— March 29, Monday night, Mr.
James L. Washington, Mrs. C liffo rd , and Mrs. Cooper attended meeting o f A rlington
County Board and Sohool Board in Ciroult- Court Room at Court. House. Both Mrs.
C liffo rd and Mrs. Coopsr said our high sohool should be aooredlted, as under
the then e x is t in g sohool con d ition s our ohildren were handioapped. -- In October,
1948, Mr. Ransom appeared before Federal Judge 3ryan o f Alexandria. Present were
former odnmonwealth attorney, Lawrence Douglas, Dr. 0. Slenn Stahl o f Arl. Oo.
Sohool Board, and Mr. Rloh, Prin. W-L high sohool. Judge Bryan sent the date to
Pbb. 7, 1949. — H-B sohool now has proper- number o f teaohers but n eith er spisoe
nor equipment. Plans have been drawn for a new elementary sohool near H-B sohool
and the improvements H-B was promised sevenal years ago when bond issue was passed.
It seems that Arl. Co. oould never ring funds to finanoe the ereotion o f our
soh ools; moat a ll sohoola were erected With money secured when people voted fbr

Creating a commission to study the establishment of a
foundation program in education.
Whereas, the General Assembly should if possible define more clearly
the responsibility of the State to finance public education! and
Whereas, the distribution of State school funds largely on the basis
of average daily attendance, as at present may result in inequities in so far
as educational opportunities offered in the -carious political subdivisions; apd
Whereas, it seems that the State in cooperation with the localities
should define a foundation program for education in the public free schools in
terms of the services the people of the State consider essential for the
children; Now, Therefore, be J_

Resolved by the Senate, the House of Delegates concurring, that a
commission be, and it hereby is, created to study and report upon the establishment
of a foundation program containing the fundamental courses which are basic to
education to be financed by the State, in cooperation with the localities, and the
costs thereof including the distribution of school funds generally.
The commission shall consist of nine members of whom three shall be
appointed by the Governor of whom one shall be from the State Board of Education,
and two shall be professional educators in the public school system of Virginia,
one shall be appointed by the President of the Senate from the membership of the
Senate, and three shall be appointed from the House of Delegates by the Speaker
thereof; the President of the Senate and Speaker of the House of Delegates shall,
ex officio, be members of the commission. The commission shall advise and work
with the State Board of Education in order to devise a foundation program in the
fundamentals of education to be financed by the State and localities jointly. The
commission shall complete its study and make its report to the Governor and
General Assembly not later than November one, nineteen hundred fifty-one. The
members of the commission shall receive no compensation for their services but
shall be paid their necessary expenses incurred in the performance of their duties,
for which there is hereby appropriated from the contingent fund of the General
Assembly the sum of fifteen hundred dollars.

Hoffman-Bojton Recreation
Center Opened Tuesday
Despite rain and wind, some 75
children and teen-agers attended
the opening of the Hoffman-Boston Recreation Center on Novem­
ber 6, and participated in ping
pong, tumbling, pool, aocial danc­
ing, and quiet games. Additional
activities are now being organized.
The center will be open every
Huesday evening from 7:30 to
to 10:30, under the direction of
Ernest Johnson, supervisor of-'
Negro activities for the Arlington
County Department of Recreation,
and Miss Carrie Batefc, assistant

Mr. Bryant called the meeting to order and the minutes of the last

She mentioned the Unitarian summer project, a too to three ueelc vaca­
tion school for children through the sixth grads. The school will
Include "egro children this year as it did last, (Last year the school
was held in the district, this year it will be at the Unitarian Church)
Ur. Bryant explained that our main job at this meeting is to try to
identify t i major problems of the "egro community in Arlington.

housing project, but these have not been analysed.

Mrs. aurice suggested that we ask for an investigation of all substand rd housing in ■'•rlington rather than restricting it to substandard
housing occupied by colored people.
Mrs. Johnson was chosen chairman of a sub-committee to get a feww
facts on srhatandard housing. She hopes to get assistance from the
nurse at the Langston school.
It was decided to meet again in three weeks in order to have time to
interest other groups in a survey of sub-standard housing before they
d o s e down for the sunnor.

�Mr, Gibbons said that if v;e take up housing we should find out
what is Involved -gather facts.

This group could' be a sub-committee of the planning commission,
nr. Bryant raised the question wheter the interests of "egroes

is mostly conservative.
The Civic Fed. went on record as willing to accept colored civic
orgs. but none have applied.
Mrs. haurice stated that the --ental Hygiene a s , lied pa a sod an
a m e n d m e n t that membership should be open to all. Perhaps such
action should be followed up by„a definite invitation.
Leadership is a problem in the egro group here. Mr. Gibbons
pointed out that loaders can be"trained. Leadership has developed
in connection with the X.M.C.A.
Mrs. iiarx shod about the exact provisions of the segregation law on
public assemblies.

1953.

Fellow Citizens:
On Sept. 6, a colored citizen residing in Arlington,
Willie Coles, a member of Rev. Mackley's church in good standing was
brutality beaten by two Fairfax County policemen.
It happened about like this: Coles was driving out of the Culmore
Shopping center when the wheels of his car got stuck in the mud on the
shoulders of the road. A white man with a truck pulled him out and
charged $3. Coles drove his car to Blackwell's restaurant, about two
blocks away. A Fairfax Police car drove up and charged him with reck­
less driving and put him in the police car and then radioed for other
police. About the same time an Arlington police car and a Fairfax police
car came up. Coles was told to get in the Fairfax Car. The Arlington
police knew him and said it was OK, nothing would happen to him. As he
was getting out of the first noli-e car, just as Iris head was out, one
of the Fairfax Police hit him across the head with a black jack,knock­
ing him to the ground.
He was then thrown into the Fairfax car and handcuffed. Then he was
driven to the Fire House near Bailey's Cross Roads, a stretcher was
obtained whereon he was handcuffed and left lying in the rain for about
five minutes. He was driven a short distance and put into a police
wagon and in doing so the stretcher was lifted up several times and his
head allowed to hit the floor of the car each time. Then he was taken
cut, bruised and bloody to the hospital where he was confined for three
days.
Following this for two days testimony was given at the Trial Jus­
tice court at Fairfax and ho was fined $11:3. for reckless driving, re­
sisting an officer,etc. He was defended by two white lawyers employed
by his employer for whom he has worked over 12 years.
A picture of Coles taken at the hospital shows him bandaged and
with his wrists severely lacerated by the vicious use of the handcuffs.
Our NAACP lawyer , Otto L. Tucker was engaged to work with the
other lawyers and an appeal has been made for trial in the circuit court.
The cost of the record at Fairfax will be $1:00. There will also be
other larger costs as the trial proceeds.
Therefore we are appealing to you to give as much money as you
can spare to help finance this case.
It is important that wc try to restrain such brutality because
the same thing can happen to you or to m e .
Both the Arlington and Fairfax NAACP Branches are party to this
case. Already the Fairfax and Arlington Branches have pledged to raise
JUOO. right away. Over $150. has been sent to cover the cost in part
for the transcript of the record.
I am sure that when you see the picture of Coles you will be
constrained to give.

a petition to be sent to the Gov­
ernor disclaiming their opposition
to .the recent statement by a white
spokesman in Richmond t h a t
“ their” Negroes preferred segrega­
tion. \
At a n o ti n g of the 7th District
branches of the National Associa­
tion for the Advancement of Color­
ed People, held Saturday in the
Mt. Salvation Baptist Church in
Hall’s Hill, representatives heard
Dr. E. B. Henderson report:
- Letters have been sent to all
of the Negro and white ministers
in northern Virginia urging them
to implement on the individual
church level, the policies adopted
by their higher church bodies re­
garding integration an*I the Su­
prem e Court decision.
Letters have also been sent to
all the teachers in the Negro
schools, Dr. Henderson said, with
suggestions for preparation of chil­
dren for adequate adjustment to
the problems of de-segregation.
Dr. Henderson also reported on
the Richmond meeting of the Gov­
ernor’s Commission on Education,
in which he mentioned that the
m ajority of opponents of de-segre­
gation came from these counties
where Negroes were either a ma­
jority of the population or a large
minority.
He indicated that it is a travesty
uf&gt;orf a democracy where none of
the officials in government were
members of the large minority or
the majority. The highest paid
state salary to a Negro goes to
the Governor’s chauffeur, he said.
At the meeting in Richmond

cegenation were reminded that this
had been going on a long time and

to the South beyond Glebe Rd., Route 120, (The Langston School is at the

Up Kegroes
On Petition
Arlington, Alexandria, Fairfax
and Prince Williams County Ne­
groes are being enlisted to sign
a petition to be sent to the Gov-1
ernor disclaiming their opposition
to the recent statement by a white
spokesman in Richmond t h a t
“ their” Negroes preferred segrega­
tion.
At a meeting of the 7th District
branches of the National Associa­
tion for the Advancement of Color­
ed People, held Saturday in the
Mt. Salvation Baptist Church in
Hall’s Hill, representatives heard
Dr. E. B. Henderson report:
Letters have been sent to all
of the Negro and white ministers
in northern Virginia urging them
to implement on the individual
church level, the policies adopted
by their higher church bodies re­
garding integration anv. the Su­
preme Court decision.
Letters have also been sent to
all the teachers in the Negro
schools, Dr. Henderson said, with
suggestions for preparation of chil­
dren for adequate adjustment to
the problems of de-segregation.
Dr. Henderson also reported on
the Richmond meeting of the Gov­
ernor’s Commission on Education,
which he mentioned that the
majority of opponents of de-segre­
gation came from these counties
where Negroes were either a ma­
jority of the population or a large
minority.
He indicated that it is a travesty
upon a democracy where none of
the officials in government were
members of the large minority or
the majority. The highest paid
state salary to a Negro goes to
the Governor’s chauffeur, he said.
At the meeting in Richmond
those white people who feared mis­
cegenation were reminded that this
had been going on a long time and
the Responsibility was that of the
whifc majority.

Loudoun Groups Reject
Segregation Proposal
RICHMOND, Va. — Color c d
organization* in Loudoun county,
Va. have flatly rejected a pro­
posal that colored residents of the
county a p p r o v e segreg a ted
schools in the county so that a
bond issue could be approved by
voters in the county for improve­
ment of the schools.
Disclosure of the action of the
colored citizens was made this
week by W. Lester Banks, execu­
tive secretary of the Virginia
State C o n f e r e n c e s of NA
ACP Branches. He said theLoundon County Board of Education
and the county Board of Super­
visors holding a joint meeting
f voted to make the authorization

THE JOINT statement of the
two boards advised that “no
steps should be taken - until and
u n l e s s reasonable assurances
have been given by the parents
of colored children of the county
that they will conform to our
considered opinion that their ed­
ucation can be promoted better
by continued school attendance
on a segregated basis.”
This proposal is flatly reject­
ed in a resolution adopted by
the County Wide League, John

IN THEIR resolution the *ign«
ers noted that the School Board
have proposed a $700,000 issue t«
secure money to improve the
schools in the couty, but that
action of the proposal be con­
tingent on the acceptantce of se­
gregated schools by colored parents as best for their children.
This point, however, is disputed
in the resolution with the state­
ment that it “is based solely up­
on Ignorance and superstition..**
The resolution also points out
that “the pattern of racial segre­
gation nurtured through the se­
gregated public schools retard#
the development of the cultural
and democratic processes of the
entire community” and that “the
Supreme Court has declared that
enforced racial segregation i a
public schools is unlawful.”
THE ORGANIZATIONS meet­
ing jointly said in closing their
resolution that they “ reject the
proposal contained in the afore­
said resolution” of the School
Board and Board of Supervisor#
“and urge all other Negroes i t
Loudoun County to do likewise.'*

Negro School Use
LEESBURG, Va., April 11
(Spl.)—A request that Douglass
High School for Negroes be per­
mitted to use the auditorium
of Loudoun County High School
for its spring commencement
exercises was turned down to-,
day by the County School
Board.
John Tolbert, chairman of the
committee on school needs of
the Countywide League, a Ne­
gro organization, made the re­
quest and cited the need for
more space. The Douglass au1 ditorium has 300 seats and the
