DR. HENDERSON TO SPEAK AT FOURTH ANNUAL MEETING OF COUNCIL
D r. Thomas H. H enderson, p re sid en t of V irginia Union U niversity and of the V irginia
Council on Human R elations, w ill a d d ress the fourth annual m eeting of our Council at St.
M ichael’s Church, Annandale, on T hursday 23 M arch.
D r. H enderson’s talk w ill follow a dinner and w ill be p a rt of an im portant pro g ram including
election of new B oard m em bers fo r the coming y e ar. The business m eeting w ill begin at 8:15.
F our y e a rs ago, when the Council was founded, V irginia was in the grip of the proponents of
"m assive re sista n c e " —including re sista n c e not only to school desegregation but to o th er fo rm s of
p ro g re s s in human relatio n s on a b a sis of equality and re sp ec t.
In the four y e a rs since then, much p ro g re s s has been m ade. U nder the p re s s u re of court
o rd e rs and public opinion, m assive re sista n c e changed to "local option. " Several schools w ere
desegregated, including a num ber in F airfax County. "S it-in s" and community p re s s u re resulted
in w id e-scale desegregation of lunch counters, and, in N orthern V irginia, of re sta u ra n t chains as
w ell. P ro g re ss was n u d e in desegregation of many public fa cilitie s.
On the o th er hand, schools in c erta in localities w ere closed—and a re s till closed in P rince
Edward County. H astily-passed tre s p a s s law s have m aintained segregation in many eating places,
and have resu lted in the jailing of white and Negro students and o th er peaceful d e m o n stra to rs.
In addition, re la ti\e ly little p ro g re s s has been m ade in housing and jobs fo r N egroes. These
m a tte rs rem ain p re ssin g problem s throughout the sta te , and p a rticu la rly in N orthern V irginia.
The F airfax County Council on Human R elations has been proud to have played a p a r t in the
p ro g re ss m ade; and looks forw ard to additional efforts to solve the m ajor problem s rem aining.
It has joined with o ther councils throughout the sta te and the V irginia Council on Human Relations
in this effort.
D r. H enderson, a s a lea d er in human relatio n s im provem ent in V irginia fo r many y e a rs, can
bring us p ersp ectiv e. As dean a t V irginia Union during the Richmond s it-in s la s t y e ar, he can
bring us first-h a n d knowledge of the happenings in V irginia, not only in the news, but in the h e a rts
and m inds of its citizen s, both Negro and white.

�FAIRFAX, FALLS CHURCH AND ARLINGTON ACT FOR LOCAL PUPIL PLACEMENT
O fficials of F airfax County, F a lls Church and Arlington have taken action to regain local
control over pupil placem ent in public schools this w inter. In N orthern V irginia, only
A lexandria has not y et taken action.
The F airfax County School Board acted on 21 February, the sam e night it re v e rse d the
ban on Negro student participation in in te rsc h o lastic sp o rts. The County Board of S upervisors
had e a r lie r indicated its position in favor of local pupil placem ent.
The F alls Church School Board also acted on 21 F eb ru ary .

D espite the action taken to resum e local pupil placem ent in F airfax County and F alls
Church, action to tra n s fe r pupils to schools n e a re st th e ir hom es still w ill depend upon the
initiative of the paren ts and still m ust be taken by A pril 4, 1961.
In a statem ent prep ared by a Com m ittee of the Council, F airfax County paren ts w ere
inform ed of the n e ce ssa ry pro ced u res. P a re n ts should m ake application prom ptly to the
principal of th e ir local school.
A p rim e e sse n tia l of this application is a b irth c ertific ate. This is p a rticu la rly im por
tant in the case of children entering school fo r the f i r s t tim e this fall.

SCHOOL SPORTS BAN RESCINDED; YOUTH COUNCIL PETITION AN IMPORTANT FACTOR
Acting in response to a combination of fa c to rs, including a legal suit, P -T A opinion, and
a petition signed by m ore than 2,500 high school students, the F airfax County School Board
re v e rse d its ban on in te rsc h o lastic sp o rts com petition by Negro students a t desegregated high
schools.
The action cam e on Tuesday 21 F eb ru ary , upon motion by School Board m em ber Merton
P a rso n s and seconded by M rs. Joan B utler, both of whom had voted fo r the original ban.
The B oard's action w as unanim ous. On the f i r s t vote, the ban had passed by a 4-3 vote, with
M em bers Thom asian, Ruhlen, and Leonard opposed to the ban.
E a rlie r that day, 2,500 petitions signed by high school students throughout the County
w ere delivered to the School Board offices by M rs. R obert Godwin, Human R elations Council
Board m em ber and co-ch airm an of the Youth A ctivities Com m ittee of the F airfax County
Council on Human Relations. The petition w as initiated and circulated by the Youth Council
on Human Relations, of which Duane Lee of Springfield is presid en t. O ther high school
students and groups throughout the County endorsed the petition and helped c irc u la te it in
side and outside the schools.
The petitions called upon the School Board to re v e rse its ban on in te rse h o lastic sp o rts
com petition by Negro athletes in desegregated schools.
E a rlie r in F ebruary, a legal action challenging the School B o ard 's ban had been instituted
in the name of P re sto n Blackwell of Madison High School and Rayfield B a rb e r of Groveton
High School. Rayfield had played one gam e la s t fall on the freshm an football team at
Groveton without incident. Both young m en a re m em bers of the Youth Council, and th e ir
m others a re m em bers of the Board of D ire cto rs of the F airfax Counly Council on Human
Relations.

�On January 24, 1961, the P a re n t-T e a c h e r A ssociation Council of F airfax County voted
30-5 for a resolution d irecting its executive board to w ork "tow ard" the desegregation of the
F airfax County school system , including a th le tic s ."
The Youth Council w as highly pleased by the response it received to its petition through
out F airfax County high schools, and with the prom pt decision of the School B oard to re v e rse
its ban. The Council received considerable publicity about its petition cam paign, many ex
p re ssio n s of in te re s t and support, and se v e ra l new m em bers, as a re su lt of the driv e.
LARGE CROWD ATTENDS MEETING OF EMPLOYMENT PROBLEMS; SOME PROGRESS NOTED
O ver 125 p e rso n s from A lexandria, A rlington, F airfax County and F a lls Church took p a rt
in a p ra c tic a l d iscussion of em ploym ent problem s and opportunities fo r Negroes a t Tem ple
Beth El on Thursday, 23 F ebruary.
A c erta in d eg ree of p ro g re s s in A lexandria in hirin g Negroes fo r se m i-sk illed o r skilled
positions w as noted by M rs. John L. Keddy, chairm an of the Employm ent Com m ittee of the
A lexandria C ouncil on Human R elations. T hat Council has been in consultation with a larg e
chain sto re em ployer who has ex p ressed w illingness to proceed w ith opening up additional
em ploym ent opportunities fo r N egroes.
M r. W alter Lew is, an official of the D. C. U rban League, rep o rted on exam ples of suc
c e s se s and fa ilu re s in opening up employm ent opportunities fo r Negroes in the D is tric t of
Columbia. He re p o rte d the re ce n t w illingness of a larg e local bank to s ta r t hiring Negroes
in new occupations, but also re p o rte d that a s y et no N egroes w ork above m enial levels in
white-owned financial institutions in the W ashington a rea .
The n ecessity fo r a businessm an to consider p rofit and lo ss in his hiring policies was
s tre s s e d by M r. R obert L. Henry, p re sid en t of P aktron, a local electro n ics m anufacturing
concern. M erit hiring is one way to an im proved com petitive position, M r. Henry stated.
His company has se v e ra l N egroes in professional and o ther types of jobs. This has been to
the bu sin ess advantage of the company, M r. H enry rep o rted .
V arious w ays of working to im prove em ploym ent p ra c tic e s w ere d iscu ssed in a lively
question and answ er p e rio d . Em phasis w as given to im proved education, encouraging appli
cants, and comm unity organization and individual contact with businessm en. It w as empha
sized th at the approach to bu sinessm en had to be based p rim a rily on the econom ic advantage
of a fa ir employm ent policy. Individuals can help by taking th e ir trad e to firm s which do not
d isc rim in ate, and by pointing out the re aso n fo r th e ir patronage change to both the new and
fo rm e r sto re o r business.

FIRST JOINT MEETING OF MEMBERSHIP OF NORTHERN VIRGINIA HUMAN RELATIONS
COUNCI LS
The first joint meeting of the Human Relations Councils in Northern
Virginia has been scheduled for Thursday 23 February, as announced in de
tail above. Although our Boards and committees have coordinated their
work from time to time, this is the first occasion when all three Councils
have been able to set a joint membership meeting.
The theme of "Merit EmpIoyment--UtiI izing Human Resources," was chosen
deliberately for this jointIy-sponsored meeting, since employment problems
are uniquely area-wide problems in Northern Virginia. Many people who work
in one area live in another, and many businesses have locations in more than
one jurisdiction in Northern Virginia
The place of the meeting is very easy to find. Temp Ie Beth EI is prom
inently located on Seminary Rd., about halfway between Shirley Highway and
Quaker Lane. This location was selected as being most convenient to all
areas concerned. Rabbi Emmett A. Frank, who is well-known for his concern
for improved racial relations, will be our host, together with his congre
gation. Mr. Issac Fleischmann, former member of the Board of Directors of
the Fairfax Council, is active in the work of Temple Beth El.
Employers Should be Invited
Mrs. Keddy will report on an employment survey of Alexandria recently
made by the Counci I there.
It is important for the success of this meeting
that we not just be "talking to ourselves," but bring the problem and pro
gress to the attention of employers in the area. Please ask employers of
your acquaintance to attend. Assure them that they may participate in the
discussion only if they wish, and that they will not be "put on the spot"
at the meet ing.
OUR COUNCIL ENDORSES GOOD NEIGHBOR CAMPAIGN
Our Council has endorsed a "Good Neighbor Pledge" drive. The drive
is designed to obtain pledges from resident of The Washington Metropol itan
area that they will welcome into their neighborhoods any person of good
character, regardless of race, color, creed or national origin.

The pledge was endorsed by the Board of Directors meeting Thursday,
February 2=
"Success of this drive is important," President Bert Seidman announced,
"in order that our Negro neighbors and members of other minority groups can
assured that they are welcome in our community, and that their desire for
decent housing is supported by numerous people in our area,"
"Residents of Fairfax County and Falls Church, a great number of whom
work for the State Department and other agencies of our Federal government
concerned with international relations," Mr. Seidman continued, "should be
especially conscious of the need for our Nation's capital and its suburban
areas to be known as willing to welcome people for residence on an equal
basis. Each instance of discrimination and segregation in our area degrades
the image of America abroad, and impairs our efforts for world peace, in
addition to being morally wrong and unjust to the victims of discrimination."
Mr. Seidman invited other community groups, churches and individuals
to participate in the pledge campaign, by signing and by obtaining signa
tures from as many persons as possible inside and outside their groups.
The Good Neighbor Pledge reads as follows:

"I will welcome into my neighborhood any person of good character,
regardless of race, color, creed or national origin.
"I believe our community should make no distinction on these bases, and
as an individual, I will endeavor to make my personal practices match my
faith in these principles."
This pledge is printed on cards, with an additional statement which
gives the signer the privilege of indicating whether he is willing to have
his name used in connection with promotion of the campaign.
The area-wide drive is being sponsored by the Commission on Community
Life, Council of Churches National Capital Area; the Catholic Interracial
Council; and the Jewish Community Council.

herewith, or will otherwise be furnished to members soon.

PUPIL PLACEMENT APPLICATIONS MUST BE SUBMITTED BY APRIL 4 FOR FALL TERM
Under current regulations, which will continue in force regardless of
action to regain local control of pupil placement, applications for transfer
to new schools must be submitted before Tuesday April 4 to be valid for
transfers next September.
Parents of children who should be attending schools nearest their
homes, rather than attending segregated schools further away, should immed
iately act to obtain forms and information. Forms should be obtained from
the School Board office or from the principal of the school to which appl i
cation is being made.
A flier giving details is being prepared by a Council Committee con
sisting of the following: Carl Auvil, JE 4-4085; Lee Libman; E.B. Henderson;
Edith Hussey; and Louis Boone.
It will be distributed through churches
and otherwise in the near future.
COUNCIL URGES COUNTY TAKE LOCAL PUPIL PLACEMENT AUTHORITY
Regulations under which local jurisdictions can regain control of pupil
placement in publ ic schools were approved Friday February 3/ by the State
Board of Education. The following day. Council President Bert Seidman ad
dressed a letter to our School Board and Board of Supervisors urging prompt
formal action to regain local authority for pupil placement.
The regulations issued by the State Board of Education included five
criteria to govern local assignments, according to newspaper reports.
These criteria were:
--Scholastic aptitude.
--Availability of facilities and instructiona I personnel.

�--Potential effect of the assignment of a pupil on his own edu
cational progress and the progress of others in the same grade,
--Avoidance of disruption in individual progress or in the school
system by unnecessary reassignment of pupils.
--Validity of the reasons given by a pupil's parents for the par
ticular placement.
Quite obviously, these criteria are open to considerable leeway in
local interpretation, and might be used in a jurisdiction so minded to slow
school desegregation. Certain of the criteria, also, are open to legal
attack, especially if administered on a racist basis.
Our President's letter to the School Board read as follows:
"The decision of the State Board of Education on February 3 to
permit local assignment of pupils now paves the way for Fairfax County to
regain control of that important fuction of its school system. We do not
hesitate to say that the criteria the State Board has adopted to govern
local assignments are much too restrictive. Nevertheless, we believe the
chances for fair administration of pupil assignments consistent with the
Supreme Court decision on school desegregation and subsequent court de
cisions would be greatly strengthened under local administration.
"We understand that in order for our County to regain control of pupil
assignments, formal motions must be passed by the Board of Supervisors and
the School Board. We respectfully urge that the School Board pass such a
motion as soon as possible so that pupil assignments under local control
can go forward for the school year beginning September 1961. We are also
writing Mrs. Anne Wilkins, chairman of the Board of Supervisors, urging
similar action."
Copies of the letter were sent to each member of the Board of Super
visors and of the School Board. Members of our Council may wish to call
or write their Supervisor or School Board member to urge action to regain
County control of pupil assignment.
(Our members in the City of Falls
Church, of course, should contact their City Council or School Board
members there.)

Dried groceries, flour and canned goods for the re I ief of Negro fami Iies
Iiving in "Tent City" in Fayette County, Tennessee, can be brought to the
membership meeting 23 February.
The supplies will be collected and sent to "Tent City," where several
Negro famiIies are I iving to protest evictions from tenant farms in the
County.

CHRISTMAS CARD RESPONSE LITERALLY OVERWHELMING
Our Library Chairman Terry Beresford has a house full of Christmas
cards donated for the use of Negro children in Prince Edward County, where
publ ic schools sti II remain closed.
Mrs. Beresford took prompt advantage of an offer by Bill Gold, Wash ington
Post columnist, that he would publ ish the first appeal he received for used
Christmas cards. The response was Iiterally overwhelming.
The Beresfords now have over 20,000 Christmas cards at their home at
3 Alexandria Ave., Tauxemont, Alexandria. Arrangements are being made to
transport the cards for use in the activity centers for Negro chi Idren in
Prince Edward.

As an important by-product, the appeal for the cards reminded a number
of people of the closed school situation in Prince Edward, Many people, Mrs.
Beresford reports, asked what they could do to help,. Others indicated in
terest in our Council, and at least three already have joined.
Our congratulations to "Terry" for an imaginative public relations job,
and our best wishes on her effort to get out from under 20,000 cards.
COUNCIL NEWS AND NOTES
The petition asking the School Board to reverse its ban on participation
by Negro students at integrated high schools in interscholastic sports has
been a great success. Additional signatures have been secured. A plan is
being made to approach the School Board with the results.
Mrs. Solomon Lee of Falls Church has accepted the co-chairmanship of
our Welfare Committee. She replaces Mrs. Samuel Vanneman, who found the press
of other civic duties prevented her giving sufficient time to the Committee,
Mrs. Wi IIiam Wright, JE 3-8436, is the other co-chairman. Cal I her or Mrs.
Lee if you can help in the work of this important committee.
Our well-known vice-president, Ed Lynch, announced to our Board at its
last meeting that the new Virginia Savings and Loan in Springfield provides
loan and savings services on a non-racial basis. Providence Savings and
Loan of Vienna has a similar policy, Negro families wanting to finance
housing may find this information useful, especially if they are finding
difficulty obtaining loans elsewhere, despite good credit standing.
Noel Hemmendinger, SO 5-5825, chairman of our Nominating Committee,
can be cal led with suggestions for Counci I office for the coming term. New
Board members will be elected at the annual meeting of membership on Thursday
March 23.
DR. HENDERSON TO SPEAK AT ANNUAL MEETING ON THURSDAY MARCH 23
Dr. Thomas H. Henderson, president of Virginia Union University and
President of the Virginia Council on Human Relations will speak at our
annual meeting of membership scheduled for Thursday March 23Dr. Henderson was scheduled to speak to us in January, but the pre
inaugural snow and traffic jam cancelled the meeting.
The place of the annual meeting has not yet been set, but a dinner
meeting is planned. Mark March 23 on your calendar, arrange for a baby
sitter if necessary, and look for further word from us on reservations
and place (probably in the Annandale area).

CHALLENGING SPEAKER AND TOPIC
SET FOR MEETING ON APRIL 23rd
Dr. Yfi.lliam A. Banner, philosophy professor at Howard U., will be guest speaker at
the regular monthly meeting of the Council. He will speak on "The Crippling Effects
of Segregation on Children." But note that the MT. OLIVE BAPTIST CHORCH will be our
host for that evening. Take Queen Street from Columbia Pike to South lipth St. Then
turn left on lijth and go two short blocks to the church (1601-llrth St., S.) Social
hour at 7:30, with Hr. Banner's speech at 8. He is an outstanding speaker and
deserves a big audience.
SCHOLARSHIP, ANYONE?
The Council has found a "rich uncle" who will pay the tuition for some Northern
Virginian (preferably a teacher) interested in enrolling at one of two summer work
shops on group relations this coming summer. One workshop, part of the Howard
University Summer School, will involve ten daily meetings from 9 to 11 in the morn
ing June 19 to June 30. Participants can earn three college credit hours.
Purpose of the workshop is to examine (a) changes in group relations in the United
States, particularly changes in relations between persons of different races, re
ligions, nationalities, and socio-economic classes; (b) obstacles to good group
relations; and (c) means of effecting better relations.
A workshop with a similar program will be held at American University a little
later in the summer. Anyone interested in more details should call Beverly Good
rich at JA 8-2352. Considering the possibility of free tuition and college credit,
this is too good a chance to miss.
AND A WORKSHOP FOR OUR YOUNGSTERS, TOO!
Another session of the Summer Workshop will be held at the Unitarian Church, Mondays
through Fridays, June 19 to June 30. Mrs. Betty Ann Wolfe, who helped organize the
first workshop several years ago, will be the Director. Any child who will be
eligible for Kindergarten (age 5) in the fall and those who were in grades one
through six this school year will be welcome. Registration fee will be $1.50 for
a single child, with lower rates for families enrolling two or more children.
Program activities will include nature study, arts, crafts and cooking. Watch for
further details, but earmark those two weeks for your children now. Summer school
will not begin until July 6, so no conflict this year! Registration forms will be
available in various churches later on.

Our November 27th meeting will weigh our four Arlington high schools
against the national standard as set forth in Dr. James B. Conant's report,
"The American High School Today",
Dr. James E» Bish, Educational Services, National Education Associa­
tion, will present the Conant recommendations prior to a panel discussion.
Panel members will be Mr. Lutrelle Parker (president, Hoffman-Boston PTA),
Mr. Donald Ingraham (supervisor. industrial arts, Arlington school sys­
of
tem), and Dr. J. B. Johnson (assistant sunerintendent in charge of instruc­
tion, Arlington school system). Mrs. Jane Wilhelm (assistant orincipal,
McLean High School) will be panel moderator.
We have asked the .Arlington school administration more than two dozen
questions about curriculum in Washington-Lee, Ihkefield, Hoffman-Boston,
and Yorktown high schools, and this information will be the basis for
aporaising each school against the Conant recommendations.
The meeting will convene formally at 8:00 P.M., November 27, 1960, in
the library at Hoffman-Boston, 1415 So. Queen St., Arlington. Those who
wish to tour the building before the meeting begins, however, should come
at 7:30 P.M.
Although this is an information-getting meeting only, imnortant re­
sults can grow out of it. Please snread the word among parents and teachers
who should be interested.
UNITED US IS GROWING AND DOING!
At their October meeting, some 50 members of United Us exoressed in­
terest in a wide variety of hobby groups, including singing, "Red Cross",
modern dance, photography, drama, home economics, art, and auto mechanics.
So far, adult hobby leaders have been found for only the drama group. If
one of the other hobbies is Your Hobby, and you'd like to direct a small
number of novices once or twice a month in your home, please call Mrs. Toni
Lee, director, at OT 4-7240.

THE "GREAT DEBATO"
IS COMING TO US
Council members and. their friends will want to turn out in force on Sunday
evening, Oct. 23. That's the night two prominent lawyers from the Kennedy and
Nixon organizations will discuss and answer our questions on the policies and
views of the presidential candidates on human rights and civil rights.
Republican representative will be C. C. Ferguson, Jr., professor of law at
Rutgers University, and a member of the Committee on Racial Discrimination of the
American Association of Law Schools. He is a Unitarian. Speaker for Kennedy
will be H. L. Wofford, Jr, associate professor of law at Notre Dame, on leave of
absence since May to serve on Kennedy's staff. He has served on the staff of the
Civil Rights Commission and was in charge of the Commission's study on discrimi
nation in housing. He has also been an assistant to Chester Bowles on Indian
affairs. These well-matched speakers deserve a good audience.

That's the time when we may know the final outcome of the Council's seating
case. The Council has been attempting to get a court order requiring the School
Board to let us hold integrated meetings in school buildings, but in August Judge
McCarthy said the Council can't sue on behalf of its members. However, before he
could down a formal written ruling to this effect, the School Board in a surprise
decision reversed its previous policy and decided to allow unsegregated meetings.
Further action by the Council or by the Court must await developments. There is
still * possibility that the School Board will change its mind again, and if
this happens and the Court still rules that the Council has no standing in court,
we will, through Attorney David Carliner, appeal to the State Supreme Court of
Appeals.
SOUTHSIDE FREEWAY
AGAIN AVERTED
Following a decision by the County Board on Oct. 8, turning down for a second
time the proposal for a freeway through south Arlington, the Executive Committee
of CGSP sent a letter to Mr. Lutrelle Parker commending him for his testimony
which probably did a great deal to influence board action.

COUNCIL MANPOWER, UNITARIAN DOLLARS
MAKE INTERRACIAL WORKSHOP BIG SUCCESS
Under the direction of Gertrude Rigdon, CCSP this year undertook co-sponsor
ship of the summer workshop which has Been held at the Unitarian Church for the
past twelve years. Theme of the workshop was respect for each individual's
worth, demonstrated more by method and action than by talking about it. Prom the
beginning, the workshop has been interracial, and there are no formal religious
observances because workshop participants always represent several different
religions.
This year 30 adult volunteers and many part-time helpers worked from June 20
to July 1 with l - children. Twenty of these were kindergarten age directed by

Mrs. Dorothy Bullock. Older children enjoyed classes in arts and crafts and
sports and dancing. Registration fee was $1.00, and additional expenses of about
$150 were paid by the Church.
CIVIC ASSOCIATION POINTS WAY
TO SOLUTION FOR DREW SCHOOL

Jhe elementary school deficiency in the Drew-Kemper area is now a critical
educational challenge. The Drew school is already operating 18 over-flow class
rooms in temporary quarters outside the school grounds. A 22-roora proposed
addition to Drew would be filled to capacity in a year or two at most by the
present overflow and the normal increase in pupil population. Such an addition,
would also be uneconomic because it would expand an old building no longer in
keeping with the high standards set and maintained for Arlington schools in
general.
To arrive at a better and a long-range solution, the Central Arlington Civic
Association engaged a distinguished architect, Hilyard Robinson, to draw up
plans for a completely new building, taking into account a more desirable site a building designed to fit an Improved instructional program, to have utility in
the civic and cultural life of the community, and to give a greater dollar-fordollar value in the long run.
Mr. Robinson looked over available land and chose a site in the Douglas Park
area adjacent to existing playground and recreational facilities and topographi
cally well suited for a school. When the School Board met on Sept. 26, Mr.
Robinson, on behalf of the Civic Association, presented lantern slides and dia
grams of the building be proposes, showing the land area suitable for the 22classroom-and-kindergarten space immediately needed and additional building as
later required. The building would be of the 1campus-cluster" type suitable to

elementary needs and planned for community use as well. This functional school
design has already proved its practicality in Connecticut, Massachusetts, Rhode
Island, Missouri and Washington.
Now is the time for team action by community groups and individual citizens
to ensure that a progressive rather than a piecemeal, basically uneconomic
course is followed in meetiig this crucial school problem.

NEW ORLEANS PASTOR TO BE
CCSP SPEAKER ON OCTOBER 22

Orlando, pastor of the First Unitarian Church
in New Orleans will bring to the Council an eyewitness, firingline account of the desegregation troubles and progress in New
Orleans. He will speak on Sunday evening, October 22 when the
Council will again be guest of the Mt. Olive Baptist Church,
1601 lbth Street, South. He will speak at 8:00 P.M. following
a social hour beginning at 7:30.

For this outstanding opportunity, let's make every effort to
bring new people to learn about Council work and to hear and
talk with this crusading churchman.

DREW ADDITION CAN BE
DEFEATED ON NOVEMBER 7 —

IF

IF We will all vote against the item on the ballot to provide $950,000
to build the 22-room addition on the Drew School, and if in the meantime —
that is before ELECTION DAY, TUESDAY NOV 7 -- we will continue to educate
others to vote NO with us by giving them this information:
The addition will perpetuate the pattern of segregation in the County, no
doubt about that.
The plan to build on the present Drew site is bad planning because the present
Drew site is only eight to nine acres and minimum size for an elementary school
of this size, as set by state standards, calls for iL acres. The Nauck area
is already congested. A school serving a community of row houses and duplex
houses should have play space available around its schools.
To build a 37 room elementary school is to act contrary to existing County
policy -- there is not another elementary school in the County as big as Drew
would be with this expensive and undesirable addition.
This Drew item probably will not use the name Drew on the ballot, but it will
be the only item providing for school construction. You can vote NO on this
item, and still be free to support with a yes vote, other desirable County
improvements. Provisions for buying LAND are perhaps the most important, be­
cause land for parks, playgrounds, libraries and schools is getting scarcer
and the price goes up every year. CCSP urges you also to vote yes on pro­
posals for parks and libraries. These facilities are becoming more and more
for the benefit of all the people.
Among the other organizations opposing the Drew addition are the Jennie Dean
Club, the Central Arlington Civic Association, a special committee of the
Nauck Citizens Association, and influential members of the Arlington Civic
Federation and the League of Women Voters.

LEARN FROM THX NEIGHBOR: On Sunday evening, January 29, the Council mill consider
the steps which were taken in our neighboring Montgomery County (Md.) to smooth and
speed school integration, hoping to pick up pointers which will be useful in
Arlington, Phillip M. Stern, editor and publisher of the Northern Virginia Sun,
Till moderate the discussion following presentations by two guest speakers.
Mrs. Rose Kramer, who has just completed two terms on the Montgomery County School
Board which coincide with the time in which those schools have become well in­
tegrated, will talk on "How Montgomery County Desegregated Its Schools." Mrs.
Margaret Jones, Negro principal in an all-white elementary school, will speak on
"How Desegregation Has Affected the Teaching Staff." Also on the panel will be
Robert A. Eldridge Jr, Negro parent, whose two children attend "white school."
Coffee and dessert at 7:30; meeting at 8; Unitarian Church of Arlington, Virginia
lUUUi Arlington Boulevard, Arlington.
HELP THX NEIGHBOR: Fayette County (Tennessee) Negroes, victims of economic re­
prisals for attempts to vote, are in desperate need. A cash collection for them
will be taken at the 29th meeting. Clothing, canned food, etc. will be collected
and sent to them by the D.C. Non-violent Action Group. Call Gwendolyn Greene,

PLEDGE THX NEIGHBOR
"A 'Good Neighbor Campaign' (to quote the Washington Post-TH) aimed at breaking
patterns of residential segregation in the Washington area, has been launched by
leaders of the three major religious denominations."
The campaign has been
endorsed by the Council of (Protestant) Churches, the Catholic Interracial Council,
and the Jewish Community Council. The drive is scheduled to begin with a meeting
of volunteers on February 2, at 8:30 p.m., at All Souls' Unitarian Church. It will
culminate in Brotherhood Week, February 19 to 26. Goal of the campaign is to get
at least 10,000 Washington area residents to sign this pledge: I will welcome
into my neighborhood any person of good character, regardless of race, color,
creed, or national origin. I believe our community should make no distinction on
these bases and, as an individual, I will endeavor to make my personal practices
match my faith in these principles.
An opportunity to sign the pledge will be provided at the Council meeting on the 29th

W &amp; L Night School became desegregated early this month when Mrs. Margarite Archer
paid her fee and registered for a course in intermediate shorthand. Other re­
gistrations by Negroes are important follow ups and may be made for the second
semester anytime before January 30th at the Adult Education Office, 1212 North
Quincy Street, Offered are courses in business and management training, secre­
tarial and commercial, woodworking, basic metal, auto mechanics, electronics, etc.

COME TO THE PICNIC

The Community Council for Social Progress will hold its annual picnic on
Saturday afternoon. May 17, reinforced by its "junior" members from
United Us.
Lubber Run Park is the place, specifically the Camp Fire Glen, shelter
and playground. Park at the park entrances off Arlington Boulevard at
either North Columbus or Edison Streets at Second Street. (See map on
back side of this sheet). Fun will begin at four o'clock and finish
when picknickers and food are exhausted. Bring your own food and
beverages, and anything else you need to eat in comfort if not in style.
But please note that park rules prohibit beer and any other form of
alcohol except that left in your radiators.
Highlight of the entertainment will be a soft ball game between CCSP
and United Us. If you have a ball, bat, or glove, please bring along.
As this will be the first year the parks have been officially desegre
gated (an improvement where CCSP has led), we have special cause to
celebrate our year's end and to enjoy ourselves as never before.

NEW ORLEANS PASTOR TO BE
CCSP SPEAKER ON OCTOBER 22
Rev. Albert D'Orlando, pastor of the First Unitarian Church
in New Orleans will bring to the Council an eyewitness, firingline account of the desegregation troubles and progress in New
Orleans. He will speak on Sunday evening, October 22 when the
Council will again be guest of the Mt. Olive Baptist Church,
1601 llfth Street, South. He will speak at 8:00 P.M. following
a social hour beginning at 7:30.

DREW ADDITION CAN BE
DEFEATED ON NOVEMBER 7 "

IF We will all vote against the item on the ballot to provide $950,000
to build the 22-room addition on the Drew School, and if in the meantime —
that is before ELECTION DAY, TUESDAY NOV 7 — we will Continue to educate
others to vote NO with us by giving them this information:
The addition will perpetuate the pattern of segregation in the County, no
doubt about that.
The plan to build on the present Drew site is bad planning because the present
Drew site is only eight to nine acres and minimum size for an elementary school
of this size, as set by state standards, calls for l t acres. The Nauck area
i
is already congested. A school serving a community of row houses and duplex
houses should have play space available around its schools.
To build a 37 room elementary school is to act contrary to existing County
policy — there is not another elementary school in the County as big as Drew
would be with this expensive and undesirable addition.
This Drew item probably will not use the name Drew on the ballot, but it will
be the only item providing for school construction. You can vote NO on this
item, and still be free to support with a yes vote, other desirable County
improvements. Provisions for buying LAND are perhaps the most important, be­
cause land for parks, playgrounds, libraries and schools is getting scarcer
and the price goes up every year. CCSP urges you also to vote yes on pro­
posals for parks and libraries. These facilities are becoming more and more
for the benefit of all the people.
Among the other organizations opposing the Drew addition are the Jennie Dean
Club, the Central Arlington Civic Association, a special committee of the
Nauck Citizens Association, and influential members of the Arlington Civic
Federation and the League of Women Voters.

James L. Sundquist, who has been assisting Sargent Shriver in
planning the "War on Poverty", will discuss the anti-poverty campaign
at the next meeting of the Community Council for Social Progress to be
held at Lomax’
A.M.E. Zion Church, 2706 - 2*+th Road South, Arlington,
at 7:30 p.m. June lU, 196U.

Mr. Sundquist, who has been a resident of Arlington for 23 years,
was loaned to Mr. Shriver from his regular position as Deputy Under
Secretary of Agriculture; He will describe the way in which communitie
should organize to take advantage of the programs authorized in legis
lation now pending before the Congress. He will also outline other
elements of the.program, including the Job Corps and the Work-Training
and Work-Study Programs designed to enable young people to work their way through
high school and college.

The bill is expected to be passed by the Congress before adjournment. It
authorizes almost $1 million in expenditures for new kinds of activities, many of
which will be organized by local communities, to identify and eliminate the causes
of poverty in the United States.
There will be a brief business meeting, including election of officers for

Redrawing of school boundaries: The Arlington County School Board has set a
pattern of postponement of discussion on this subject.... including the proposal to

News of UNITED US (CCSP's teenage offspring): Members and their families
recently enjoyed a Family Pot Luck Supper and evening of fellowship. On the seri
ous side, they have also held a Candlelight Forum, discussing "The Teenager's Re
sponsibility to the Community" and attended Dvorak's Requiem Concert. Cur sincere
appreciation to Mrs. Betty Ann Wolfe and Mrs. Margaret Fisher for their sponsor
ship this past year. Teenagers who have not received notices of UNITED US activi

fun.

The Community Council for Social Progress will hold
its next meeting on May 26, 1963 at Lomax A.M.E. Zion
Church, 2704 South 24th Street, Arlington, Virginia
at 7:30 P.M. A panel, moderated by Dr. John B. Johnson
will discuss urgent problems facing the newly formed
Arlington County Advisory Commission on Friendly Re
lations. The panel will consist of the presidents of
the Nauek, Central Arlington, Arlington View and Lang
ston Civic Associations, representatives from the
social action groups of the Unititarian and Rock Spring
Congregational Churches, several Commission members
and other community leaders.

The Advisory Commission on Friendly Relations was
created by the County Board as a re^nl^-^rf^T^esoiuti?5xi~pH¥sed nay
1963. A maximum of ten member appointed by the Board will serve for
one year. Two of the present appointees are Negroes.
The function of the Commission as outlined in the
resolution is to " assist the County Board in alleviating and preventing
discrimination in the following ways:
(1)
When requested by the County Board, by collecting information
on intergroup activities throughout the country, with special regard for
techniques applicable in Arlington, County.
(2)
By making such studies with reference to situations involving
intergroup relations as may be requested by the County Board.
(3) By cooperating with civic, religious, veterans, labor and busi
ness groups, and civic leaders in the development of educational programs
dedicated to the improvement of friendly inter-group relations and community
understanding.
(4) By receiving complaints of discrimination referred to it by the
County Board and by seeking conciliation of such complaints.
As presently envisioned, an individual or group wishing to present a
problem for consideration by the Commission must first go through the
County Board which will then decide the advisibility of including the item
on the Commission's agenda.
Approximately 70 applications for transfer from segregated schools
have been filed by parents in the Hoffman-Boston area. The Supreme Court
decision on the Knoxville case, due any day may make these transfers possible.

The nomination Committee for C.C.S.P. will present a slate
of officers for election at the May meeting. Willing workers may volunteer

He has been the County's

personnel director for 12 years and is prepared to answer very specific questions
about the type of jobs available, qualifications required, and how to make appli
cation.

Youngsters who are finishing their schooling in June, or their parents,

should find this of special interest.
Mr. John Robinson, Chairman of the Employment Committee of Northern
Virginia CORE, will also be present to discuss recent break-throughs in nondis criminatory employment in the department and grocery store field.

Foster is most anxious to rectify this situation.

He has been the County's

personnel director for 12 years and is prepared to answer very specific questions
about the type of jobs available, qualifications required, and how to make appli
cation.

Youngsters who are finishing their schooling in June, or their parents,

should find this of special interest.
Mr. John Robinson, Chairman of the Employment Committee of Northern
Virginia CORE, will also be present to discuss recent break-throughs in nondiscriminatory employment in the department and grocery store field.

Mr. Booker has served as a prize-winning reporter in Washington for many
years, formerly with the Washington Post and presently as the chief Washington
correspondent for Ebony and Jet magazines. His book Black Man1 America pub
s
lished this year (Prentice Hall) has earned critical acclaim for its sense of the
American Negro's painful history, an agonizingly slow march to equality that more
recently has taken on the aspects of the never-resolved chase in a nightmare.
It is with this historian's eye that he has interpreted the significance of con
temporary events and his own personal experiences while covering much of the
shameful denouement in Mississippi, and will for us discuss the election of
196^. No election in this century had more implications in the sphere of human
rights, whether tacitly or openly expressed, and perhaps no man may perceive
them more accurately than Mr. Booker.

CCSP is proud and appreciative of its members who aided in the Negro regis
tration drive, the Get-Out-The-Vote effort and the Mississippi Project appeal.

At an exciting executive committee meeting held last month, CCSP officers
and board members elected to chart a course of more action for CCSP. With color
bars tumbling in our community the feeling was expressed that many Negroes have
more opportunities and rights than they are prepared to take advantage of —
either because of a cultural or training discrepancy, timidity and fear, or
just ignorance of their existence. Good jobs are not being filled at the same
time high school graduates are taking custodial or domestic work; many Negroes
are not availing themselves of recreation and vocational facilities which are
no longer white-only; more non-discriminatory housing is available than bu2- r
'es
or renters. It was felt that CCSP could fill a real community need by:
1.

Providing a direct communications link through hand-distributed
flyers to the Negro communities about opening opportunities.

2.

Surveying the community to determine the vocational and cultural
deficiencies existing which prevent Negro citizens from accepting
the challenge of equality.

3.

Implementing the Economic Opportunity Act (poverty Eill), the Vocation
al Education and Manpower Retraining Acts to provide funds and set up
facilities to end these deficiencies.

The Community Council for Social Progress will hold
its next meeting on May 26, 1963 at Lomax A.M.E. Zion

Church, 2704 South 24th Street, Arlington, Virginia
at 7:30 P.M. A panel, moderated by Dr. John B. Johnson

will discuss urgent problems facing the newly formed

Arlington County Advisory Commission on Friendly Re­

lations. The panel will consist of the presidents of
the Nauek, Central Arlington, Arlington View and Lang­
ston Civic Associations, representatives from the
social action groups of the Unititarian and Rock Spring
Congregational Churches, several Commission members
and other community leaders.

The Advisory Commission on Friendly Relations was
created by the County Board as a result of a resolution passed May 4,
1963. A maximum of ten member appointed by the Board will serve for
one year. Two of the present appointees are Negroes.
The function of the Commission as outlined in the
resolution is to " assist the County Board in alleviating and preventing
discrimination in the following ways:
(1)
When requested by the County Board, by collecting information
on intergroup activities throughout the country, with special regard for
techniques applicable in Arlington, County.
(2) By making such studies with reference to situations involving
intergroup relations as may be requested by the County Board.
(3) By cooperating with civic, religious, veterans, labor and busi­
ness groups, and civic leaders in the development of educational programs
dedicated to the improvement of friendly inter-group relations and community
understanding.
(4) By receiving complaints of discrimination referred to it by the
County Board and by seeking conciliation of such complaints.
As presently envisioned, an individual or group wishing to present a
problem for consideration by the Commission must first go through the
County Board which will then decide the advisibility of including the item
on the Commission's agenda.
Approximately 70 applications for transfer from segregated schools
have been filed by parents in the Hoffman-Boston area. The Supreme Court
decision on the Knoxville case, due any day may make these transfers possible.

The nomination Committee for C.C.S.P. will present a slate
of officers for election at the May meeting. Willing workers may volunteer

The Community Council for Social Progress will meet at the Mount
Olive Baptist Church, 1601 S. lUth St., Arlington, Virginia, on
January 19, I96U, at 7:30 P.M. The speaker will he the Reverend
Jefferson Rogers who will discuss "Problems of Integration for the
Religious Leader." -Mr. Rogers, a native of Florida, has served
as the National .Secretary for the Racial Relations Committee of
the Evangelical Reformed Church (now the United Church of Christ).
Presently he is pastor of the Church of the Redeemer, 15th and
Girard, in Washington, which sponsors an exciting and dynamic
forum on the racial revolution that has attracted the participa­
tion of civil rights leaders of national repute. The church,
while Negro in leadership, is now interracial, giving Reverend
Rogers unique insight into his topic of discussion.

Since the beginning of a new year is traditionally a time of looking back to see
where we've been, in order to decide where we're going, here is a list of Arling­
ton County desegregation milestones:
* As a result of a Supreme Court ruling in I9U6 , all interstate public
transportation was desegregated.
* In 1950, public libraries were opened to Negroes.
* In February 1959 four Negro students were admitted to formerly all-white
Stratford Junior High School. In December of 1963 the County Board
announced that Hoffman-Boston Senior High students would be transferred
to other high schools effective next fall.
* In May 1961 public parks, playgrounds, and other recreational
facilities were desegregated. In June 1963 all theaters were
desegregated.
* Following sit-ins, in the summer of i960 drugstore and other lunch
counter facilities were desegregated.
* In the summer of 1963 a group of apartment houses announced an
open occupancy policy.
* In the summer of 1963 the Arlington County government voted to remove
racial designations from job applications.
It seems from this much over-simplified resume it may be concluded that:
1.

The summer of 1963 was indeed the Summer of our Discontent--and
Progress.

2.

Demonstrations and other pressure brought to bear on authority, in
which many of our membership participated, are effective in crumbling
segregation barriers.

3. Discrimination in housing remains virtually unchallenged.

NEW JUNIOR HIGH SCHOOL BOND ISSUE!

VOTERS, WE MUST NOT RELAX! OUR SCHOOLS STILL HAVE A LONG WAY TO GO!
It will take all of us, and every persv.as5.ve argument we can stock
pile, to help pass the $U.25 million bond issue for the badly needed
new Junior high school in South Arlington,
MRS. COX will tell us the whole story: the arguments that are being used
to defeat this bond issue, and the facts that flatly contradict them:
1 - The tremendous building program for dependents going on over
at Ft. J t e , which will bring at least 300 more Junior high
frr
school students into the Thomas Jefferson-Hoffman-Boston district.
2 - The ages (some 20-odd years apiece) of Thomas Jefferson and HofftaanBoston Junior High Schools; their smallness and inadequacies.
3 - The cost of trying to enlarge either or both of these schools;
almost as much as building the new one; and their status if this
were done; still substandard.
U - The antiquated and outdated facilities of these two schools down
grades our whole highly rated county school system. With the
rest of these bond issue items, every other secondary school in
the county will be brought up to top standards.
5 - We must appeal to every voter’s sense of (a) fair play, or (b)
sound educational Judgment or (c) county pride, not to close
the door on TWO SKEI.ETCN-IN-TEE-CLOSET Junior high schools, which
will crowd every South Arlington Junior high and give its students
EDUCATION UNEQUAL to that of the rest of the county.
NOTE THE UNUSUAL HOUR OF THE MEETING. For this one meeting only, it will be
at 8:30; no refreshments will be served.
ARE YOU FAMILIAR WITH ACAC? "The Arlington Community Action Committee is a
united effort by representatives of Arlington churches, civic associations,
civil rights groups and other citizens who seek to assist low-income Arlington
residents to identify and solve their problems through their own resources
and appropriate public and private agencies.
The first project of ACAC is to identify and recommend solutions for problems of
employment, education, housing, health, legal protection, recreation and general
welfare in the Green Valley Area*
ACAC meets on the first and third Sundays
of the month; the executive committee on the first, the open membership meeting
on the third; at Lomax Church, at 8 o’clock.
