"WHAT KIND OF SCHOOLS SHOULD BE BUILT IN ARLINGTON1

This subject will be discussed by: Dr. Ray Hamcn, School House Planning
Consultant, U. S. 0. E.; Mr. Garland Rounds, Engineer, Federal Works Agency;
M r s . Virginia Workman, Teacher in the Fairlington School; and Mr. Tam Deering,
An expert on community recreation facilities and services. There will be time
for questions, answers and discussion. This discussion should interest every
citizen of the county.
The meeting will be held January 27, 19U9, at 8:00 P. M., at the Peyton
Randolph School, lUth St. So. and Quincy. (To reach it go down Glebe Road
to lUth St. So., turn right £ blocks to the end of the road.)

Another milestone in school improvement in Arlington was passed on January
10, 19U9, when the Virginia Supreme Court of Appeals handed down a decision
stating that Arlington’s elected School Board was the legal Board. This ends
the contest brought by the old appointed school board a year ago.
On January 1, 19h9, Arlington's elected School Board completed one year
in office. The imposing list of 18 major accomplishments during its first
year should give satisfaction to everyone who worked to elect this Board.
These are the tangible improvements in Arlington's school program.

During 19l;9j events of major importance to Arlington's school program
will take place. This spring the budget for next school year will be set.
During the year construction is expected to begin on urgently needed addi
tional school buildings; two members of the School Board will be elected this
November. There is strong sentiment for a special session of the State
Legislature to provide state funds for school building construction. A
number of bills now under consideration in Congress directly affect Arlington's
school program.
Citizens Committee members and their friends will be interested in these
matters. They should be discussed in our meetings and our full effort put
behind those programs approved by the membership.
Lets start planning and working early. Come to the meetings; express
your opinions; take an active part in deciding what the committee should do.
Urge your friends and acquaintances to join the committee. Lets make 19U9
a most successful year for school improvement in Arlington.

At this November election the voters will be asked to decide whether they
want to change the date of electing Arlington's school board from November to May.
Because of the vital interest of the Citizens' Committee members and others in
this matter,'the Executive Committee has authorized the release of this statement
concerning this referendum.
Because Federal employees are prevented by the Hatch Act from actively
participating in partisan elections, various, groups and individuals havt2 for a
number of years worked for non-partisan election of county board and school board
members. Early in 19U8.a number of civic organizations in the county developed a
bill v/hich provided for a referendum on the question of non-partisan election of
county board and school board members at the general election in November. Each
cf these organizations voted overwhelmingly to approve and support that measure
and to urge Arlington's, delegation to the State Legislature to introduce it and
work for its passage. The delegation refused to introduce that legislation, but
instead introduced House Bill £3? which provided for non-partisan election of
school board members only, at special elections to be held in May. After this
b i l l became law, persons closely associated with the County Democratic Committee
secured the necessary 200 signatures on petitions to bring this question before
the voters at the coming election.
The law provides that the following question will be voted on this
November: "shall a non-partisan election for members of the County School Bocard
be held on. the second Tuesday in May of the odd numbered years instead of at the
general election in the odd numbered years"
The law also states that the election shall b e 'non-partisan, that no
ballot shall have printed on it any party or political designation or mark, shall
not show how the candidate was nominated and shall not give his views or opinions.

Most people who want good schools believe that there should be wide
community participation in selection of school board members and that these
elections, as well as other decisions on school*issues, should be entirely free
from partisan political considerations. Many people believe that one of the best
means of achieving these objectives is to have non-partisan elections for school
board members on a different date than the general elections. A number of
impartial experts recommend this procedure and there has been a trend in this
direction during the past few years.
The Citizens' Committee wholeheartedly supports these objectives and
will work earnestly for their attainment. For that reason the Executive Committee
has considered this matter carefully in an effort to determine what effect the
proposed change in school board elections in Arlington will have on reaching these
goals. The conclusicns reached are presented below.
A political machine in control usually fears a large vote because it
can definitely control only a portion of the voters. During the past ten years,
:3cial elections in Arlington have attracted a much smaller number of voters than
general elections. Since this act provides for a special election for school
oo-rd members its effect will be to keep the vote smaller than in the November
lection and therefore will aid the organized groups who oppose school improvement
to gain control of the school board.

It is difficult to insure non-partisan elections by legislation.
Although this act states that elections shall be non-partisan, under it any pol
itical party can endorse and support a candidate even though they cannot hold
partisan nominations. Whether or not elections held under this law are truly
non-partisan will depend on the actions of the political parties concerned.
In view of these circumstances, what could we expect in Arlington if
election of school board members is held in May rather than in November? We can
anticipate what may happen in the future only by what has happened in the past.
In the special referendum in May, 19U7j some of the "Machine" leaders, the group
that sponsored this legislation and now urges you to vote for it, worked diligently
to defeat the school bond issue and the election of school board members. The
candidate the "Democratic Machine" is running for the County board this Fall .
stood at the plls in his home precinct in that special election and handed out
literature opposing election of school board members and the school bond issue.
No other offices or issues 'were at stake in that election and the politicians
felt free to concentrate their efforts on defeating the school issues.
In view of these and other similar facts that could be given if space
permitted, is it reasonable to assume that those who have opposed school improve
ment in the past will change their attidude in the future if this referendum
passes? Their record strongly indicates that they will continue to use every
means to fight the non-partisan effort for school improvement. They introduced
and suppprted the measure now under consideration in opposition to the expressed
wishes of a large number of Arlington voters. The reason for their action seems
clear. Bv having school board members elected in May, their entire efforts can
be concentrated on winning that election. And, for the reasons stated above,
their chances of winning in May will be greater than in November.
After careful consideration of all factors, the Executive Committee
believes that this measure would not assist in achieving the objective for
which the Citizens’ Committee stands, but would subject school board elections
to other abuses. The members have voted in open meeting to oppose the measure.
We again urge you to work actively for its defeat this November.

Arlington Schools are a good investment in the judgment of national

bonds. These buyers were all aware of the proposed A,7&gt;0,000 school
bond issue to be voted upon November" 2.
Neighboring communities have had to pay almost 3 percent on recent
sales of school bonds. This sale proves that the school board has been
conservative in estimating the cost on the basis of 3 percent interest
and that the "rabble rousers" who say that Arlington can't afford to
borrow money to build needed schools just don't know what they are
talking about. Note to canvassers: Be sure and tell this story in your
calls during the next two weeks. ’
During the last phase of the campaign it will be necessary for canvassers
to bo in close touch with their own and perhaps other precinct leaders.
Names and telephone numbers of all precinct leaders are given below with
a partial list of workers.
If you know someone else who will canvass,

It was a busy week for everybody connected with the campaign
Some of the Highlights
Dr. LeBeau and Col. Stoebe refuted John Locke Greene's arguments
against the Bond issue in a radio program Sunday afternoon -public reaction favorable for our side.
The appearance of Mr. Potter with the three other candidates before
the League of Momen Voters — our candidate stood out brilliantly
against the other "Tweedle-dum and Tweedle-dee" candidates who
spoke.
The Debate between Senator Fenwick and LeBeau on the referendum to
change the school board election date — maybe we're biased but we
are sure the judges would have been in favor of LeBeau had a
decision been handed down.
Other appearances of our candidate almost too numerous to mention,
Tfe* re beginning to draw fire from our opposition and that is a sign
that we're being effective.
Thousands of pieces of literature, posters, bumper strips and voters'
cards reached you, the workers, and are now being left in the homes
of the voters. Many new workers added to the list.

Persons who are canvassing have a lot on their minds, but nothing
should be more urgent than using the advertising matter immediately.

Twenty-nine

Arlington residents were appointed today by Mrs.

Elizabeth Campbell, chairman of the Arlington School Board, and T. Edward
Rutter, superintendent of Arlington public schools, to serve on a
committee to study problems of integration in the Arlington public
school system.

Seven school staff members and 22 other Arlington citizens

form the personnel of the group.

Sub-committees will be named in the

fall.
The committee will meet within the next two weeks to name a
chairman and will probably not be called together again until September,
Mrs. Cunpbell announced.

Members of the committee were asked to serve for

a year,
Arlington schools will operate during the 1954-55 school year on
the sane segregated basis as they have operated under in the past, following
a recent directive from the Virginia State Eepartment of Education.

The

state order requires that Virginia public schools delay integration of
white and negro schools until the United States

Sipreme Court issues its

final decision.

The Committee on Integration was set up because the Arlington School
Board needs help from many different segments of our Arlington population con
cerning the important matter of putting into effect the recent United States
Supreme Court ruling prohibiting segregation of races in our public schools.
Arlington is a Virginia community where separation of white and Kegro
pupils has been practiced ever sinoe public education was first established
in the State. While there are many fine citizens who favor integration, there
ere many equally fine citizens who have sincere reservations. With this situa
tion, the best thinking of our community needs to be enlisted so as to study
and make recommendations as to the wisest way to bring about the changes which
will be required during the nert few years because of the Supreme Court ruling.
The Sohool Board took into account these principles in setting up
the committee:
1.

The Committee should he large enough to represent
many different areas of thinking among our citizens.

2.

Persons were not named officially es representatives
of groups. (For this reason no presidents of organiza
tions were asked to serve on the committee.) Bather,
the individuals named are connected with representative
local organizations and are familiar with the thinking
and policies of such grouos. They will not he official
representatives and therefore will not be required to
poll their members in order to suggest or approve a
course of action on any matter coning before the
committee.

3 . Since many diverse aspects of school integration will
probably be studied, the Board named enough people so
the Committee can be sub-divided to study these
different questions. It is expected that other
oitizens will be asked by the oommittee to serve on
sub-committees. Also, the School Board requests that
at least one school staff member he Invited to serve
on eaoh subcommittee.

There is great public interest in the work of this body. Because the
Committee activities must he so closely tied in with school hoard policies,
the Sohool Board asks that all press releases he approved jointly by the
chairman of the Integration Committee and the chairman of the School Board.
The Arlington School Board earnestly needs the help of this Inte
gration Committee. However, it must he made clear that the work of the committee

Arlington schools operate on a district tesla with the children required

in order to keep ths school attendance balanced &gt;eoparly with the aps.es in

school which is farther away from their hones than another school building
in the area. H also explained, in response to a question, that the school

board has the authority to set up tho school districts and that the
districting is based on information from ths school research department.

into effect. I t use generally agreed that the committee will eventually
bo astead to suggest piano for Integration but the most valuable contributions
at the beginning Hill bo in the collection of information and in helping the

On June 7, an official memo was received by each Division Superintendent
in Virginia in which the State Superintendent directed us to continue under
present policies.

He concluded this memo as follows:

b y t he d e c i s i o n o f the C o u r t a n d c o n s c i o u s of the
f a c t that n e i t h e r Court d e c i s i o n s n o r L e g i s l a t i v e
A c t s c h a n g e the c u s t o m s a n d b e l i e f s o f p e o p l e .
The n a t u r e of the fi n a l d e c r e e w i l l d e t e r m i n e the
deg ree o f d i f f i c u l t y i n v o l v e d in m a k i n g th e n e c e s s a r y
cha n g e s i n the a d m i n i s t r a t i o n of o u r p u b l i c schools.
"In the m e a n t i m e , th e p r o b l e m m u s t r e c e i v e t h e calm,
deliberate, f o r t h r i g h t a n d p r a y e r f u l c o n s i d e r a t i o n of
all Virginians.

Charles J. Walsh, Stanley V. Smith and Mrs. Art Brown.
After roll call and approval of the minutes of the
June 23 meeting of the committee. Dr. McCaskill reported that he
had previously called together a small group of members of the
committee, the school staff and the school board to plan the
agenda for this meeting. At Dr. MoCaskill's request, the mem
bers approved the agenda as follows:
1.

Report by Mrs. Campbell of discussion at a meeting
in Warrenton of school board members from northern
Virginia.

2.

Report by Mr. Rutter of state developments.

3.

Report by Mrs, Burton on findings of the sub-committee
on research , appointed by a c tio n o f the e n tir e In te
g ra tio n Committee.

Dr. fteCaald.il then sal&amp; he wished the committee to
consider whether it would be desirable to issue a "fact sheet"
for community distribution in Arlington concerning integration.
In Mrs. Campbell's report she explained that the 41
school board members from northern Virginia who attended the
Varrenton conference are much concerned about the situation
with regard to segregation or integration, because the indi
vidual boards are the ones who must deal with the problem and
who will be held responsible in each community for what is done.
"There was general agreement at the Varrenton meeting,"
Mrs. Campbell said, "that there is need for local option in the
natter of integration, since Virginia communities vary so much
in their proportion of white and Negro publio school pupils
and also in the general conditions existing in the communities."
Mrs. Campbell said she is hopeful that Virginia edu
cational authorities will ask for suggestions from school board
members when the time comes to deal with natters of integration.
She also said there is need for action as soon as possible after
the Supreme Court announces how and when they wish Integration
t® be put into effect.
Mr. Rutter, in his report on the state-wide situation,
told of a meeting of school superintendents from northern coun
ties and cities of Virginia.
"The school superintendents took the position," Mr.
Rutter said, "that nothing should be done to impair the public
school system of the state."
Mr. Rutter then reported on the ruling by Virginia's
Attorney General that the Virginia Constitution and State Code
provisions providing for segregation of the races in the public
schools is still in force. l e also reported on instructions
i
received by all superintendents in the state to conduct the
schools this year on a segregated basis.
Other developments reported by Mr. Rutter were these:
Statement by Governor Stanley that he intends to retain segre
gation in Virginia schools, poll of Virginia legislators showing
desire to retain segregation, appointment by Governor Stanley of
a commission from the General Assembly to frame a state policy
on the issue of segregation, and the announcement of the first
public bearing by this commission to be held November 15.

It was also reported that Attorney General Almond of
Virginia will present a brief at the hearing before the Supremo
Court in Washington on December 6.
fi . Rutter pointed out that Arlington sohools receive
r
funds from both the state and the federal government, and that
looal communities will bo in a difficult situation if the
state and federal authorities disagree on the matter of inte
gration in the schools.
The report by Mrs. Burton of the sub-comaittee on re
search included the following:
1.

A "fact sheet" on integration would be of value but
should be limited absolutely to facts, with no matters
of opinion or emotion included.

Kits might be prepared by the Integration Committee
for use by speakers and organizations desiring infor
mation.

3.

If Arlington sohools wish to hold seminars similar to
those held in the District of Columbia last year to
help teachers prepare for integration, the American
Friends Service Committee is willing to direct such
seminars.

Mrs. Burton’s report told of the situation in many
communities where integration is being instituted or has been
in effect. She mentioned the wide newspaper coverage in troubled
areas and said: "It is to be hoped that some responsible news
gathering agency will later give us a detailed, faotual report
of the successes as well as the failures.n
After completion of the scheduled items on the agenda,
Alfred E„ Frisbie moved that the Integration Committee recommend
to the school board that a factual reporting sheet be issued at
intervals as needed, outlining the various stops in the move
toward integration and that this reporting sheet make no attempt
to interpret what has been done.
Rev. William U. Foster seconded the motion which was
passed unanimously.

�There was some discussion concerning how often future
meetings of the committee should be held. Reverend Foster ex
pressed the opinion that the entire community needs to be given
information concerning the integration problem, and made a
motion that regular monthly meetings be held. Or. Johnson
seconded the motion and it was passed.
Mrs. Campbell told the members of the committee:
"The members of our Arlington school board want to do the best
they can in the matter of integration. It strengthens us to
liave this committee advise us.B

REPORT OE RESEARCH SUB-COMMITTEE
The reaearoh sub-oommittee has oonsldered the suggestion^ to
make up a "faot sheet" for distribution to PT*4 and other inter
ested organizations. We feel that suoh a sheet would have 00 &amp;aiderable value but should be limited absolutely to facts simi
lar to the statistical material given the Integration Committee
last June by the School Department. We do not believe that
matters of opinion or of emotion should be included, even though
those questions are on the minds of many.
We also suggest the making up of "kits" containing the faot
sheet prepared by this oommittee, some pamphelet material, a
bibliography, and a list of available program materials. Suoh
kits would be inexpensive and oould either be sold to organization
requesting them or the oost borne by the sohool department.
Among the materials we have collected this summer and fall, we
wpuld like to oall your particular atten to the program of semi
nars for public sohool teachers put on in the District of Columbk
for the past several years by the Amerioan Friends Service Com
mittee. These seminars were organized for the purpose of helping
teahhers prepare themselves for the coming integration program.
Should suoh a program of seminars be desired in Arlington, the
Amerioan Friends Servloe Committee will be more than pleased to
oooperate in making it possible.
For those of you particularly oonoerned with the queation of
absorbing colored teachers in an integrated sohool program, we
recommend reading a report Qased on replies from 55 system where
interraolal teaching staffs are used. To summerize the report
very briefly « interracial staffs work out all right.
In view of the extreme interest and extensive newspaper coverage
of the events taking plaoe in various sections of the country pf.it
since the May 17 th decision of the Supreme Court outlawing racial
segregation in the puolio sohools, the reseqroh sub-oommittee
feels that it is only ecesaary to make a brief summary report
of the events taking plaoe since the opening of school. * « have
r
a voluminous olipping file available for any oommittee member
who wishes to go back and cheok the day-by-day newspaper reports
on the various phases of this subjeot.
The Southern Educational Reporting Service has reported in its
Ootober Bulletin (we have requested copies but have not yet reoeived them) that of the 20 states affected by the ruling, four,
Lousianna, Georgia, South Carolina, Mississippi are "strongly
resisting". Seven, Arizona, New liexloo, Kansas, Missouri, West
Virginia, Maryland, and Delaware, are "moving toward* integration
The remaining nine, Texas, Oklahoma, Arkansas, Kentucky, Tennessm,
Florida, Alabama, Virginia and North Carolina, are reported M
waiting further Word from the oourt.

�Of - h four "strongly resisting" states, Georgia, Mississippi,
te
and South Carolina are relying on the "private School" devloe to
maintain ssgregaylon in the sohools. South Carolina has already
abolished Its oonatitutional provision requiring public school
education and the other two states are preparing for a referen
dum on the same question. Louisiana is relying on a proposed
constitutional amendment which would make segregation a matter of
"health and morals" and under the polioe power of the state.
In addition, the legislature has passed bills whloh would cut
off financial support for integrated sohools and give to the
district school superintendents the right to assign children to
specified sohools.
Of those nine awaiting further instructions from the oourt, North
Carolina, Florida and Virginia have set up commissions to study
the matter. Arkansas, while maintaining a se regated eystea in
general throughout the state, has two examples of integration.
Charleston and Fayettesville have both absorbed small numb re of
iiegro students without lnoident.
The most interesting group, and the one which has provided the
most headlines, la that group which is moving toward integration
in various ways. Those states not generally thought of ae south
ern, Arizona, New Mexioo, Kansas, and Missouri, have, in an orde»
ly fashion, and without incident, moved to eliminate segregation
in those oom unities where it has existed.
The West Virginia state Board of Education granted permission to
the oounty sohool boards to handle the question each in its own
manner. Those oounties which elected to move this year tadded
the problem in a variety of ways. The plans ranged from oomplete
integration at once at all levels, through "gradual" plans where
by certain grades only were integrated at first (either lower
elementary or freshman high sohool cr both) to a oounty which
allowed a free ohoioa of sohools to the children. No while
child of the 4200 enrolled picked a colored sohool and only one
colored ohild of 170 enrolled eleoted to enter a white sohool.
Of the state's 5 ^ oouties, 11 have no negro population, 12 are
oompletely integrated, 13 are praotloally integrated, and 18 are
awating further oourt. action. These faots rather overshadow the
newspaper reports of incidents in several West Virginia Sommunities
where threats of violence forced the sohool boards to reverse
previously announced plans to proceed with integration. Not
all the sohool boards yielded to threats, however, whan
parents forced the closing o' the Fairmont sohool, the Marlon
County sohool board obtained an induction prohibiting mass picket
ing and reopened the school on an integrated basis.
We are all aware now that Delaware contains a town by the name of
Milford, and that there were serious dlstrubanoee there. But
perhaps everyone is not aware that there are eight other Dsleware
sohool districts operating integrated sohools this year without
lnoident. Wilmington, the state's largest oity has started on
its plan of gradual integration without difficulty.

�- 3 The trout) lea at Milford brought to national attention the formaticn
and aotive operation of the National Association for the Advance
ment of White People and its President, Bryant Bowles, a fellow
Arlingtonlan. The Association and Mr. Bowles, who has an unevviao la
police record, are in serious legal difficulties in Delaware.
Bowles has been arrested and oharged with conspiring to violate
the state education law by leading a boycott of Milford's inte
grated high school. He le at present out on $6000 bond pending
further hearings Nov, 3rd. Suopoenas have been issued by the
State Attorney General, oalling on tha NAAWP to hand over data
on its flnanoeo and organization.
Meanwhile, the Vice Chancellor has ruled that the Negro students
have a clear legal right to attend the unsegregated school pending
a final decree by the Delaware Court of Chancery. The final chap
ters on Milf ord have not yet Ween written.
Maryland, with the exoeption of Baltimore, has continued segrega
tion this year although local oohool boards have been requested
to make plane for the future. In neighboring Montgomery County,
the school board has appointed an advisory oommittae on integra
tion similar to Arlington's. In addition, the County Council of
PTAs has started a study.
Baltimore, which started Its integration program this fall, opened
its schools calmly and ope fated without difficulties for a month.
Within a few days of the Milford headlines, however, trouble
developed. The school board and olty officials refused to con
done violence or to change the established plan and the excitement
soon G U b sided.
Following on the heels of the Baltimore incidents, similar student
strikes developed in some Washington schools. Wise firm aotion
on the part of the superintendent of schools had the desired
effoot and in less than a week, despite the attempted interference
of Bowles, the students were baok in sohool. pince then, an invita
tion has been reoeivad from New Rochelle, N.Y‘ for students to
.
visit and inspect an integrated sohool system. The invitation has
been aooepted and six Washington students from three schools are
now in New Rochelle. All of their expenses are being paid by the
students and faculty of the New York sohool.
The researoh suo-oommittee Iffelieves that it is too soon to draw
any hard and fast conclusions “
rom the difficulties and successes
pf those communities which have started on a changed pattern of
sohool attendenoe. It seems, however, that the newspapers are
giving to the general public a much distorted view in the head
lines, pictures and spaoe given to the troubled axeae and the al
most complete lack of any mention of those areas where the changes
are prooeeding suooes3 fully. These communities vould perhaps not
welcome vary muoh publicity at this stage but it is to be hoped
that later in the sohool year, some repsonsible news gathering
agenoy will give to all of us a detailed, factual report on the
successes as well as the failures.

A meeting of the Integration Committee was held at 8 p.m., November 8,

Walsh and Mrs. Art Brown, secretary of the committee, were also present.
John A. Johnson, chairman of the Falls Church School Board, who served
as program chairman at the recent meeting in Richmond of the Virginia School
Boards Association, was introduced and reported on that session.
Mr. Johnson said the majority of school board members at the annual
session appeared to favor the followings
1.

Preservation of Virginia's public school system.

2.

Retention of most of the characteristics of the present segregated
system, so far as this can be done within the law.

3.

No curtailment of school construction.

decree into effect.
"The placement of negro teachers is recognized by the school board
members as one of the chief problems in Virginia schools if a completely
integated system is established here", Mr. Johnson said. He also declared, "Good
faith and earnest effort are necessary on the part of both races to avoid
extremist solutions in working out this problem."
Mrs. Burton, chairman of the research sub-committee of the Integration
Committee, reported on recent actions concerning the Supreme Court ruling*
The executive committee of the Arlington County Council of Parent Teacher Asso
ciations, she reported, recently wrote Governor Stanley asking that he preserve
the public schools of V irginia, maintain the compulsory attendance laws, and
permit local autonomy in carrying out the Supreme Court decree®
Mrs. Canpbell then read a letter received by the Arlington county board
inviting the board to send a representative to the Richmond hearing, and explained
that the county board had referred this letter to the school board.
Mrs. Canpbell also reported that the Arlington School Board on November 6
authorized its chairman to attend the Richmond hearing if the members of the
Integration Committee believe this should be done.

�Rev. Foster then moved that the school board action be approved and
that Mrs. Canpbell be requested to go to Richmond to make a statement at
the public hearing. This was seconded and passed unanimously.
Mrs. Canpbell then explained that she needed help from the committee
members in deciding what to say in Richmond. She outlined briefly the points
which she said she believed should be included in the Arlington statement
before the Governor's Commission on November 15*
Each section of Mrs. Canpbell's proposal was considered separately.
After a number of suggested revisions and additions were incorporated, a ten
tative draft of the statement was unanimously approved. The draft forms the
substance of the recommendation of the Integration Committee to the school
board as to the statement Mrs. Canpbell should make in her appearance at
Richmond.
The statement, as approved, reads:
1.

The system of public education in the Commonwealth of Virginia
should continue to be maintained and supported and the conpulsory
school attendance laws of the state should be continued in-force.

During the present interim period, before the final decree of the
Supreme Court directing how the integration order is to be put into
effect, Arlington residents ask that the commission urge that calm
ness and restraint prevail in all acts and statements by citizens,
in all official acts and statements, and particularly in any legis
lative action by the Commonwealth of Virginia concerning the matter
of integration of the races in the public schools*

Arlington citizens ask that local school boards be given maximum
latitude as to the nethods to be used to carry out the integration
decree within the f ramework of the law.

It is the prayer of this board that the final recommendation of the
Governor's Commission on Education be responsive to such decrees as
the Supreme Court may enter.

The members of the Integration Cbramittee agreed that no publicity should
be given to the proposed statement by Mrs. Canpbell until the school board has
considered it, and that any publicity at that time should be at the discretion
of the school board.
Dr. McCaskill explained that he had learned that the refreshments served
at each committee meeting were not purchased with tax funds, but that they were
paid for by members of the school board. He proposed that each member of the
committee donate 25 cents to pay for refreshments for this meeting and the next
one. This plan was accepted informally.
(Note: The collection totaled $6.50. Part of the refreshments served
at this meeting were donated, so the total cost for the evening was only $1.25*
This leaves $5*25 in the fund for later use.)

school Committee to Study Problems on Integration. The
meeting will be held at 3 p.m., in the Conference Room at
the School Administration office, 1426 North Quincy Street.
It is only because of the heavy schedule of work
which confronts the School Board and staff at this time that
we are asking you to come to a Sunday meeting of our Com­
mittee. This meeting is called to consider the report made
public this week by the Virginia Commission on Education,
and to appraise the effect of this report on the Arlington

STATE SOURCES OF INCOME FOR PUBLIC EDUCATION
I.

General Appropriations
This sum is arrived at by the use of a formula to determine the
total number of teacher units. A teacher unit on the elementary
level means that we employ one teacher for every thirty (30)
pupils. A teacher unit on the secondary level means that we
employ one teacher for every twenty-five (25) pupils. In 1854-55
we received from the State $1, 425.00 for each teacher unit.

II.

Transportation
The amount of money that we receive for this is determined in
three ways:
1. the number of m iles each bus travels ;
2. a subsidy for the gradual purchase of each b u s; and
3. the number of children transported.

III. Other
This would include:
1. Monies that we receive from the State for partial payment of
the salaries of the superintendent of the schools, the director
of instruction, helping teachers, mem bers of the supervisory
staff, and others;
2. Subsidies for home economic and vocational education;
3.

Subsidies for the purchase of textbooks; and

4. Subsidies for the operation of our sick leave plan, etc.

FEDERAL SOURCES OF INCOME FOR PUBLIC EDUCATION
I.

In lieu of taxes - - these are monies received from the federal government
for properties owned by the federal government on ground leased or rented.
These monies do not actually equal the taxes that would be received on this
land if it were used by private industry.

II.

School Lunch
In the past we have received government subsidies of two cents (20)
on each half pint of milk sold, and five cents (5&lt;f) on each hot lunch
sold. We are presently receiving one cent (1?) on each half pint
of milk sold, and four (4£) cents on each hot lunch sold.

The evening" e program opened with a Joint session of the
Integration Committee and a group of visiting educators appointed by the
Southern Association of Secondary Schools and Colleges to evaluate
Hoffoac-Bostoa in preparation for its final accreditation.

faculty members also attended this part of the meeting,
George Richardson, principal of Hoffman-Boston, intro
duced all persons pro sent and then showed a series of slides prepared by
the Hoffaaa-Boston faculty to acquaint members of the evaluation committee
and the Integration Committee with the colored community in Arlington,
Copies of three charts reproduced on the slides were
given to members of the committee.

These included one on types of employ

ment of Arlington white and negro high school graduates, one on the number
of high school graduates from Arlington going on to college, and one on a
comparison of the number of white and negro students in Arlington dropping
out of high school before graduation.

briefly with the School Board. Minute* of the meeting of December 18
were approved. Mrs. Campbell explained that the meeting at EoffaamBootoa was called there in order to show members of the committee the
secondary school facilities provided for oolored pupils la Arlington.
Board members and Mr. Richardson reported on the wide
interest at present concerning the question of Integration. This ha*
resulted in their having been invited to speak on this subject at a
number of community gatherings.
Warren Cox of the School Board pointed out the need
for setting up some kind of high aohool committee to see what can be
done among the students themselves to prepare for integration.
Mrs. Campbell mentioned that the Integration Committee
members need to be forthright in asking question* which are troubling
them concerning integration,, and promised the cooperation of the
schools in supplying answers to these question*.
