must be a voting citizen.

by local talent.
FREEDOM SUNDAY - MAY l$th
Before coming to the dinner, &o to your church to hear your pastor, who has
been urged by Virginia Christian Leaders to preach a special sermon on this day.
Freedom Sunday has been set aside to stress the significance of this our first ann
iversary of the historic Supreme Court Decision. The celebration of this day is
threefold, to urge everyone to:
1. To contribute to a special collection for the Freedom Fund in order
to give thanks for past achievements and help finance future legal
battles.
2. Join your local Branch NAACP in order to work with your neighbors to
help carry out the full intent of this decision.
3.

To pay poll taxes and register to vote so you may hit the pro
segregation politicians in the only place it hurts - in the ballot
box.

MEMBERSHIP DRIVE
Remember that "New Broom" in our March News Letter that was supposed to sweep
so clean? Well it's not quite; We find that there are several corners being
missed and you just might be in one of them. Come out of that corner and renew
your NAACP membeiyhip today, FbE S e ■little as $2.00, you can become a member. With
f
memberships of $3.50 and up, you receive the NAACP monthly magazine. The Crisis.
Anti-integrationists are trying very hard to destroy the effect of the May 17th
Decision. To fight this we need as many$$5, $10, and $25 memberships as we can
possibly get. (In the opposing organization, dues start at $10 and many are giving
more in the hones of blocking the NAACP. For the future of our children, how much
are you willing to give?)
We will pick up memberships any time, anywhere. Call your membership chairman.

LAST CHANCE TO REGISTER FOR NOVEMBER ELECTION

-

October 8th

The "Defenders" (AIM) are supporting THREE segregation candidates for the
School Board. They have plenty of money and plenty of arguments, all based on
prejudice. We need every vote to defeat them. Don't sit this election out!
There are only five members of the School Board. Three is a majority. Our only
hope for integration is to elect all three School Board Nominating Convention candi
dates. If you are not registered, go to the Registrar's Office, 2049-15th St., N.,
(opposite new wing of court house) before five o'clock, October 8th. The
Registrar's Office is open Monday thru Saturday, from 3:30 a.m. to 5:00 p.m., and
on Tuesday evening, Oct. 4th from 7:00 to 9:00 p.m.; also on Thursday evening,
Oct. 6th, from 7:00 to 9:00 p.m.

EAACP PETITION FOR END OF SCHOOL SEGREGATION IN ARLIiJOTOE
On July 28th, a delegation from our Branch appeared at the regular School Board
meeting and presented a petition signed by parents of school-age children calling
upon the Board to "take immediate steps to reorganise" public schools here "so that
children may attend them without regard to race or color." School Board Chairman,
Warren Cox, read a statement saying that because of a directive from the State Board,
Arlington Schools would open in September on a segregated basis. Recently he stated
that, in view of the two unanimous rulings of the U. 3. Supreme Court "the only
reasonable course for any school board - - - is to plan for compliance with law.
This the present school board has been and is doing. - - - we have no - - impossible
problem in Arlington. Our local Negro leaders have been refresningly reasonable."
Mr. Cox believes that integration will neither lover educational standards in
Arlington, nor bring an influx of Washington Negroes into the County, as the
"Defenders" predict.
IS THERE A RED STAR BY YOUR NAME?
Look at the address side of this News Letter! A red star means that your dues
have not been paid for this year. We need those dues and you now more than ever.
Please mail them today to Mrs. Patience Spriggs, 2111 North Edison Street, or call
her at JA 7-^312 if you would like to have them picked up.

NEXT MEETING, TUESDAY, NOVEMBER 2gnd
The next meeting will be held on Tuesday, November 22nd at 8:00 p.m. at the
Mt. Salvation Baptist Church on North Culpepper Street. An important item of
business will be the election of a nominating committee. There will be a report
on the State Convention at Charlottesville by Mrs. Geraldine Davis and Mrs.
Esther I. Cooper, and a discussion of the long-awaited Gray Report and its pos
sible effect on Arlington school integration.
WE GOT OUT THE VOTE

!

Even Defender President Jack Rathbone congratulated Mr. Monroe on our vic
tory. Election returns showed that segregationists are in the minority in
Arlington. Irritated by Defendergrams, the Eastland speech, etc., Arlington
Negroes made a splendid turnout at the polls. Precinct checks show that about 80
percent of registered Negroes voted while only 50 percent of registered whites
voted.
LET'S DO IT AGAIN;
The Gray report recommends a special election, probably in January, to vote
on holding a Constitutional Convention. The purpose of a convention would be to
change the Virginia Constitution to permit the use of public funds for private
schools. All law-abiding citizens will wish to oppose such a convention. A vote
against the convention will support the Supreme Court decision.
Anyone who could vote in November, can vote in the special election. We must
Increase our voting strength by registering all possible new voters. To register,
poll taxes must be paid for three years in a row by old residents. New residents
may register on payment, of poll taxes for 1955 only. The 1955 poll tax of $1.50
is due on or before December 5th. For further information on poll taxes or regis
tration, call Mrs. Barbara S. Marx, JE 2-1+387 or Mr. Edward D. Strother, JA 2-7093.
BARBECUE A SELL-OUT
Our barbecue at the Alstons' cleared $175 for the Freedom Fund, Thanks to
everyone who helped to make this project a success, and special thanks to Mr. and
Mrs. Birdie Alston and Mr. Kenneth Frazier.
BUY NAACP CHRISTMAS STAMPS FOR THE FREEDOM FUND
Special NAACP Christmas stamps will be on sale at the next meeting on Tuesday
night or they can be obtained for sale or personal use from Mrs. Marjorie Taylor,
JA 7 -0965, Mrs. Patience Spriggs, JA 7- 1
+312; or Mrs. Esther X. Cooper, JA 2-6015.
At a penny apiece, $1 a sheet, give a Christmas gift to the Freedom Fund. Use
and sell as many as you can.
DR. E. B. HENDERSON NEW STATE PRESIDENT
Congratulations to Dr, E. B. Henderson who was elected State President of the
NAACP at the Charlottesville Convention. L e t ’s all work together to make this a
big year for our energetic neighbor from Falls Church.

NEXT MEETING, THURSDAY, DECEMBER 15th
The next meeting of the Arlington Branch will be held on Thursday, December
15th at 8:00 p.m. at the Mt. Olive Baptist Church, 1600 l$th Street South. Our
chief item of business is the election of officers. Then those who went to
Richmond will give us some of the high points (and low points!) of the Hearing.
Reverend Aaron Mackley will be present to discuss the importance of colored
citizens taking an active part in elections. We must make plans to familiarize
the voters with the dangers of the Gray Report in order to get out the maximum
vote against holding a Constitutional Convention.
GRAY REPORT HEARINGS
Present at the Richmond Hearing on the Gray Report was State Conference
President E. B. Henderson, who read a statement in opposition. "Jerry" Davis,
our recording secretary, spoke against the Constitutional Convention, as the
representative of the Arlington Council of Churchwomen. Edith Burton, IiAACP
member, voiced the disapproval of the Arlington branch of the American Association
of University Women. Moral support was provided by cur vice-president, Barbara
S . Marx.
A spokesman for the Gray Report from Southhampton County stated that if one
single Negro child entered a school there, it would be closed and appropriations
would be cut off.
The story by the Editor of the Richmond "Afro" on the Hearing concludes:
"And you wonder why a state with 700,000 colored citizens has no colored legis
lators. Is it because of the white people who vote or the colored people who
don't?"
HOW ABOUT THE COLORED PEOPLE WHO DON'T VOTE?
Anyone who was eligible to vote last November can vote in the special election
on Jan. 9th. This refers to all persons who had paid their poll taxes and were
registered. Those who have not registered yet, but wish to in order to vote in
the coining election, must pay the 1955 poll tax by Monday, Dec. 12. Citizens who
owe back poll taxes for 1953 and/or 1951 must clear these up also by Dec. 12.
*
(Poll tax for 1955 is now $1.58; for 1951, $1.62; and for 1953 , $1.72.)
*
Poll tax receipts for 1955 (and receipts for any back poll taxes which have
been paid recently) must be presented in order to register. The Registrar's
Office, 2 0 L9 15th Street North (across the street from the Court House), is open
weekdays from 8:30 until 5:00. For those who are unable to register during the
daytime, the Office will be open a few evenings and one Saturday. Watch the paper
for an announcement of time and dates.
LET'S GET OH THE BALL!

A BIG OPPOSITION VOTE FROM ARLINGTON CAN TIP THE SCALE
IN CUR FAVOR ...

Are you alarmed by the recommendations of the Gray Report? If so, take seme
effective actionI Talk to your non-voting neighbors. Ask them to get their
poll taxes paid and their names on the registration book. Remember, the deadline
for registration is Dec. 3 1 .
If you have questions on poll taxes or registration call Mr. Edward D. Strother,
JA 2-7093, or Mrs. Barbara S. Marx, JE 2 -L387 .

If you have not bought NAACP Christmas stamps yet he sure to buy them at the
meeting or order them from:

NEXT MEETING MONDAY, JANUARY 30th
The next meeting of the Arlington Branch will he held on Monday, January
30th at 8:00 p.m., as the Macedonia Baptist Church, 3^12-22nd Street South. The
Reverend S. W. Phillips will install our officers. The program will consist of
an explanation by Mrs. Edith Burton, member of the Arlington School Board's
Advisory Committee on Integration (also member of NAACP, AAUW, and the Democratic
Executive Committee) of the Arlington Integration Policy and related legislation
which is before the General Assembly in Richmond. If you have questions, come
and ask them of Edith who has up-to-the-minute information on what is happening
in both Arlington and Richmond.
ARLINGTON'S INTEGRATION POLICY - "DEFIANCE” or "COMPLIANCE" ?
The School Board's adoption of a policy statement on integration, January
l^th, has brought much comment; partly favorable, partly critical. In Richmond,
6ome legislators have attacked the Arlington Policy as being "premature" and
"defiant." The School Board in reply explained that its main purpose in announc
ing an integration policy now is to show that tuition grants for private school
ing would not be needed here. Otherwise, voters on the proposed school bond
issue of $9,000,000 plus would have asked: "Will all these new school buildings
be needed? Won't many parents be applying for tuition grants and withdrawing
their children from the public schools?"
The unfavorable reaction of members of the Gray Commission took the School
Board by surprise. When Superintendent Rutter announced the policy, he explained
that it was based on the assumption that the Legislature would enact the provisions
recommended by the Gray Commission. In reply to criticism from Richmond, Mr.
Rutter has repeated that Arlington will, follow Virginia policy on integration.
The latest developments on the home front and in Richmond will be explained by
Edith Burton at our meeting. Don't mi6S it!

CHEERS FOR ARLINGTON'S FIRST LIFE MEMBERS

Dr. Harold M. Johnson has become our first life member in Arlington County.
Mrs. Esther I. Cooper and Mr. James E. Chinn are also becoming life members. For
these interested in following in these illustrious footsteps, a life membership
costs $500. It may be paid at once or in installments.
MORE GOOD NEWS
Just before Christmas, our membership chairman received a letter from a
lady in Arlington saying: "Please sign me up for a belated membership. I'm sick
of trying to live with myself as a non-member." A check for $25 was enclose'.
Recently two Arlington churches have helped swell our NAACP Freedom Fund.
We are most grateful to the Calloway Methodist and Mt. Olive Baptist churches
for these generous collections. Won't you members of other congregations urge
your ministers to take up a collection for the Freedom Fund too?

NEXT MEETING, TUESDAY. MARCH 13TH
The next meeting will be held on Tuesday, March 13th, at 8:00 p.m. at the
Mt. Salvation Baptist Church on North Culpepper Street.
Our speaker will be
Miss Mildred Bond, Field Secretary from the National Office, an expert on con
ducting membership drives and solving school integration problems.
Also on
the program will be the reports of our delegates to the Civil Rights Assembly
held in Washington March Uth to 6th.
A MESSAGE FROM OUR MEMBERSHIP CHAIRMAN
Many of us are facing the period ahead haunted by a sense of futility.
Some are asking what is the use of planning for a better future when everything
we try to do ends on the scrapheap. In Montgomery, Alabama, colored citizens
are conducting a dignified struggle against humiliating Jim crow regulations.
They have won the admiration and sympathy of hundreds of thousands of American
citizens. The problems we face today are difficult, but let us take heart from
the noble example of our brothers in Alabama. Let us work for security and
equality of opportunity! How?
Let me assure you one of the best ways is by BELONGING. Being a member of
the NAACP. The fee is but a small price to help further the cause of complete
freedom. Don't wait. Join today!
Again I am asking all volunteer workers to contact me, your membership
chairman, personally or by 'phone, 2111 N. Edison Street, JA 7-^312. Let us
exceed our membership quota this year. Our drive begins officially March 11th.
Please be prepared to meet your solicitor with your membership renewal and that
- Patience Spriggs.
of a new member.
OPEN DOORS * * * WHY DON'T YOU ENTER THEM?
In 19^8, the Arlington Public Libraries were desegregated. The seven branches
are open to all citizens. Are you a library user?
If not, why don't you show
that you value desegregation of the libraries by visiting a nearby branch and
taking out a book or two. The Clarendon Branch is at 1059 No. Irving Street, the
Arlington Branch at 901 S. Glebe (near Columbia Pike), the Cherrydale Branch at
^006 Lee Highway. For addresses of other Branches, look in the telephone book,
first under "Arlington County Government," then under the heading "Libraries."
How about visiting your nearest Branch Library this week?
The League of Women Voters welcomes members of all races. The Arlington
League is divided into nine discussion units which meet twice monthly in different
parts of the County. Five units meet in the evening, two in the afternoon, two
in the morning. Discussion topics range from local problems to international.
Women interested in learning about such things as: what is happening in Congress,
the U. N., Arlington Government, etc.;- should call the League membership chair
man, Mrs. Collins, KE 8-6895.
There are numerous integrated groups in Arlington and Northern Virginia. In
some cases the removal of the word "white" from the membership requirements was
the result of quite a struggle. It would encourage the "champions of integration"
if more Negroes would go in the open doors. In our next issue, we will report on
additional integrated groups such as the AAUW, The Council of Church Women, the
10th District Women's Democratic Club, and the Community Council for Social
Progress.
SAVE SUNDAY AFTERNOON APRIL 8TH
On Sunday, April 8th, a testimonial tea in honor of Mrs. Esther I Cooper
will be held at the Veterans Memorial 1MCA. Mrs. Beatrice Ritchie is chairman
of the committee. Call her at JA 2-3172 if you would like to help.
Mrs. Cooper, now President Emeritus of the Arlington Branch, was the able
President of the Branch for its first ten years. She is an active worker in
many civic and church groups, among them the Jennie Dean Club and the Women’s
Auxiliary of the Dorie Miller Post of the American Legion.

POLL TAX DEADLINE TO VOTE IN '36 IS MAY 6TH
Writing on the Virginia NAACP's campaign to increase the number of regis
tered voters. Dr. John B. Henderson says that the statement "If you don't vote in
Virginia, you don't count in Virginia' should be made into a slogan and repeated
over and over until it sounds in our ears even when we are asleep. It matters not
whatever else may be said in your favor. What you know, who your grandfather was,
what you have, how good a Christian you may be does not amount to a hill of beans
in the reckoning of the politician . . . "
"For the politician the voice of conscience is the voice of the voters,
thus if you don't vote . . . he pays you no attention at all. To be ignored is
worse than being opposed. When you are opposed, you are at least being given some
consideration. If you have any self respect, you should consider it an insult to
be ignored. If you don't vote, you are inviting an insult."
The enclosed leaflet gives information on poll tax and registration. Please
pass it on to some friend or neighbor who isn't "all set to vote." You know, of
course, that we elect a President in November. We also elect a Congressman and
one County Board Member. Now there are three conservatives and two liberals
elected to join the two ABC members on the board. If Arlington County is to go
forward another liberal must be on the Board.
(If you have questions on poll tax
or registration please call either Mr. Edward D. Strother, JA 2-7093 or Mrs.
Barbara S. Marx, JE 2-1387.)

BE SORE TO HEAR CONGRESSMAN DIGGS!
The Arlington and Fairfax County Branches of the NAACP will present the Hon
orable Charles C. Diggs, Jr., Congressman from Michigan, at the Langston School,
Lee Highway at North Culpeper Street in Arlington, on Thursday Night, May 17th,
at 8:00 p.m. (Anniversary observance of the Supreme Court decision.) There will
be no admission charge. Congressman Diggs is the first Negro elected from Michi
gan to the U. S. Congress. As an orator, he won the University of Michigan ora
torical contest in his sophomore year. He is a great fighter for Civil Rights
and has addressed large audiences over the south.
Mr. Diggs was born in Detroit and attended Detroit public schools, graduating
from high school in I9 L0 , the president of his class. He went two years to the
University of Michigan, and transferred to Fisk University in Nashville, Tennessee.
He was drafted during his Junior year, was first made Sergeant and then, after
attending Officer’s Candidate School, became a Second Lieutenant in the U.S. Army
Air Corps, assigned to the Tuskegee Army Air Field Base at Tuskegee, Ala. He was
honorably discharged on June 1, 19^5.
Mr. Diggs returned to Detroit and graduated from Wayne University School of
Mortuary Science. He subsequently became President of the House of Diggs, largest
Negro-owned funeral home in the United States, President of the Metropolitan Funer
al System Association, a radio commentator on WJLB in Detroit, for four years a
State Senator in Michigan, and is now the Congressman from his district in Michigan.
HAVE YOU RENEWED TOUR MEMBERSHIP?
It is hardly necessary to say how important every membership is now. Jim
Crow is coming to an end in public transportation and recreation. We all rejoice
at these legal victories, but few realize the expense of court suits. Your dues
are needed to keep the ball rolling. For your convenience, there will be a
Membership Table manned and ready to take your dues at the meeting on May 17th.
Please do your part to insure equal rights for everyone!
MORE OPEN DOORS
An Interracial Workshop for grade-school children is offered again this summer
by the Arlington Unitarian Church in cooperation with the Negro and Jewish Communi
ties. Children ready next fall for first grade up to seventh grade are invited to
attend. Boys and girls of different races and creeds will work and play together
in a day camp type of program. The workshop will be held from June 18 to June 29,
9:30 a.m. to 12 noon. Registration fee is $1.00. If interested, please call
Mrs. F. C. Abbott, JE 3-301*1. Volunteers to help teach are badly needed.
SUPPORT THE ABC CONVENTION!
On Wednesday, May l6th at 8:00 p.m. any qualified voter present at the Arling
ton for Better Government Convention at Wakefield High School may cast his vote to
help nominate another ABC candidate for the County Board. Now that the County
Board will appoint our School Board, it is most important that we have on the County
Board a majority of those who will choose the kind of school board we need and want.
Only by your presence and participation can you secure the candidate you want!

THE HENDERSON TESTIMONIAL, SUNDAY, SEPT, lb at 8 p.m. - UNITARIAN CHURCH
Our State President, Dr. E. B. Henderson, is being honored at a testimonial
sponsored by the Seventh District of the Virginia Conference of NAACP at 8 p.m.
at the Unitarian Church, *-i**- Arlington Boulevard. The guest speaker will be Dr.
4*-44
Margaret Just Butcher. All friends and admirers of Dr. Henderson are cordially
invited. Contributions may be mailed to: Henderson Testimonial Committee,
1200 Cameron Street, Alexandria, Va.
HIGHLIGHTS ON THE DESEGREGATION FRONT
The Arlington School suit, which was heard in Alexandria on July 30th,
began with a ruling by Judge Bryan to permit ten white children and ten white
parents to join the suit as plaintiffs. The constantly packed courtroom and
lines of people waiting in the hall showed the high level of local interest in
the case, especially among colored citizens. On July 31st, Judge Bryan ordered
racial barriers in Arlington's elementary schools removed by next January 31st
and those in Junior and Senior High Schools by September, 1957. Many people ex
pressed happiness that a beginning is being made at last to comply with the
Supreme Court decisions in Virginia. As you probably know, the Arlington School
Board, on the advice of Attorney General Almond, has appealed this decision, but
it is expected that it will be upheld by the Appellate Court in Richmond.
If
you wish to give some much-needed help to defray the expenses of this law suit
and its appeal, checks may be made payable to Wm. R. Minor, Treasurer, and sent
to 1533- H t h Street South.
A cheerful note.' Let us not be discouraged by a few trouble spots inflamed
by outside agitators and played up by the newspapers, while in hundreds of school
districts throughout the country desegregation is being so well accepted that it
is not even considered to be news. The best examples of this are perhaps several
nearby counties in West Virginia and in Maryland which have integrated this fall
without headlines.
DEADLINE FOR REGISTRATION TO VOTE IN NOVEMBER IS SATURDAY, OCT. 6TH
During the last year there has been a sizeable increase in both poll tax
payments and registration by colored persons in Arlington. Yet several hundred
Negroes whose poll taxes are paid up are not yet registered. If you have friends
or neighbors who are not registered urge them to go to the Registrar's Office,
20^9 15th Street, N. (across the street from the Court House). It is open week
days from 8:30 until 5:CO and Tuesday and Thursday evenings from 7 to 9*
We have names and addresses of colored citizens whose poll taxes are paid,
but who are not on the voter's list. Won't you volunteer to help contact these
people and get them registered: Call either Mr. Edward D. Strother, JA 2-7093
or Mrs. Barbara S. Marx, JE 2-*4387.
We will win the battle for Civil Rights much faster if we increase the
colored vote. IF YOU DON'T VOTE, YOU DON'T COUNT*

November 1956
EIGHT O'CLOCK

Number 6
FRIDAY, NOVEMBER 16

The place is St. John's Church, Columbia Pike and S. Scott Street. Chief item
of business is the election of a nominating committee. There will be reports on
the Petersburg Convention by delegates Pauline Ferguson, Betty Ann Minor, and
youth delegates Clarissa Thompson and Edna Strother. Edith Burton will discuss
the legislation affecting the NAACP which was passed by the special session of
the General Assembly.
VOTE NOVEMBER 6__________________________________________ POLLS OPEN 6:00 TO 6:00
The NAACP is nonpolitical and does not endorse political parties or candidates.
But we urge you all to vote.
In making up your mind, consider the records and
platforms of all the candidates.
One vacancy is to be filled on the Arlington County Board, which now has two
liberals and three conservatives. Election of the ABC candidate to fill the seat
of retiring AIM member Rowzee would give control to the liberals.
In his campaign statement, AIM candidate Blevins states: "I am against the mis
use of the school issue to stir up racial antagonisms. I deplore racial strife.
I do not want the support of provocateurs of such strife, such as the ABC members
who sponsored the suit of the NAACP on the integration question." The NAACP suit
requested Arlington to comply with two unanimous Supreme Court decisions and cease
to use race as a basis for pupil assignment. Is participation in such a suit
"stirring up racial strife"1
.
'
ABC candidates have never had Defender support. The last mail-out for Mr. Tuthill
says: "ABC will do everything in its power to keep the schools open and to carry
out the provisions of State and Federal law as finally determined by the Courts."
ABC URGES "NO" VOTE ON FREEHOLDERS REFERENDUM.____________________________________
The ABC platform says: "Oppose the freeholders’ veto over bond issues which
would make second class citizens of all Arlington residents who rent." Renters
pay (in rent) more for services than property owners do. To pass this bill
would require separate voting lists and voting machines, and votes could be chal
lenged if lists are not accurate. One bond election in Falls Church has already
been lost this way.
ARLINGTON SCHOOL CASE APPEAL TO BE HEARD IN BALTIMORE NOVEMBER 27._______________
Appeals of the Arlington and Charlottesville school cases will be heard by the
Appellate Court in Baltimore on Tuesday, November 27. Persons interested in at
tending may call Mrs. Gerry Davis, Ke 6-8
957, or Mrs. Esther I. Cooper, Ja 2-6015
for a ride in a carpool.
REASONS FOR CONTINUED SPONSORSHIP OF CANDIDATES’ MEETINGS
The Arlington League of Women Voters has been publicly criticized by the Defenders
for allowing the NAACP to co-sponsor candidates’ meetings along with twenty other
county groups. In spite of Defender pressure, the League did not request our
withdrawal. Although the ruling of the Attorney-General required segregated
seating at the two final meetings, your executive committee decided not t. with
draw as a sponsor because l) we know that the League and many of the other co
sponsors of these meetings oppose segregated seating as much as we do, 2) we are
interested in getting the views of candidates before the voters, and 3) we hope
that a test case will soon result in the Public Assembly law’s being declared
unconstitutional.
