DEVOTIONAL
PERIOD:

After a song, prayer was offered by the Reverend Mr. Davis, Pastor
of the First Baptist Church.

WELCOME:

Mrs. Medley stated that since the Mayor of Washington was present
to address the District, and since she could remain but a short
time, she, Mrs. Medley would digress from the regular routing and
have the Mayor address the meeting at this time.
Mr. Carter, President of the host branch, then introduced Mrs.
Parker who delivered the welcome address. Rev. Davis then intro­
duced Her Honor, Mrs. Davis, the Mayor of Washington.
Dr. Williams responded to the Mayor's address. Mrs. Cox, mother
of the Mayor and a county teacher, was next introduced and spoke
quite feelingly.
Mr. W. Lester Banks was next to be introduced and responded to the
statement made by Mrs. Cox.

MINUTES:

Minutes of the last meeting (January 2 ( were read and, upon motion
l)
by Mrs. Ambers, were adopted.

REPORT
OF
BRANCHES:

Mrs. Medley then introduced Dr. E. B. Henderson, vice-president of
the State Conference, and Mrs. Marx, vice-president of the
Arlington County Branch.
Dr. Williams and Mrs. B. M. Washington spoke fob the Prince William
County Branch. L. C. Moore and Mrs. Audrey Williams spoke for the
Fairfax County Branch. Mrs. Barbara Marx spoke for the Arlington
Branch. Reporting for the Clarke County Branch was Mr. Downing E.
Banks, and speaking for the Rappahannock County Branch was Mr.
Francis Carter.

RECESS:

A recess for luncheon was taken until 2:15 P.M.

AFTERNOON
SESSION:

Mr. L. C Moore spoke on the best method of increasing our member­
.
ship, Dr. E. B. Henderson told what he has done and is still doing
to build up memberships in Washington. Mr. Banks of Clarke County
was rather discouraged about his branch in that county.
Mr. Lester Banks then addressed the meeting. During his talk he
told of the number of cases which have been carried up to the
Supreme Court by our NAACP lawyers, and also the urgent need of
funds to continue the work of the State Conference. Mr. Banks
presented campaign working plans entitled, "The NAACP Needs You You Need the NAACP".
W. A. West, the secretary-treasurer, reported that five (5) branches
had sent in their 7th District tax of $$.
Mrs. Barbara Marx told what is being done in Arlington to arouse the
colored voters. She stated that there are U,228 Negroes over 21
years of age in Arlington and not more than 900 voters.

NEXT MEETING: The Loudoun County Branch invited the District to hold its next
meeting in Leesburg on the third Saturday in July.

Rev. Roger Bush moved that a rising vote of thanks be given the pas­
tor and host branch for their wonderful dinner and other hospitalities
It was certainly inspiring to learn that Rev. Davis, the pastor of
Washington Baptist Church is a member in three different county
branches. We can't help from succeeding where we have pastors like
him.
The meeting then closed with benediction by Rev. Bush.

the evening.

The 1940 census datat ire practically useless except that they tell us
where we started from. The overcrowding was not great.

for * egroes. The Carver and Dunbar projects are now presumably owned
by cooperatives. Recent housing is too expensive for families in
sub-standard homes. On S. Oxford Street 200 houses were built on
land originally owned by ^egroes but they were priced at $9,000 in
stead of $6,000 as stated first and only one was purchased by Negroes.

sub-standard shacks. The people in these sub- standard dwellings are
not satisfied with them and want something better.
Ashley explained briefly the criteria set up by the 1950 census,
facilities were noted: heat, light, flush toilet, bath, no. of rooms
condition: good —
in noed of minor repairs— - dilapidated, that is
holes in walls, sagging roofs, detioriated stiars etc. asphalt shingles
can cover a multitude of sins, so can a coat of paint on the exterior.
■Question what is the basis for eondemantion in Arlington? Answer by
Howell "ousing unfit for habitation because of exposure to elements,
lack of sanitation, safety reasons etc.
We have health inspections, plumbing, electric, and fire.
Evictions from condemned housing may overcrowd facilities which were
all right before causing them to become sub-standard.
What is the housing condemnation procedure of the bounty?
Ashley. We must remember that Arlington is a nursery community, feople may migrate out to Fairfax as their families grow up.
1940 census showed 1000 families out of 15,000 in substandard houses.

To Clergymen
Gentlemen:
You have doubtless followed with interest the reaction of organized
church groups to the Supreme Court's decision calling for integration in
the public schools. The Southern Baptist Christian Life Commission has
urged "churches to use their leadership ... toward a united nation ...
proclaiming a democracy that will commend freedom to all peoples." The
General Assembly of the Southern Presbyterian Church has voted to open its
colleges to both races and to "call on local churches to eliminate dis­
crimination within their own fellowships." Various Southern conferences of
of the Methodist Church have counseled their memberships to face the decision
as law-abiding citizens. The Protestant Episcopal Church in its Department
of Social Christian Relations has stated: "The decision of the Supreme Court
...is just and right." The Catholic Church, whose schools in the District
of Columbia had been open to Negro students for years, has integrated its
parochial schools in several Southern cities. The Ministerial Conference
in Roanoke, Virginia, recently voted to advise Governor Stanley that the in­
tegration of schools is "morally right" and should not be evaded by any
attempt to abolish the public school system.
Church leaders may take pride in these forthright statements by their
governing bodies. But it remains for the local pastor and religious workers
to interpret and justify these policies, and so to challenge clear vision
and honest judgment among their people that support of the Court's decision
may permeate the local congregations. On this question the struggle for
men's minds is an active process.
While Governor Stanley is even considering methods to circumvent the
manifest purpose of the Court, the Clergy dare not be silent about man's
duty of compliance with law and of brotherhood.
We, therefore, urge you to make your influence felt now in all the ways
you can toward a Christian and law-abiding response among your church
members to the challenge of the Court's decision.
Have you made the matter the subject of a sermon?
Have you discussed it in adult groups, and among your young people?
Have you made sure that the members of your congregation know the
position their church has taken, and your personal endorsement of
that position?
Have you considered the expediency of asking members to take a public
stand in favor of integration?
The National Association for the Advancement of Colored People works
only through legal channels, to win for minority groups an equal protection
under existing laws. We address this appeal to you in the belief that you
share our purpose and are happy to work for tho same end - an enlargement
of Christian brotherhood.

Dear Mr. Banka:
There have bean many enthusiastis coanonts on last nightSs
meeting# 1 heps tiiat as a roault of the enthusiasm aroused by
Kr. Marshall's speech our membership drives in this part of the
state will be more successful.
Acouple of people have ashed about the collection which was
taken up. My suggestion would be to pay the expenses of the mooting
and give the remainder, which should be well over $150 to the Freedom
Fund in the name of the Seventh District. I think this would be better
than trying to divide and credit suns to difx’orent branches. Does
this most with your approval? If so x shall propose it at the 7th
District meeting April 10th.
Can you send me a statement of what expenses are due the state
office for posters, handbill, travel and living expenses for Mr.
Marshall and anything else that is due. It weuld e helpful if yeu
could send me this before April 10th.

To Clergymen
Gentlemen:
You have doubtless followed with interest the reaction of organized
church groups to the Supreme Court's decision calling for integration in
the public schools. The Southern Baptist Christian Life Commission has
urged "churches to use their leadership ... toward a united nation ...
proclaiming a democracy that will commend freedom to all peoples." The
General Assembly of the Southern Presbyterian Church has voted to open its
colleges to both races and to "call on local churches to eliminate dis­
crimination within their own fellowships." Various Southern conferences of
of the Methodist Church have counseled their memberships to face the decision
as law-abiding citizens. The Protestant Episcopal Church in its Department
of Social Christian Relations has stated: "The decision of the Supreme Court
...is just and right." The Catholic Church, whose schools in the District
of Columbia had been open to Negro students for years, has integrated its
parochial schools in several Southern cities. The Ministerial Conference
in Roanoke, Virginia, recently voted to advise Governor Stanley that the in­
tegration of schools is "morally right" and should not be evaded by any
attempt to abolish the public school system.
Church leaders may take pride in these forthright statements by their
governing bodies. But it remains for the local pastor and religious workers
to interpret and justify these policies, and so to challenge clear vision
and honest judgment among their people that support of the Court's decision
may permeate the local congregations. On this question the struggle for
men's minds is an active process.
VJhile Governor Stanley is even considering methods to circumvent the
manifest purpose of the Court, the Clergy dare not be silent about man's
duty of compliance with law and of brotherhood.
We, therefore, urge you to make your influence felt now in all the ways
you can toward a Christian and law-abiding response among your church
members to the challenge of the Court's decision.
Have you made the matter the subject of a sermon?
Have you discussed it in adult groups, and among your young people?
Have you made sure that the members of your congregation know the
position their church has taken, and your personal endorsement of
that position?
Have you considered the expediency of asking members to take a public
stand in favor of integration?
The National Association for the Advancement of Colored People works
only through legal channels, to win for minority groups an equal protection
under existing laws. W e address this appeal to you in the belief that you
share our purpose and are happy to-work for the same end - an enlargement
