The Woman's Democratic Club of the 10th

Virginia Congressional District affirms its support
of the Constitutional guarantee of free public schools
and of present state laws requiring compulsory attend
ance until the age of 16, and requests the Governor's
Commission on Public Education to safeguard these
fundamental provisions and recommend ways and means of
carrying out the Sfcprer^ Court Decision of May 17th in
an orderly way as rapidly as localities can move ahead.

                    <text>ANNUAL REPORT OF THE EXECUTIVE DIRECTOR OF THE VIRGINIA COUNCIL ON HUMAN RELATIONS

November 28, I960

At this Annual Meeting of the Board of Directors of the VCHR it might be well for us
to review some of the history of the organization.
This group came into being during late
195U with the efforts of a dedicated group of Virginians who were concerned with compliance
to the ruling of the Supreme Court in its May 17th decision. It named as its first Executive
Director the Rev. John H. Marion, a distinguished Presbyterian minister and consultant in
the field of race relations. The Council owes much to Dr. Marion's ability in organizing;
establishing its state-wide role; and implementing its program during his tenure of office.
Its fir3t president was the Rev. Carroll Brooke of Staunton, Virginia, who still serves
on its Board of Directors. In 1957 the mantle of the presidency fell on the shoulders of
the Rev. Hubert S. Beckwith of Annandale and shortly thereafter the Council was faced with
Dr. Marion's resignation to return to serve the Church as a race relations consultant. At
this time there was a mandate from the Board to seek to increase the number of local Councils
affiliated with the VCHR across the state. This was a prime objective in seeking a new
director in early 1958. Mr. Paul M. Rilling began his tenure with the VCHR with this
objective in view and succeeded beyond the expectations of everyone and before the end of
the year eight local councils were carrying out the objectives of the VCHR in their
respective communities. Due to Mr. Rilling's excellent record in Virginia the Southern
Regional Council persuaded him to become field director for that organization in July of
1959. The present director began his work on a very firm foundation laid b y Mr. Rilling
in Virginia under the presidency, beginning in 1959, of Dr. T. H. Henderson of Richmond.
Much of the present program is due to the careful planning and insight of the former director
and is simply the implementation of his program.
Changing Conditions in Virginia
During the past year we have seen the swing of the state political machinery from
massive resistance to the "Perrow Plan" or freedom of choice in schools. This has come about
for many reasons. High on the list we would name the work of the state-wide committee for
public schools headed by Dr. J. L. Blair Buck of Richmond. This organization, although
not identified with the VCHR, worked closely with us and worked untiringly to save the
public schools. This was the haven for the moderates who must pay lip-service to segregation,
but who really were horrified at the lengths to which the extremist segregationists would go.
This changing climate was reflected in the legislature which refused time and again to pass
certain punitive measures against the public, schools.
However, we cannot point to a legislature suddenly become liberal in thought and deed.
The legislature unanimously adopted a law making trespass a misdemeanor— this law was intro
duced and passed within a 2h-hour period at the height of the sit-in demonstrations in
Richmond. The grant-in-aid law to pupils of private schools is another indication that the
legislature is still in the camp of the deep South. Any look at state government would be
inadequate without some comment on the reluctance of the Attorney General's office to rule
on a number of important issues in the state— notably, his failure to clarify the status of
tho "seating law of the state." In late 1959, however, we saw a swing of public opinion
when the state meeting of the P.T.A. adopted a very favorable resolution in favor of public
schools. Today there is little thought of closing any of the public schools in Virgnia.
The horrible example of community deterioration in Prince Edward even convinces the extremists
that such action is unwise. So we may safely say that we face the end of I960 and the
beginning of 1961 with a changed political climate in the Old Dominion.
The Public S chools in Virginia
The VCHR has endorsed public education in Virginia for all people. It has also endorsed
compliance with all Federal laws persuant to the schools in the state. The most common

complaint by members and local councils alike is the slowness with which desegregation has
and is occuring. However, we should rememb er that more than 200 Negroes are now attending
previously all-white schools in Virginia. This pitiful figure is impressive when it is
noted that this is more than twice the number attending in all the rest of the South combined
with the exception of Kentucky.
A.

Prince Edward County

Exhibit number one of the fo&amp;lishness of massive resistance is well demonstrated by
Prince Edward County. Here the public schools closed in September, 1959. The best way to
describe the community is to describe it as an entire and almost complete breakdown of
community in all its senses. The white children are attending a group of churches converted
into schools. This is headed by a "Foundation" and is being heralded throughout the South
as the perfect answer to integration. I shall not enlarge on this aspect of the school
system as studies are being made of this system. The community had admittedly lost businesssuffered from bad national publicity— lost tourist trade and is generally in a very bad way,
because of a rapidly declining population. One merchant estimates his business at off 30$
over last year, which he attributes to the closing of the schools.
The Negro community is ttying to bring some order into the community. The local
organization of Prince Biward County Christian Association is headed by a Baptist minister,
who is now operating centers for recreation and learning experiences in the county for the
Negro children involved. Several organizations are trying to help in Prince Edward.
Although the legal fight is being carried out by NAACP, other agencies are trying to help
in the community. Notably among them is the American Friends Service 'Committee, who now
have Mrs. Helen Baker as a resident worker in Prince Edwardi
The VCHR has been active in this county from the very beginning. We have met with
white leaders who might be moderates— sought to encourage those who might speak out in
behalf of education. We have worked with ministers in the area trying to influence a
positive approach. Within the past six months we have actually succeeded in organizing a
group of whites who have met three times with a group of leaders from the Negro community.
This, in Prince Edward, is an accomplishment. The VCHR has assisted all groups including
PECCA, ATSC, and others in the area. We have worked very closely with AFSC in study and
consultation in the area.
A s things look now, a rough estimate would put the public schools open by September,
1961. No doubt there will still be a segregated private academy and maybe only a handful
of whites to attend the public schools, but even this will be a victory. The problems are
aggravated by a rural county, a lack of leadership in the total community, and a lack of
industry in the area. All these things contribute to the doleful picture of Prince Edward.
A recent court action has now added the local school board, the board of supervisors, and
the state department of education as defendants in the suit brought by the Negro parents.
This will ultimately prevail. Approximately sixty children are now attending school out of
the state under the sponsorship of PECCA and AFSC. A survey has been completed (and is not
now available) showing the number of children actually out of school in the county. The
reliable guess of many people is that the county is steadily declining in population of
both white and colored.
PECCA is better organized this year than last and the director is optimistic about
establishing sixteen training centers. This will impose a budget of more than $25,000
and very little of the money is assured. Dissatisfaction and dismay are being registered in
the minds of most of the thinking part of the white community. Business leaders are seeking
some way to get off the hook of supporting the negative attitudes and actions of the extremists.

�- 3 In Farmville the leading businessmen are concerned to the extent that they are now cooperating
with the VCHR in seeking solutions to the problem. It is being openly admitted that public
schools will return in late 1961.
The VCHR has worked in a consultant capacity to PECCA, to leaders of the business
community, and has consulted extensively with the faculties and administrators of the local
colleges in Prince Edward County. We are now involved with an informal group of about
twenty whites and an equal number of Negroes who are meeting together to try to at least
talk about their problems. This group is in the stages of communication only at this point.
Many local councils are contributing books and supplies to the centers in Prince Edward.
The Charlottesville Chapter gave a tour of the University and poinls of interest to the young
people of Prince Edward who conducted the survey there this summer (about fifty of them.)
B.

Other Schools

We have been involved during the past year in the school crises in Galax, Floyd County,
Pulaski, Wytheville, and Pennington Gap, Virginia. The excellent progress in these areas
points up the need for human relations work in Southwest Virginia. Due to the extreme
distances to be traveled (370 miles to Pennington Gap and over 300 to Bristol) it does not
now seem practical with our present budget to do more than two or three trips per year in
this area. Additional funds could be well expended in working in this area if they were
available.
The Director was involved in preparing the way for the action of the school board in
the Chandler School case (Richmond). He personally protested to the editor of the local
paper when the names and addresses of the Negro students admitted to the school were printed.
The Richmond action is significant because it was brought about without a suit. One aspect
of the school picture in Richmond should be noted. One of the members of the Richmond Council
sought to enter her son into an all-white school. Before turning her down the school board
measured the distance from her home to the white school and the distance to the Negro school.
They declared, as a result of this evidence, that the distance was shorter to the Negro
school. We view this with great satisfaction for the school board has now set a precedent
which we believe to be valid. Integration of schools will take on new meaning in Virginia,
if we assign all pupils to the schools nearest them in point of distance. This could be
extremely significant in rural areas of the state.
One of the most fruitful field trips of the Director was into Lee County. Here there
is a total Negro population of lgO and about 5,000 whites. The Director spoke to the leading
civic club in town in the interests of school desegregation. He interviewed members of the
school board, clergy, welfare, and other leading citizens.
Just a small push from the
Negro community should cause the schools there to desegregate. As a result of this trip
we now have the Improvement Association in Pennington Gap. A few influential whites are
also working locally there to help the situation.
Time and space will not permit me to go into detail about the school activities of the
Director other than to say that he has actively sought to encourage the parents of children
seeking admission to the public schools. He has met with members of the school administration
in troubled areas aid has sought to dispel rumors and untruths and to provide facts to those
\dio are seeking solutions to the problems. The action of the state Pupil placement Board
in not turning its functions over to local boards is now under investigation.
The Sit-ins or Student Protests
On February 22 of this year the student protests came to Virginia with the attempt to
secure service at Thalhimers in Richmond. Thirty-four Virginia Union students were arrested

�- h as a result of this attempt. The VCHR went on record that day as being in sympathy with
this movement, thus becoming the first organization in the state to endorse the sit-in move
ment. Since that date nearly all the chain stores in the larger cities of the state have
desegregated. Recently the YWCA cafeteria in Norfolk was closed by segregationist pressures.
It was opened through the efforts of the Norfolk Council on Human Relations and others working
in concert. The Director and several state board members recently had the first integrated
meal there since the reopening of the cafeteria. The VCHR has operated in the following
ways in the sit-ins: (a) We have sought out the owners of businesses and talked with them
about the justice of the sit-in movement and the fact that most of their fears of lost
business are groundless; (b) We have worked with student protest leaders in supplying them
with information on the sit-in movement throughout the South. W e have shared with them
examples of successful techniques which have worked in other places; (c) We have sought
to convince mayors and councilmen to appoint bi-racial committees to work out the problems
in each specific area of tension: Two important bi-racial committees which are the result
of Council action or Council leadership are the Richmond and Lynchburg bi-racial committees.
We have sought to bring the experience of the human relations approach to bear on the
activities of people who are seeking human justice. The VCHR pointed out that it was
dangerous for a minority group to picket another minority group alone— this caused the
inclusion of other people and other stores in several instances and prevented much hard
feeling. W e see the non-violent approach of the student protest as a continuing movement
in Virginia until equal treatment is accorded to all people in the state in all public
areas.
Public Libraries
Most public libraries in the larger cities have been non-segregated for many years.
Two of the most glaring exceptions were Danville and Petersburg. In Petersburg the VCHR
was influential in securing the public statement of Mrs. Robert Claiborne, a member of VCHR,
and one of the donors of the Petersburg library. We are glad to report that these libraries
are now open to all the public although with some rather absurb obstructions. Two members
of the Richmond area council went to jail in the Petersburg library suit— Rev. R. G.
’
Williams and Rev. Wyatt T. Walker. None of the sit-in demonstrations has resulted in violence
except some minor violence between teen-agers in Portsmouth early in the spring. Without
violence, Negroes in Virginia have achieved in less than one year rights which had been
denied for almost one hundred. A careful evaluation now needs to be made of the remaining
segregated facilities in Virginia.
The Local Councils
Councils which are thriving are now established in Fairfax County, Arlington, Alexandria,
Fredericksburg, Charlottesville, Lynchburg, Blacksburg, Richmond, and Norfolk. Councils
which need additional help at this time are the Peninsula council at Hampton and the Prince
William council. Live groups which have worked closely with the VCHR are the Loudon County
Community Group at purcellville and the Williamsburg Community Council. We might also
mention the Prince Edward group and the small group working in Lee County. The Director
has sought to work with these councils in the following ways:
1.
Program planning. The Director has met individually with many 'of the leaders and
sought to plan the yearns programs. The most significant step in this direction was the
Program Planning Workshop held in Richmond on September 10 with a group of outstanding
consultants. Among them were Paul Rilling, Harry Roberts, Robert Kohler, Miss Dorothy
Hampton, and others. The Director has sought to make available to local councils the programs
and plans of other councils in other parts of the state. A speakers bureau has been formed,
and well known speakers both in the state and others have been made available to the local

groups. Resource persons are also made available to local groups along with literature in
the field of interest. The state office has dozens of calls about programs and possible
programs each week. One key source of program material for the local councils has been the
Government Affairs Institute in Washington. This is a part of the State Department and has
charge of foreign visitors in our country. The VCHR has secured several African speakers
of note through this agency. Anyone desiring to have an expert in human relations from a
foreign country to speak to a local group should contact the state office.
2. Program Building through'Workshops and Institutes. In May of I960 the VCHR secured
the services of Dr. Galen Weaver, head of the department of race and cultural relations of
the United Church ofCChrist, as a consultant. We did this through the help of the Southern
Regional Council's consultant program. Dr. Weaver with the help of local leaders in each
area conducted workshops in Norfolk, Petersburg-Hopewell, and Blacksburg. The direct result
of this was the first breakthrough in the Hopewell-Petersburg area, where for the first
time we have secured white members of the VCHR. The work bore further fruit when the inter
racial fellowship of ministers of Petersburg and Hopewell set up another workshop for
November 1 of this year. This group had the assistance of the VCHR and Southern Regional
Council personnel and was a decided success.
3. Program Building through Outside Agencies. The VCHR has drawn heavily on the
resources of other agencies in building a program in the local councils. Especially helpful
have been the American Friends Service Committee, the Anti-Defamation League, the American
Jewish Committee, the NAACP, the Urban League, and others. In areas of concern where we
could work together we have sought to provide a solid front with these organizations in
bettering human relations. The Anti-Defamation League has been especially helpful in
providing program materials to us and in its Director helping with local programs of councils.
The local councils can be strengthened more yet by a closer coordination with the state
office. A list of projects, programs, and personnel planned as speakers would be helpful.
We have every reason to believe that in the near future the number of local councils will
increase. Fredericksburg joined last month. Williamsburg had over 300 present at a meeting
in October where the VCHR provided the program. This group should become a part of the VCHR
before many months now. An active group in Bristol may become a part of our group within
the next year.
Membership and Office
The state office of the VCHR is charged with maintaining and securing the membership
of the VCHR. A record of each individual membership is maintained in the state office
together with a record of all membership dues, contributions, and the information of the
list of subcribers to New South, the magazine of the Southern Regional Council. It is the
purpose of the state office to keep the membership informed of (a) the activities of local
council groups, (b) activities of the state office, (o) general conditions in the field of
human rights in the state of Virginia. This has been done by means of (a) direct communica
tion to leaders of local councils, (b) general letters to the membership, (c) the Newsletter
of the VCHR. With the addition of Mrs. Dorothy N. Michael to the staff we feel that this
work will become even more efficient in the future. Mrs. Michael is in charge of the office
and all correspondence about literature. Newsletters, or New South should be sent directly
to her.
Research
The VCHR conducts a continuous research into the public sfchools of the state. We are
constantly seeking information and amending our figures on the latest school desegregation
news. We also seek constantly to keep abreast of the current status of the sit-ins and the

kneel-ins in our state. During the past year we published in cooperation with SRC the story
of the Norfolk school closing. Crisis in Norfolk by Jane Reif. This pamphlet has gone to
every section in the U. S. It has been printed in Braille and is now catalogued in the
Library of Congress. We are working closely with the AFSC in securing facts about Prince
Edward. The VCHR has been asked to write the story of Prince Edward. This request came
from a group of inter-agency professionals representing national organizations.
Consultant Services
The Director of the VCHR has spoken during the past year to the following churches:
Unitarian in Lynchburg and Richmond, Methodist in Hampton,and Waverly, Congregational
Christian in Richmond, and others. Most of these speaking engagements have been in white
churches. He has addressed the Civitan Club of Pennington Gap. He has been invited to
participate in a South-wide Social Action Institute of the United Church of Christ. He has
spoken to nearly all the local councils and has been a speaker on five college campuses
during the year. He was consulted in the school situation in Front Royal, Galax, Floyd
County, Pulaski, Wytheville, and Richmond. He was consulted by students in the situations
in Portsmouth, Norfolk, Richmond, and Northern Virginia. He has consulted with school
principals, superintendents, and law enforcement agencies. He has consulted with leaders
about the library situations in Danville and Petersburg, about the 1WCA closing in Norfolk,
and about the Norfolk Museum problem. He has participated in workshops in Norfolk and
Richmond and has lectured on human relations to five college classes in sociology. The
Director looks forward to even greater usefulness as colleges and groups become more and
more aware of the resources we offer in human relations. The Director has been a prime
mover in the establishment of the Collegiate Council on Human Relations in Richmond.
Maiik Program of the VCHR
1. To work with local councils in implementing human relations programs in communities.
2. To secure and disseminate information about human relations throughout the state and
to all interested parties anywhere.
3. To provide educational materials to local councils and interested persons in the state,
l . To plan programs, conduct workshops, and hold conferences in troubled areas of the state.
l
5. To consult with leaders in areas of tension and to seek just solutions to the problems
of racial tension wherever they may be found.
6. To cooperate with Southern Regional Council in research projects in human relations,
securing facts about race relations throughout the state.
7. To cooperate with oilier inter-group agencies in programs whose aims are in accord with
those of the VCHR.
8. To provide consultant service to local groups, government and community agencies in our
field of endeavor.
9. To seek to organize new local councils on human relations in Virginia where there seems
to be enough local initiative to warrant this step.
10. To work with schools and colleges to establish human relations councils on their campuses
11. To work as consultants to those who are seeking to break down the barriers of segregation
12. To encourage law and order among all people in the state, realizing that our aims be
reached through lawful and legal means.
Areas of Concern of the VCHR
1.
Schools. Our first area of concern is the schools. Great progress has been made here,
but a still greater challenge lies ahead. In future months school integration will be
greatly accelerated. This in itself will increase tensions in some communities. It will
call for new and better communications. It will call for realistic' human relations
approaches, if we are to change the minds of the school people and of many parents as well.
We see our role as one of encouraging parents of children who are pioneering in this area;

of seeking to safeguard their interests and give factual information about their progress.
2. Housing. Fairfax County council has made a study of housing. We are currently making
a study of housing in Richmond. VJe consider this one of the key issues of our day. Through
efforts of our council members the Washington Post has eliminated the terms "colored"
and "white" in its advertising of housing. Our office maintains contacts with the Federal
Housing Authority and other agencies which are working in this field.
3. Employment. VJe have worked closely with the Presidents Committee on Government
Contracts, the President's Committee on Government Employment, and the Urban League in
this area. VJe feel that employment is the real key to desegregation. If jobs with money
and status are available to all people it will simplify the process of achieving our other
goals. We have worked closely with Richmond organizations in trying to break through this
barrier.
i . Public Facilities. We have made surveys and assisted in surveys of public facilities
t
in Virginia and have often been quite pleased and surprised with some of the results.
A. Accomodations.... most hotels in Virginia are still closed but most hotel managers
interviewed expressed a willingness to open their quarters, but none wanted to be first.
B. Transportation.... this problem is just about licked with the exception of a few
isolated rural places where there are still practices of seating from the rear. Nearly
all the bus and plane terminals are open to all people, including restaurants. The trains
are far behind, but this makes little difference to the public as fewer people are using
these facilities.
C. Entertainment and Sports.... here is a wide open field of endeavor whose surface has
been scarcely scratched. In the movies the greatest discrimination exists. No Negro
can see a really good movie when it comes to Richmond; he must either go to Washington or
see it months later. Several cultural facilities are now opened or are in the process of
being opened to all people.
D. Services....we still suffer from all white barber and beauty shops; from white and
colored waiting rooms in many doctors' offices.
E. Medical Facilities.... we are still under the villianous practice of having to have
two doctors to be admitted to some hospitals. Efforts are being made to break down this
barrier.
$. Governmental Practices. A. Voting and Registration.... voting is made difficult in
Virginia, because registration occurs only on certain days. This practice is being
effectively used to discourage a larger electorate (in all fairness it must be said that
it discriminates against people of all races).
B. Use of National, State, and Local Facilities.... right now this means simply the use
of National facilities. State parks and local parks deny their services to all people.
C. Police practices.... in this we are much better off than other areas. However, the
civil rights of people have definitely been denied in Virginia by the police. These
instances are being documented.
D. Welfare practices.... in the cities we have generally found decent welfare practices,
gradually deteriorating as one goes into the rural areas.
6.
Religion. Religion is an area of great concern. This is especially true since the
advent of the kneel-ins. Many ministers are working under terrible pressure in our
state. Our office is trying to work with existing groups of ministers, with the councils
of churches, and other groups which are concerned with maintaining lines of communication
between the churches of all races. The church is at once the weakest and strongest link
in the issue in Virginia.

The undersigned Arlington citizens and parents,
alarmed about the future of our public schools, have
been considering ways and means to assure maintenance
of public education in Arlington next fall. This is
necessitated by the prospective application of Virginia
State laws closing schools under Federal court action
outlawing segregation. For this reason we have formed
an interim Organizing Committee to Preserve Public
Schools, and we invite all like-minded persons who
share our concern to join with us. We shall see that
the public is kept fully informed on developments in
this matter.
The Organizing Committee has concluded so far:
1. We are determined to pursue every legal means
to keep public schools open.
2. We are here concerned neither with perpetuat­
ing segregation in schools nor hastening integration.
3. We oppose entrusting public education to
private hands having no responsibility or accountability
to the general public.
We have faith in Arlington’s ability to meet
its public education problems.
5. We recognize the excellence of the teaching
and administrative staff in Arlington schools. We as­
sure them that the community values its educational
system and that it is determined to maintain its public
schools. We urge Arlington teachers to stand with the
community in the days ahead.
Persons wishing to affiliate with the Committee in
this effort are asked to write or telephone any of the
undersigned.

day, May 1.

wishing to affiliate with the Committee" are asked to
write or telephone any signer of the statement.
You may get a number of 'phone calls or letters
from interested persons. If you do, please keep a record
of them as we are anxious to have as complete a list as
possible of people who are especially interested in the
Committee's efforts.

ed to keep a master list of all interested persons and you

�STATEMENT FROM MINISTER® OF ARLINGTON:
The proposal which came from the School Board recentl^ffor the desegregation of
Drew and Hoffman-Boston Elementary Schools does not represent total community con­
cern, and responsibility for a sane educational policy on the part of the members
of the School Board.
The proposal is totally unacceptable to Citizens of the Drew and Hoffman-Boston
Communities and to all people of Arlington County who are concerned about effective
education and peace and harmony throughout the community. Desegregation must involve
responsibilities and inconveniences to Blacks and Whites. No plan which suggests that
Black Communities have a stigma which makes them unfit, unsafe, and unacceptable to
Whites will be embraced by Blacks now, nor at any time in the future.
Desegregation in the Seventies must not involve the phasing out of Black Schools
and the one way busing of Black Children. Drew School represents a tremendous
investment of the tax payers money, it is an air condition building containing
facilities for effective training, it is large enough to accommodate a goodly number
of students and citizens all over the County are determined that this facility will
not meet the fate of othet buildings that were located in Black Communities.
There are massive problems involved in the proposal which the School Board has
presented. The matter of employment of teachers and other personnel has not been
carefully consideredi The attitudes of parents facing the possibility of having
their six (6) year old Rid bUsed clear across Arlington County was either ignored
by the Board or not cohsidered valid I
Citizens in positions of responsibility have an obligation to weigh carefully
any proposal which they offer to the public. They must make sure that they do not
become instrumental in creating ill will between races and communities.
Plan Four (A) which has been overwhelmingly endorsed by Citizens of the Drew
Community and other Organizations of Arlington County represents the true spirit of
desegregation, and places the responsibility where it rightly belong,, on Citizens
of both races.
It involves six (6) Elementary Schools that are in close proximity
to each other and requires busing in and out of the Drew Community. A similar plan
has been approved by the Hoffman-Boston Community and has the endorsement of a
cross section of concerned Citizens. These plans should have public hearings
immediately.
We call upon the County School Board Members to
R^ggffMyyxyxxffmnrYyxyyarxYwgKyxXKaXKKXconsider the imperfections and inconveniences
which your proposal places upon Black Citizens of Arlington County; and to under­
stand that Black Citizens will not under any circumstances accept your proposal.

STATEMENT OF POLICY ISSUED BY THE ARLINGTON COUNTY
SCHOOL BOARD CONCERNING CURRENT LITIGATION SEEKING INTEGRATION
OF DREW AND HOFFMAN-BOSTON ELEMENTARY SCHOOLS

The School Board has held many lepgthy conferences with its attorneys on
the suit instituted by parents in the Drew School area asking the federal
courts to require further integration in the Arlington School System. A
consultant attorney experienced in this field participated in these conferences.
The School Board was eventually advised that the recent Supreme Court
decisions and subsequent decisions by the United States Court of Appeals for the
Fourth Circuit, which includes Virginia, make it clear that the ultimate result
of that case would be a federal court order requiring the Arlington County School
Board to take further steps to integrate its school system into a unitary system.
The School Board has worked with the staff and the attorneys to develop a
plan for integration of the two schools which would best meet not only the
anticipated legal requirements but also the best interests of all Arlington
students and of the community as a whole.
During this process the School Board instructed its attorneys to consult
with the attorneys for the plaintiffs in order to try to reach an agreement
on a desegregation plan that would reduce rather than increase tensions. Several
meetings and conversations took place, but no agreement was reached.
The School Board discussed many times the possibility of inviting the public to take part in the development of a plan. For some weeks, consultation between
our respective attorneys looked like a better procedure; by the time it became
clear that further consultation would be unproductive, there was too little time
for meaningful public participation.
For this reason and because of the legal
and technical complexities, the Board decided that the obligation and responsi­
bility could not be so shared, nor would the community benefit by public discussion
of an issue of this nature, especially under these circumstances.
The Board will release tonight the plan it has developed.

Briefly stated:

The students in grades 1-6 of Drew and Hoffman-Bos ton will be assigned to
elementary schools throughout the Arlington School System. Kindergartens will
continue at both Drew and Hoffman-Boston. No present school boundaries will
be changed.
A school will not be assigned students in such numbers that its
total enrollment will exceed its rated capacity by more than 5%. Every elemen­
tary school will be integrated.
In future years, students advancing from an
elementary school will attend the junior high school or schools serving that
elementary school and then to the senior high school or schools serving that
junior high school.
During the coming year the School Board will develop plans for a model
school to be located in the Drew building and operated on an integrated basis.
We hope that imaginative new approaches to elementary education and smaller

classes will attract many parents who wish their children to have this
type of education which we cannot now maintain in all schools.
Time
does not permit the planning, nor are the funds available, to implement
the model school concept by the beginning of the new school year in
September, 1971. However, the School Board is very willing to explore
this possibility on a reduced scale.
It is planned that the Drew School
facility will be used for the Montessori pre-kindergarten, the Drew
kindergarten, adult education, and for other school programs; the HoffmanBoston building will be used for the Hoffman-Boston pre-kindergarten,
kindergarten, and for the 7th grade of Thomas Jefferson Junior High School.
The details of our plans are being made available to the news media.
Summary sheets will be placed on the table outside the door for interested
individuals.
The full details will soon be available at the information
desk in the lobby of this building.
They will also be mailed in response
to a phone call to the Information Office— 558-2838.
Speaking for the Board as Chairman, I now move (1) that we instruct
our attorneys to file with the U.S. District Court the plans described in the
staff memorandum and documents of today’s date, and (2) that we instruct the
staff to proceed to carry out the plan.

�SECTION II

Guidelines to be Used in Desegregating Drew and Hoffman-Boston
Elementary Schools

1.

Drew and Hoffman-Boston kindergarten students will remain at Drew and
the Thomas Jefferson Annex (where Hoffman-Boston students are presently
housed).

2.

Drew and Hoffman-Boston students for grades 1 through 6 will be assigned
to other elementary schools:
a.

When the added students, would not cause the receiving school to
have an enrollment exceeding its established rated capacity by
more than 5%.

b.

At a ratio of black to white of as close to 11% as is practical
within a range of 7% to 15%, with the exception of the following
elementary schools whose present attendance areas enroll more
than 15% black students:

Fort Myer, whose ratio is approximately 18%

(3)

George Mason Center, whose ratio is approximately 19%

Glebe, whose ratio is approximately 22%

Patrick Henry, whose ratio is approximately 18%

Family groupings will be taken into account in assignment to a particular

Transportation will be provided as needed.

We do appreciate the delay in your action on Dr. Cuban's
recommendation of February 26th on the subject of proposed
changes in P-scale seniority.

At the School Board Meeting

when this recommendation was an agenda item the AASAS rep
resentative did make a statement saying that the seniority
idea was not the big issue, and that the real concern is job
security.

The whole problem of a diminishing school population

ana the decrease in positions available is a very difficult
situation to meet and so we P-ecala employees are very cogni
zant of the problems you face in dealing with the situation.
We have found it very difficult to come up with any one
proposal, or a set of proposals, that would provide any im
provement over our P-seale subcommittee1s previous report on
this subject to' the Superintendent.

T h e o b j e c t o f the F e d e r a t i o n , a s s t a t e d i n our C o n s t i t u t i o n , is
take a c t i o n to prom o t e t h e g e n e r a l w e l f a r e of A r l i n g t o n C o u n t y . "
T o t h i s end, t h e F e d e r a t i o n h a s d u r i n g t h e p a s t f e w y e a r s
b a c k e d t h o s e m e a s u r e s w h i c h h a v e r e s u l t e d in so m a n y of the r e f o r m s
that this County needed.
W e endorsed a n elected School Board; a
merit s y s t e m for County employees; a s trong Public Utilities C o m m i s
sion; t h e e s t a b l i s h m e n t o f C i t i z e n s A d v i s o r y C o m m i t t e e s , to w h i c h i n
cidentally w e have c o n t r i b u t e d a substantial n u m b e r of members well
q u a l i f i e d to r e n d e r o u t s t a n d i n g s e r v i c e to t h e com m u n i t y ; a n d
f i n a l l y C o u n t y B o a r d m e m b e r s w h o f r o m t h e i r y e a r s of exper i e n c e in
the Federation have had a b e t t e r knowledge of the civic needs of
Arlington than any of their predecessors.
Arlington was prospering,
its governmental m a c h inery w a s b e c o m i n g s t reamlined and i t h a d g a i n e d
n a t i o n w i d e r e c o g n i t i o n as a m o d e r n urban c o m m u n i t y .
Its bonds we r e
e a g e r l y s o u g h t as its c r e d i t w a s s o u n d .

seeker, a l l p r o g r e s s i n the C o u n t y w a s s u d d e n l y brought to a s t a n d

people.
Tonight, as we r e a d our n e w s p a p e r s , w e do n o t even k n o w
that our sc h o o l t e a c h e r s w i l l receive th e p a y that is r i g h t f u l l y
t h e i r s at the en d of t h e m o n t h .
T r u l y c o n d i t i o n s in A r l i n g t o n are
chaotic.
Y o u r frie n d s and mine say "What can w e do?".
W e s e e m to b e i n
a state of frustration.
A r l i n g t o n is n o t a c i t y b u t a c o u n t y a n d i t s
l e g i s l a t i o n h a s to come f r o m R i c h m o n d .
We have a team Fenwick,
M a g r u d e r a n d D a m m w h o s e d u t y i t i s to f i g h t f o r t h a t l e g i s l a t i o n
which t h e p e o p l e of this C o u n t y want.
We h a v e to d e p e n d o n t h e m to
introduce bills that cannot be attacked.
Last January the Federation
a p p e a l e d t o t h e m t o i n t r o d u c e l e g i s l a t i o n w h i c h , if e n a c t e d , w o u l d
have a v e r t e d the present situation.
This t h e y w e r e u n a b l e to do.

Dear Fellow Member A substantial increase in our membership is one of our most impor­
tant immediate needs. Nothing can more conclusively demonstrate the
overwhelming sentiment of the community than the enrolling of thousands
of citizens as members subscribing to the policies and principles of
the Committee to Preserve Public Schools.

May 22, 1959

From the By-Laws of the Arlington Committee to Preserve
Public Schools; Section 11, (adopted June 12, 1958* )•
*
"This committee shall be terminated one year
after its formation unless the membership
adopts a resolution specifically providing
for its continuance and its later termination."

At a meeting of the Executive Board held May 10, it was strongly felt
that the Arlington Committee to Preserve Public Schools should continue in
existence for at least one year and possibly longer. The following resolu­
tion is therefore being put before you - via the U. S. mails - for your
approval or disapproval:
"In accordance with Section 11 of the By-Laws be it resolved
that the Arlington Committee to Preserve Public Schools be continued
beyond June 12, 1959 for at least one year and not more than two
years unless the membership adopts a resolution specifically providing
for its continuance and its later termination."
Will you please vote on the enclosed postcard and return it promptly?
Two spaces are provided so that husband and wife may both vote on the same
card. Ballots postmarked later than June 5 will not be counted. No post­
age is necessary.
Following are some of the reasons why the Board recommends passage of
this resolution:
1. The Perrow program is completely unsatisfactory to the extremists
in the state and they will be back at the i960 legislative session with
renewed efforts to close the schools. The fact that - state-wide - we were
an organized, vocal group of 25,000 people adamantly against any effort to
close or damage public schools helped immeasurably in this last crisis, and
this organized citizen pressure is still needed.
2. We don't know what is going to happen. We don't know what turn
the private school movement will take. We don’t know what this year's
elections will show. We don’t know what litigation will come or what it
will determine. The present legislation is untested in the courts, for
example - tuition scholarships! We may need to be ready to move firmly and
quickly in several directions.
Arlington's help continues to be needed from time to time by the
Virginia Committee for Public Schools with which we are affiliated. Obvi­
ously our success in maintaining our public schools here without crippling
limitations is largely dependent on state policy. Hence the following
points are relevant to our situation:
(a) There is still a demand for our help in organizing local
groups before a crisis occurs in their areas.
(b) Some of the Perrow bills could result in serious damage to
the public schools in the state, indirectly affecting Arlington. The
compulsory attendance compromise and the bill permitting the sale of
school buildings are examples, A locality can, if it chooses, strip
its public schools down to a mere skeleton and refuse to put up the
matching funds for support of those schools.
At the top of the next page are two quotations which support this need
to maintain an organization here to tie in with the State Committee.
You will also find a Treasurer's Report covering our entire year of
existence.
May we remind you of the importance of your vote at the primary
(July lU) and the general election in November for representatives from
Arlington who agree with us that the public school system must be kept
intact.
