Dear Friends of ABCt
On November 2 Roye Lowry lost his bid for reelection to the County Board,
Roye had given outstanding service to our community and his wisdom and
leadership will be sorely missed, ABC'ers though, hardly need think that
the loss of a single election signals the demise of a party that has
consistently provided Arlington with sound progressive government. We may
have lost one election but we have hardly lost the continuous fight to keep
good government in Arlington, ABC leaders still constitute a aajortty
of the County Eoard, Moreover, there is no reason to think that in the
future Arlington voters will again turn away from the political group that
has accomplished so much for Arlington, Nor is there any reason for us
as ABC'ers to suddenly cease our efforts to provide excellent, representative
government for our community*
Let's begin now planning for next year.

on "LET'S TALK POLITICS FOR '66". Leo will give his analysis of the last
election and will outline what he believes will be the major issues con­
fronting our community in the year ahead. Backstopping Leo will be
County Board Chairman JOE FISHER, and Board Members, ROYE LOWRY and TOM
RICHARDS, Chslrlng the meeting will be ABC chairman, Barnard Joy. This
team will welcome and encourage your questions and comments from the floor.
Your ideas will contribute to formulating sound ABC plans for the coming year.
The continued strength of ABC lies in your support. Your attendance at
Tuesday's meeting will demonstrate that we mean business in "66.

a Northern Virginia sub. urb just across the Potomac from
Washington, D. C., has a population
169,000 and a police force of 169 men.
More than half of this force was assigned
to duty in and around Stratford Junior
High School on the morning of February
2, 1959, the day that time ran out for
"massive resistance.” At 8:35 a.m. four
Negro children walked unescorted across
a large playfield and entered the school.
Classes began at 8:45 a.m. A t 10:30 a.m.,
I was able to tell newspapermen that
"Arlington’s experience this morning
demonstrates conclusively that no dis­
orders occur where public officials arc
honestly determined that there will be
no breach of the peace. Rabble rousers
are basically cowards and fade away when
confronted by authorities in a posture of
dignity and quiet confidence.”
This, I believe, is the real reason why
desegregation in Arlington was accom­
plished without incident. This is why
there was no excitement, why the assign­
ment turned out to be a dull one for
press, radio and television. The lunatic
fringe had made threats, had promised
to picket, had said it would distribute
hate literature. It did not appear. Report­
ers made up most of the crowd that
morning and their number dwindled as
the day wore on.
We made it clear in words that we
would tolerate no breach of the peace;

we also took elaborate precautions to
back up our words. Since last summer
our police had been taking special train­
ing and instruction in the handling of
"civil disturbance.” On the morning
that the school was integrated pursuant
to the decree of the federal courts, our
police, wearing GI battle helmets painted
white, and equipped with gas grenades
and masks, batons and other riot equip­
ment, were deployed around the entire
perimeter of the school grounds. Fifteen
plain clothesmen, mostly from our Ju ­

thwarted. There was no disruption of the
teaching schedule.
It soon became evident to Arlington
authorities that we had "over-prepared.”
The next morning the contingent assigned
to protect the children and the school
was reduced from 90 men to 60. The
following day, February 4, the sixty were
cut to thirty and the next day to fifteen.
On Friday, February 6, the last school
day of the week, all officers were removed
except for two plainclothes officers in­
side the school and motorized units patroling the school area.
The Arlington desegregation story was

In less than 100 hours we had become
only second section news. This exceeded
our best hopes and was a good measure
of our success.
We are not in the least sorry that we
were over-prepared. And we know that
we will have a continuing problem for
some time. But we are confident that
we can handle our problem ourselves—
without interference from state militia

ous classes. The orientation activities and
get-togethers were not sponsored by school
authorities. They knew of this only
through the newspapers.
S in c e litig a tio n was pending almost
to the moment that school opened Monday
morning, the school administrative au­
thorities participated only in the me­
chanics of the necessary arrangements.
They conferred, of course, with the county
manager and police officials regarding
arrangements for the big day. The su­
perintendent of schools conferred with
the principal of the junior high school
about the enrollment and placing of the
Negro pupils. The superintendent assigned
the school system’s public relations offi­
cer to Stratford and she sent informa­
tion over to the Administration Building
for release to the press.
Claude M. Richmond is the principal
of Stratford Junior High School. He
talked to each of the 7th grade sections,
giving only the facts, and told the stu­
dents what was expected of them in terms
of behavior. The children were told to
discuss this with their parents. Attend­
ance in school on "opening” day was a
matter for parental decision. Mr. Rich­
mond also spoke to his 8th and 9th grades
at assemblies and discussed all facets of
the problem with his faculty. In assign­
ing the children, he gave careful consider­
ation to the makeup of the group and
to the teachers concerned. He talked to
the four Negro children and to some of
their parents about arrangements for en­
rollment, programs and schedules.
The superintendent issued a rule (with
the approval of the school board) that
the admission of Negro students would
not automatically constitute a valid rea­
son for transfer of students to another
school or to another section within Strat­
ford. He also ruled that any student cre­
ating a disturbance would automatically
be suspended and would be readmitted
only after a conference with the child’s
parents. Principal Richmond sent these
regulations home by the children.

So w e are now, we hope, over the
hump. Because the Governor of Virginia,
J. Lindsay Almond, Jr., is a responsible
public official and a man of courage, be­
cause Arlington authorities made it clear
that no disorder would be tolerated, our
community was able to master its crisis.
Although we are, in one sense, a suburb
of Washington, D. C., we are still Vir­
ginians, and most Virginians do not wel­
come integration. But that was not the
point. Responsible Virginians and Arlingtonians wanted no Little Rock. And
there was no Little Rock.

It is understood that such a request shall be
related to the student’s appearance before that judge or before a
judge of a similar court in another jurisdiction and shall be based on
the student's court involvement.
2. Procedure
a. The Court requests reassignment of the student through the office
of the receiving principal. Request for assignment is accompanied
by detailed background information which shows the need for spe
cial placement and will also serve to give the receiving school
the information necessary to assist the student effectively.
b. The receiving principal reviews the request and sends a copy of
his/her response to the court and to the Director of Student Ser
vices and Programs and to the Director of Assessment.

Instructional Transfers - Elementary and Intermediate Schools
a. Policy
Parents of students enrolled in elementary and intermediate
schools may request transfer to another elementary school or
intermediate school for instructional reasons when, in the opinion
of the parents and the principals of the schools involved, such a
transfer would be in the student's best interest and provided
that:
(1) The transfer will not raise the percentage of students
attending the receiving school from other attendance areas
for instruction reasons in excess of 4$ for elementary
schools (K-6) and 4$ for intermediate schools (based on
September 30 student membership report).
This percentage
constraint is applied to all students on instructional trans
fers, not just those that occur in any one particular school
year.
(2) The parents assume the responsibility for special transporta
tion arrangements if such are necessary.
(3) These special assignments may be terminated if, in the opin
ion of the principal or the parents involved, it is creating
a situation harmful to the student or other students.
(4) The transfer does not cause the receiving school to exceed,
or continue to exceed, its standard accommodation level.
(5) The transfer does not change the percentage of black students
in either the sending or receiving school to fall below 7% or
to exceed 19% of the school's student population.
In those schools where the percentage of black students was
not within the 7-19$ range at the time of the desegregation
plan's approval, then the percentage figure at the time is

the percentage of black students that cannot be exceeded as a
result of the transfer.
The percentage figure to be used is that reported in the most
recent Civil Rights Report.
(6) This policy is not applicable to the H.B. Woodlawn, Page,
Drew, or Jackson schools since they function as special
instructional units.
(7) Each transfer request must stand on its own merit.
b.

Procedures
(D

Requests for new instructional transfers for the upcoming
school year may not be submitted prior to January 1
.

(2) Principal of the sending school will act on requests during
the month of February.
(3)

Principal of the receiving school will act on requests during
the month of March.

Requests received after February 1 will be acted on by the
sending and receiving principals by March 31.

(5) The new request for transfer must be made by the parents in
writing to both the principals of the sending and receiving
schools. Coordinating the processing of the transfer request
and notification, in writing, to all parties involved of its
disposition, is the responsibility of the principal of the
sending school. Transfers are contingent upon agreement of
both principals.
(6) No student transfers will take place during April, May, and
June.
(7)

Renewal instructional transfer requests must be reviewed each
year during the month of April. This responsibility rests
with the principal of the receiving school. The parent of
the student and the principal of the sending school must be
advised on the status of each transfer during the month of
April.

(8) Use of a Waiting List: Each school principal will maintain a
list of requested transfers.
Those requests longest out
standing should be acted on first after the renewals have
been determined.
(9) Annually, the principals of each elementary and intermediate
school will report to the Director of Assessment by June 1
,
the status of Instructional Transfers on the Annual Instruc
tional Transfer Report.

Unitarians interested in the Presiden
tial candidates views on human rights
and civil liberties will enjoy hearing
two prominent lawyers from the Mixon
and Kennedy organizations discuss the
candidates' policies at the Community
Council for Social Progress1 meeting
next Sunday at the church, at 7 0 0 p.m.
The Republican representative will be
a Unitarian, C.C, Ferguson, Jr., who is
professor of law at Rutgers University
and a member of the Committee on Racial
Discrimination of the American Associa
tion of Law Schools. Speaker for Ken
nedy will be H.L. Wofford, Jr., associ
ate professor of law at Notre Dame, on
leave of absence since May to serve on
Kennedy’s staff. As a member of the
staff of the Civil Rights Commission
he was in charge of a study on discrimi
nation in housing.

CCSP Offers Social Service Opportunities
Unitarians looking for an opportunity
to carry out their principles in social
action are invited to come to the meet
ing, get acquainted at the 7:30 coffee
hour, and consider joining this inter
racial, inter-faith organization. The
Council's constitution states as its
purpose "to promote the full develop
ment of democratic principles in human
relations." It studies, discusses and
acts on social problems and inconsis
tencies in civil liberties.

CCSP not only has speakers and d is
cussions on these topics at i t s regular
meetings the fourth Sunday o f each
month, i t also has representatives at
County School Board and other hearings,
and a ctiv ely promotes i t s proposals.
CCSP Projects
Currently, the Group has been attempt
ing to get a court order requiring the
School Board to let them hold integrated
meetings in school buildings, which led
the School Board to (at least temporari
ly) reverse its policy; opposing a
Southside Freeway which, among other
disadvantages, would displace a large
number of Negro families; and looking 7/
into high school vocational training /
_______ opportunities for Negro students.

decided to hold a dinner Sunday after
noon of the 3 0 th for participants in
Mr. Redman's Installation that night;
approved the sale of records by the
Music Committee at Sunday services;
heard a report on the current status
of the building fund and decided to
send a similar report to the congrega
tion as background on the situation;
learned that two additional profes
sional fund-raising organizations were
being consulted for further suggestions
on fund-raising plans that the Board
might want to consider before presenting
a recommendation to the congregation;
appointed Mrs. MacClinchie to the va
cancy oh the Religious Education Board;
said that the hiking club suggested
by Bill Clark and others at Blue Ridge
Summit could operate as the bridge
clubs did, using the church for meet
ings and placing announcements in the
ARUNGTARIAN.
Dinners May Replace Bazaar
In place of the church's annual ba
zaar which raises about $2,500 for the
church budget, Helene Smith, Board liai
son to the Bazaar Committee is tenta
tively considering holding three dinners
during the year. These dinners would
encourage fellowship as well as raise
money. Christmas items made by the
Women's Alliances would also be sold
for the bazaar fund, either at the
dinners or on a separate day.
To make this, or any other fund
raising project substituted for the
bazaar, a success, Mrs. Smith needs sug
gestions and volunteers. As yet she
has been unable to find a Bazaar Com
mittee chairman. Those willing to help
in this effort to encourage fellowship
as well as raise money are invited to
call Mrs. Smith at JE 2-761*5.
RELIGIOUS EDUCATION MIGHT WEDNESDAY
Parents can talk with RE teachers

Desegregation and Related School Attendance Issues
On March 19, 1987, the Arlington School Board culminated many months of intensive
review of school attendance assignments related to the 1971 desegregation plan and
subsequent modifications. Following i a summary of actions taken by the Board,
s
effective for the 1987-88 school year:

Drew Model School. The percentage of the student population at the school,
excluding kindergarten, from the local Nauck community was increased from 20 per­
cent to 25 percent.
Kindergarten children residing in the Nauck community will continue to attend Drew
Model School. The Montessori Program will continue to admit students under
existing policy.

2.

Nauck community grades 1-6, 7-8, 9-12 attendance. Attendance boundaries for chil­
dren grades 1-6 residing in the Nauck Community were redesigned so that children
will attend only one school for these grades and will attend school with children
residing in the same general neighborhood within Nauck.
All the streets below are located in south Arlington, and most have "south" as part
of the street name -- e.g. South Glebe Road. This designation has been omitted
from the following descriptions to reduce confusion.
Barcroft-----&gt; Williamsburg----- &gt; York town
Beginning at the intersection of Walter Reed Drive, Glebe Road, and 17th Street,
the boundary runs east along 17th Street to the Army-Navy Country Club; south
along the border of the Club to the intersection of Glebe Road and 24th Road; west
along 24th Road to Drew Elementary School; north along the western boundary of
the school property to the intersection of 22nd Street and Lowell Street; north on
Lowell Street to the intersection with 19th Street and Kenmore Street; east on 19th
Street to Glebe Road; and north on Glebe Road to the intersection of Glebe Road,
Walter Reed Drive, and 17th Street.
Abingdon---- Kenmore------- ^ Wakefield
Beginning at the intersection of Glebe Road and Route 395, southwest along Route
395 to Four Mile Run Drive, northwest on Four Mile Run Drive to Oxford Street,
north on Oxford Street to Oakland Street, continuing north on Oakland Street to
22nd Street, east on 22nd Street to Nelson Street, south on Nelson Street to 24th
Road, east on 24th Road to Glebe Road, and south on Glebe Road to Route 395.
Randolph-----&gt; Swanson---- ^ Washington-Lee
Beginning at the intersection of Walter Reed Drive and Four Mile Run, north on
Walter Reed Drive to Glebe Road, south on Glebe Road to 19th Street, west on 19th
Street to a straight line extending from Lowell Street and then south along Lowell
Street to 22nd Street, continuing south along the western border of Drew
Elementary School to 24th Road, west on 24th Road to Nelson Street, north on
Nelson Street to 22nd Street, west on 22nd Street to Oakland Street, south on
Oakland Street to Oxford Street, continuing south on Oxford Street to Four Mile
Run, and west on Four Mile Run to Walter Reed Drive.A map is attached for reference.

�Phasing in Process. Students currently in grades 5 and 7 may remain in their current
schools to complete their current levels of education for grades 6 and 8, should they
wish to do so. Younger siblings also may stay in their current schools, but only until
the older sibling leaves. Transportation will be provided.
Students currently in grades 4 and 5 assigned to schools located in the north part of
Arlington may complete their elementary school experiences at their current
schools, should they wish to do so. Younger siblings attending these same schools
may continue to attend them only as long as the older sibling remains in that
school. Transportation will be provided.
Barcroft 4th grade students given special permission by the School Board in spring
1986 to stay in that school through sixth grade will be able to do so.
3.

Dolly Madison Apartments. Students will continue their existing school attendance
pattern of Oakridge Elementary School, Thomas Jefferson Intermediate School, and
Wakefield High School.

4.

Arlington View Community.
Elementary school assignments remain as they currently exist.
All Arlington View students will attend Thomas Jefferson Intermediate School and
Washington-Lee High School.
Students currently attending Kenmore Intermediate School or Wakefield High School
may complete their education at that level in their current schools, should they wish
to do so. Transportation will be provided.
Younger siblings may elect to attend Wakefield High School if an older sibling cur­
rently attends the school and will continue to be attending that school when the
younger sibling enters grade 9.

5.

Orme, Ode, and Oak Streets. Students were reassigned from Washington-Lee High
School to Wakefield High School. The one student currently attending, and younger
siblings, may continue to attend Washington-Lee High School, with transportation,
should they wish.
No school attendance changes were made at the elementary or intermediate levels.

6.

Instructional Transfer Policy. Racial/ethnic quotas were eliminated from this
policy. The four (4) percent limit was retained for the numbers of students any
school may admit under this policy.
The Instructional Transfer Policy is available to all students in elementary and
intermediate schools but i not applicable to high school attendance.

�In other action, the Board directed the Superintendent to do the following;
1.

Develop interim plans to address overcrowding in Randolph, Barcroft, and Abingdon
Schools for the 1987-88 school year. Due date: May 7, 1987.

2.

Develop recommendations to improve the student enrollment process at the three
alternative schools -- Drew, Page, and the H-B Woodlawn Program -- with attention
to increasing participation of minority students at Page and H-B Woodlawn. Prepare
written program descriptions for each alternative school for parent information
purposes. Due date: May 7, 1987.

3.

Develop long-range plans to relieve systemwide overcrowding at the elementary
school level, beginning with the 1988-89 school year. Due date: Fall, 1987.

4.

Notify the lessee using Claremont Elementary School (Northern Va. Police Academy)
that the school district intends to occupy the building for school purposes beginning
with the 1988-89 school year.
