1959 were not collected. We do not know if this was an
oversight or whether the solicitor in your area failed to
call on you.
We feel sure that you wish to have a part in our continuing
effort to extend freedom, justice and equal protection
under constitutional law to every citizen of these United
States.
There will be a Membership Drive shortly and one of the
Membership Committee will call on you. Since, however,
they will have so many calls to make, it would be extreme­

INTRODUCING OUR PRESIDENT, MRS. RITCHIE
Our president-elect, Mrs. Beatrice Ritchie, was born in Culpeper, Va.,
and was educated in the public schools of Arlington and Washington, D. C.
She is employed as a film assembler in the Department of Defense. She
is a member and past president of the Jennie Dean Club, Treasurer of
the County Council for Social Progress, and a member of the YMCA
Mothers Club, National Conference of Christians and Jews, and the
Arlington Civic Association.
"Bea" is married to Albert Ritchie and
has a daugther, Anne, who teaches in the D. C. Public Schools. She is
a member of the Lomax A. H. E, Zion Church. Mrs. Ritchie has been
interested in comraunity affairs for the past twenty-five years.
In
its early days, she served the Arlington Branch,,
NAACP as secretary.
CRISIS IN PRINCE EDWARD COUNTY
A report on the Crisis in Prince Edward County where 1,700 Negro
children are out of school will be given by Mrs. Barbara S. Marx, who
represented the Arlington Branch at the Conference called by the
National Council of Negro Women, January 16th in Washington. Virginia
NAACP Chief Counsel, Oliver W. Hill, stated that litigation to re-open
schools in Prince Edward County probably will have to be carried to" the
U. S. Supreme Court, in which case there will be no public schools in the
County before September, 1961. Therefore, Interested organizations hope
to set up temporary training in key subjects such as reading and basic
mathmatics.
SEGREGATED SEATING CASE TO BE HEARD February 9, at 10 A. M.
The CCSP test case on the Public Assemblage Law which was to have been
heard in January has been postponed until February 9, at 10 A. M.,
Arlington Circut Court.

NAACP who has sp e c ia liz e d in C iv il Rights sin c e 191*8. Among the cases he argued
s u c c e s s fu lly b efore the V irgin ia courts and the U.S. Supreme Court were those
d ea lin g with r e s t r ic t iv e covenants in housing, segregation in in te r s ta te tr a n s­
p o r ta tio n and sta te d owned paries. He a ls o took part in the A rlington school de­

The A rlington County Board w ill hold a hearing on March 25th on an ordinance fo r
lo c a l placement o f p u p ils . Under t h is plan Negro students liv in g in the atten d ­
ance area o f a white school w i l l be able to tr a n sfe r to th a t white school without
court a c tio n . Transfer a p p lic a tio n s must be f i l e d by A pril 5th.

For the f i r s t time the School Board w i l l v o lu n ta r ily admit Negroes to white schools
Now th a t the doors are open without court a c tio n parents should take advantage of
the opportunity to send th e ir c h ild to the school nearest t h e ir home. Things have
gone w e ll with the Ah Negro students now atten ding desegregated schools in A rlin g­
to n . As more Negro parents have th e ir child ren en ter white sc h o o ls, more and
more child ren w i l l make frien d s with those o f d iffe r e n t r a ces. Prejudice w ill
be reduced. As time goes on, desegregating the school system w ill help Negroes
g e t b e tte r job s, b e tte r housing and a b e tte r l i f e .
