palmer, head of the Education Center's Research Dept.
He was hesitant to give the statistics to Mrs. Marks
even though HEW has demanded that every school dis­
trict supply them to HEW. Mrs. MaiXt says that such
information is readily available from Fairfax County
and reminded Mr. Palmer of this. She did eventually
get the statistics but was asked to be judicious in
her use of them. She did tell me that in May of 1969
there were (80 Negro students at Drew and 172 Negro
students st Hoffman Boston.
I asked her if any busing now took place across School
District lines and she told me that at present none
takes place in the County.
Mrs. M a r M is indeed knowledgeable about the problems
of segregation in Arlington's education system. She
said that she would consider answering any specific
questions that you might have on Drew.
