Guidance — helping pupils to plan for the future
and solve their problems —
is an integral part
of the program.
Pupils in grade seven are
assigned to their English-Social Studies teacher
for guidance of a general nature.
Pupils in
grades eight and nine are assigned to a counselor
for individual assistance and counseling.
The
classroom teacher,
homeroom teacher,
and the
counselor work cooperatively in carrying out the
guidance program.
Group guidance activities are
scheduled periodically during the school year to
assist in educational and vocational planning.
In each school there is a director of guidance
who coordinates the program and who assists all
staff members with their guidance activities.

Initiated by:

Parent request to Board

Staff contact:

Dr. Arthur W. Gosling

Explanation of Subject/Issue:
Barcroft school parents have requested the following:
(1)
That third grade children attending the school who reside in the Nauck community be
permitted to complete their elementary school education at Barcroft school.
These
children otherwise are assigned to several different North Arlington elementary schools
for grades 4-6.
(2)
That the school division study the issues related to school attendance for children
residing in the Nauck community.

Super intendent12 Recommendation:
s
(1)
Assign current third grade students from the Nauck community who currently attend
Barcroft for grades 1-3 only to continue attending that school for grades 4-6. Nothing in
this decision, however, precludes parents from exercising all existing opportunities for
transfers, including the opportunity for a younger sibling to accompany an older sibling
to a designated elementary school in the northern section of the County.
(2)
Direct the Superintendent to develop an issues paper for Board review in fall 1986.
This paper would identify issues relating to school attendance assignments for all
children residing in the Nauck community, grades K-12.

Comments:
A staff team consisting of
Operations, Assistant Superintendent
Relations was formed to review this
unanimous in its recommendations for

the Superintendent, Assistant Superintendent for
for Personnel, and the Director of School/Community
request.
The team met on several occasions and is
action to the School Board.

THE COMMITTEE TO STUDY PROBLEMS OF INTEGRATION IN THE
PUBLIC SCHOOLS
■June 23 j 1954*
The Committee on Integration was set up because the Arlington School
Board needs help from many different segments of our Arlington population con
cerning the important matter of putting into effect the recent United States
Supreme Court ruling prohibiting segregation of races in our public schools.
Arlington is a Virginia community where separation of white and Negro
pupils has been practiced ever since public education was first established
in the State, While there are many fine citizens who favor integration, there
are many equally fine citizens who have sincere reservations. With this situa
tion, the best thinking of our community needs to be enlisted so as to study
and make recommendations as to the wisest way to bring about the changes which
will be required during the next few years because of the Supreme Court ruling.
The School Board took into account these principles in setting up
the committee*
1.

The Committee should be large enough to represent
many different areas of thinking among our citizens.

■2.

Persons were not named officially as representatives
of groups.
(For this reason no presidents of organiza
tions were asked to serve on the committee.) Rather,
the individuals named are connected with representative
local organizations and are familiar with the thinking
and policies of such groups. They will not be official
representatives and therefore will not be required to
poll their members in order to suggest or approve a
course of action on any matter coming before the
committee.

3.

Since many diverse aspects of school integration will
probably be studied, the Board named enough people so
the Committee can be sub-divided to study these
different questions. It is expected that other
citizens will be asked by the committee to serve on
sub-committees. Also, the School Board requests that
at least one school staff member be invited to serve
on each sub-committee.

There is great public interest in the work of this body. Because the
committee activities must be so closely tied in with school beard policies,
the School Board asks that all press releases be approved jointly by the
chairman of the Integration Committee and the chairman of the School Board.
The Arlington School Board earnestly needs the help of this Inte
gration Committee. However, it must be made clear that the work of the committee
can be only advisory. The committee will make recommendations to the School

Other citizen committees and councils which advise the Arlington
Board operate under a guide which says in parti
"The legal responsibility for the educational policy in the
public schools of Arlington County lies with the school

program maintained by the community, however, is the concern

planning should be kept as direct as possible.
"Channels must be established and kept clear in order that
the people may express their wishes and opinions to the
school board.

in making final decisions, citizen participation in educational
planning is essential at all times."

                    <text>ARLINGTON SCHOOL BOARD STATEMENT CONCERNING
THE COMMITTEE TO STUDY PROBLEMS OF INTEGRATION IN THE
PUBLIC SCHOOLS
June 23, 1954-*
The Committee on Integration was set up because the Arlington School
Board needs help from many different segments of our Arlington population con
cerning the important matter of putting Into effect the recent United States
Supreme Court ruling prohibiting segregation of races in our publio eohoola.
Arlington is a Virginia community where separation of white and Negro
pupils has been practiced ever since public education was first established
in the State. While there are many fine citizens who favor integration, there
are many equally fine citizens who have sincere reservations. With this situa
tion, the best thinking of our community needs to be enlisted so as to study
and make recommendations as to the wisest way to bring about the changes which
will be required during the next few years because of the Supreme Court ruling.
The School Board took into account these principles in setting up
the committees
1.

The Committee should be large enough to represent
many different areas of thinking among our citizens.

-2.

Persons were not named officially as representatives
of groups.
(For this reason no presidents of organiza
tions were asked to serve on the committee.) Rather,
the individuals named are connected with representative
local organizations and are familiar with the thinking
and policies of such groups. They will not be official
representatives and therefore will not be required to
poll their members in order to suggest or approve a
course of action on any matter coming before the
committee*

'3.

Because the
committee" activities must be so closely tied in with school board policies,
the School Board asks that all press releases be approved jointly by the
chairman of the Integration Committee and the chairman of the School Board.
The Arlington School Board earnestly needs the help of this Inte
gration Committee. However, it must be made clear that the work of the committee
can be only advisory. The committee will make recommendations to the School

For the fourth summer, the
Science Department of the Arlington public schools will this year
offer a 16-day Science Enrichment
Program for junior high school
students as part o f the regular
summer school schedule. (Complete summer school plans will be
announced in the next issue o f the
Arlington School News.)
Tuition rates for the summer
science program have not yet been
set. but it is probable the charge
wjn be $25 for each student, with
an additional $8 to cover cost of
transportation for the numerous
field trips which each group will
take. The tuition rate will be
doubled for students from outside

of Arlington.
The science enrichment group
will meet for five hours daily. The
dates will be July 2 to July 24,
with another series offered July 25
to August 1

Each group will be limited to 16
students. To be admitted to the
class, a student must have the approval of his present science teacher. Students will keep notebooks
but no examinations or letter
grades will be given.
Federal and state scientific installations, private laboratories,
and such natural centers of interest
as Luray Caverns, Great Falls and
Skyline Drive are among the places
which the various groups may visit,
