When I hear from Hollin Hills, I'll send you more.
I an; eager for
that group to have representatives in the HAACP, and of course to
know about and share the Clearing House information. Emily De Silverg., already on your list, is one of these.
When can we be less busy? I th'nk maybe I'm through teaching (pre­
liminary to Pakistan, though Pakistan is no more a certainty for us
now than it was months ago); but I may find mysel^ at it again come
September. And now, of course, the rush till Juhe is upon us. But
I do want to see something of you— I'll keep hunting for a time.

Report of Committee on Education for 7tn District.
Now that the Supreme Oourtot' the land has outlawed segregation
in education,recreation and interstate travel it is the opinion of
this committee that individuals and groups can and must do those
things that will encourage easy transition from the mored of a pass­
ing era to a future status of acceptance and good will between peo­
ple of varying races, and creeds
To this end this committee has
made the following intercultural or intergroup suggestions.
1. Collect and make available literature that may be heirful to
understand the problems of integration and ways and means of making
it effective.
2. Distribute this literature where it will do most good among white
and colored groups.
3 Encourage officers and members of the NAACP to read and discuw
issues with a view to better understanding of ways to help integration
4. We suggest that NAACP Branches try to encourage good will between
peoples in this trying cericd. This suggests that now the law is
on our side that we be tolerant of the efforts of others to adjust
to e changing pattern of living, Both Negroes and whites must strive
to meet the challenge.
For one group the hatreds of the past must
be forgotten and the timidity occasioned by years of denial must
be overcome. For the other let us help them realize the benefits
to be derived to their children and to the nation as a whole,
5. We suggest that Negro leaders seek to present the present ideas
favoring integration and to dissipate fears.
We must urge white citi­
zens and groups-religious,civic and educational to discuss with
Negro leaders these problems,
S, We recommend the formation of a brief appeal to ministers and
church men and women urging them to implement the resolutions than
have been adopted by the leading church groups in favor of a de­
segregated society.
7, We recommend that teachers and teacher groups be urged to engage
in study groups and workshops to learn attitudes and practices suited
to the.making of adjustments to meet the overall cnallenge
8, We recommend that PTAe assume the responsibility of interpretation
of these problems to parents with a view of overcoming hostility
to colored or white teachers and the mingling of both races in scnoo&amp;s
9, n e recommend that the Seventh District send a coremittee to discuss

with State Senator FenwicKt and other members of the Governor's Committee
to encourage liberal consideration of plans to de-segTegate
10 We seek other intercultural suggestions from members to add to

The Rules and Procedure Committee respectfully renders the following report
to the delegates of the 20th Annual S tate Convention fo r th e ir consideration and
adoption:
1# Convention Marshalls; The Committee'recommends th a t the several sessions
of th is convention be. in charge of persons designated as .Convention M arshalls.
The duties of the said Marshalls shall.be?

(s) To see th a t.a ll sessions s ta r t

To see th a t the presiding o ffic er holds the discussion to the

sp ecific topic, and (c) To generally supervise the conduct of the convention so
as to keep i t running smoothly.
2.

Time lim itatio n on.Moderators, Discussants and e tc : In order to assure

democratic p articip atio n by a l l in convention proceedings, the following lim ita­
tio n s are recommended:
A, Moderators Of Work Conferences and Symposiums w ill be allowed a
maximum of 10 minutes to introduce the subject,. They w ill keep
in mind over-all time lim itatio n s, and govern themselves accor­
dingly,
B, Each discussant w ill be allowed a maximum of 10 minutes to cover
his specific phase of the subject.
C, During delegate p articip a tio n in discussion each delegate w ill be
allowed a maximum of two minutes to frame a specific question,
D, Questions arisin g from the convention f le e r must be directed to
a specific person th a t i s , the Moderator, a specific Discussant
or Consultant.
3.

Introduction of Speakers : The Convention Marshalls sh a ll consult with

these persons programmed to introduce speakers and suggest th a t introductoryremarks be confined to not more than 7 minutes each,
1), Duties of Delegates: Delegates named to any one of the several Con­
vention committees, w ill - i f they find i t impossible to give f u ll service to
the committee - immediately make such in a b ility known to uhe Chairman of bis or
her committee and to the President of the eonfermce and thereby excuse himself
or h erse lf from fu rth er service or obligations.

�$. A ll resolutions musu bo submitted in w riting to the Chairman of the
Resolution* Committee. The deadline fo r receiving such resolutions w ill be Li*00
P, M., Saturday afternoon.
6. The f i r s t plenary business session of the Convention w ill begin a t 9:00
A, M., Friday morning, October 7th. A ll Convention transactions by th is session
sh a ll be considered as o f fic ia l Convention business, and sh a ll be binding on a l l
reg istered delegates present and a l l delegates who subsequently re g is te r,
7. The closing plenary business session of the Convention w ill begin
promptly a t 8:00 A. M,, Sunday morning, October 9th in the auditorium of the
Jefferson Elementary School. Delegates who are not present and in th e ir seats
a t the opening of the r o ll c a ll w ill be declared in e lig ib le to p articip a te in
th is session.
8. Any convention matters not covered by the foregoing ruleswlllbe controlled
and governed by Robert!s Rules of Order.
