                    <text>PROGRESS OF COLORED AMERICANS IN METROPOLITAN WASHINGTON
First it should be understood that the following comments are fragmentary.
Even Who's Who in Colored America, a volume of over 3,000 biographies, is woefully
lacking in many areas.
Despite legislative barriers and prejudicial practices in America, the
progress of the Negro has been phenomenal. Because the press does not emphasize
the social, civic, and economic life of the Negro, while at the same time it does
place undue emphasis on delinquency and the identification of criminals by race,
few average citizens can learn of the culture and standing of the Negro in society.
This, of course, tends to perpetuate a concept of the Negro which is far removed
from reality.
At the present time especially grave concern is developing in other
countries over this inconsistency; and with the world becoming smaller, this can no
longer be concealed.
As an example, the following may introduce for the first time some, out­
standing Negroes in Metropolitan Washington who should already be known to you.

Education - In November, 195^ there were in the public schools of Washington, Ul ,358
white children enrolled and 6 ,501 colored children taught by 1677 white and I9U 3
U
colored teachers. The great majority of these have A.B. degrees, and more than onethird have A.M. degrees or higher.
Locally, colored students are attending Howard University, Catholic University,
American University, Georgetown University, George Washington University and Wilson and
Miner Teachers Colleges. Under the leadership of President Mordecai W Johnson, Howard
University has advanced to rank among the foremost institutions in the country.
Negro Homes - Since the Supreme Court invalidated restrictive covenants, Negroes have
purchased homes valued up to $60,000. Many have moved into m o d e m homes in the far
northeast section of Washington.
In the northwest section, $20,000 and $30,000 homes
have been sold to Negroes and are being kept up in accordance with the high standards
of the neighborhood.
In the older part of the city, large houses receive migrants from farms and
slum clearance projects. Owners charge these people high rents, make few repairs, and
crowd in a dangerous number of tenants
Thus a constant cycle of slums is created for
which a hapless minority are often unjustly blamed.
Although colored citizens of means and culture do not move from the city to
the suburbs, Negroes in many parts of metropolitan Washington live in good homes
surrounded with accommodations for high cultural living. A reason for the lack of
outmigration is the existence of segregation and exclusion from theatres, restaurants
and public recreation places.
Negro Churches - No group in America subscribes more heartily to the tenets of
Christianity than the Negro. Even when slave holders decried the teaching of
Christianity to Negroes and forbade them to assemble at church meetings, they found
ways to worship and to develop preachers. Some of these preachers who saw the incon­
gruity between slavery and Christianity were foremost leaders in rebellion against
slavery.

�It has 1)0611 estimated that in Washington there are 200 Baptist congregations,
60 Methodist, 7 Episcopal, 7 Catholic, 3 Congregational, 3 Presbyterian, 2 Lutheran and
many other denominational groups. Some of these churches record nearly 5,000 members.
As the white population moved northward and out of the city, Negro congrega­
tions have bought up many of the larger, modern church buildings.
Many of the Negro
ministers are highly trained theologians. Among the best-known ministers are: W. H
Jernagin, E. C Smith, C . T. Murray, Jerry A. Moore, Joseph A. Edwards, Jas. 0. West,
Dillard Brown, J. L. S. Holloman, Robt. Johnson, Robt. Pierre Williams, Robt. Williams,
Smallwood Williams, J. F Whitfield, A. F. Elmes, G. D. Robinson, C. Shelby Rooks, and
R. L. Jeans. Some ministers have presided over or held high places in the synods or
associations. Besides affiliating with interracial associations of ministers, the
Negro clergy have their own denominational organizations and training conferences.
It
has been conservatively estimated that over 50 P®r cent (or about 150,000) of colored
citizens in D. C belong to some church. The work of many of these ministers and
church members extends to welfare and social agencies.
Lawyers - There are more than 300 Negro lawyers in the metropolitan area. The Washington
Bar Association (colored) lists approximately 200 members.
Colored lawyers practice before
the Supreme Court of the United States and down the .line. Among the best-known lawyers
are: Geo. E. C. Hayes and Jas. M. Nabrit, who argued the recent D. C segregation case;
the Hon. Jas. A. Cobb; Perry L. Howard, National Republican Committeeman; W. S. -Thompson,
President of the Washington Bar Association; Margaret Haywood, J. C. Waddy, Frank Reeves,
and many others.
Quite a few lawyers hold appointive positions. Some are serving in the
Department of Justice, on various commissions, and in other Government Departments.
Austin Fickling, Joel D. Blackwell, and Harry T Alexander are Assistant U. S. Attorneys.
Among the Assistants of the Corporation Counsel are: Julian R. Dugas, Carl Coleman,
Hubert B. Pair, and Robt. H. Cimpbell. There are two colored Judges, Armond W. Scott
and Andrew J. Howard.
Howard University Law School (whose dean is George Johnson), has graduated
some of the most outstanding civil rights lawyers in the Nation and most of the Negro
lawyers now practicing.
Physicians - Howard University Medical College, headed by Dr. Jos. L. Johnson, graduates
most of the Negro doctors. All over the country Negro physicians have made enviable
reputations in their communities. Nor is their practice confined to minority groups.
Here in Northern Virginia, two colored physicians number hundreds of white families
among their patients.
Two hundred and ten colored physicians are listed as members of the MedicoChirurgical Society (counterpart of the District Medical Society - white). Recently
colored physicians have been eligible to membership in the formerly exclusively white
societies in Washington, Virginia and Maryland. Forty-two colored doctors are currently
members of the D. C. Medical Society. Several Negro doctors are members of the Virginia
Medical Society.
For years Negro doctors were not permitted to serve on the staffs or follow
their patients into the Washington private hospitals. Today Dr. Frank Jones and Dr.
Edward Mazique are serving at Georgetown Hospital and Dr. John B. Johnson, Professor
of Medicine at Howard University, has been added to the staff at George Washington
University. Many colored doctors, interns, and nurses serve at the D. C. General
Hospital. Dr. Harold M. Johnson is highly respected for his work at Arlington Hospital.
Dr. Howard M Payne is one of the best-known T. B. specialists in the area.
Dentists - Howard University's new Dental College, whose dean is Dr. Russell A. Dixon,
has a faculty of 1+0 teachers of whom six are white. Hundreds of dentists have been
trained at Howard and at Meharry College in Tennessee, the only two colored institutions
for such training. There are, however, a few white dental schools which have been
available for Negro students.
In Washington, D C., the Robert T. Freeman Dental Society lists over 100
members, most of whom are in private practice.
Some have national reputations.
Many
have white as well as colored patients
Both Negro doctors and dentists give time to
welfare and civic work.
Social Work - Dr. Inabel B. Lindsay is dean of the School of Social Work at Howard
University. The school haB an integrated staff of h white and 5 colored instructors.

�Currently Dr. Lindsay is Chairman of the D. C. Chapter of the A m e r i c a n A s s o c i a t i o n o f
Social Workers, which has never had a racial barrier to membership.
Some local
authorities in this field are:
Mrs. Annie Lee Sandusky, Consultant, U. S. C h i l dren's
Bureau; Mrs. Ruth Taylor, Medical Social Consultant in T. B. in the F e d e r a l Service;
Mrs. Mary Weaver, Medical S ocial Consultant wi t h the Federal S e curity Agency; Mrs.
Benita Lewis, Social Service Consultant, B u r e a u of Indian Affairs; Mrs. V i o l a Lee,
Supervisor, Field Services, Public Assistance Division; and Mr. Jas. Burrus, Fed e r a l
Vocational Rehabilitation Services.
Many others are doing w o r k in this field.
Engineering and Architecture - The new School of Engineering and Arch i t e c t u r e at
Howard University has 370 students enrolled in civil, mechanical, electrical, and
sanitary engineering, surveying and architecture.
Lewis K. Downing is dean.
T w o of the best-known architects and builders in the W a s h i n g t o n ar e a are
Archie A. Alexander, n o w Governor of the V i r g i n Islands, and Al b e r t I. Cassell.
Alexander's firm built the Whitehurst Freeway connecting K e y B ridge w i t h K Street,
Independence Avenue Bridge over the Tidal Basin, and many other large projects in the
metropolitan area.
Alexander and Repass have fulfilled contracts all over the country.
Cassell has built some of the large buildings a t Howard University, the M a y f a i r G a r d e n s
homes in northeast Washington and many other projects on the Atlantic seaboard.
Hilliard R o binson and Howard Mackey are prominent architects.
R o b i n s o n is
retiring this year from the Park and Planning Committee of Washington.
Mackey, at
present, is consultant to the University of Maryland Mission in B r i t i s h Guiana.
Gran­
ville and Howard Wood s o n are well-known engineers.
Granville is presently s erving as
assistant to the Superintendent of Public Schools Building and Grounds.
Science - Many Negroes are members of the American Association for the A d v a n c e m e n t of
Science.
Some hold responsible positions in the various sections.
Dr. W. Montague
Cobb, Professor of Anatomy at Howard Univers'ty, for two years was a vice-president
of the AAAS and Chairman of the section on Anthropology for several years.
Dr. H e r m a n A.
Branson of Howard University is a nationally known physicist.
Dr Jas. H. M. Hen d e r s o n
of Falls Church, an associate Professor at the Carver Foundation at Tuskegee, w o r k i n g
in cancer research, presented papers before the International S ociety of B o t a n y at
Paris and at Briancon, Switzerland, in 19p**»
Military Service - F r o m 1776 to Korea, Negroes have served their country faithfully.
Among the high-ranking officers living in the metropolitan area are two Ne g r o B r i g a d i e r
Generals, one active and one retired: BenJ. 0. Davis, Sr., w h o enlisted as a private
in the Spanish-American W elt and now serves on the Commissioner's A d v i s o r y Committee
and is a member of the National Battlefields Monuments Commission; and B
0. Davis, Jr.,
a graduate of West Point, w h o was recently appointed to the above r a n k af t e r serving
as an Air Force pilot and Flight Commander during World W a r II.
Col. Campbell Johnson, holder of the D S M and other honors served during
World W a r I. He organized and commanded the first R.O.T.C. unit a t How a r d University.
He is presently Assistant to the Director of Selective Service, and also Cha i r m a n of
the D. C. Board of Parole, Member of National Capital H ousing Authority, and P r esident
of the Washington Housing Association.
Col. West A. Hamilton served in the first W orld W a r and is pre s e n t l y a member
of the D. C. Bo a r d of Education.

MaJ. Albert J. Parker, Office of Secretary of Defense; MaJ. Jas. T. Tolliver, ROTC,
Howard University; MaJ. Joel G. Adams, Selective Service System; MaJ. Wm. D. Brooks, Jr.,
Selective Service System; MaJ. John J. Suggs and MaJ. Eugene Tyree, Air Force ROTC,
Howard University; MaJ. Edwin M. Henderson, Dental Corps, Ft. Bel v o i r and MaJ. Lucius E.
Young, Parole Review Board, A r m y and A i r Force.
Of course, there are many officers of the rank of Captain and Lieutenant,
living in and around D. C. Hundreds of enlisted men are serving in mil i t a r y units in
the Washington area.
Music and the Arts - Tc d d D u n c a n , singer and actor lives in D. C.
Wa r n e r L a w s o n . Dean
of the Music Department of Howard University, pianist, teacher, conductor r ecently
appearing as guest conductor of the National Symphony Orchestra w h e n the Howard Uni v e r s i t y

�Choir sang Orff's "Carima Burana" at Constitution Hell; the performance was hailed as
a welcome highlight of the 1955 musical season. Lillian Evantl, native Washingtonian,
has sung in many countries. Charlotte Wesley Hollomon of Washington, now living in '
New York City, made her debut in Town Eall last year, has sung in Washington and many
cities winning high acclaim of critics. Numerous teachers, composers and concert
artists make their homes in Washington.
Many musical entertainers received their early training in Washington.
"Duke"
Ellington, "Billy" Eckstine, and "Bill" Kenny of thw Ink Spots all attended Armstrong
High School and later achieved fame.
Art - Dr. Anne Cooke, director of the department of Drama at Howard University, has
attracted wide attention through dramatic presentations in this country and abroad.
Her group of "Howard Players" were the first troupe to be invited as guests of a foreign
country when they rendered a series of plays in Norway in I9U9. Owen Dodson, Professor
in the Department of Drama, is a poet and novelist of distinction. He was awarded a Guggen­
heim scholarship for work in Italy during I95U in recognition of his talents.
James A. Porter, director of the Department of Art at Howard University, and
Professor Lois M. Jones have achieved wide acclaim through graphic arts.
Government - All through the District and Federal services Negroes are making good.
Political appointees change with every new administration but bring to this city more
of the accomplished colored men and women from all over the nation.
Some of the workers at present in the federal or District government are:

E , Frederick Morrow. Advisor on Business Affairs, Department of Commerce; James M.
Nabrit, Legal Counsel to the Governor o r the Virgin Islands, and Member, Federal C on­
tract Compliance Committee; Miss Roberta Church. Minority Group Consultant to the
Secretary of Labor; Mrs. Robert L. Vann, International Development Advisory Board;
Scovel Richardson, chairman, Federal Parole Board; the Hon. Archie A. Alexander,
Governor of the Virgin Islands; Mrs. Jane Spaulding, of the Foreign Operations
Administration; Dr. Herman D. Scruggs, member, Board of Foreign Scholarships; D r .
Frank M. Snowden, Cultural Attache in Rome for U. S. Information Services; John
Roxborough, Jr., Consultant of Secretary of State; Dorsey Lane, Asst. Counsel, Foreign
Operations Administration; Howard H . Mackey, architect, with University of Maryland
Commission in British Guiana; Ralph Bunche. Deputy Secretary-General, United Nations;
Vernon Green, Legal Counsel, Post Office Department; Paul R. Willlaros. Advisor,
Committee on Government Housing Policies; Joseph H Douglass. Assistant to the Assistant
Secretary of Health, Education and Welfare; D r . Frank S . H o m e . Assistant to the
Administrator, Housing and Home Finance Agency; Thomas P. Bomar, Assistant General
Superintendent at Large, Post Office Department; Ruth V. Washington, Attorney, Depart­
ment of Labor; Julia P. Cooper, Attorney, General Services Administration; Lois Lippman,
Secretary of Charles Willes of the White House staff; John Duncan, Recorder of Deeds,
and James C. Evans, Civilian Assistant to the Secretary of Defense.
There are thousands of other colored citizens employed in the local or
federal government. Several hundred policemen up to the rank of Lieutenant serve
the D. C. and Federal Government, and more than a hundred firemen up to the rank of
Captain are in D C. employ.
Who's Who in Colored America - Among the 3&gt;000 biographies listed in the 1950 edition,
Negroes are found as: certified public accountants, chemists, actors, athletes, morti­
cians, newspaper men, nurses, physicists, mathematicians, opticians, oculists, radio
and TV specialists, realtors, scientists, sociologists, etc., etc. Negroes are also
anthropologists, agriculturists, authors, bank officials, biologists, botanists, college
administrators, business executives, engineers of all kinds, hospital administrators,
contractors, insurance executives and professionals of many' branches.
Only as operators of cars and buses and as sales people in the large depart­
ment stores are there practically no Negro employees. Some of the skilled trades unions
still bar Negroes. Since de-segregation in public education is now being processed,
the old excuse of "segregation in schools as a city pattern" cannot be used, and it is
felt that shortly Negroes of integrity and ability will be employed in the above-mentioned
fields.
When restrictions to decent living are removed from the statute books of
suburban communities, disbursement of Negro talent will alleviate saturation in the
Metropolitan area.

Tuesday, Jan. 29. The meet­
ing w ill be held at Mt. Salva­
tion Baptist Church. The in­
stallation ceremonies w ill be
conducted by Dr. E. 6 . Hen­
derson, state NAACP presi­
dent, who w ill also speak on
the objectives of the NAACP
in Virginia in 1957.

sistant for Workflow Control.
He is a member of St. John’s
Baptist Church .and has served
as superintendent of the Sun- .
day school for more than 25 i
years."

Mr. Minor has been active
in the fraternal and civic life
of Arlington for more than 30
years, serving as financial secretary of the Elk’s Lodge since
1925 and district deputy grand
exalted ruler of the Elk
Lodges of Northern Virginia
for the past eight years. He is
also a member of the Arlington Lodge No. 58, of the Ma' sons. He was first Adjutant

1194, American Legion and
founder of the Arlington Boys
Club. He has served as
president of the Arlington
Countywide Citizens Associa­
tions, president of HoffmanBoston PTA; and for the past

The Press and Publicity committee shall endeavor to secure publicity
in the local press for the work of the Branch and for th* Association.
By personal visits and correspondence, it shall attempt to interest
editors in local conditions affecting colored people and in the race
question in general.
It shall watch carefully the publications of the community and re­
port thereon to the appropriate committee.
The Press and Publicity Committee shall be responsible for forwarding
to the CRISIS items covering Branch activities and important local
affairs. It shall also act as far as possible as an agency for the
promotion and sale of the ORISIS.
No publicity shall be released by the Press and Publicity Ooiamittee
without first being approved by the President of the Branch.

It is suggested that members of this committee be sought from
those members of the Branch who have aome talent for publicity and
public relatione.
It is suggested that meetings of the committee be held month­
ly and ideas be discussed for furthering the work of the committee.
Committee reports shall be reporter
of the Branch.

                    <text>The following ideas appeared ae a publication preparea for our
Rochdale of Virginia Board. It seemed to me it is of value to
any ooard of a non-profit or voluntary agency. Too of-ten petty
dissension creeps into working groups based on these human
weaknesses, narly in the strivings of the people in Montgomery
friction developed because some leaders were more prominent than
others. Perhaps if this list of weaknesses is brought to the
attention of groups, many individuals will submit to self-exami­
nation and seek to correct their weaknesses.

STATE AND FEDERAL COURT ACTION
CHAPTER 36:

It has finally been decided by the Supreme Court of Appeals

of Virginia "that chapter 36 is unconstitutional and void because it violates
the right of freedom of speech under both the State and Federal Constitutions
and denies due process of law and equal protection of the laws under the four­
teenth amendment."

The court further said (a) that the NAACP and its Virginia

State Conference "and those associated with them may not be prohibited from ac­
quainting persons with what they believe to be their legal rights and advising
them to assert their rights by commencing or further prosecuting a suit against
the Comonwealth of Virginia, any department,

agency or political sub-division

thereof, or any person acting as an officer or employee of such...and (b)... may
not be prohibited from contributing money to persons to assist them in commenc­
ing or further prosecuting such suits..." (NAACP vs. Harrison 202 Va., lU2,

CHAPTER 33;

From so much of the opinion as holds that the organizations vio­

late Chapter 33 in soliciting legal business for their attorneys, an appeal to
the Supreme Court of the United States is being processed.
CHAPTERS 31, 32 AND 35'

The judgment of the United States District Court

of three judges, entered on April 30, 1958 (opinion rendered January 21, 1958)
■was vacated by the Supreme Court of the United States, June 8, 1959, on the grounds
\j

that the State Courts had not interpreted the statutes.

The case was sent back

to the District Court of the United States with instructions to afford the NAACP
a reasonable opportunity to bring proceedings in the Virginia Courts and to re­
tain its own jurisdiction of the case, which was accordingly done by order of the
U. S. District Court entered on July 20, 1959.
A gentlemen's agreement, recognized as such by the federal courts, fore­
stalls any prosecution against the organizations until a final determination will
be had as to the validity of these statutes.
The organizations filed suits in the Circuit Court of the City of Richmond,
seeking the required interpretation.

These suits pending since 1959, have re­

mained dormant.

COMMITTEE IHVBSTIGATIOMS
CHAPTERS 3U AMD 37'

The Supreme Court of Appeals of Virginia has held that

the Committee on Offenses Against the Administration of Justice will continue
indefinitely and until the Legislature may abolish it.

(NAACP vs. Committee,

201, Virginia 890, June 13, I960, rehearing denied, September 7, I960).

This

Committee and its predecessor, familiarly known as the Boatwright Committee, is
now known as the Hutcheson Committee, the present chairman being Senator Joseph
C. Hutcheson of Brunswick County.
There is pending before a United States District Court of three judges, a
suit for an injunction to restrain the Committee from arbitrarily attaching
papers of the NAACP and its affiliates and to restrain the Committee from inquiring
as to the organization's members, contributors, etc.

This suit was stayed by or­

der entered October 29, 1958, pending the State Courts' decision on issues raised
in the Federal Courts meanwhile, the Federal Court required that ary papers of the
organization attached by the Committee be immediately delivered to Oliver W. Hill,
Esquire, attorney for the organization and a n officer of the Federal Court, the
requirement being that Mr. Hill would hold the papers and permit the organization

�-3(NAACP) to use them until the validity of the attachment will have been determined
by the Court of last resort.
On January 6, 1961, the Federal Court denied the Committee's motion to re­
voke this requirement and also denied the Committee's motion to dismiss the pen­
ding suit for injunction.

In short, the Federal Court still holds jurisdiction of

the case until the Virginia Court decides, rather than avoids, the constitutional
questions involved.
The Boatwright Committee requested the State Corporation Commission to in­
spect the books of the NAACP under a long forgotten statute enacted in 1921:, per­
taining to solicitation of contributions.

The Corporation Commission and the NAACP

are at difference as to whether that statute (1921:) requires disclosure of lists
of members and contributors or whether it merely requires inspection of books
showing total receipts and itemized expenditures.

No litigation is presently

pending on this point.
IV
ACTION AGAINST NAACP ATTORNEYS
The Association has been on the defensive in two proceedings charging un­
authorized practice of law or improper conduct in the practice of law.
A suit was instituted against S. W. Tucker, Esquire, for representing per­
sons in the courts at the instance of the Association in matters involving the
Association's sphere of interest.

When this case came to trial on November lU,

I960, the Commonwealth's Attorney representing the Fourth District Committee of
the Virginia State Bar elected to take a non-suit which ended the current prose­
cution.

There is also pending in the Chancery Court in the City of Richmond,, a

suit for injunction, charging the organization with the unauthorized practice of
law.

In preparation for trial and in narrowing the issues, the parties are in

the process of entering into stipulations and assembling exhibits.

C O N C L U S I O N
In one case arising in Alabama and two cases in Little Rock, Arkansas, the
Supreme Court of the United States sustained the action of the NAACP in refusing
to disclose the names of its members and contributors.

The position of the Associ­

ation in Virginia is the same as that taken in the Alabama and Little Rock cases.
Therefore, we are confident that the courts will permit the Association to con­
tinue to keep its "private business private".

In ary event, the lists of NAACP

members and contributors in Virginia will be protected.

Unless you Are a "distinguished Virginian" (white or colored), you will not expect to bo
banqueting at Jamestown on this day. Tou have more .important things to do.
The hours from 12:00 to 2:30 you will want-to spend in Washington, as. a part of the Prayer
.
Bilgrimage. Fifty thousand Americans, it is hoped, will be gathered at the Lincoln
Memorial then to mark their concern for the passage of civil rights; legislation, for com­
pliance with the Supreme Court's human rights decisions, and for an end te "racial violence
in America. As a neighbor to Washington you needn't travel far, nor even stay overnight
as many will have to do. Are-you willing to raiss part of Friday's work time w&lt; skia
participate in this great expression of our faith and prayer that America may choose the
way of democracy in race relations?
At eight on May 17 you have an engagement at the Mt. Zion Baptist Church to hear Mr, E.
Frederick Morrow, first Negro ever to serve on the executive; staff of a President, speaker

On this day the freedom theme is to be carried through the services and sermons at the
churches, and tjjere will be a collection for the Freedom Fund. Attend your church and
take your part in this further commemoration of the Supreme Court decree.
Pageant and Report of Drive—

As usual, Mrs. Eliza Hawkins has planned a delightful climax to this year's membership
drive. The Prince and Princess Pageant will take glace at eight on Friday, May 21;, in the
Galloway Parish Hall, Falls Church. The Princes and Princesses will report'the Freedom
Fund collections from their Churches, and prizes will be given for thecs highest sums
reported. The pageant will be colorful and gay; don't miss it. Get tickets,
from the Prince or Princess in your community;
Also at the pageant there will be a report on the membership drive,. Let's work hard to
meet our. quota of 1;00 Fairfax County members before the closing date, and also to collect
the equivalent of 100. memberships to make up for some of the hamstrung branches in the deep
South. $130 sent to the New fork office will represent 100 memberships from Alabama, Texar
or Louisiana, where the NAACP is now
to operate* Here is a way to prove again
that anti-NAACP legislation does not floor us.
Challenge to the Assignment Plan
Fairfax County seems to be getting into the action on the anti-NAACP laws, with the refusal
of Mrs. Theo De Febio, of the Mount Vernon District, to endorse the assignment of her
children by the state's newly formed Pupil Placement Board; This refusal Poses some search­
ing alternatives: If the Fairfax County School Board should sue for the children's return
to school, will the state try to save its assignment policy by non-enforcement of the com­
pulsory attendance law? If Mrs. De Febio sues for her right to schooling for her children,
will the state support the local board and thus find its assignment plan before a Federal
court for decision? Either way, the local board is caught in the middle, subject to c o n ­
flicting pressures. So this is a chance to make our influence felt. Let's speak up for
compulsory attendance at schools run on constitutional principles.
This case differs from the Richmond one in that the De Febios are not concerned with a
change in assignment, but with their siirple right to public education without having to
endorse the unconstitutional assignment plan. Mrs. De Febio's action, which like Faith
Bissell's is awhite person's simple refusal to be coerced by the anti-NAACP laws, is
heartening sign that the NAACP is not alone in its fight for justice.

�Be a Voter-Getter.
By now, surely, you have paid your poll tax, registered, and perhaps decided how you will
vote. But what have you done about getting your neighbor to vote? Reverend Costner heads
a campaign to blanket the-county with voting information and service. Why not call him,
Je 2- 121*3, and offer your services?
For several years after 191*1* (when the white primary was declared unconstitutional), Negro
suffrage in the South increased tremendously. °f late years it has slowed down, even though
full citisenship is far from won, Virginia's voting record is shameful— only about onethird of those who should vote are doing so. So get busy in your neighborhood— and right
away. Those poll taxes should be paid by May 3.

Does This Mean. You?

integration is coming step b y step, but only as you and 'other people take the steps. De­
spite the Defenders, everywhere there are white people of good will, ready to move if they
are encouraged to specific action. Suggestions:
1) Help the librarian make your local library serve all the citizenry by
a) using its facilities ygurself;
b) asking for particular books which portray Tcgro Americans truly;
o) abking for the withdrawal of books which contain misinformation about Negroes.
2) Seek cooperation between your church and a nearby white church by

District. This important meeting will be held at the
Shiloh Baptist Church, Middleburg, Virginia, this Saturday,

You are asked to make whatever sacrifices necessary,
and make certain that your branch and community are repre­

Dear Clarences
Here is the little "memo" which you asked me to send you
yesterday during our telephone get-together.

deploring the NA-CP's effort to force desegregation in Prince 'dward.

Dr. Henderson was out of town, so gdith Hussey and I called l!use and
went out to his place and thrashed”things out for a couple of hours.
Muse is a good and sincere friend, who is eager to see desegregation
get underway in Virginia.
Edith and 1 feel that it is very important for the NAACP to re­
tain the friendship of persons such as Muse and Mrs. Agnes Meyer.
On Dr. “enderson's return, we told him about our session with Muse,
and he wrote Atty. Robinson about the situation. The Column that
started all this was Peb. 19th, which I don't have, but X am sending
you it* follow-up.
Now in Oct. *57 Muse again laments our pushing in ^rince Edward.
Dr. Henderson urged Atty. Hill to reply to this, but so far as he
knows, Atty. Hill has not done so. Of course Edith and I do not pre­
tend to understand the legal background of this, but if we must keep
pushing in Prince ^dward, we as loyal NAACP members would like to
,
know why this has to be, and we feel that from the standpoint of
good public relations it would be goojsd to explain the why and where­
fore to Muss.
You know that X am not a gradulist and that I have pushed the
legal staff persistently to get the Arlington School suit filed and
to follow up on it. I would like to have many more auita in virginia,
but I tend to agree with Muse that Prince ■‘

These items 3how how in the recent County Board
race i.agruder ran against the NAACP, Barbara Marx et al. instead of
Herb. Brown. Many people think that Magruder's constant att cka
on the NAACP were overdone and contributed to hla defeat.
The vote was Brown— -14,015 Magruder— 11,560.

In contests for the House of Delegates, two segregation candidates^
made a pretty poor ahowlng in this area. While aegregation candidate*
are polling substantially larger votes than three years ago, racebaiting still Is not too successful, as yet, in Northern Virginia.
However, liberal candidates do not want public support of NAACP
people. Ed Campbell, Bywn's campaign manager, asked if X would sign
a letter he had drafted stating that X had resigned from the ABC
Council a year ago, did not approve of down's stand ** opposing
"enforced school integration" and was not supporting Brownj I obliged
my former political co-workers by signing.
