Officers To Be
Elected May 31

The May meeting of CCSI will be
held at 8:30 Tuesday evening, May 31,
at the School Administration Build
ing, 1426 N. Quincy Street. This is a
delay of one week from the regular
monthly meeting time because of the
conflict on May 24 with the nominat
ing convention of ABC.
At this meeting, officers will be
elected for the 1955-56 year. The slate
of nominees which will be reported by
the nominating committee is as fol
lows:

Election of officers at the May meet
ing is in accordance with the constitu
tional amendment recently adopted.
The purpose of the amendment was to
permit election of officers for the com
ing year at the May meeting and their
installation at the June meeting in or
der that preparations may be made in
the course of the summer for the work
of the coming year.
There will also be a discussion of
the issues involved in the recent refer
endum on CCSI participation in the

Federation Selected
At its last meeting, the CCSI Exec
utive Committee selected as our dele
gates to the Arlington Civic Federa
tion for the 1955-56 year, Ivan Booker,
Laurence Knappen, John Palm er and
Irving S. Schwartz. A lternate dele
gates selected were A rthur Conover,
Ruby Simpson and Herbert Sholar. In
addition, the Chairman was authorized
by the committee to select one addi
tional alternate in order to assure that
a person who is available to serve will
be chosen.

New PTA Officers
To Be Briefed
The Arlington County Council of
PTAs will hold a workshop for incom
ing PTA officers at the Washington
and Lee High School Little Theater at
8:00 p.m. on Monday, June 6.
The program for the evening will
be divided into two parts,- the first
hour to be devoted to brief talks and
discussions on selected topics and the
second p art of the program to consist
of sessions devoted to the duties of
the various offices. The topics for dis
cussion in the first part of the pro
gram are as follows:
PTA Organization
Policies of PTAs
Work of PTAs
Source of Funds
Relationships
Communication
Dealing with Controversial Issues
National, S tate and County PTA
Organization
The County Council hopes that this
workshop will be attended not only by
all incoming PTA officers but by out
going officers as well. The latter are
needed to make their experience and
advice available to the new officers.

County Board Cuts
1956 School Funds
Friday the 13th of May was an un
lucky day for school improvement.
That night the County Board an
nounced the 1955-56 tax rates and ex
penditure limits. A small group of
spectators attended the ceremony at
the Court House.
The County Board did it again. The
proposed school budget was reduced
by $435,000, from $9,050,315 to $8,615,315. The action was taken by unanimous vote of the five Board mem
bers. The Board justified its action by
pointing out th at $235,000 could be
eliminated for the kindergarten pro
gram , $50,000 for architects fees for
planning renovation of old schools,
and $150,000 for “fa t” including inac
curate teacher turnover estimates, top
heavy supervision, and an excessive

Nominating Convention to be held at
Wakefield High School on the nighths
of June 8 and 9.
Announced by the Chairman after
action taken by the Executive Com
mittee at its May 10 meeting, the
newly selected delegates are: Lillian

sary for the next building effort has
been eliminated. On May 18, the Rock
Spring Civic Association discussed the
critical space problem to be confront
ed by Jamestown school next year.
Jamestown was opened in 1954. This
may not be typical; it is certainly not
a unique situation.
$25,000 for bus replacement. When
the five-year-old busses become ten
years old, perhaps we can then forego
kindergartens in order to replace
busses.
$5,000 to match PTA funds for
landscaping of school grounds. One
would hardly suppose th a t Arlington
is a community which must accept
charity to meet its clear obligations;
it is somewhat shocking to learn that,
indeed, it cannot even afford to accept
the charity.
$15,000 for instructional materials
and office supplies. We doubt that
these items are over abundant in a
school system which has not been able
to supply free textbooks to all of its
students.
$50,000 for playbrounds and equip
ment. Who wants these frills, any
how?

We explained in the first issue of
“School Improvement” that it was our
purpose to “help acquaint the citizens
of Arlington with the facts concerning
school needs and school program s.”
We would be delighted if we had the
resources to make our efforts avail
able to every resident of the county,
but such is clearly not the case. We
have, however, selected 500 leaders of
PTAs and other civic organizations to
receive free copies by mail. This ex
plains why, if you are not a CCSI
member, you have received the first
two issues of “School Improvement.”
We hope you have found our publi
cation useful, and we propose to keep
it coming to people like you as long
as we can manage. We hope further

are firmly convinced th a t a good
School Board, which we have had in
Arlington, can succeed only if a good
County Board, which we have not had
for some time, can be elected.
The sense of the poll is clear. The
CCSI action program remains to be
developed. But as summer nears one
conclusion is obvious. Every voter,
whether friend, neighbor or office as
sociate, who joins the fight for better
schools in the calm of the summer,
becomes a potent force when the elec
tion campaigns roll into high gear
after Labor Day. Let’s talk about
schools this summer.

Dean Fox Describes A Good School System

Dean of Education, George Washington University
Public Education is prim arily a
long-term investment of democratic
society for its perpetuation and im
provement. A good many years ago
Lord Bryce in his penetrating com
ments on the American scene noted
th a t rulers m ust be well educated and
in a democracy the rulers are the peo
ple. Modern democracy is an evolving
dynamic process th a t must continu
ously adapt itself to changing world
conditions and the enlargement of
knowledge. To do so it m ust repeated
ly evaluate its purposes and the ef
fectiveness of the means by which it
achieves them. Citizenship in a de
mocracy requires perspective, devotion
to truth, willingness to face the facts
and to act upon them, self-sacrificing
devotion to democracy as a way of
life, and the necessary skills to func
tion effectively as a good citizen. The
public schools provide the one best
hope for the acquisition of these re
quirements by most of the people.
Public education is also an impor
ta n t means of giving expression to the
racy has been founded. One of these
is concerned with belief in the worth,
dignity, and rights of the individual.
In this connection, public education
provides the most fruitful means of
compensating the afflicted and handi
capped fo r restrictions in opportuni
ties for happiness.
Public education likewise provides a
means of discharging the eternal debt
of the present generation to past gen
erations. Citizens who truly believe in
democracy as a way of life seek to re
turn thanks for benefits received. But
it is not easy adequately to thank the
dead. One way is to pass on the torch
of learning to the next generation a
little brighter than it was received.
I t is with such thoughts in mind
th at I list below a few of the criteria
of a system of public schools, recog
nizing th a t no exclusive list is possible
in a statem ent of such small compass.
1. A good system of public education
should provide appropriate learning
opportunities for all the citizens of
the community served.
In many communities the first
six years of life—one of the most
im portant periods from the stand
point of education—lack learning
opportunities of vital importance.

This is likewise true in many places
of opportunities for adult learning.
2. A good school system provides
learning opportunities in terms of
the needs of learners judged in the
light of the goals of democratic so
ciety.
This requires continuous reap
praisal of the ends and means of
democratic society and the growth
of learners in the light of them.
It also requires adequate guidance
and other pupil personnel services.
3. Good schools seek by all available
means to provide diversified educa
tional opportunities commensurate
with individual differences.
Educational research is constant
ly expanding our knowledge of indi
vidual differences. Probably no
school system is now providing ade
quately for the individual differ
ences that are known. Crucial to a
solution of the problem are bettereducated teachers of higher calibre,
and smaller classes. Forward-look
ing systems are making special ef
forts to meet the needs of the han
dicapped and the gifted.
4. Good schools seek to make learning
as functional as possible.
Learning that does not function
in the life of the learner is soon for
gotten. Naturally, public schools
are only concerned with functional
learning th at promotes the welfare
of society as well as the individual.
5. A good school system recognizes
that good teaching is central to
success.
It diligently recruits, carefully
selects, and appropriately assigns
teachers. It does its best to create
favorable teaching conditions by
providing (1) adequate salaries,
(2) functional buildings, (3) teach
ing aids, (4) opportunities for
teacher growth, and (5) democratic
administration.
6. Good school systems are efficiently
administered.
Central to efficient adm inistra
tion are cooperative planning, ade
quate staff communication, good
working relations, job definition,
and clearly-understood responsibil
ities accompanied by commensurate
authority.

Good school systems make full use
of community resources.
Only about 16 per cent of the
learning time of Americans below
the age of 18 years is spent in
school. Obviously, education must
be a cooperative venture involving
the school, home, church, youth or
ganizations, and recreational agen
cies. Good educational practice in
volves extensive use of local mate
rials in stim ulating interest in
learning and is making learning
more functional. Wise administra
tors utilize the intellectual resourc
es of the community in cooperative
planning and maintain good com
munication with the public.

Hass, Associate Superintendent of
Arlington Schools in Charge of In
struction, and Mrs. Gennette Nygard,
Elementary Supervisor, will evaluate
Arlington Schools in terms of the
criteria set forth by Dean Fox.

The County Board explained that
these judgm ents had determined its
action but were not binding on the
School Board. The School Board, it
was pointed out, could distribute the
total reduction as it saw fit.
The School Board announced on
Tuesday, May 17 its own distribution
of the cut. The $235,000 kindergarten
item was eliminated. At the same time
the School Board reaffirmed its former
policy decision to abandon the pre-pri
mary program. No funds had been
requested fo r this program. By elim
inating the entire $235,000 for kinder
gartens and by also making further
cuts, the County Board had precluded
any possibility th at the School Board
could reconsider this decision.
The School Board also announced
a general curtailment program which
included the following reductions:
$30,000 to restore free tex t books for
grades eight through twelve; $50,000
for architects fees for renovation of
old schools; $25,000 fo r school bus re
placements; $5,000 to match PTA con
tributions for trees and shrubbery;

$15,000 for office supplies and instruc
tional materials; $50,000 for equip
ment; and $25,000 for eight new posi
tions in the library, clerical, custodial
and maintenance fields.
The County Board decision to disal
low the $235,000 kindergarten item
will automatically deprive the County
of $160,000 in Federal school con
struction funds whose availability for
an Arlington kindergarten program
had been previously announced. The
action was taken in the face of knowl
edge that almost $100,000 in Federal
school operating funds would become
available to Arlington each year after
the first year of kindergarten opera
tion.
Each County Board member anounced his or her own reasons for op
posing kindergartens at the Friday
night meeting. Chairman Rowzee ob
jected to taxing the many for the
benefit of the few. Mr. Peck felt that
the County is not prepared to finance
kindergartens a t this time in the face
of competing requirements of higher
priority. Mrs. Buchholz felt that kin
dergartens should be delayed until all
elementary pupils are properly housed
and renewed her plea for a County
referendum on kindergai'tens. Mr.
Cooper and Mr. Kimmel felt that
the County cannot afford kindergart
ens at this time. All but Mr. Rowzee
endorsed the need for public kinder
gartens and voted against them. Mr.
Rowzee opposed public kindergartens
and voted against them.
Disappointment over the loss of the
proposed kindergarten pi-ogram dis
tracted attention from the fact that
the County Board stated specifically
th at it had allowed funds for the 5 per
cent pay increase for teaching and
non-teaching personnel, matching cor
responding pay increases in the Coun
ty Budget. The School Board’s an
nouncement also emphasized inclusion
of the pay raise in the approved 195556 budget.

CITIZENS W ITH INACCURACIES AND MISLEADING SIDE-ISSUES
1. You may have heard: "Is this bond issue really
necessary?"
THE FACTS ARE: It is. Because there are notv more
children in Arlington of pre-school age than there are in
all twelve grades in the schools! Each year for at least
four years there will be approximately 1500 more pupils
in the school system than before; the figures above show
that the need will be even greater.

3. Also: "Is Arlington’s debt load too heavy?"
THE FACTS: Arlington’s fiscal condition is com
pletely sound. Our debt level is low. It is only 2.96%
of the total of the true value of property. The average for
75 other comparable communities is 4.7%, according to
Dun &amp; Bradstreet. Bonds can be paid off at low interest
rates over 25 years. Communities, like families, normally
finance capital expenditures by borrowing and spreading
the costs. We should PAY AS WE USE.

2. Some have asked: "Couldn’t the children be squeezed
into existing school facilities for the next few years?"

4. They say: "Arlington’s schools are expensive.
contain frills."

THE ANSWER IS: No! The senior high school is already
badly over-crowded with 2300 pupils, and in the junior
high schools ready to move up to senior high, are 3200
children. In grades 4, 5, and 6, preparing to take the place
of the 3200 are 4200 children! There simply is not room!
Already more than 1500 children are being taught in
emergency quarters in church and school basements, etc.

THE FACTS: The new school buildings are simple in
design, with no waste space and with economical multi
purpose rooms instead of separate rooms for gymnasium,
auditorium, cafeteria, etc. All contracts have been let to the
lowest bidder. The result is good, solid, lasting construc
tion but no frills.

The Executive Committee at its August meeting decided to have a real old fashioned
Rally instead of the September membership meeting. The RxLLY will be held at
Washington-Lee High School, Little Theater, iionday night, September 23th, at
8 P.M. Er. Robert A. Skaife of HEA will talk on the attacks on the public schools
in other areas. Dr. Skaife is Field Secretary of the Commission for the Defense
of Democracy through Education. He has been present during the fights in several
communities including Pasadena and has studied many others. He will be able to
tell us some of the symptoms to watch for here. Glenn Stahl, one of the first
elected members of the Arlington School Board will follow Dr. Skaife on the program.
He will relate the symptoms pointed out by Dr. Skaife to recent happenings in
Arlington County. E. R. Draheim and Clark Keating, the "Convention Candidates for
the School Board, will speak briefly on the issues of this fall's election. A
question and discussion period will follow these tallas.
llany of us are quite fearful of what is happening in the County at the present
tine. We can learn a lot by discussing what has happened in other localities.

The membership Committee under Dorothy Pettee is doing an excellent job. She
still needs help though. Every CCSI iiember is a member of the membership committee.
A new green sheet on CCSI is enclosed. Please use this to sign up a friend or
neighbor. Arlington County Schools need friends now more than at any time in the
last seven years, CCSI can Is st serve the community if we expand our manbership
now. Ask your friends to join CCSI and participate in the fight for improvement
in and protection of our schools.

School Bonds
SEALED BIDS for the purchase of One Million Seven Hundred
Seventy-Six Thousand Dollars ($1,776,000) School Bonds of Arlington
County, Virginia, will be received by the County School Board of said County
a t the Arlington County Court House until 10:00 o’clock A. M., on the

1 9 4 8,

when said Board will open said bids and award the bonds to the highest bidder.
The bonds are dated October 1, 1948, and bidders for said bonds are re
quested to specify a single rate of interest which said bonds shall bear not
exceeding six per centum per annum, in multiples of one-fourth of .one per
cent per annum, interest being payable semi-annually April 1 and October 1.
The bonds will be awarded to the bidder offering to pay not less than par
and accrued interest for the same a t the lowest rate of interest, and if two
or more bidders name the same lowest rate of interest, then to the bidder
offering in addition the highest premium. Said bonds m ature serially in
numerical order $16,000 bonds on October 1, 1949, $25,000 bonds on October
1, 1950, $35,000 bonds on October 1, 1951, $55,000 bonds on October 1, 1952,
$75,000 bonds on October 1 in each of the years 1953 to 1960, inclusive,
$80,000 bonds on October 1 in each of the years 1961 to 1972, inclusive, and
$85,000 bonds on October 1, 1973.
Said bonds will be payable in lawful money of the United States of
America at the office of the County Treasurer of Arlington County, Arling
ton, Virginia, or at a Bank or T rust Company in the City of New York,
S tate of New York, to be designated by the School Board on or before date
of sale, at the option of the holder and will be registerable as to principal
only, or as to principal and interest.
The validity of said bonds will be approved by Messrs. Wood, King &amp;
Dawson of New York City, N. Y., whose opinion or a duplicate thereof will
be delivered to the purchaser free of charge. Each bid m ust be accompanied
by a certified check payable to the order of the T reasurer of Arlington
County, Virginia, for two per cent of the par value of the bonds bid for as
security for the performance of such bid and as liquidated damages in the
event of the failure of the bidder to accept and pay for said bonds. The right is
reserved to reject any or all bids. Checks of unsuccessful bidders will be
returned upon the aw ard of the bonds. No interest will be allowed on good
faith deposits.
The bonds will be valid and legally binding obligations of Arlington
County, and the full faith and credit of said County are pledged for their
payment.

This subject will be discussed by: Dr. Ray Hamcn, School House Planning
Consultant, U. S. 0. E.; Mr. Garland Rounds, Engineer, Federal Works Agency;
M r s . Virginia Workman, Teacher in the Fairlington School; and Mr. Tam Deering,
An expert on community recreation facilities and services. There will be time
for questions, answers and discussion. This discussion should interest every
citizen of the county.
The meeting will be held January 27, 19U9, at 8:00 P. M., at the Peyton
Randolph School, lUth St. So. and Quincy. (To reach it go down Glebe Road
to lUth St. So., turn right £ blocks to the end of the road.)

Another milestone in school improvement in Arlington was passed on January
10, 19U9, when the Virginia Supreme Court of Appeals handed down a decision
stating that Arlington’s elected School Board was the legal Board. This ends
the contest brought by the old appointed school board a year ago.
On January 1, 19h9, Arlington's elected School Board completed one year
in office. The imposing list of 18 major accomplishments during its first
year should give satisfaction to everyone who worked to elect this Board.
These are the tangible improvements in Arlington's school program.

During 19l;9j events of major importance to Arlington's school program
will take place. This spring the budget for next school year will be set.
During the year construction is expected to begin on urgently needed addi
tional school buildings; two members of the School Board will be elected this
November. There is strong sentiment for a special session of the State
Legislature to provide state funds for school building construction. A
number of bills now under consideration in Congress directly affect Arlington's
school program.
Citizens Committee members and their friends will be interested in these
matters. They should be discussed in our meetings and our full effort put
behind those programs approved by the membership.
Lets start planning and working early. Come to the meetings; express
your opinions; take an active part in deciding what the committee should do.
Urge your friends and acquaintances to join the committee. Lets make 19U9
a most successful year for school improvement in Arlington.

At this November election the voters will be asked to decide whether they
want to change the date of electing Arlington's school board from November to May.
Because of the vital interest of the Citizens' Committee members and others in
this matter,'the Executive Committee has authorized the release of this statement
concerning this referendum.
Because Federal employees are prevented by the Hatch Act from actively
participating in partisan elections, various, groups and individuals havt2 for a
number of years worked for non-partisan election of county board and school board
members. Early in 19U8.a number of civic organizations in the county developed a
bill v/hich provided for a referendum on the question of non-partisan election of
county board and school board members at the general election in November. Each
cf these organizations voted overwhelmingly to approve and support that measure
and to urge Arlington's, delegation to the State Legislature to introduce it and
work for its passage. The delegation refused to introduce that legislation, but
instead introduced House Bill £3? which provided for non-partisan election of
school board members only, at special elections to be held in May. After this
b i l l became law, persons closely associated with the County Democratic Committee
secured the necessary 200 signatures on petitions to bring this question before
the voters at the coming election.
The law provides that the following question will be voted on this
November: "shall a non-partisan election for members of the County School Bocard
be held on. the second Tuesday in May of the odd numbered years instead of at the
general election in the odd numbered years"
The law also states that the election shall b e 'non-partisan, that no
ballot shall have printed on it any party or political designation or mark, shall
not show how the candidate was nominated and shall not give his views or opinions.

Most people who want good schools believe that there should be wide
community participation in selection of school board members and that these
elections, as well as other decisions on school*issues, should be entirely free
from partisan political considerations. Many people believe that one of the best
means of achieving these objectives is to have non-partisan elections for school
board members on a different date than the general elections. A number of
impartial experts recommend this procedure and there has been a trend in this
direction during the past few years.
The Citizens' Committee wholeheartedly supports these objectives and
will work earnestly for their attainment. For that reason the Executive Committee
has considered this matter carefully in an effort to determine what effect the
proposed change in school board elections in Arlington will have on reaching these
goals. The conclusicns reached are presented below.
A political machine in control usually fears a large vote because it
can definitely control only a portion of the voters. During the past ten years,
:3cial elections in Arlington have attracted a much smaller number of voters than
general elections. Since this act provides for a special election for school
oo-rd members its effect will be to keep the vote smaller than in the November
lection and therefore will aid the organized groups who oppose school improvement
to gain control of the school board.

It is difficult to insure non-partisan elections by legislation.
Although this act states that elections shall be non-partisan, under it any pol
itical party can endorse and support a candidate even though they cannot hold
partisan nominations. Whether or not elections held under this law are truly
non-partisan will depend on the actions of the political parties concerned.
In view of these circumstances, what could we expect in Arlington if
election of school board members is held in May rather than in November? We can
anticipate what may happen in the future only by what has happened in the past.
In the special referendum in May, 19U7j some of the "Machine" leaders, the group
that sponsored this legislation and now urges you to vote for it, worked diligently
to defeat the school bond issue and the election of school board members. The
candidate the "Democratic Machine" is running for the County board this Fall .
stood at the plls in his home precinct in that special election and handed out
literature opposing election of school board members and the school bond issue.
No other offices or issues 'were at stake in that election and the politicians
felt free to concentrate their efforts on defeating the school issues.
In view of these and other similar facts that could be given if space
permitted, is it reasonable to assume that those who have opposed school improve
ment in the past will change their attidude in the future if this referendum
passes? Their record strongly indicates that they will continue to use every
means to fight the non-partisan effort for school improvement. They introduced
and suppprted the measure now under consideration in opposition to the expressed
wishes of a large number of Arlington voters. The reason for their action seems
clear. Bv having school board members elected in May, their entire efforts can
be concentrated on winning that election. And, for the reasons stated above,
their chances of winning in May will be greater than in November.
After careful consideration of all factors, the Executive Committee
believes that this measure would not assist in achieving the objective for
which the Citizens’ Committee stands, but would subject school board elections
to other abuses. The members have voted in open meeting to oppose the measure.
We again urge you to work actively for its defeat this November.

Arlington Schools are a good investment in the judgment of national

bonds. These buyers were all aware of the proposed A,7&gt;0,000 school
bond issue to be voted upon November" 2.
Neighboring communities have had to pay almost 3 percent on recent
sales of school bonds. This sale proves that the school board has been
conservative in estimating the cost on the basis of 3 percent interest
and that the "rabble rousers" who say that Arlington can't afford to
borrow money to build needed schools just don't know what they are
talking about. Note to canvassers: Be sure and tell this story in your
calls during the next two weeks. ’
During the last phase of the campaign it will be necessary for canvassers
to bo in close touch with their own and perhaps other precinct leaders.

a partial list of workers.

It was a busy week for everybody connected with the campaign
Some of the Highlights
Dr. LeBeau and Col. Stoebe refuted John Locke Greene's arguments
against the Bond issue in a radio program Sunday afternoon -public reaction favorable for our side.
The appearance of Mr. Potter with the three other candidates before
the League of Momen Voters — our candidate stood out brilliantly
against the other "Tweedle-dum and Tweedle-dee" candidates who
spoke.
The Debate between Senator Fenwick and LeBeau on the referendum to
change the school board election date — maybe we're biased but we
are sure the judges would have been in favor of LeBeau had a
decision been handed down.
Other appearances of our candidate almost too numerous to mention,
Tfe* re beginning to draw fire from our opposition and that is a sign
that we're being effective.
Thousands of pieces of literature, posters, bumper strips and voters'
cards reached you, the workers, and are now being left in the homes
of the voters. Many new workers added to the list.

Persons who are canvassing have a lot on their minds, but nothing
should be more urgent than using the advertising matter immediately.

Twenty-nine

Arlington residents were appointed today by Mrs.

Elizabeth Campbell, chairman of the Arlington School Board, and T. Edward
Rutter, superintendent of Arlington public schools, to serve on a
committee to study problems of integration in the Arlington public
school system.

Seven school staff members and 22 other Arlington citizens

form the personnel of the group.

Sub-committees will be named in the

fall.
The committee will meet within the next two weeks to name a
chairman and will probably not be called together again until September,
Mrs. Cunpbell announced.

Members of the committee were asked to serve for

a year,
Arlington schools will operate during the 1954-55 school year on
the sane segregated basis as they have operated under in the past, following
a recent directive from the Virginia State Eepartment of Education.

The

state order requires that Virginia public schools delay integration of
white and negro schools until the United States

Sipreme Court issues its

final decision.

The Committee on Integration was set up because the Arlington School
Board needs help from many different segments of our Arlington population con
cerning the important matter of putting into effect the recent United States
Supreme Court ruling prohibiting segregation of races in our public schools.
Arlington is a Virginia community where separation of white and Kegro
pupils has been practiced ever sinoe public education was first established
in the State. While there are many fine citizens who favor integration, there
ere many equally fine citizens who have sincere reservations. With this situa
tion, the best thinking of our community needs to be enlisted so as to study
and make recommendations as to the wisest way to bring about the changes which
will be required during the nert few years because of the Supreme Court ruling.
The Sohool Board took into account these principles in setting up
the committee:
1.

The Committee should he large enough to represent
many different areas of thinking among our citizens.

2.

Persons were not named officially es representatives
of groups. (For this reason no presidents of organiza
tions were asked to serve on the committee.) Bather,
the individuals named are connected with representative
local organizations and are familiar with the thinking
and policies of such grouos. They will not he official
representatives and therefore will not be required to
poll their members in order to suggest or approve a
course of action on any matter coning before the
committee.

3 . Since many diverse aspects of school integration will
probably be studied, the Board named enough people so
the Committee can be sub-divided to study these
different questions. It is expected that other
oitizens will be asked by the oommittee to serve on
sub-committees. Also, the School Board requests that
at least one school staff member he Invited to serve
on eaoh subcommittee.

There is great public interest in the work of this body. Because the
Committee activities must he so closely tied in with school hoard policies,
the Sohool Board asks that all press releases he approved jointly by the
chairman of the Integration Committee and the chairman of the School Board.
The Arlington School Board earnestly needs the help of this Inte
gration Committee. However, it must he made clear that the work of the committee
can he only advisory. The committee will make recommendations to the School

There is great public interest in the work of this body. Because the
committee activities must be so closely tied in with school beard policies,
the School Board asks that all press releases be approved jointly by the
chairman of the Integration Committee and the chairman of the School Board.
The Arlington School Board earnestly needs the help of this Inte
gration Committee. However, it must be made clear that the work of the committee
can be only advisory. The committee will make recommendations to the School
