INTRODUCING OUR NEW PRESIDENT, MR. MINOR
Our President elect, Mr. William R. Minor, is a graduate of Dunbar High
School, Washington, D. C. He has been employed in the Navy Department, Bureau
of Naval Personnel, since 1917 and is currently an Administrative Assistant for
Workflow Control. He is a member of St. John's Baptist Church and has served
as Superintendent of the Sunday School for more than 25 years.
Mr. Minor has been active in the fraternal and civic life of Arlington for
more than 30 years, serving as Financial Secretary of the Elk's Lodge since 1925
and District Deputy Grand Exalted Ruler of the Elk Lodges of Northern Virginia
for the past eight years. He is also a member of the Arlington Lodge No. 58,
AF and AM Masons. He was first Adjutant of the Doris Miller Post No. 194, Ameri­
can Legion and founder of the Arlington Boys Club. He has served as president of
the Arlington Countywide Citizens Associations, President of Hoffman-Boston PTA;
and for the past six years, he has been Treasurer and Member of the Executive
Board of the Arlington Branch NAACP.
APPEAL OF ARLINGTON SCHOOL DESEGREGATION DECISION TO SUPREME COURT
Judge Parker of the 4th Circuit Court of Appeals had granted Virginia 30 days
delay in the enforcement of desegregation decisions. In that time school officials
of Arlington and Charlottesville will ask the Supreme Court to hear appeals.
The decision is being appealed not in the hope of winning, but as a delaying
tactic. Even if the Supreme Court refuses to hear the appeal enough time will
have been gained to prevent desegregation this school year.
PUBLIC ASSEMBLY CASE TO BE APPEALED TO VIRGINIA SUPREME COURT
The Faith Bissell case to test the Virginia segregated seating law has also
reached "the third round." The Arlington Circuit Court Decision upholding the
state law is to be appealed to the Virginia Supreme Court, and then, if necessary,
to the U. S. Supreme Court. A Washington Post editorial states that the U. S.
Supreme Court "has outlawed segregation in public schools and in public transporta­
tion, among other things, and there can be very little doubt that it will find
forced racial segregation at public assemblages also a violation of the
Fourteenth Amendment."
BROTHERHOOD SERVICE SUNDAY FEBRUARY I7TH
The annual brotherhood meeting sponsored by the Arlington Council of United
Churchwomen will be held at the Clarendon Presbyterian Church, N. Jackson and
Irving Streets, at 3:30 p.m., Sunday, February 17th. A fellowship period with
refreshments will follow the service.
The Rev. James Clark Brown will be the speaker and music will be provided by
girls from the Hoffman-Boston High School choir. Rev. Brown is a splendid speak­
er and the subject of brotherhood is close to his heart. He won the Gilkey Award
for Public Speaking while at Yale Divinity School. He was pastor of an inter­
racial church in Los Angeles before coming to capitol hill where he is studying
the influence of religion on government and politics. He is administrative as­
sistant to the Clerk of the House of Representatives and is also acting as interim
minister of the Rock Spring Congregational Church.
This is one of the few opportunities for interracial and interdenominational
fellowship in Arlington and everyone is cordially urged to attend.

NEXT MEETING - WEDNESDAY MARCH 20th
The next meeting of the Arlington Branch NAACP will be held Wednesday, March
20th, at Mt. Olive Baptist Church, 1600-lUth Street South, at 8 p.m. In connec­
tion with the Statewide campaign to increase the number of colored voters, we
shall have a discussion of legislative records: "Did Arlington’s three dele­
gates to the General Assembly represent you?"
POLL TAXES MUST BE PAID BY M Y Uth TO VOTE IN '57
This year Virginians elect a Governor, Lt. Governor, Attorney General,
and the General Assembly of 100 members. Arlington citizens will vote for the
Governor, Lt. Governor, Attorney General, three delegates to the General Assembly
and a County Board member. We do not know now all the candidates who will be
running next November. However, Attorney General Almond, a strong segregationist,
has already thrown his hat in the ring. Delegate Harrison Mann of Arlington, who
sponsored five of the seven anti-NAACP laws, is running for another term. All
citizens who believe in equality of opportunity and the freedom guaranteed by the
Bill of Rights will want to vote against both of these men.
Check now to be sure that your "poll", capitation tax for 1956 is paid.

MEMBERSHIP DRIVE
An NAACP membership is a kind of insurance against injustice and discrimina­
tion. Membership money is used to work for civil rights, for the elimination of
racial barriers, and for an America with full equality for all its citizens.
Memberships start at $2.00, a bargain price for justice. The $3-50 membership
includes the Crisis magazine, which contains world news of particular interest to
all members.
Larger memberships help buy freedom faster. There are $5, $10, and
$25 memberships and a life membership of $500 which can be paid all at once or in
installments of $50 a year.

of the NAACP Freedom Fund Drive for 1957. All members are welcome.

NEXT MEETING - WEDNESDAY AFRIL 17TH

The next meeting of the Arlington Branch NAACP will be held Wednesday, April
17t,h, at the First Baptist Church, 1827 N. Moore Street, at 8 p.m. A social period
with refreshments will follow the meeting.
NOW IS THE TIME FOR ALL GOOD MEN ---and GALS--to pay 1957 dues. The NAACP is doing the real groundwork for civil rights,
and that's where we want to be counted in.
The aim of the anti-NAACP legislation passed in Virginia last fall was to in­
timidate, but who's afraid? Support of the organization in this state has been
greater in 1956 than in any previous year. Our obligation is heavier now too,
because the NAACP is outlawed in several Deep South states. So we should get ad­
ditional members here.
Bring your dues to the meeting. Our Membership Chairman, Mrs. Patience
Spriggs, needs solicitors to help In the drive. How about calling her at JA 7-k312
and volunteering to canvass your street? If you would like to have some one call

vote. Virginia is one of these five. Our poll tax was adopted at the Constitution­
al Convention of 1902. From the debates it is clear that the purpose was to de­
crease the number of Negro voters.
Mr. Carter Glass said:
"The article of suffrage which the Convention will to­
day adopt does not necessarily deprive a single white man of the ballot, but will
inevitably cut from the existing electorate four-fifths of the Negro voters.
(Applause)
That was the purpose of this convention; that will be the achievement."
Question: "Will it not be done by fraud and discrimination?"
Mr. Glass: "By fraud, no; by discrimination, yes. But it will be by discrimina­
tion within the letter of the law, and not in violation of the law. Discrimination!
Why that is precisely what we propose; that is exactly what this convention was
elected for— to discriminate to the very extremity of permissible action under the
limitations of the Federal Constitution, with a view to the elimination of every
Negro voter who can be gotten rid of, legally without materially impairing the
numerical strength of the white electorate . . .
It is a fine discrimination indeed
that we have practiced in the fabrication of this plan, and now, Mr. President, we
ask the convention to confirm our work and emancipate Virginia."
Doesn't this make you so mad that you want to get dozens of Negroes to pay their
"poll" taxes and vote? The enclosed leaflet gives instructions on how to pay poll
tax and register. Pass this information on to your friends and neighbors. If you,
yourself are not already a qualified voter, become one! We cannot win our fight
for first-class citizenship unless Negroes over 21 take the trouble to vote.

NEXT MEETING - THURSDAY, SEPT. 26TH at 8:00 p.m.
The next meeting of the Arlington Branch NAACP will be held Thursday Sep­
tember 26th, at 8:00 p.m. at St. John's Church, Columbia Pike and South Scott
Street. The chief item of business will be the election of delegates to the
State Convention. There will be reports, by the people who were there, on the
case just heard in Richmond to test the constitutionality of the Anti-NAACP laws;
on the school case heard in Alexandria by Judge Bryan; and on the Thompson Com­
mittee "witch-hunting" in Arlington.
DESERVING OF THE HIGHEST PRAISE.'
All of us, I am sure, wish to meet and thank in person those parents and
children who applied for admission to white schools. We are inviting them to be
guests of honor at our meeting next Thursday.
STATE CONVENTION, OCTOBER U, 5, and 6
Suffolk will play host to this, the 22nd annual convention of the Virginia
Conference. Speakers will include Drs. Mamie and Kenneth Clark; Mr. Frank
Williams, Secretary of the West Coast Region; Clarence Mitchell and Thurgood
Marshall. Don't miss this chance to inform yourself about the larger work of
our organization.

NEXT MEETING TUESDAY. NOV. 26th at 8:00 p.m.
The next meeting of the Arlington Branch NAACP will be held at the Macedonia
Baptist Church, 22nd and Kanmore Sts., So., on Tuesday, Nov. 26th, at 8:00 p.m.
There will be a report of the nominating committee and Mrs. Edith Burton will
analyze the reports of the Thomson and Boatwright Committees. After eleven
months of investigation, both committees claimed to have found that the NAACP
has engaged in the "unauthorized" practice of law and have suggested that dis­
barment proceedings be instituted against the attorneys. In the four Virginia
school desegregation suits, the commonwealth*’s attorneys have lost every court
decision. Does thic constitute the "unauthorized" practice of law in Virginia
Was this the purpose of these two committees

NAACP, AN AMERICAN ORGANIZATION
In the recent elections so many candidates ran 'against the NAACP' that it
might be well to go over briefly what we are, who we are, and what we are trying
to do!
The NAACP was established in 1909. The business of the NAACP is to work for
civil rights, for the elimination of racial barriers, for an America with full
equality for all its citizens. It was founded for and has adhered to this high
purpose.
The NAACP has many members, white as well as colored. Some are professional
people; teachers, doctors, lawyers, ministers; some are just plain citizens who
believe in equality of opportunity for all. Over 300 NAACP Branches have
ministers as presidents.
From the beginning the NAACP has worked always in a legal manner, through
the courts and according to federal and state laws and the United States
Constitution.
In spite of claims to the contrary, the NAACP is not, and never has been,
listed as subversive by any federal official or agency. J. Edgar Hoover, whose
business as head of the Federal Bureau of Investigation is to know who is and
who is not subversive, has said:
"Equality, freedom and tolerance are essential in a
democratic government. The NAACP has done much to preserve
these principles and to perpetuate the desires of our
founding fathers."
The Association enjoys the support of and is served in many capacities by
distinguished persons in government, in business, the arts, science, organized
labor, the church, education, and the law. Both President Eisenhower and former
President Truman have addressed NAACP meetings; these and other Presidents have
regularly sent messages of greetings to NAACP conventions.
You can be proud to number yourself among the members of such an association
and you can be sure that this Association does not propose to be diverted from
its goal by the enemies of our country either of the Left or the Right. The
Association will not be intimidated by the threats and smears of the white
supremacists; nor will it let down the bars against the red conspiracy. The
Association will continue to operate as an American organization.
Every freedom-loving citizen should belong to and support the NAACP!

from renewing your membership, you need worry no longer. Renew that membership
now. Your name will not be published!

INTRODUCING OUR NEW PRESIDENT, MR. FERGUSON.
Our President-elect, Mr. Carl W. Ferguson, was born in Washington, D. C.,
attended the public schools there and graduated from Dunbar High School. From
1939 to 1958 he was employed as Doorman at the White House and is now working
for the World Bank.
Mr. Ferguson has been active in the Civic and Church activities in the County
for many years. He is a member of the Macedonia Baptist Church in which he has
served as Deacon for fifteen years. He has been active in his Civic Association
for ten years.
Mr.Ferguson is married and has two grown children, a son and a
daughter.
CONGRATULATIONS TO MRS. MARJORIE Y. TAYLOR!
For her completely independent action in placing herself in jeopardy in or­
der to test the consitutionality of the Virginia segregated seating law, Mrs.
Marjorie Y. Taylor should have the heartfelt thanks of all Negro citizens and
white persons of goodwill. Let's have all our members present at next Thurs­
day's meeting and thank her in person.

Rev. Hough was born in Norfolk, Virginia; received his A.B. degree from
Randolph-Macon College and his B.D. from the Candler School of Theology of
Emery University in Georgia. He was a Lieutenant in the U. S. Navy in World
War II. He served as minister of the Walker Chapel Methodist Church from 19V 7
to 1955 and is presently minister of the Fairfax Methodist Church.
This is an annual meeting designed to promote interracial and inter­
denominational brotherhood in Arlington. Everyone is cordially invited to

MEMBERSHIP DRIVE STARTS MARCH 3, 1958
The Annual Membership Drive for the NAACP will begin on March 3, 1958. Your
membership is needed. Tell your friends and neighbors. Urge them to buy a member­
ship or renew their old one. Membership fees are: Adults - $2; Youths under 17 50&lt;t; Youths 17-21 - $1;
Life - $500.
The Membership Committee is planning a door-to-door campaign. Therefore we
need plenty of workers.

Three "Anti-NAACP" Bills Declared Unconstitutional
In a recent 2-1 decision, a three-.judge Federal Court in Richmond declared the
two registration laws and the Barratry law unconstitutional.
(The registration
laws would have required disclosure of NAACP membership lists and contributions
made by individuals to the NAACP or to the Fund. The Barratry law would have pre­
vented the NAACP attorneys from working on legal cases to bring about the end of
racial segregation.)
The key sentence in the decision is: "The right of access to the courts is
one of the great safeguards of the liberties of the people and its denial or undue
restriction is a violation of the due process clauses of the Fifth and Fourteenth
Amendments."
The "Anti-NAACP" bills were characterised as follows: "— the statutes passed
at the Extra Session were clearly designed to cripple the agencies that have had
the greatest success in promoting the rights of colored persons to equality of
treatment in the past, and are possessed of sufficient resources to make an effort
at this time to secure the enforcement of the Supreme Court's decree. The statute
is not aimed at curbing the activities of an association likely to engage in viola­
tion of the law, but at bodies who are endeavoring to abide by and enforce the law
and have not themselves engaged in acts of violence or disturbance of the public
peace."
Two other laws in the package of lesser importance were not ruled on by the
court but are still under attack by the NAACP.

State Senator Garland Gray has introduced a bill to prevent Negroes from regis­
tering. This bill would require would-be voters to write on a blank sheet of
paper at least 15 facts "without aid, suggestion, or memorandum." Let's beat him
to the draw! Get your friends and neighbors to register before the bill passes
and while forms are still in use.
Persons wishing to register should call and make an appointment with the pre­
cinct registrar (see list below) or they may go to the Central Registrar, 8:30 a.m.
to 5:00 p.m. Monday through Friday, 2049-15th Street North, JA-7-4800. The poll
tax receipt for '57 is needed except for those who have moved to Virginia after
January 1, 1957) who are in military service, or who will become 21 years old
this year.

The next meeting of the Arlington Branch NAACP will be held on Friday, April

25th at 8:00 p.m., at the Mt. Salvation Baptist Church on North Culpeper Street.
There will be reports from the Membership and Education Chairmen.
INTERIM REPORT FROM THE MEMBERSHIP CHAIRMAN
Mrs. Phyllis Costley, Membership Chairman, reports that the NAACP membership
kickoff campaign meeting which was held on Sunday, March 30th, was quite a
success. Mr. Eugene Davidson delivered a very inspiring address to the workers
and 91 memberships were turned in bringing our total for the 1953 year to 103.
Our membership goal for the year Is 300, so let's get nut and work to meet this
goal.
If you have not gotten your membership yet, contaet Mrs. Pauline Ferguson in
Green Valley, Mrs. O'Meara Smith in Johnson Hill, or Mrs. Phyllis Costley in
Hall's Hill.
All solicitors are asked to attend the next meeting and to bring the member­
ships they have secured and give reports.

The Arlington Branch is, several hundred dollars short on its Freedom Fund
quota this year. Won't you please help us by buying a dinner or making a con­
tribution? The Freedom Fund is used mainly for modest fees to our hard working
NAACP attorneys and other expenses of lawsuits to secure Negroes their constitu­
tional rights, and for the political action campaign to increase the number of
Negro voters in Virginia.

18th at 8 p.m. at the Macedonia Baptist Church, 22nd and Kenmore Streets, South.
Delegates to the State Convention are to be elected and there will be a report
on the status of school desegregation cases.
STATE CONVENTION, OCTOBER 10, 11, 12 at Hampton.
The theme of the convention is "Preparing Our Youth to Meet Today's
Challenges." Nationally known speakers are on the program. If you are inter­

If you have friends or neighbors who are not registered to vote urge them
to get registered before the books close October 4th. The Registrar's Office
2049 15th Street N (across the street from the Court House) is open weekdays
from 8:30 until 5:00. Or appointments may be made to register with the precinct
registrar either by calling her direct or by making an appointment through the
Central Registrar.
Virginia's new "blank paper" voter registration law, designed to keep Negroes
from voting went into effect in July. Would-be voters must put down on a blank
sheet of paper 9 or 10 facts. These are:

The Arlington Branch is, several hundred dollars short on its Freedom fund
quota this year. Won't you please help us ty buying a dinner or making a con­
tribution? The Freedom Fund is used mainly for modest fees to our hard work­
ing NAACP attorneys and other expenses of lawsuits to secure Negroes their
constitutional rights, and for the political action campaign to increase the
number of Negro voters in Virginia.

The next meeting of the Arlington Branch NAACP will be held Thursday, Sept.
l8th at 8 P.M. at the Macedonia Baptist Church, 22nd and Kenmore Streets, South..
Delegates to the State Convention are to he elected and there will be a report
on the status of school desegregation cases.
STATE CONVENTION, OCTOBER 10, 11, 12 at Hampton.
The theme of the convention is "Preparing Our Youth to Meet Today's
Challenges." Nationally known speakers are on the program.

If you have friends or neighbors who are not registered to vote urge them
to get registered before the books close October bth. The Registrar's Office
20b9 15th Street N (across the street from the Court House) is open weekdays
from 8:30 until 5:00. Or appointments may be made to register with the precinct
registrar either by calling her direct or by making an appointment through the
Central Registrar.
Virginia's new "blank paper" voter registration law, designed to keep Negroes
from voting went into effect in July. Would-be voters must put down on a blank
sheet of paper 9 or 10 facts . These are:

The next meeting of the Arlington Branch NAACP will be held Thursday,
October 30th at 8 P.M. at the Calloway Methodist Church, 5000 Lee Highway. A
Nominating Committee is to be elected and we shall hear reports from our Convention
Delegates, Mrs. Syphax and the Rev. Mr. Lowe.
FREEDOM FUND QUOTA MET
The Branch is most grateful to Mrs. Birdie Alston, Freedom Fund Chairman, and
the members who helped her reach our 1958 quota of $700. Special praise goes to
Mr. and Mrs. Alston for the Barbecue and Baby Contest held at their home on
September 20, which netted $231.86 for the Freedom Fund. Our hearty thanks go to
the parents and the four babies. First prize was won by Gregory Anthony McDonald,
second prize went to Eric Hill.
The support of local churches has been gratifying. Gifts have been received
from Macedonia Baptist, Mt. Olive Baptist, St. John's Baptist, Lomax A.M.E. Zion,
Mb. Salvation Baptist and Mt. Zion Baptist churches. The following organizations
have also made contributions: Langston Civic Association, Virginia Morticians
Association, Inc., Arlington Lodge No. 5 8 , AF &amp; AM, Jennie Dean Community Center
Ass'n., and the Arlington Divot Club.
ARLINGTON BRANCH WELL REPRESENTED AT HAMPTON
Official delegates to the Virginia NAACP Convention were our president, Mr.
Carl W. Ferguson, Mrs. Jessie T. Syphax, the Rev. Mr. George Lowe, and alternate
Mrs. Pauline Ferguson. Mrs. Barbara S. Marx attended as a member of the State
Executive Board. Mrs. Mable Alston was the Arlington Branch Queen in the Queen's
Pageant. Miss Clarissa Thompson, who is now a student at Hampton, served as our
Youth Council Delegate and also as Mrs. Alston's attendant in the Pageant. Mr.
Birdie Alston was there as unofficial "Branch Photographer."
The Negro young people from Arlington, Charlottesville, Norfolk and Warren
County who won the right to attend desegregated public schools in Virginia were
special guests of the State Conference. Mrs. Ethel Thompson accompanied our four
to the convention — Ronald Deskins, Michael G. Jones, Lance D. Newman, and
Gloria Thompson. Branch delegates looked on with pride while our "kids" were
photographed with the Banquet speaker, Jackie Robinson.

NAACP Christmas Seals will be on sale at the meeting or they may be ordered

The NAACP is non-political and does not endorse political parties or candidates
But we urge you to vote without fail. In making up your mind, consider the records
and platforms of all the candidates.
Senator Harry F. Byrd is running for re-election. He has spearheaded "massive
resistance" in Virginia. Opposing him is independent candidate Dr. Louise 0. Wensel
Congressman Joel Broyhill is running for re-election. He identified himself
as a segregationist when he signed both Southern Manifestos, He is opposed by Demo­
cratic candidate Joe Freehill.
Mrs. Leone Buchholz AIM incumbent is running for re-election to the County
Board. Mr. Leo Urbanske, ABC candidate is opposing her. Mr. B. M. Miller and
Russell Runyon are also running for the County Board. They are appealing for the
segregation vote.

The National office has mailed seals to Crisis subscribers, so if you
received seals after you had already purchased from your Branch they may be
returned with a note of explanation. Because of the many cases now in court,
the NAACP needs greater support. The Southern States have attorney generals and
a battery of legal talent paid for by the taxpayers. The expense of litigation
does not worry them. So we must reach down into our pockets to secure n EQUAL
JUSTICE under the Law "

The NAACP came i n to b e in g i n 1909, when a shocking account o f a ra c e r i o t
th a t occured i n S p rin g fie ld , I l l i n i o s in 1908 was p u b lish e d by the "Independent"
along w ith o th e r s t o r i e s o f N egroes p l ig h t .
I n answer to t h is a p p e a l, "What la rg o and pow erful group o f c it i z e n s i s
ready to come to t h e i r a id ? " ; f i f t y - t h r e e Americans banded them selves to­
g e th e r to form an o rg a n iz a tio n t h a t would " f i g h t " f o r th e r ig h ts o f C olored
American C itiz e n s .

I n 1915 the HA'.CP argued i t f i r s t case i n Supreme C ourt and won. This
was a g a in s t the legim acy o f th e "G ran d fath er C la u s e " . W ith th is v i c t o r y the
NAACP moved on to o th e r v i c t o r i e s . I t p ro g re ss has n o t always been ra p id ly ;
i t has been hampered by a c c u s a tio n s o f communist i n f i l t r a t i o n , t h r e a ts o f
Southern L e g is la tio n s and many d is c rim in a to ry in d iv id u a ls .
On May 17, 195b, through th e p lea d o f the NAACP Lawyers, the Supreme
C ourt handed down the H i s t o r i c a l School D ecision and on November 7, 1955 i t
ru le d a g a in s t se g re g a tio n o f p u b lic re c re a tio n f a c i l i t i e s . There have been
many o th e r d e c is io n s , too numerous to m ention a t t h i s tim e.
The GOAL f o r which th e NAACP i s seeking has n o t y e t been reached , b u t i t
i s i n s i g h t . We have the B le s s in g s o f Heaven; b u t to r e a l l y gain th e v ic to r y
each in d iv i d u a l must donate much more than words o f encouragem ent.

Among the many words of congratulations to the citizens of Arlington, the
Arlington Branch of the NAACP would like to add i t s few words.
The citizens have indeed proven to the country as well as to the world that
under the correct leadership, desegregation can occur without violence.
To the students and instructions of S tra ffo rd Junior High we also extend
our commendations.

These lines from the pen o f one of the Executive S ecretaries of the N A do
A CP
indeed t e l l of the march of th is organization.
Our aims have been high and our desires few; even though opposition stood on
eith er side, for a h alf centuny the National Association for the Advancement of
Colored People have marched forward through the unfaltering support of i t s
many members.
Many of the founders have fallen asleep, with the exception of Dr. W.E.B.
DuBois and Rev. John Haynes Holmes; but the prupose which they stood is s t i l l being
fought for under such leadership as Roy Wilkins - Executive S ecretary, Thurgood
Marshall - Chief Counsel, and Dr. P h illip ’’y a tt - President Va. S tate Conference.
The efforts of these leadei^would be in vain, i f we refuse to support them.
Let us as members make ourselves a vow th a t in the year 1959 we w ill work twice
as hard as we did in previous years.

                    <text>power has arisen: The courtasserts, for its part, that the States did,
in fact, in 1868, prohibit unto themselves, by means of the Fourteenth
Amendment, the power to maintain racially separate public schools, which
power certain of the States have exercised daily for more than 8.0 years;
the State of Virginia, for her part, asserts that she has never surren­
dered such power;
"That this declaration upon the part of the Supreme Court
of the United States constitutes a deliberate, palpable, and dangerous
attempt of the court itself to usurp the amendatory power that lies
solely with not fewer than three-fourths of the States;
"(That Virginia)
anxiously concerned at this massive
expansion of central authority, *** is in duty bound to interpose
against these most serious consequences, and earnestly to challenge
the usurped authority that would inflict them upon her citizens.
"And be it finally resolved, that until the question here
asserted by the State of Virginia be settled by clear Constitutional
amendment, we pledge our firm intention to take all appropriate mea­
sures honorably, legally and constitutionally available tu us, to
resist this illegal encroachment upon our sovereign powers, and to
urge upon our sister States, whose authority over their own most
cherished powers may next be imperiled, their prompt and deliberate
efforts to check this and further encroachment by the Supreme Court,
through judicial legislation, upon the reserved powers of the States."
The constitutional convention authorized by the voters was held on March 7,
1986, and amended 8ll(l of the constitution of the state in accordance with the recommenda­
tion of the Gray Commission.
On August 27, 1986, the General Assembly was convened in Extra Session in res­
ponse to the call of the Governor of the State.

He made an opening address to the assem­

bled lawmakers, in the course of which he said:
"The people of Virginia, and their elected representatives, are
confronted with the gravest problems since 1868. Beginning with the deci­
sion of the Supreme Court of the United States on May 17, 1988, there has
been a series of events striking at the very fundamentals of constitutional
government and creating situations of the utmost concern to all our people
in this Commonwealth, and throughout the South.
"Because of the events I have just mentioned, I come before you
today for the purpose of submitting recommendations to continue our system
of segregated public schools
"The principal bill which I submit to you at this time defines
State policy and governs public school appropriations accordingly. The
declaration reads, in part, as follows:
'The General Assembly declares, finds and establishes
as a fact that the mixing of white and colored children in any ele­
mentary or secondary public school within any county, city or town
of the Commonwealth constitutes a clear and present danger ■*** and
that no efficient system of elementary and secondary public schools
can be maintained in any county, city or town in which white and
colored are taught in any such school located therein,'

? Sec. 73 of the Virginia Constitution provides: "The Governor shall ... recommend to
(the General Assembly's) consideration such measures as he may deem expedient, and
convene the General Assembly...when, in his opinion, the interest of the State may
require."

NEXT MEETING - THURSDAY APRIL l6TH at 8 p.m.
The next meeting of the Arlington Branch NAACP will be held Thursday April
16th at the Rook Springs Neighborhood House, 5000 Little Falls Road. The group
will meet in the Council Room, which is the first door on the right from the
Center Entrance. The Neighborhood House is on Little Falls Road between Old
Dominion Drive and Rock Spring Road. Membership captains and solicitors are
especially urged to be present.
A MESSAGE FROM OUR MEMBERSHIP CHAIRMAN
The Membership Committee wishes to thank Attorney Reeves for his wonderful
address and also Rev. Wheeler for the use of St. John's Church for the "Kick-Off
meeting of our annual membership drive.
A total of 176 memberships were turned in: Hatfield— 6, Green Valley--29,
Johnson Hill— 50, Halls H H I - - I 3, and Youth 46.
Captains, don't forget our goal is 500! Keep the memberships rolling in!

WHO'S AFRAID?
Some government workers have hesitated to join the NAACP lest their super­
iors should frown on membership. Hence the Washington Bureau wrote to the NSA
requesting a policy statement.
"The National Security Agency does not have any
policy which discourages membership in the NAACP," came the reply. "I would
appreciate your informing me of any specific instance of an NSA employee's
superior having advised him not to join the NAACP." This letter was signed:
John R. Samford, Lt. General, USAF, Director of the NSA. So tell government
workers not to be faint-hearted; identify with the organization which is fight­
ing for our liberties.
THE F R O M ROYAL KIDS
Featured at the March meeting of the Seventh District, NAACP, were several
of the children who have shown so much courage and won so much admiration in
the difficult situation in Front Royal. "Not so difficult," they say. "We are
being treated pleasantly in the Werren High School, and getting concentrated
help with our studies."
Among all the Negro children who are carrying the
torch for democracy, they have one of the harder assignments. Kudos to them!
CAN YOU VOTE IN 1959? YES IF YOU PAY YOUR POLL TAX BY MAY 2ND
Virginia is one of five states which still require their citizens to pay a
poll tax before they can vote. When this amendment was up for adoption Mr.
Carter Glass said: "The article of suffrage which the Convention will today
adopt does not necessarily deprive a single white man of the ballot, but will
inevitably cut from the existing electorate four-fifths of the Negro voters."

Have you relatives or neighbors who are not registered voters? Try to get
at least one new voter.
The Registrar's Office, 2049 15th Street, N. (across the street from the
Court House) is open weekdays from 8:30 a.m. until 5:00 p.m. Or appointments
may be made to register with the precinct registrar either by calling her direct
or by making an appointment through the Central Registrar.
Virginia's new "blank paper" voter registration law requires that the fol­
lowing ten facts be put down on a blank sheet of paper:
1. Name
6. Residence one year ago
2. Age
7. Occupation now
3. Date of Birth
8. Occupation one year ago
4. Place of Birth
9 . Whether you have ever voted before
5. Residence (where you live) 10. If so. State, County and Precinct.
This list of ten facts may be looked at in the Registrar's office before
writing the application. If one fails, he may try again later. So don't
worry!

FOR INTEGRATED PUBLIC EDUCATION
WASHINGTON, April 20. —

Chanting such slogans as "Two, four

six, eight, We want to integrate," "Let Freedom Ring" and "It's time
for every state to integrate," some 2 6 , 0 0 0 college and high school
students descended upon Washington for the second Youth March for
Integrated Schools demonstrating their support of the U.S. Supreme
Court decision of Kay 17, 195k&gt; banning segregation in public educa­
tion.
Assembling in the Sylvan Theatre here at the foot of the
Washington Monument on April 18, the youthful marchers from all
sections of the country were addressed by Roy Wilkins, NAACP execu­
tive secretary; A. Philip Randolph, AFL-CI0 vice president; the Rev.
Martin Luther King, president, Southern Christian Leadership Confer­

mutual respect and dedication to the ideal of liberty and equality
which will keep us all free," the NAACP leader said,
"So you are here to say by your presence and in your resolu­
tions that you want integrated schools for all American children.
You have every right to say this to your government and to all among
the citizenry who will listen.

so speaking, you are demanding only that the high pronouncements and
glorious traditions of this beloved bastion of freedom be vindicated,
and that we be about the business of building the kind of world in
which your generation can preserve freedom," Mr, Wilkins concluded.
Sees Pace of the Future
Rev, King told the marchers that as he looked upon the thousand;
of white and Negro faces, "intermingled like the waters of a river,
I see only one face, the face of the future."
"I cannot help thinking," Rev, King continued, "that a hundred
years from now, the historians will be calling this not the beat
generation, but the generation of integration."
The youthful clergyman added that the younger generation will
not take no, double talk, or gradualism, for an answer.

He urged, the

youngsters assembled: "Become dedicated fighters for civil rights.
Make it a central part of your life,
"It will make you a better doctor, a better lawyer, a better
teacher.

It will give you that rare sense of nobility that can only

spring from love and selflessly helping your fellow man," Rev. King
said.
The Hour of Crisis
Mr. Randolph welcomed the young people on behalf of the commit­
tee and expressed gratitude to certain outstanding leaders, "for the
cooperation they have given this great cause,"
"Youth and their allies have come back to Washington because,
in this fleeting moment of history, the problem of integrated schools
has become the conscience of the nation," Mr. Randolph declared,
"Thus in this hour of irorld crisis, the youth march to Washing­
ton seeks to give hope and faith to the nine Little Rock Negro childrer
who seek to enter Central High School, and to express denunciation
of the policy of closing public schools to avoid integration," Mr.
Randolph said,
Tom Mboya, member of the Kenya legislative council and general
secretary of the Kenya federation of labor, told the gathering that
"many millions of people throughout the world in spirit are here
with you today."
A group of four young people reported to the marchers on their
White House conference earlier in the day.

Wash,; Harlon E. Joye, 26, Orangeburg, S.C.; Miss Josephine Boyd,
18, Greensboro, N.C.; and Miss Sallye Phillips, 17, Hartshorne, Okla,
An unscheduled dais appearance was made by Congressman Charles
Diggs of Michigan.

He accepted petitions bearing some 1^00,000

names from all over the United States and Puerto Rico calling for
speedy and orderly school integration.

He promised to do everything

in his power to see that they were entered into the Congressional
Record and brought to the attention of the proper authorities.
Citations for their "contribution to democracy" were presented
to Mr, Wilkins

for the NAACP, Rev, King, Mr, Belafonte, Judge Delany

Mrs. Bates, Mr, Robinson, Rev. Taylor and Rabbi Emmett Prank of
Arlington,

Rabbi Prank assailed the Byrd political machine during

Virginia's massive resistance movement,.

He also played a key role

in the smooth integration of Arlington's Stratford junior high school
