We do appreciate the delay in your action on Dr. Cuban's
recommendation of February 26th on the subject of proposed
changes in P-scale seniority.

At the School Board Meeting

when this recommendation was an agenda item the AASAS rep
resentative did make a statement saying that the seniority
idea was not the big issue, and that the real concern is job
security.

The whole problem of a diminishing school population

ana the decrease in positions available is a very difficult
situation to meet and so we P-ecala employees are very cogni
zant of the problems you face in dealing with the situation.
We have found it very difficult to come up with any one
proposal, or a set of proposals, that would provide any im
provement over our P-seale subcommittee1s previous report on
this subject to' the Superintendent.

Registrar in the precinct where you live. Take with you poll tax

The next meeting of the Arlington Branch of the National Association for the
Advancement of Colored People will be held Monday, December 14th, at the Lomax
AME Zion Church, 2706 South 24th Road, at 3:00 p.m. Business includes the elec­
tion of officers, committee reports, and a report of the special fund-raising com­
mittee in the Willie Coles Police Brutality Case.
HAVE YOU CONTRIBUTED TO THE FREEDOM FUND?
Every freedom-loving citizen in Virginia should make a contribution to the
Virginia PEgedom Fund to help raise the $50.000 needed. This Freedom Fund will be
used to help pay the unprecedented legal costs involved in the briefs and research
necessary for the re-argument of the five school segregation cases before the U.S.
Supreme Court this month; for the outstanding legal obligations of the State Con­
ference of NAACPs; and to step u p the NAACP's attack on every remaining trace of
segregation and discrimination wherever found.
Checks should be made payable to the Arlington Branch NAACP and sent to Mr.

WILLIE COLES POLICE BRUTALITY CASE
On September 6th, Willie Coles, a colored citizen of Arlington, was brutally
beaten by two Fairfax policemen. Coles had gotten stuck in the soft shoulder of
the road near the Culmore Shopping center. A white man with a truck pulled him
out and charged three dollars. Then a Fairfax police car drove up and charged him
with reckless driving. This car radioed for help and an Arlington police car cane.
One of the officers in the Arlington police car knew Coles. This officer told Mr.
Coles that if he would go quietly with the Fairfax police, nothing would happen to
him. As Mr. Coles was getting out of his car in obedience to the directions of
the Arlington police, a Fairfax policeman hit him on the head, knooking him to
the ground; then continued to strike him four or five more blows.
Later, when Coles was handcuffed and strapped to a metal stretcher, the Fair­
fax police, before loading him into a police truck, raised the head of the strecher about 18 inches from the hard g r o u M and let it fall three or four times.
Finally, Mr. Coles was taken to Alexandria Hospital where it was necessary for him
to remain for three days.
At his trial in October, before the Assistant Trial Justice at Fairfax, Mr.
Coles was charged with reckless driving, resisting or striking an officer, and dis­
orderly conduct. He was found guilty and fined $145. This case is now being ap­
pealed by the lawyers retained by Mr Coles' employer and by an NAACP lawyer, Mr.
Otto Tucker.
One of the attorneys representing Mr. Coles in October said: The trial was a
farce. The Fairfax police smiled and whispered to each other during the hearing
and gave the impression that they thought they had done something smart." He also
reported that they scowled and were heard to curse the Arlington policemen who
testified to the fact that the Fairfax police had used wholly unnecessary brutality
while making the arrest.
The Fairfax police,who administered this brutal beating, received no reprimand.
Therefore, if legal action is not taken against them, the attitude of the Fairfax
Police Force will continue to be that they can abuse a citizen with impunity when­
ever they feel so inclined. You too are a citizen of Northern Virginia. Are you
willing to let a neighboring police force get by with this?

NEXT MEETING 'VEDKESDAY, M ARCH 3rd
The next meeting of the Arlington Branch of the National \ssociarion for
the Advancement of Colored People will 03 held Wednesday, March 3rd, at the
Langston School, 4854 Lee Highway, at P:00 p,m. The business includes a dis­
cussion of the 1.954 Membership Drive, plans for Mir. Thurgood Marshall's speak­
ing appearance in Arlington, plans and selection of delegates for the Freedom
Fulfillment Conference to be held in Washington on Marc a 10th, and a report
of the joint meeting of the Arlington and Fairfax Executive Committees where
the legal aspects of the Willie Coles' Police Brutality Case were discussed.
The Falls Church CO-OP will put on a TASTE TEST demonstration of CO-OP
products and will serve us refreshments. Mrs. Edith Claristensen will give a
brief talk on the new Falls Church Co-op Center (food store and service sta­
tion) which is now being built at 502 West Broad Street.
SAVE MONDAY, MARCH 29th TO HEAR "if , CIVIL RIGHTS"

Thurgood Marshall, "our greatest civil liberties lawyer", who argued the
School Segregation Cases before the Supreme Court is coming to Arlington. The
NAACP Branches of the Seventh District are holding a mass meeting (place to
be announced soon) on the evening of March 29th. idr, Marshall is one of
America's most eminent constitutional lawyers. Kis record on Supreme Court
cases is won - 13; lost - 2.
Four of Mr. Marshall's victories have become
the constitutional cornerstones of the Negro's new civil rights: Smith v. Allwight , outlawing the Texas "white primary" and opening the way to effective
Negro voting throughout the South; Morgan v. Virginia, striking down Stateimposed segregation in interstate transportation; Swear.t v. Painter, compell­
ing the University of Texas to admit a Negro to its Law School; and Shelley v.
Kraemer. holding racial housing covenants unenforceable. Mr. Marshall is rot
only a great lawyer but is also a great orator. As the teenagers would say:

The next meeting of the Arlington Branch NAACP will be held Thursday, April
29t|i, at the Lomax ( M E Zion Church, 2706 South 24th Road at 8:00 p. m.
POLL TAX DEADLINE TO VOTE IK 1954 IS

SATURDAY, HAY 1st

Only five states still require their citizens to pay a poll tax before they
can vote. Virginia is one of these five. Our poll tax was adopted at the Con­
stitutional Convention of 1902. From the debates it is clear that the purpose
was to decrease the number of Negro votes.
Ur. Carter Glass said: "The article of suffrage which the Convention vdll
today adopt does not necessarily deprive a single white man of the ballot., but
will inevitably cut from the existing electorate four-fifths of the Negro voters.
(Applause) That was the purpose of this convention; that vdll be the achivement."
Question: "Mill it not be done by fraud and discrimination?"
Mr. Glass: "By fraud, no; by discrimination, yes. But it vdll be by discrimina­
tion within the letter of the law, and not in violation of the law. Discrimina­
tion! 'Thy that is precisely what we propose; that is exactly what this conven­
tion was elected for---to discriminate to the very extremity of permissable ac­
tion under the limitations of the Federal Constitution, with a view to the elimi­
nation of every Negro voter who can be gotten rid of, legally without materially
impairing the numberical strength of the white electorate . . .
It is a fine
discrimination indeed that we have practiced in the fabrication of this plan,
and now, Mr. President, we ask the convention to confirm our work and emancipate
Virginia."
The enclosed leaflet gives instructions on how to pay your poll tax and
register. If you are not already a qualified voter, become one! Pass this in­
formation on to your friends and neighbors. Vie cannot van out fight for firstclass citizenship unless Negroes over 21 take the trouble to vote.
MEMBERSHIP DRIVE
The Membership Committee met in March and made plans for our drive which is
to run through May. Since we have so few workers, we are asking each member to
get three new members. Help us make our Branch one of the strongest in the
Country. Enroll your friends in the NAACP to aid in the fight to end segregation
and discrimination and secure full freedom by 1963.
Prizes will be awarded to the persons securing the highest and second high­
est number of members above 25. Anyone taking out a 325 or 310 membership vdll
receive free a gold NAACP pin.

THURGCOD MARSHALL MEETING
Over 400 people were present for the speech made by Thurgood Marshall,
Special Counsel for the NAACP, on March 29th, at the gymnasium of Hoffman-Boston
High School.
Mr. Marshall had a special message for those of his own people
who short-sightly or v/ith intent have chosen to fear integration and stand in
the way of its accomplishment. Mr. Marshall said, in essence: "e are Americans
and must compete and be able to compete, not with just our own ten percent, but
with all, with 100 percent of Americans. "Anyone who can't hold his job in such
a,society can go back down South and chop cotton. I've no Sympathy for him."

ANNUAL NAACP DINNER - SUNDAY, JUKE 13, 2-7 p.m.
The annual Branch dinner will he held at the Unitarian Church, kk51-lst Place
South, (off Arlington Boulevard at South Pershing Drive) Sunday, June 13, from 2-7
p.m. Mrs. Marjory Taylor, chairman, will serve ham or turkey dinner 'with all the
fixin's1 for $1 for adults and 50&lt;i for children under 10. The proceeds from the
j
dinner will go to the Freedom Fund, the NAACP war chest devoted to securing com­
plete freedom by 1963- Tickets may be secured from: Mrs. Marjory Taylor,
JA 7-0865; Miss Nancy Johnson, JA 2-7332; Mrs. Esther I. Cooper, JA 2-6015; and
Mrs. Barbara S. Marx, JE 2-4387.

The speaker (who will be heard about 4:00 p.m.) will be Mrs. Alice Hunter,
Secretary of the D. C. Recreation Board. Mrs. Hunter has long been a leader in
the effort to obtain democracy in recreation. Her topic will be: "Integrated
Recreation." There will also be a continuous musical program under the direction
of Miss Nancy Johnson.
MEMBERSHIP DRIVE PRIZES TO BE AWARDED
The membership drive, conducted by our Membership Chairman, Mr. Birdie Alston,
will be officially closed on June 13th. Prizes will be awarded, the most interest­
ing of which is the prize which will go to the member securing the most memberships
in excess of twenty-five. The prizes will be announced at the dinner. During the
drive, each member has been given a quota of two new members and there is still
time to meet that quota if you work hard between now and June 13th. The recent
decision of the U. S. Supreme Court in the school cases is proof of the value of
the NAACP organization.
(Editor's Note: Please friends, don't get the idea from the above that new
memberships are restricted only to the period of this drive. Personal satisfaction
in having your friends and neighbors working with you in this most worthwhile of
causes should be as valuable as any prize. Memberships are always welcome and
always desired. I hope you will work for them every day of the year!)
CAN YOU VOTE IN THE PRIMARY THIS YEAR 1
It is still not too late to register! The deadline for registration for voting
in the coming primary, is Saturday, June 12th. Instructions on how to register will
be found in the enclosed leaflet which, by mistake, was not enclosed with the April
News Letter. See to it that you and your neighbors are first class (voting)
citizens.

Hearings were attended by: Mrs. Cooper, Mrs. Davis, Mrs. Finner, Mrs. Marx
and your untiring State Vice-President, Dr. E. B. Henderson.
STATE-WIDE NAACP EMERGENCY MEETING - JUNE 6th in Richmond
All officers, members of the Executive Committee, and interested active members
of the Arlington Branch NAACP are urged to attend a State-wide Emergency meeting of
the NAACP on Sunday, June 6th, at 10:30 a.m. Eastern Standard Time, at the Benjamin
Graves Junior High School, 110 West Leigh Street, in Richmond, Virginia. The very
important and timely subject to be discussed is the NAACP program to establish a
uniform policy of handling the vital issues raised by the Supreme Court decision
outlawing segregation in the public schools. Call your President or any member of
the Executive Committee to arrange or offer transportation. All interested members
are urged to participate in this most important meeting.
7TH DISTRICT NAACP MEETING TO BE HELD SATURDAY, JUNE 12th
Odrick's Corner (right off Leesburg Pike l|- miles beyond Tyson's Corner) is
the place of the next 7th District meeting.. The time is 11 a.m. (Daylight Ti0e),
Saturday, June 12th. There will be a discussion on how the NAACP branches may
help in integrating the school systems as rapidly and smoothly as possible. The
discussion leader will be Dr. E. B, Henderson.

NEXT MEETING SEPTEMBER ROTH
The next meeting of the Arlington Branch NAACP will be held Thursday,
September 30, at the Halls Hill Firehouse on North Culpepper Street off Lee
Highway (opposite Langston School) at 8:00 p.m. The agenda includes: Commit­
tee Reports, election of delegates to the State Convention, and adoption of
plans for raising the freedom fund quota.
The speaker of the evening will be Mrs. Edith Burton, Chairman of the
Research Subcommittee of the Committee to Study Problems of Integration in the
Public Schools of Arlington. Her subject will be "Recent Steps Toward Inte­
grated Schools in the South."
Refreshments will be served at the close of the meeting.
REGISTRATION DEADLINE SATURDAY, OCTOBER 2nd
The deadline on registration to vote in the November election is Saturday,
October 2nd. To register, go yourself to the General Registrar at 20L9 N. 15th
Street in the Investment Building (across the street from the Court House)..
The office is open from 8:00 a.m. to 5:00 p.m. and in addition will be open
Thursday evening, September 30th from 7:00 p.m. and Saturday, October 2nd, from
9:00 a.m. to 5:00 p.m.
Young people may register and vote the year in which they become 21 if
their 21st birthday comes before the November election. Persons in the Armed
Services may also vote without paying poll tax. (Those who failed to pay 1953
poll tax by May 1st cannot vote this year.)
PROGRESS OF OUR MEMBERSHIP DRIVE
Our membership chairman, Mr. Birdie W. Alston, and his committee have done
splendid work enrolling new members. The prize for securing the largest number
of members, a U. S. Savings Bond, was awarded to Mrs. Marjory Taylor at our
Annual Dinner last June. Mrs. Taylor very generously turned this Bond over to
our Branch to be used for the Freedom Fund. However, we are still about thirty
members short of our quota of 300 because many of our members of long standing
have overlooked renewing their memberships. If you have received a letter or
a 'phone call from Mr. Alston saying your membership has expired, please send
dues in at once. We want to exceed our quota by October 1st so that our Branch
will make the "Honor Roll" at the convention of Virginia Branches.
If you would like to have someone call and pick up your dues, telephone

THE FREEDOM FUND CAMPAIGN
At a State-wide meeting in Richmond August 21st, Branch representatives
adopted revised Freedom Fund quotas. Our new Arlington quota for 195^ is $765.
Our Annual Dinner in June netted about $226 and we have received contributions
from individuals and several churches but we still have about $400 more to raise.
What is this money for? We must have both funds and manpower sufficient
to wage successful fights against racial segregation and discrimination. While
the U. S. Supreme Court has outlawed segregated public schools in Virginia,
legal battles will be required in many counties, towns, and cities to force
compliance with the Supreme Court decree. These legal battles will cost the
Virginia Conference of NAACP Branches a minimum of $10,000 for the rest of 195k.
We must share in the National Battle Front by contributing another $10,000 to
our National office b y December 31, 195k. Finally, we must pay off a balance
of $13,000 in long-overdue legal accounts for Virginia school cases, transpor­
tation cases, police brutality cases, etc:Appeals for contributions will go out to members next month. In the
meantime, please come to our September 30th meeting. We need you there to
help with ideas to make this fund raising as painless as possible!
