won a stron g endorsement last
month from the Trade Union
Leadership Council o f Detroit, the
host organization at the founding
convention at the N egro Labor
Council in Detroit last May.

Kennedy Vows Action on
Civil Rights Legislation
Senator John F. Kennedy has
pledged prom pt action on a com
prehensive civil rights bill at the
next session o f Congress.
He told a crowded press con
ference on September 1 that the
new bill would embrace all the
commitments in the civil rights
plank o f the Democi'atic Party
platform.
Senator Kennedy challenged the
sincerity of the Republican lead
ership and charged that their past
record, “including the record of
these recent weeks, indicates that
no action on the great fronts of
social legislation, including civil
rights, will be possible until there
is a new President strongly sup
porting such action and a new
C ongress with a mandate from
the people.”
Twenty-three Democratic Sen
ators who supported each of the
key civil rights measures this
session joined Senator Kennedy
in his pledge for action on civil
rights legislation. The Senator
pointed out that only five Repub
licans had voted right on all the
measures.
Senator Kennedy stated: “In
order to implement this pledge
and assure prom pt action I have
asked Senator Clark and Con
gressm an Celler to constitute a
committee to prepare a compre
hensive civil rights bill, embody
ing our platform commitments,
for introduction at the beginning
o f the next session. We will seek
the enactment o f this bill early in
that Congress.”
He added: “ Further, I give my
assurance that in whatever posi
tion I hold in public office I will
support and take every step nec
essary to protect the full consti
tutional right of every Ameri
can.”

Attacking the Republicans, the
Senator stated: “The time has
com e to set the record straight on
civil rights legislation in this
wind-up session of Congress.” He
charged that “progressive legis
lation has not been the aim o f the
Republican leadership. Their aim
has been: 1) To block the mini
mum wage bill (which in its first
year of operation would have
raised the w ages of an estimated
one million N egro workers), the
aged health care, housing and
education bills (which also would
have meant major advances in
the rights o f our lower income
and minority group members).”
Calls for Executive Action
Senator Kennedy declared that
if the “Republican Administration
were sincere about its pleas for
civil rights, it would take execu
tive action now— executive action
to end inequality in all Federal
housing program s as the Civil
Rights Commission unanimously
proposed nearly a year ago and
which the President could do by a
stroke of his pen— and executive
action to make effective the Gov
ernment

Committe,
which for 7 years o f Mr. Nixon’
s
chairmanship has taken no en
forcement action aside from one
or two threats in the District of
Columbia.”
Senator Kennedy added: “Such
Presidential action, not legisla
tion, is what is required to en
force the covenants against racial
discrimination in all government
contracts. And if the Republican
Administration were sincere in
advancing civil rights it would
make more effective use of the
new powers to protect the right
to vote granted by Congress after
9 weeks o f debate earlier this
session.”

Lashing out at religious bigot
ry, the TU C statement endorsing
the Democratic nominees stated:
“As life-long victims o f bigotry
we reject in totality all form s of
bigotry whether it com es from a
prejudice on race, color, or re-:
ligious creed, for bigotry in any
area of human life is a malicious
disease and hurts human beings.”
The TUC also attacked “Repub
lican Big Business” which “owns
the sweat shops and open shops
in the South that exploit the
working man, both N egro and
white.”

Citing the fact that Negroes
suffer m ost in periods o f reces
sion, the TUC statement pointed
out that “we had two recessions
under Eisenhower.”
Praising Senator John F. Ken
nedy and Senator Lyndon B.
Johnson, the 1000-word labor doc
ument asserted that the Council
“earnestly
believes
that the
chances o f the N egro people for
greater progress in achieving
first-class citizenship everywhere
in this country will be greater if
we stick with our historic allies,
support the political party that is
more responsive to the people’

needs and which is now repre
sented by the Kennedy-Johnson
ticket.”
Accusing Vice President Nixon
o f having been “too many things
to too many people in his political
career,” the TUC stated that it
“found nothing in the record of
Richard Nixon that makes us
trust him on issues.”

this conference will contribute to a constructive atmosphere in which
the spirit o f the Constitution is respected everywhere in our land. This
is a good time for the rededication of the Democratic Party and the
American people to the aims and principles o f the Constitution. That
is what our people and the world expect and are waiting for.” Senator
Kennedy is issuing invitations to the Conference this week.
The Conference will divide itself into three working panels:
1. Executive action
2. Legislation
3. State and Local Leadership.
Each o f the panels will report and give its recommendations in person
to Senator Kennedy at the conclusion of the two-day Conference.
Senator Kennedy will address the Conference participants and the
public at a New Frontiers o f Freedom Rally in New York City on the
afternoon o f October 12.
Mayor Robert F. W agner o f New York City will act as host to the
Conference. Senator Hubert Humphrey of Minnesota will be Confer
ence Chairman. Participants will include Mrs. Roosevelt, Herbert

ation last week that “in a new
Democratic Administration there
will be far better representation,
on the basis of merit, o f persons
of all racial groups” in the Fed
eral Judiciary.

“As the guardian of our consti
tutional rights, the Federal Ju
diciary must have at all levels the

best possible judges. This means
that appointments must be made
on the basis o f merit. But it also
means that an active search must
be made to find outstanding men
and women of all races and back
grounds.
“With more than 4,000 Negro
lawyers in this country there are
many outstanding N egroes from
whom to choose future judges.
President Truman led the way in
appointing the first N egro life
time Federal judge and the first
N egro on the Court o f Appeals.
But the fact that only one other
N egro has been appointed as a
life-time Federal judge and that
no N egro has been appointed a
District Judge show how far we
still have to g o in making our ju
diciary representative of the best
of all our people.
“I assure you that in a new
Democratic Administration there
will be far better representation,
on the basis o f merit, o f persons
o f all our racial groups, including
particularly those who in the past
have been excluded on the basis
o f prejudice. For no American
should be disqualified for an of
fice because o f his race, color, re
ligion or family origin. It is time
for us to practice what our Con
stitution preaches.”

There is no issue which more
clearly illustrates the difference
between the Democratic and Re
publican Parties than the issue of
human rights— civil rights fo r all
Americans regardless of color or
creed.
,
For eight long years a Repub
lican Party which has been pre
sented with opportunity after op
portunity to advance the cause of
civil rights has failed to take one
constructive step toward guaran
teeing equal opportunity to all
Americans— and the history of
the Republican Party in this cen
tury is a history o f the same un
concern with the enforcement of
human rights.
This record o f failure and in
difference is in sharp contrast to
the history of the Democratic
Party. For the story of the Dem
ocratic Party is the story of hu
man rights, from Jefferson’ Stat
s
ute o f Religious Freedom, to W il
son’ New Freedom— from Frank
s
lin Roosevelt’ New Deal to Har
s
ry Truman’ Fair Deal. Every
s
major step forward in the cause
of human rights in this century
has been the product of the lead
ership o f the Democratic Party—
and every expectation o f future
progress today rests with the
Democratic Party.
For in this election we must
look forward— not to the past, to
future achievement— not past ac
complishment. We are proud of
the fact that the last two Demo
cratic Congresses enacted the
first civil rights legislation since
the period follow ing the Civil
War. But we are even prouder
of the fact that the Democratic
Party— in its Platform— has a
program o f future action which
will ensure equality o f opportu
nity to all Americans.
And I am proud of our Plat
form. I believe in our Platform.
And in 1961 I intend to see that
its pledges are carried out.
But if we are to carry out
these pledges— if we are to en
sure equal opportunity to all
Americans— then all the vast and
important powers o f the Presi
dency must be enlisted in the
task. For only a President willing
to use all the resources of his
high office can provide the laedership, the determination and the
direction which are essential if
we are to eliminate racial and
religious
discrimination
from
American society.
When our next President takes
office in January he must be pre
pared to move forward on three
broad fronts: as a legislative
leader, as a chief executive, and
as a moral leader.
First, as a legislative leader the
President must give us the legal

The Reverend Martin Luther
King and Roy Wilkins o f the
NAACP denounced religious big
otry at a press conference in New
York September 14 which was
called to announce a new regis
tration drive for a “million new
N egro voters.”
The Rev. King stated: “We
realize that forces which are
anti-Catholic are generally the
forces that are anti-Negro. We
feel that religious bigotry is as
injurious, as immoral and undem
ocratic as racial bigotry.”
Roy Wilkins said: “Negroes
are outraged at the attacks on
the Catholic church and on Sen
ator Kennedy. Some will consid
er it a duty to support Kennedy
because o f the nature o f the at
tacks. I, myself, am outraged at
the low attacks on Kennedy by
the same people who have been
making low attacks on Negroes.
I have seen some o f the outra
geous material circulating around
the country against Senator Ken
nedy. It is from the same places,
the same addresses that issue
anti-Negro stuff.”

DRIVE BEGUN TO
REGISTER ONE MILLION
NEW NEGRO VOTERS
Some twenty national leaders
have launched a Non-Partisan
Crusade to R egister One Million
New N egro Voters. The chairman
o f the drive is A. Philip Randolph,
veteran labor leader. The Rev.
Martin Luther King and Roy W il
kins will serve as co-chairmen.
The organization has opened head
quarters at 8 W est 40th Street in
New York City.
Signers of the call to organize
the registration crusade include
four Congressm en: William L.
Dawson o f Illinois, Charles C.
D iggs o f Michigan, Robert N. C.
Nix o f Pennsylvania, and Adam
Clayton Powell o f New York.
Leaders o f m ajor civic and reli
gious organizations joined in the
call, including the Rev. J. H. Jackson and Rev. Gardner Taylor of
the National Baptist Convention.
At the suggestion of Dr. Jackson

Nixon Double
Talk Attacked
The Student Non-Violent Co
ordinating Committee of Atlanta,
Ga., in a telegram to Vice Presi
dent Nixon last month took issue
with his statement on sit-in dem
onstrations at a Greensboro, N. C.
press conference.
Nixon said that sit-in demon
strations should be orderly and
“not in violation o f local laws."
The students in their telegram
to Nixon stated: “An indorsement
of both the student action and the
local law is meaningless except

The telegram stated that Nix
on’ speech “seems to be aimed

at pleasing the power structure
of the South and consequently
contradicts your indorsement of
the demonstrations.”
The students insisted that al
though their demonstrations were
conducted on a strictly non-vio
lent and peaceful basis, the dem
onstrations often run counter to
local segregation laws.
Sunday before the call was issued
in New York.
The Baptist resolution of Sep
tember 11 called on all its churches
to designate “Registration Sun
day” before the deadline for reg
istration in each state. Special
sermons
urging
registration
should be given on that day on
the right and duty to register and
vote.

churches to become “working cen
ters for registration, with tele
phone polls of members, car pools,
and other actions undertaken to
promote the fullest possible re g
istration.”

constitutional rights o f every
American. He cannot wait for
others to act. He him self must
draft the program s— transmit
them to the C on gress— and fight
for their enactment, taking his
case to the people if the Congress
is slow in acting.

And much legislation is needed.
We must continue and strengthen
the President’ Civil Rights Com
s
mission. We must grant the At
torney General pow er to enforce
all constitutional rights— not just
the right to vote. We must wipe
out discriminatory poll taxes and
literacy tests, and pass effective
anti-bombing and anti-lynching
legislation. And we must contin
ually strengthen the legal fram e
work which will allow us to move
toward economic, educational and
political equality.
Such legislation is already be
ing prepared. I have asked Sena
tor Clark of Pennsylvania and
Congressman Cellar o f New York
to prepare a bill embodying all
the pledges of the Democratic
Platform, and that bill will be
among the first orders o f busi
ness when a new Congress meets
in January.
Secondly, as Chief Executive,
the next President must be pre
pared to put an end to racial and
religious discrimination in every
field o f Federal activity— by issu
ing the long-delayed executive or
der putting an end to racial dis
crimination in federally assisted
housing— by revitalizing the Vice

President’ Committee on Govern

ment Contracts so that those who
receive contracts from the Fed
eral Government will not be per
mitted to deny a job to a quali
fied worker because o f his race
or religion— and by making suce
that no American is barred from
the highest positions in Govern
ment because of the color of his
skin.
Our chief executive m ust also
make sure that the laws which
Democratic C o n g r e s s e s have
passed are enforced with vigor
and determination— that the right
to vote and other constitutional
rights are not denied because of
laxity or indifference in the Office
o f the Attorney General.
Third, as a moral leader, the
next President must play his role
in interpreting the great moral
issues which are involved in our
crusade fo r human rights. He
m ust exert the great moral and
educational force of his office to
bring about equal access to pub
lic facilities— from churches to
lunch counters— and to support
the right o f every American to
stand up fo r his rights— even if
that means sitting down fo r them.
For only the President— the
representative of all interests and
all sections— can create the un
derstanding and the tolerance
which is necessary if we are to
make an orderly transition to a
com pletely free society. If the
President does not him self wage
the struggle for equal rights— if
he stands above the battle— then
the battle will inevitably be lost.

Powell Predicts Kennedy Victory;
Announces All-out Support of Ticket
Accepting appointment by Sen
ator Kennedy as special advisor
on urban affairs, Congressman
Adam Clayton Powell, Jr., pre
dicted that Kennedy will carry
New York State and the nation
in November. He announced his
“all-out” support o f the ticket and
said he would stump for it in
nineteen states and thirty-three
cities.
Rep. Powell told a news confer
ence on September 19 that Sena
tor Kennedy's
positions and
pledges on civil rights had con
vinced him that the nominee
would press hard to carry out
the full civil rights platform
adopted in Los Angeles.

Reminding his listeners that
Mr. Nixon had “led the fight”
against FE PC bills in Congress,
Rep. Powell contrasted this with
Kennedy’ consistent support for
s
FEPC, in the House, in the Sen
ate, and at the Democratic Con
vention this year.
In a speech before the Alpha
Phi Alpha fraternity in Wash
ington Congressman Powell at
tacked the Republican Adminis
tration fo r inaction on civil
rights. They have the power
“right now,” he declared, “to pre
vent any Federal funds from g o
ing to any state or political sub
division that is in defiance of
Federal law.”

PRESIDENTIAL LEADERSHIP
Senator Kennedy believes that the goals of the
Democratic civil rights plank can only be achieved by
strong moral leadership from the White House. “That
leadership must be exercised until every American, of
every color and faith, has achieved equal access to the
voting booth, to the schoolroom, to jobs, to housing and
to lunch counters.”

The Executive Committee at its August meeting decided to have a real old fashioned
Rally instead of the September membership meeting. The RxLLY will be held at
Washington-Lee High School, Little Theater, iionday night, September 23th, at
8 P.M. Er. Robert A. Skaife of HEA will talk on the attacks on the public schools
in other areas. Dr. Skaife is Field Secretary of the Commission for the Defense
of Democracy through Education. He has been present during the fights in several
communities including Pasadena and has studied many others. He will be able to
tell us some of the symptoms to watch for here. Glenn Stahl, one of the first
elected members of the Arlington School Board will follow Dr. Skaife on the program.
He will relate the symptoms pointed out by Dr. Skaife to recent happenings in
Arlington County. E. R. Draheim and Clark Keating, the "Convention Candidates for
the School Board, will speak briefly on the issues of this fall's election. A
question and discussion period will follow these tallas.

"Should Hoffman-Boston Students Transfer to Non-Segregated Schools?"

the Lomax AME Zion Church, 270^ 2^th Road, S. Several students, some from HoffmanBosjton and some from Wakefield and Washington-Lee, will form a panel, moderated by
Tonir Lee, and relate their hopes and fears about transferring to predominantly
white schools. Here are some facts about H-B that should cause parents concern.

^Chemistry and physics are offered only on an alternate-year basis.
*0nly one modern language is offered, for just three years.
*Dr. James Conant, after extensive study of the American high school,
concluded that the minimum size of a senior class for effective educa­
tion is 100 students. There were 51 in H-B's class of 1962.
*H-B students do not participate in the county high schools' distribu­
tive education program (i.e. students spend part-time in school, parttime on course-related jobs).

April 5 is the deadline for applying for transfer from Hoffman-Boston
to non-segregated schools. Over three-fourths of the South Arlington Negro child­
ren- because they are in the Hoffman-Boston attendance zone, are not eligible for
,
transfer at the present time. But the Knoxville case due to be decided by the
Supreme Court before its adjournment in June is expected to make illegal the
forced attendance in segregated schools. Therefore, even if an application for
transfer is initially rejected, the rejection will probably have to be rescinded
in compliance with this ruling. Parents may get applications at the County School
Administration Building at 1U26 N. Quincy Street.

Are Arlington schools in fact integrated?

Consider these facts:

*202 school children attend desegregated schools. 2,20U, or over ll/l2ths
of Arlington's Negro children are still in segregated schools.
*Segregated housing is only partially responsible for these segregated
schools. A map of the county school boundaries (yours for the asking
at the N. Quincy Street office) shows that children living in the south­
west sector of the H-B zone are much closer to Wakefield than to the
school they attend. This is also true for several other marginal
areas and the elementary schools.
*Teachers are totally segregated. The H-B staff, containing many fine
teachers, would naturally be reluctant to endorse the demise of their
school and be faced with the prospect of unemployment.

Carl T. Rowan in a recent article in SatEvePost (January 19, The Travesty of
Integration) states:
"There has been a largely unpublished development over
these nine years which I consider as reprehensible as segregation itself, as coward­
ly as the actions of the riffraff who have resorted to violence in opposing imple­
mentation of the court's decree.
I refer to the fact that scores of communities
have by devious means, pretended to comply with the letter of the law while ignor­
ing the spirit of Justice and decency.
...When one considers the heart of the
court's argumentation in outlawing segregated schools, and then considers how
little really has been done to eradicate fundamental injustice, it becomes obvious
that these token integration schemes are affronts to our concept of justice."

                    <text>CHANGES IN CCSI CONSTITUTION AND BY-LAWS TO BE ACTED UFON MAY 20, 1959

Following are changes and additions proposed by the
Executive Committee and submitted to the membership
at this time in accordance with the requirements of
the Constitution and By-Laws .

ARTICLE II - OBJECTIVES, paragraph (B): To conform with political changes, take
out "election to" so that the last phrase will read "and through support of well'
qualified candidates for the School Board."
ARTICLE IV - OFFICERS AND THEIR ELECTION, Section 1:

Change to show one Secretary,

ARTICLE IV, Section 2: Revise to show that the Nominating Committee will submit
its report to the membership not less than ten (10) days before the annual meeting
in May (in place of requirement that report be made at membership meeting next pre­
ceding the annual meeting).
ARTICLE V - DUTIES OF OFFICERS, Sections 3 &amp; 4: Combine duties of Recording and
Corresponding secretaries as duties of the Secretary.
ARTICLE VI - MEETINGS, Section 1: Change to reduce the required number of member­
ship meetings from four to three and eliminate the "spring" meeting so that it will
read as follows:
"The Citizens Committee shall hold at least three (3) meetings
during the year, including one in Lay for the election and installation of officers,
annual reports, and election of the Auditing Committee."
ARTICLE VII - EXECUTIVE COiJMITTEE, Section 1: Add to the Executive Committee the
chairmen of elected committees and delegates to the Arlington County Civic
Federation.
ARTICLE VIII - STANDING AND SPECIAL COMMITTEES, Section 2: To adjust to change in
schedule of meetings, revise to read as follows:
"There shall be an Auditing
Committee composed of three (3) members of the Citizens Committee elected at the
annual meeting in May, the duties of which shall be to make an annual audit of the
Treasurer's accounts and to make a report thereon to the membership not later than
September 1st of that year."
ARTICLE IX - AFFILIATION: Add as Section 2: "Duties of delegates to the Arlington
County Civic Federation shall include reports on Civic Federation action to the
Executive Committee at each regular monthly meeting of the Executive Committee."
