Dear
On Kay 17 the Supreme Court school decision will be .a year old. What
an eventful year!
The District promptly and triumphantly integrated,
at Eisenhower's urging, to serve as a model; all or parts of Maryland,
West Virginia, Delaware, and other affected states already complying;
but Georgia, South Carolina, Louisiana, and Mississippi determined to
.abolish public schools rather than desegregate— and Virginia toying
tffe same idea! Every church denomination has spoken out for compliance,
and the Catholic schools are largely integrated.
The fight is a stir
ring one— while Asia and Africa look on; and the walls are tumbling
down.
hut there's still a lot to do.
The Court's expected pronouncement,
outlining pDocedures, will be actually effective for only the five
"test case" school districts; diehard obstructionists could send many
other cases to court before our public schools are fully democratized.
Despite the recent Court decision against residential discrimination,
the world's biggest home builder, Levitt, has Lad to be haled into
court for refusing to sell to Negroes. And you know that Virginia's
Stanley has spoken for continuing segregation of state-owned parks in
spite of a Federal court prohibition.
The NAACP is the spearhead for all this legal act’
.on toward democracy,
it fought the school case, and will fight for full implementation.
It
fought and w&n the public carrier case, - i e 3e-staur&nt"jcaS'b, the resi

dential case. Prom its beginning as an effort at redress against
lynchings, it has worked only through legal channels to gain for all
citizens the legal rights guaranteed (but not delivered) by our Con
stitution.
It is a highly respectable organization.
Perfectly safe,
never labeled "subversive." California's Goody Knight has just become
a life member; the Masons are financing a new Social Service section
to assist Southern communities with their desegregation problems.
It
has always included a fairly large white membership— twenty-five or
so in Taux .mont, two white members of the executive board in S i i :

Don't you belong in the NAACP? If you like to live your democracy, the:
this is for you.
It will cost you two dollars a year, or'r-irtfe if you
want the NAACP monthly. The Crisis. Your money will help meet the
heavy legal costs, and your membership (because you are white) will
help to define the program :s one of simple justice; And you'll feel
good to be giving moral support where it counts for so much.
If you
have t ire and effort to contribute as well, do please let me know.
Fill but the blank and drop it, with the money, in my mail box? Or,
because it's easy to for: et. I'll call you in a few days. Gome to a
meeting? April 24 in Falls Church; or Key 17, the first anniversary
celebration of the school decision.
I'll carpool you; just call me.
Yours,

Please enroll me in the Fairfax Cou ty Branch of the NAACP.

I ! . Sryant stated that a meoting of a smaller group had boen
.r
held a month ago.
Mr. -ebb mentioned that other groups in *»rl. are interested in
improving r ce relations. There is a group of young people 1950 at Lt. -lory's Episcopal yhurcli of which Rev. 1 itman is paston
prof. Gibbons mentioned “rs. Lindsay's fine work in Pittsburgh,
li said Interracial groups are fundamental to Democracy.
e
e must
seo problems as part of a whole. Remember we are dealing with in
dividuals who have had different experiences. Lometimes v.e get in
our own way because of our past experiences. Often we don not
get to know members of other races. Activity helps us to know one
moth e r .
e should gear ourselves to Kxsaux an activity inpDntant
to the community.
I'rs. Llnd3ay It is godd that we have several Negroes in the group
co that we get more than one point of view. I have worked with
bitter Negro children gho thought all whites "mean" and with white
civile -en who despised ogrooo.
’
e must tfke stock of our situation
and sot up temporary timetables, we mucin t bo surprised if v.e get
called a bunch of communists.
'r. /ontls
hat is the Negro housing situation in Arl.T How
rmoti new housing is there for "egroos? Reply - In all's .Hill and
Green Valley apartments can now be built by "eguoes for Negroes.
95 % of the slums in Arlington are occuppied by gegroos.
Mr. owell The “ogre housing situation is gotting worse here. The
'trailer enpp was olosed and those people shoved into ulready crowd*,
houses, nothing is being done for the people who need housing work
County Manager undberg thinks we any have to encourage housing.
A simple housing unit ,.ith four walls, floor .windows could be built
perhaps for *5600.
r, obb commented on the high land values. **e said most Negroes
in arl, rent from whites.
e could find the % of home ownership
from the recreation 3urvy made two years ago.
r, ryant said that a six year plan for Arl. -ill r :quire the
collection of facts.

It wrs suggested that it might he interesting to know about the
•tmcrship of sub-standard housing. It was stated that a couple of
years vgo Lawrence ^ouglas was the owner of the Roslyn slum area.
Dr. Johnson Point one on the program is housing. Some housing fr.rniOiied Megro domestic helij is very poor.
(People do not realize tha they
get poor help because of the poor rooming facilities they offer.)
Employment possibilities for degrees in Arlington are limited. She
The public utilities hire Negroes only as janitors,
the stores do not
employ J egro clerks.
,
fiecre-tional opportunities in -rlington are pool1
. Thero is no motion
picture theatre which admits *'ogroes. There i3 only ono colored res
taurant.
The health situation is fair.
The rlington noopltal is open to ■
‘
•egroes except that it does not
t"ke obstetric.1 cases, nor children. It provides equal facilities.
Bryant
Our group should decide whether It will be an uction group or
try to stimulate »otlon in other groups- that is coordinate community
planning on a total basis.
Rev. ^Sinter asked if thor is a credit union In hall’s Hill. The rply
was no.
0 : many Hegroos have accounts in the Old Dominion Bank?
7
This » s not known.
The possibility of a cooperative too raised.
trof. Gibbons pointed out
’
that In order for a cooperative to be a success there must bo a conscious
need of it,
(T sited the instance of a coop In the district which
'o
failed because the people were not re :dy for it.) Hood cr.n be stimulated.
MrB, holt naked nr, Johnson If F.E.P.C. would help in Arl. i e said
‘
yea, but-Mr. ebb suggested the brban League type of education with employer
groups.
e returned to tho question of our group’s role. K m . ‘
aurice said
we can not be an action group with our present personnel. Ur. Bryant
said ho had originally thought of our group as a coordinating group.
He suggested we consider housing our m i n objective.
(Mrs. y.jan, who
Is In charge at the Carver project his information.)
Mrs. aurice suggested that we ask for an investigation of all substand rd housing in ■'•rlington rather than restricting it to substandard
housing occupied by colored people.
Mrs. Johnson was chosen chairman of a sub-committee to get a feww
facts on srhatandard housing. She hopes to get assistance from the
nurse at the Langston school.
It was decided to meet again in three weeks in order to have time to
interest other groups in a survey of sub-standard housing before they
d o s e down for the sunnor.

Mr, Gibbons said that if v;e take up housing we should find out
what is Involved -gather facts.

Under the 6 yr. glan of Capitol improvements and services each
each Department ead in irl. will have to draw up his program.
This group could' be a sub-committee of the planning commission,
nr. Bryant raised the question wheter the interests of "egroes
would be represented at the coming .oning v earing.
it was mentioned that the leadership of egore civic associations
is mostly conservative.
The Civic Fed. went on record as willing to accept colored civic
orgs. but none have applied.
Mrs. haurice stated that the --ental Hygiene a s , lied pa a sod an
a m e n d m e n t that membership should be open to all. Perhaps such
action should be followed up by„a definite invitation.
Leadership is a problem in the egro group here. Mr. Gibbons
pointed out that loaders can be"trained. Leadership has developed
in connection with the X.M.C.A.
Mrs. iiarx shod about the exact provisions of the segregation law on
public assemblies.
In summary
hr. Bryant stated that we have two main problems.
L. Leadership In the colored community
2.

Collection of facts on health, souping etc.
o should know more about the UegDD community vital statis
tics. Jio. of churches, community life."
