May 22, 1959

From the By-Laws of the Arlington Committee to Preserve
Public Schools; Section 11,
(adopted June 12, 1953*):
"This committee shall be terminated one year
after its formation unless the membership
adopts a resolution specifically providing
for its continuance and its later termination."

At a meeting of the Executive Board held May 10, it was strongly felt
that the Arlington Committee to Preserve Public Schools should continue in
existence for at least one year and possibly longer. The following resolu­
tion is therefore being put before you - via the U. S. mails - for your
approval or disapproval:
"In accordance with Section 11 of the By-Laws be it resolved
that the Arlington Committee to Preserve Public Schools be continued
beyond June 12, 1959 for at least one year and not more than two
years unless the membership adopts a resolution specifically providing
for its continuance and its later termination."
Will you please vote on the enclosed postcard and return it promptly?
Two spaces are provided so that husband and wife may both vote on the same
card. Ballots postmarked later than June 5 will not be counted. No post­
age is necessary.
Following are some of the reasons why the Board recommends passage of
this resolution:
1. The Perrow program is completely unsatisfactory to the extremists
in the state and they will be back at the i960 legislative session with
renewed efforts to close the schools. The fact that - state-wide - we were
an organized, vocal group of 25,000 people adamantly against any effort to
close or damage public schools helped immeasurably in this last crisis, and
this organized citizen pressure is still needed.
2. We d o n ’t know what is going to happen. We don't know what turn
the private school movement will take. We don’t know what this year’s
elections will show. We don't know what litigation will come or what it
will determine. The present legislation is untested in the courts, for
example - tuition scholarships i We may need to be ready to move firmly and
quickly in several directions.
Arlington’s help continues to be needed from time to time by the
Virginia Committee for Public Schools with which we are affiliated. Obvi­
ously our success in maintaining our public schools here without crippling
limitations is largely dependent on state policy. Hence the following
points are relevant to our situation:
(a) There is still a demand for our help in organizing local
groups before a crisis occurs in their areas.
( b ) Some of the Perrow bills could result in serious damage to
the public schools in the state, indirectly affecting Arlington. The
compulsory attendance compromise and the bill permitting the sale of
school buildings are examples. A locality can, if it chooses, strip
its public schools down to a mere skeleton and refuse to put up the
matching funds for support of those schools.
At the top of the next page are two quotations which support this need
to maintain an organization here to tie in with the State Committee.
You will also find a Treasurer's Report covering our entire year of
existence.
May we remind you of the importance of your vote at the primary
(July 1*0 and the general election in November for representatives from
Arlington who agree with us that the public school system must be kept
intact.

ACTION

The Executive Board of the Arlington Committee to Preserve Public Schools
urgently requests its members to familiarize themselves with measures now being
proposed in Richmond to amend several sections of the State Constitution which
could seriously weaken if not destroy public education in Virginia.
In testimony given in Richmond March 6, this Committee commended the Perrow
Commission on its reasonable approach to the problems facing public schools in
Virginia. We were especially gratified that their proposals left the Constitu­
tion intact and would permit Arlington to continue to operate its public school
system.
Since the Legislature re-convened, a resolution has been introduced by
Delegate Wheatley which proposes to drastically amend those sections of the State
Constitution dealing with public schools. This resolution is not just an idle
threat; it is an imminent reality, and will be debated beginning probably in a
few days. The best information we have received indicates that it has an excel­
lent chance of passage. These proposed constitutional amendments strike at the
very heart of our State Public School system. The proposed amendment of Section
129 appears to give local control of school matters; in reality the accompanying
amendments give even greater control of school affairs to the General Assembly.
The proposed constitutional amendments provide-1.

The General Assembly may consolidate any number of counties or cities
into a single "school division" with a single school board to be chosen
in such manner as the General Assembly may prescribe.

2.

Authority of school boards is limited to those powers granted by the
General Assembly, and in the case of consolidation of counties into a
division the local county school board would cease to exist entirely.

3 . There would no longer be any constitutional requirement that specific
funds or amounts be applied to schools, only that some unspecified amount
be appropriated "in the furtherance of education of school age children"
to be apportioned by the General Assembly as it saw fit. This could be
on a basis of geographical area, to the great disadvantage of Arlington.
h.

The Constitutional guarantee of the right of a locality to levy taxes
on property for the support of schools would be removed.

Steady progress has been made in raising standards of education. We cannot
afford to let these standards be lowered. Also, leading industrialists are warn­
ing that the school issue must be settled now if Virginia is to prosper. The
adoption of this resolution would continue indefinitely the uncertainty which is
so damaging to the economic health of the State.
Armed with this information and the results of your own study, we urge you
to take action now, this week, by writing your representatives your opinions on
this most important issue. The Governor needs support in his support of the
Perrow Commission report; our own delegation needs thousands of letters showing
support of their stand. Write them today— and write to any other legislators

Dear Fellow Member A substantial increase in our membership is one of our most impor­
tant immediate needs. Nothing can more conclusively demonstrate the
overwhelming sentiment of the community than the enrolling of thousands
of citizens as members subscribing to the policies and principles of
the Committee to Preserve Public Schools.
On July 9 a delegation of the Committee will confer with Governor
Stanley in Richmond. A major purpose of this conference is to convince
the Governor that this community stands solidly behind the preservation
of our public schools. The delegation would like to report that the
membership of the committee numbers several thousand Arlington citizens.
This letter, with the enclosed 10 registration cards, is being sent
to each member of the Committee to Preserve Public Schools. The Execu­
tive Committee requests your earnest cooperation in obtaining 10 new mem­
bers. Get your friends, neighbors, and fellow-workers who are Arlington
residents to fill out and sign a registration card, if they are not al­
ready a member of the Committee. You may do some of this by telephone,
filling out a registration card for persons who tell you they subscribe
to the policies and principles of the Committee and wish to be registered
as a member.

To the Members of the General Assembly;
Today, Virginia faces her gravest decision of the century.

It

is our hope that the sudden call for a session of the General Assembly
will not result in a decision made in haste, in anger, and in bitter­
ness.

We hope it will not be a decision we will all regret for

decades to come.
This is a heartfelt plea to you to use your influence in your
community and with other legislators against any precipitate action
which would destroy public education in this Commonwealth.
Those of us who live in Arlington and Northern Virginia have
recognized that the problem is infinitely more serious in other
parts of the State.

We have cooperated to the fullest degree in every

effort to prevent a situation which would result in closed public
schools anywhere in the State.

Sacrifice of our public schools is

too high a price for Virginia to pay.
We are firmly opposed to nullification of Sections 129 and 133
of the Virginia Constitution.
No quickly organized substitute schools can begin to match our
system of free public schools.

The public school system must be

preserved and it must be administered by the local communities.
This is a cry for help and cooperation to you and all Virginians
of good will.

Before it's too late, help us to keep free public

education for our children.

                    <text>ARLINGTON COUNCIL ON HUMAN RELATIONS'
STORY OF INTEGRATION IN ARLINGTON, VIRGINIA
Under date of 1958, November 21, Sidney Lovett' pastor of Rock
Spring Congregational Church sent letters to a selected list of people
inviting them to a meeting in Rock Spring Neighborhood House to be
held on December 1, 1958. Hubert Beckwith and Paul Rilling, president
and executive director respectively of the Virginia Council on Human
Relations were to be present. The notice said: "dessert and coffee
will be served." At this meeting the Arlington Council on Human
Relations was formed. The charter members were:

At the time of the formation of the Arlington Council our county
was strictly segregated. There were white schools and Negro schools,
white play grounds and Negro play grounds.
No Negro was ^permitted
to enter a moving picture theatre or bowling alley nor stop at a hotel
or motel in the county. Even the Arlington Hospital lias segregated.
There being but one maternity ward, no Negro mother could have her
baby there (except in cases of emergency). There was a rail in
the hospital cafeteria to separate the white from the Negro patrons.
Negroes were permitted to live in a few restricted sections of the
county but any real estate dealer who showed property in a white
section to a Negro family would lose his job. The churches were al
most entirely segregated except for certain abortive attempts at in
tegrated congregations.
In the last half century.only a few cracks had occurred in the
segregation wall. Some organizations like the Ministerial Association,
The United Church Women of Arlington, The Community Council for Social
Progress had been integrated.
Up to 1946 Negroes were required to sit in the back of the buses.
In that year a Supreme Court decision ordered the desegration of all
interstate transportation. Inasmuch as practically all bus transpor
tation originated in Washington, the ruling applied to Arlington. The
public libraries were opened to Negroes in 1950.
About six years have elapsed since the founding of the Arlington
Council by Sidney Lovett. Now what do we find? The public schools are
reasonably integrated, the,public play grounds are completeliintegrated.
Of seven bowling alleys contacted in February 1 9 6 3 , two have'no racial
restrictions and two more will accept Negroes in integrated groups.
All the moving picture theatres are integrated.

In the Summer of 1 5 6 3 three prominent white churches combined
with two Negro churches to hold a summer church school- There were 14
motels contacted recently to determine their willingness to accept
Negroes. Eight have no racial restrictions and three will accept
Negroes in integrated groups. Several Negro families are now living
in sections here-to-fore reserved for white people.
Negro women are now accepted in the maternity ward of the Arlington Hospital. There is no segregation in the new hospital cafeteria.
The lunch counters throughout the county are integrated.
The struggles - sometimes bitter,- which brought all this about
before the Civil Rights Bill became, law, are described in this paper.
All were accomplished without bloodshed or rioting! We should be
proud of our county!
The Moving Picture Theatres:
The first mention in our minutes of the exclusion of Negroes
from our motion picture theatres occurs on September 27, i9 6 0 .
The
exclusion was part of the general policy of racial segregation which
had prevailed in Virginia for half a century. Section 18.1-356 of the
Virginia State Law provided that any motion picture operator who failed
to segregate his audience shall be fined not less than $10Q nor more
than $500. Section 18.1-357 provides that any patron of the theatre
who refuses to take a seat in the,
appropriate section or refuses to
move to the appropriate section when requested by an usher., shall be
put out of the theatre and fined not.less than $10 nor more than $25Months were spent in writing letters to the theatre owners. It
was pointed out that although the laws of Virginia
plainlyfor
bid integration in moving picture theatres, they also forbid inte
gration in other places of assembly - churches, business meetings,
etc.. - where no attempt had been made to enforce the law. Con
ferences were held uiging the motion picture people to integrate their
theatres but to no avail.
Of course, the motion picture houses could
have designated certain of their seating areas for the use of Negroes.
This method of solving the problem was suggested to certain Negroes
but they preferred not to patronize theatres where segregation was
practiced.
The next step was to organize a committee composed largely of
members of the various interested organizations in the community. It
was known as "The Northern Virginia Committee to End Theatre Discriminination." It met in Richmond in May 1 9 6 2 . The Congress on Racial
Equality took up the cudgels.
Picket lines were organized at several
theatres. The moving picture people countered by getting the State
legislature to pass a law forbidding picketing where the object of the
picketing was malicious or interfered with patronage. A trial case
came to court but it failed to convict the defendents. so the picket
ing went on. Finally the Virginia law requiring segregation in
places of assembly was declared null and void by a Federal Court
July 3. 1962, but the motion picture theatre owners preferred to
continue to exclude Negroes. They claimed it was a private industry
and so they had the right to exclude anyone they wished.

�- 3 Finally,, after solicitation by two members of the Friendly
Relations Committee in Richmond and help from the WHITE HOUSE, the
owners suddenly changed their policy and on June 17, 1963, Negroes
were admitted everywhere in the county. Little mention of the change
v/as made in the papers. The picture theatres continued to do busi
ness and the white population hardly noticed what had happened.
Housing:
In the old days the proportion of Negroes to whites in the
county was much greater than it is today. Some time after the 1st
World War.white people began to buy up Negro farms. Taxes on land
gradually rose requiring more Negroes to move to Washington where the
taxes were lovier.
Once the Negroes left a given section of the
County, they were never permitted to return. The general belief in
Virginia that the two races would get along best by being segregated
precluded Negroes from moving into white sections. Universal custom-not laws maintained the segregation. All that is left of the exten
sive Negro settlements are four areas known roughly as Halls Hill
Green Valley, Hatsfield and Johnson Hill.
Another cause of the depleting Negro population vias the condem
nation of Negro property for public works, parks etc. It was cheaper
to buy and therefore the obvious thing to do. All these influences
caused a dwindling of our Negro population. Today that trend has begun
to
reverse itself due first to the natural growth of the Negro
population and second to the overcrowding of the Negro areas in
Washington. Children,grow up, marry and have children. In the areas
limited to Negroes in Arlington there are not
enough houses for
rent and not enough land for Negroes to build on. Washington is now
over half Negro and is bursting at the seams. Students tell us. that a
large part of this Negro population came from the suburbs and not from
the deep South. There are Negro ministers, teachers, and other profes
sional people who work in Arlington but have to live in Washington.
There is no room for them here.
So in 1961 . June., the Arlington Council set up a committee on
Housing. In November 1961 this committee arranged a panel discussion
attended by about 200 peopie. Early in 1 9 6 2 the Arlington County
Board considered the passage of a minimum standard housing ordinance.
It provided for the upgrading of homes that failed to come up to a
minimum standard of light, air, water, and sewerage per capita. The
ordinance has certainly helped to improve the living conditions of our
low income residents. The Arlington Council on Human Relations ap
proved the proposed ordinance but insisted that some clause be added
which would provide for the poor families made homeless by its en
forcement. Of course, some of the substandard property could be re
modeled or certain fixtures installed so as to bring it up to standard,
but it was believed that, in many cases, the owners would consider
the change not worth the cost.
The County Board went about half way in complying with our
urgent request by appointing a citizens committee armed with certain
judicial powers and duties to aid the evicted families. As no case of
eviction is recorded to date, we do not know how effective this
citizens committee will be. It is reported that, as a result of code

�- 4 enforcement, 75 families have been displaced to date. Of these at
least one-third have relocated in the County. As to the remaining twothirds, we know very little. Some of them may have been forced to
downgrade their living conditions in outlying areas. In other words,
we do not know what to do with people living in squalor when we force
them to adopt sanitary standards without giving them the means for the
improvement.
In so much as the problem of housing for Negroes is common to all
areas surrounding Washington, a number or organizations have combined
their forces to help in its solution. A corporation known as Hurelco
was formed in 1 9 6 2 to buy and develop land for open occupancy - i.e.,
having no restrictions as to race. Pour acres have been contracted for
in Alexandria. They were all ready to begin construction when the mat
ter was held up in the courts. That is where it hangs now.
Another facet of the Housing Committee's work was to conduct
telephone and visiting campaigns to obtain lists of people who agree
as a minimum not to move if a Negro family moved next door. The list
now contains some 200 families. Certain apartment houses heretofore
white are now integrated.
In April 1 9 6 2 , at the request of the U. S. Commission on Civil
Rights, Sidney Lovett wrote a report on the housing.
situation of
minority groups in our County.
President &amp;ssss££3?'- Kennedy's order on equal opportunity in hous
ing has thus far had little effect on Arlington because it applies
only to new construction and we have little vacant land. Early in
1 9 6 3 , the Arlington Fairfax and Alexandria Councils on Human Relations
formed the Northern Virginia Fair Housing, Inc. They were aided by
the American Friends Service Committee and others. Their work has
been largely door to door interviews with tenants and conferences with
real estate owners and developers.
Arlington Hospital:
The subject first appears in our minutes of i9 6 0 , September 27On that date one of our members was asked to .talk with the super
intendent regarding the hospital's progress towards integration. ©rr~
T h e .findings were never given in succeeding minutes of the Council but
we now know that at that time, the cafeteria was divided into two
sections - one for whites and the other for Negroes. Furthermore
Negro maternity cases were not accepted except in emergency.
Some months before, the United Church Women of Arlington Va.,
became interested in admitting Negroes to the maternity ward but the
hospital policy of exclusion was not changed. Under date of 1 9 6 2 ,
March 20, the Board of Directors of the Arlington Council prepared a
resolution requesting a local newspaper to investigate the matter but
such action was never taken. It was decided later that a better way
would be to request a joint meeting of representatives of the Council
and Hospital. The request was granted and a conference held, late in
May. No change in policy resulted.
Again the United Church Women petitioned the Hospital to change
their policy and enlisted the support of the Department of Health.

After certain additions were made to the Hospital a new desegrated cafeteria was built and the old one abandoned. There now re
mains but one segregated policy of the Hospital Board. Practically all
Negroes who come to the hospital for treatment or surgery are assigned
to Hall A.
Early in 1964, the Congress of Racial Equality sent two people
to talk with the hospital superintendent. Mr. Anderson. He said that
the hospital would be desegrated when the new wing was built in 1 9 6 7 .
A letter was then sent demanding prompt desegregation, mentioning
also the possibility of "direct action." This letter was followed by
another calling Mr. Anderson's attention to a recent decision of the
Supreme Court requiring all recipients of the Hill Burton Funds to
completely desegregate. No answer was received from either letter.
On March 22, picketing began and was continued at regular intervals un
til June. A "sit-in" was also attempted. Four people remained in Mr.
Anderson's office until arrested by the police and charged with tres
passing but Judge Cooper ruled that the lav; was inapplicable.
The Congress of Racial Equality (CORE) broadcast to the community
by phone and letter asking that contributions to the hospital work be
deferred until it became integrated. All these efforts got no response
from the hospital but they did result in bringing the issue clearly
before the public. The Arlington Ministerial Association offered to
act as arbitrator between the hospital and GORE. Later they asked the
Hospital Board to state publicly their policy regarding integration.
The hospital refused both requests.
School Integration:
On May 17, 1956, The National Association for the Advancement of
Colored People sued the Arlington School Board in the name of three
children (one Negro and two whites) to permit integration in Arlington
Schools. The case was known as the Clarissa Thompson case after the
name of the Negro child involved. At about the same time the Arlington
School Board began to formulate its own plans for integration.
The
Virginia legislature, being strongly segregationist promptly took steps
to prevent such integration.
Under the leadership of Senator Harry F.
Byrd, the State Assembly instituted a policy which came to be known as
"Massive Resistance." Laws were passed providing:
1. That the Arlington School Board be hereafter appointed
by the County Board instead of elected by the people of
Arlington. (Evidently the State Assembly believed that the
County Board would be more favorable to segregation than
the old School Board );
2. That all pupil assignment be made by a newly constituted
Placement Board;
3. That any school which admitted pupils of another
race be closed.

To illustrate the extent of segregation in the public schools
during this period., the following may be of interest.
An article in the Daily Sun of February 1 ' 1957. states: "The
9,
Arlington County Council of Parent Teachers Association carried out
plans last night to dodge the Virginia public assemblage laws by meet
ing off public school property. An effort was made to segregate the
observers but, because of the small space in the upper hall of the
Neighborhood House of Rock Spring Congregational Church, the plans
were ineffectual."
When in 1953, the Federal Court rendered a decision in favor of
Clarissa Thompson the people of Arlington feared that the State of
Virginia, through Massive Resistance would close their schools.
In
fact that is exactly what did happen in Norfolk. When the school
board attempted to comply with the federal order to integrate, the
State of Virginia closed the schools. At one time there were 17' 000
children on the streets of Norfolk. In an attempt to keep the schools
open, citizens of Arlington, Richmond, Front Royal, and Norfolk united
to form, the "Committee to Preserve the Public Schools" with Glenn
Stahl as chairman and Edmund Campbell as attorney. The committee in
cluded both segregationists and integrationists but all members in
sisted that the public schools must be kept open.
In the mean time various attempts had been made to enroll Negroes
in white schools. In September, 1957, E. Leslie Hamm, Jr., Rita and
Marolyn Johnson, Louis and Melvin Turner, Robert Eldridge,III, and.
George Nelson applied for admission to white schools but were turned
down.
One year later, 30 more applied. The Arlington School Board re
jected them all for various reasons which they claimed had no relation
to their race viz: (l) geography, (2) scholastic achievement,
(3) psychological instability. (4) adaptability, (5) overcrowding of
white school applied for. Federal Judge Bryan refused to recognize
categories 3, 4, and 5, but he ruled that the geographic relation of
the pupil's house to the proposed school and the scholastic achieve
ment of the pupil were lggitimate categories for rejection; On this
basis he ordered Ronald Deskins, Lance Newman, Gloria Thompson, Michael
Jones, admitted to Stratford Junior High School and concurred with
the School Board regarding the other 2&amp;. At this point Governor
Almond entered the discussion. He directed that the State Pupil Place
ment Board and not the County School Board had the sole right to place
the pupils.
A month later (October 1953) the Committee to Preserve Public
Schools sued Governor Almond and got a favorable decision January 19,
1959, to the effect that the State School closing law was uncon
stitutional. The State then passed a law recommended by the Gray Com
mission to the effect that parents who objected to sending their
children to an integrated school shall receive a state grant of $ 2 5 0
per pupil per year to help defray the cost of a private school.
Now the great day came for the admission of the four Negroes to
Stratford Junior High School, February 2, 1959- For months prepara
tions had been made to avoid any embarrassing incidents. The four

�- 7 Negroes had been drilled, in their proper attitude towards tne white
students and conversely the white students had been drilled in their
behavior. Parties had been given for the Negroes and their new class
mates so that when they entered school they would-be among friends.
White helmetea police were present everywhere armed with riot equip
ment . Ho unauthorized person was allowed to enter the school grounds.
Shortly before school opened the four Negroes walked in and were as
signed to their classes. And so the school day passed like any other
school day, with but one incident to mar its serenity. A woman
drove down to the school to witness the excitement and possible riot
ing. She was staring so hard at the campus she ran into a tree! Since
that memorable day, more Arlington schools have been desegregated.
On March 16, 1 9 6 1 , the Arlington School Board assumed again the
duties of pupil placement formerly exercised by the State Pupil Place
ment Board. A general rule was then adopted providing that pupils
should attend their neighborhood schools, irrespective of race.
The Integration of Arlington's public schools has been a slow
process. This has had one big advantage in that difficulties could be
ironed out as they arose. Take the case of the Hoffman-Boston all
Negro School. Most of the school was taken up by the Junior High
grades. Senior High pupils were also taught there but the numbers
were small, the space was limited, and the equipment for science
courses was inadequate. In the fall of 1 9 6 3 , the School Board voted
unanimously to transfer the Senior High pupils to other integrated
schools in the County.
It was feared however, thfet the Negroes,
when integrated would find it hard to keep up with their white
classmates because of their inferior training. Inasmuch as the change
of schools was not to take place till the fall
1964, the Arlini ’ •.

Council on Human Relations together with the local P. T. A. and other
groups arranged to provide tutors and an evening study hall for there
pupils. The propject extended from January through the month of May.
The average attendance was 40 except for the month of May when it fell
off to 10 or 15 pupils. Instruction was given in Mathematics,
Sciences, French, English, and Public Speaking.

STATEMENT BY THE ARLINGTON COUNTY SCHOOL BOARD

In view of the official directive from the Virginia
State Superintendent of Public Instruction which states:
The Governor and the State Board of Education
hereby declare and adopt as the policy of this
Commonwealth that the State Board of Education
will continue to administer its functions, in
cooperation vfith the local school authorities,
to the end that the public schools of Virginia
open and operate through the coming school
session as heretofore,^
the Arlington School Board does not plan to integrate any
classes in September.
Pending further clarification by the State
authorities, the Arlington School Board is studying alternate
plans for the orderly implementation of tie Supreme Court
decision on integration in the public schools.

FOR
COUNTY AND SCHOOL IMPROVEMENTS
Tuesday, May 13, 1958

The Arlington County Board and Arlington School Board
are jointly presenting, for approval by the voters of Arlington,
bond issues totaling $7,966,000fo r County improvements.

To the Voters of Arlington:
The Arlington County Board and the Arlington School Board
believe that improvements in Arlington's publicly-owned com­
munity facilities must move forward together in a well-planned,
long-range program.
Accordingly, the present bond proposals include street im­
provements, sidewalks, storm sewers, sanitary sewers, and land
for two new fire stations.
Also included are a proposed new high school, a central
library, and additional recreational facilities. All these will be
submitted to the voters on May 13.
This leaflet is published jointly by the Arlington County
Board and the Arlington School Board to provide information
concerning the proposed bond issues. It is being mailed to
voters at County and School expense.

Sufficient space for senior high school students is the
one deficiency still remaining in Arlington's public
school plant. No other major school construction is con­
templated in the County's official long-range plan.

Cost the Arlington Home Owner?
To repay the combined proposed bond issues with interest over a 20-year period will require an increase in the
property tax rate of less than 5 percent. The average cost to the owner of a $20,000 home in Arlington would be about
$12 a year for repayment of principal and interest on such bonds.
Repayment of principal and interest on the proposed bonds has been carefully planned to fit into the financial
structure of the County, so as not to cause unduly high costs in any one year.

COUNTY AND SCHOOL IMPROVEMENTS

The Arlington County Board and Arlington School Board
are jointly presenting, for approval by the voters of Arlington,
bond issues totaling $7,580,000for County improvements.
To the Voters of Arlington:
The Arlington County Board and the Arlington School Board believe
that improvements in Arlington's publicly-owned community facilities
must continue to move forward together. Long range plans to this end
have been carefully drawn up. There is also included a contribution to a
regional park program.
To further this program, the present bond proposals include street
and sidewalk improvements and storm water drainage control as well as
improvements to fire fighting facilities. Also included are improvements
to library and health neighborhood services, and additional recreation
facilities.
Improvements to existing school facilities are proposed, and addi­
tions to park areas within the County and the Northern Virginia Region.
All these will be submitted to the voters on May 17.
This leaflet is published jointly by the Arlington County Board and
the Arlington School Board to provide information concerning the pro­
posed bond issues. It is being mailed to voters at County and School
expense.

make possible the acquisition and development of stream
valley park land in the areas of: Four Mile Run-Columbia
Pike; Madison Manor-North Roosevelt Street; and Long
Branch-Glencarlyn.

FOR S C H O O L C O N S T R U C T I O N

A large increase in school enrollment in one particular
area of Arlington, coupled with the community's high
standards of public education, are factors which influenced
the School Board to present a bond proposal to County
voters at this time. The money is needed to finance school
construction.
Projects to be built immediately are:

ADDITION AT DREW SCHOOL
A serious shortage of classroom space has arisen at Drew
school, 2410 South Lincoln Street. A t least 19 new class­
rooms are needed to meet school needs in that vicinity. The
children in 10 classrooms at Drew are on half-day sessions
this year.
Drew school, named for a famous Negro physician, is
operated os one unit with the nearby Kemper school. En­
rollment in the Drew-Kemper area stands this year at 744.
By next year there will be 800 children in the first six grades
there. Other Arlington elementary schools in that section of
the County cannot accommodate the present Drew overload
nor the larger number of children expected to enter Drew
in the immediate years ahead.
Building of the extra classrooms for Drew will provide the
children of this area with good school facilities within walk­
ing distance of their homes.

STREETS AND HIGHW AYS
To carry forward the long range plan for the
improvement of traffic flows and the elimination
o f traffic hazards__________________________ $2,660,000

AUXILIARY GYMNASIUMS AT
WASHINGTON-LEE H IG H SCHOOL
The Virginia State Board of Education recommends auxil­
iary gymnasiums for large secondary schools in the state.
The original plans for the 1952 Washington-Lee addition in­
cluded auxiliary gyms, but they were eliminated. The result
is that as many as six physical education classes
must be conducted at one time in the present gymnasium.
The School Board wishes to build two auxiliary gymnas­
iums at Washington-Lee with accompanying locker facilities.
This would bring Washington-Lee physical education facili­
ties to an acceptable standard.

MULTIPURPOSE ROOMS AT
FOUR ELEMENTARY SCHOOLS
Four of Arlington's older elementary schools are still
without multipurpose rooms and kitchens. The multipurpose
rooms are needed for combined use as cafeterias, auditor­
iums and playrooms. All other elementary schools in Arling­
ton now have such facilities.

To the Voters of Arlington:
The Arlington County Board and the Arlington School Board are
presenting at this time for approval by the citizens of the community a
total of $6,520,000 in County and School improvement bonds. Proceeds
from the sale of these bonds will be used in the program of needed im­
provements in the County with priority given to those shown on the inside
o f this leaflet.
The Arlington County Board and the Arlington School Board con­
sider it their responsibility as County officials to study the needs of the
community and to make recommendations which, in their considered
judgment, will best meet these needs. It is for this reason that this
program is presented.
This leaflet is published jointly by the Arlington County Board and
the Arlington School Board to provide information concerning the pro­
posed bond issues. It is being mailed to all voters at County and School
expense.

LIBRARY BONDS
To carry out the next stage in the long range program
for the improvement of library service
$495,000

This will provide for the construction of three neighbor­
hood Branch Libraries in the following areas: Shirlington.
Westover, and Glencarlyn, to replace present inadequate
facilities.

FIRE FIGHTING FACILITIES BONDS
To carry out the next stage of the long range program for
the improvement of fire protection facilities
$475,000

This will provide a consolidated Fire Division Headquarters
at a reconstructed fire station in Clarendon, and the purchase
of land at the Hall's Hill Station.

The Drew-Kemper school area is the only section in
Arlington where we have an acute need for classroom
space. As stated above, the §950,000 in school bonds
asked at this time will build 22 new classrooms and
other accompanying school facilities at Drew-Kemper—
and will buy land at other schools where there is limited
playground area.
More than 1,000 children of kindergarten and elemen­
tary school age are enrolled in the Drew-Kemper
schools. The School Board believes all these children are
entitled to attend school in attractive, clean, safe class­
rooms within walking distance of their homes.
The Present Situation
About half of the Drew-Kemper children (492 of
them) are fortunate enough to attend school in the
modern Drew elementary school a t 25th and South
Lincoln Street.
There is no modern school for the rest of the DrewKemper boys and girls. This year, 129 of them are
housed in the old Kemper school, built 37 years ago.
The remaining 407 Drew-Kemper pupils go outside
their home area to classes in the former Dolly Madison
Junior High. This building was abandoned some years
ago for permanent junior high school use because of
traffic noise on Shirley Highway, limited playground
space, and lack of essential facilities. The building is
unsuitable for elementary pupils.
The School Board plans to add the 22 needed class­
rooms to the present Drew school, giving all the DrewKemper children a modern school plant.
A little more than ten acres of land will be available
for the enlarged school. The present Drew building
stands on a site of slightly more than five acres. Three
additional acres of land are being purchased by the
School Board. Two acres of adjoining county-owned
playground will be used cooperatively by the school and
the county Recreation Department. (This is a plan fol­
lowed at several schools in Arlington). A short section
of 24th Street will be vacated to unify the site.
Two School Units
The enlarged school will be in two sections—one for
young children from kindergarten through the third
grade, the other for upper elementary grades. As is the
case at present, assistant principals will be employed.
The two school units will be separately administered.
Each will have its own playground areas and its own
lunchroom and recreation facilities. This, the School
Board believes, will provide an educationally sound pro­
gram and a good school environment.
Although many sincere Arlington citizens would pre­
fer to have an entirely new school built, rather than to
add classrooms to the present Drew school, the Arling­
ton School Board knows of no other satisfactory school
site in the area. For this reason the School Board asks
voters to approve the enlargement of the present Drew
school.

What About the Debt of Arlington County?
The present debt supported by taxes is $32,231,700. This debt will be reduced by $1,908,575 by
June 30, 1962, and, it is expected, by an additional $1,898,575 the following year.
Repayment of principal and interest on the proposed new bonds will be arranged to fit into the
planned financial structure of the County.

The debt service on the proposed bonds will be about $373,000

the first year. This is approximately equivalent to what 8 cents of the present tax rate yields, based on present
assessed valuations. This debt service requirement will be less each year for the 20 year life of the bonds.
W ater and Sewer U tility Bonds ($9,041,000) are paid for from service charges rather than taxes.

The Arlington County Board and the Arlington School Board have
unanimously agreed to submit for approval by the citizens of Arlington,
a total of $9,950,000 in County and School improvement bonds. Pro­
ceeds from the sale of these bonds will be used in the program of
needed improvements in the County with priority given to those shown
on the inside o f this leaflet.
Improvements to the sanitary sewerage system requiring more than
half of the total proposed, will carry out carefully considered long range
plans and meet the County's commitment to the State Water Control
Board. The bond proceeds also will make possible acquisition of land for
parks and playgrounds, an addition to the Central Library, and a con­
tinuation of the program to control storm water drainage.
Improvements to existing school facilities at several locations are
proposed to meet the needs of an expanding school population.

SECON DARY SEW AGE TREATMENT

Arlington is committed to the Virginia State Water Con­
trol Board to provide secondary sewage treatment
facilities to achieve and maintain the water quality
objectives for the Potomac River in the National Capital
Region. Arlington is now the only major jurisdiction in
the Region without secondary treatment of its sewage.
Cost—$4,700,000.
DIVERSION O F SEW A GE FLOW

Arlington has agreed to participate in sewerage con­
struction work being undertaken by the District of
Columbia to accommodate sewage originating in four
Arlington drainage areas. This diversion of sewage
across Chain Bridge will relieve the existing Potomac
Interceptor Sewer of the Arlington System.
Cost—$860,000.

This will provide funds for expansion
of existing playgrounds and recreation
areas in four locations—Barcroft, 16th
Street South and South Four Mile Run
Drive; Fillmore, First Street North and
North Fillmore Street; Greenbrier, 27th
Street North and North Greenbrier
Street; and Walter Reed, 1401 South
Walter Reed Drive. New playgrounds
will be established in Arlington Heights,
6th Street South and South Wayne
Street, as well as at 20th Road North
and North Woodstock Street.
VALLEYS T O BE PRESERVED

Stream Valley parks and nature trails
have been created in the major water­
sheds. Acreage will be added to protect
the natural state of the valley and extend
public ownership along Four Mile Run
tributaries between Arlington Boulevard
and Columbia Pike; Donaldson Run and
Taylor Park; and Gulf Branch.

LIBRARY BONDS

range program for the im provem ent o f
public library service

Construction of the planned addition to
the Central Library has been projected at
this time because of the full utilization
of the existing basic structure. Adequate
space is needed for special services es­
sential in a comprehensive library
system.
SPECIAL COL LE C TIO N S:

Rapid expansion of the basic collection
is pressing the small areas housing spec­
ial resources. Areas suitable for the
shelving and use of expanding reference,
business, microfilm, and phonograph col­
lections are justified to facilitate effective
use by the public.
PUBLIC SPACE:

Intensive use of the main reading room
by student researchers makes it neces­
sary to provide work desks for adult
users. At present there is no room for
small discussion groups, private type­
writers, or a lounge. The popularity of
the children's collection and story hours
call for additional space.
W O R K SPACE:

The accelerated book purchase pro­
gram and the receipt of gift books neces­
sitated the expansion of the processing
functions into space originally planned
for stacks. Efficient work space for this
operation is needed.

Growth in Arlington population has in­
creased public school enrollment beyond
the capacity of present buildings.
The School Board is limiting its pres­
ent request for bond funds to the im­
mediately urgent projects listed below,
although the Board recognizes that some
other schools also need improvement.
14 ELEMENTARY
CLASSROOMS N E E D E D ____ $560,000
Three years ago there were 13,180 boys
and girls in kindergarten through the
sixth grade in Arlington schools. Today
the enrollment exceeds 14,000.
Claremont School
4700 South Chesterfield Road
At the 16-room Claremont school, nine
rooms are now used by the first three
grades. As these children move ahead,
more classrooms will be a necessity.
Building permits for high rise apart­
ments containing 1,700 dwelling units
have recently been issued in the Clare­
mont school area. These will bring even
more pupils to Claremont school.
Glencarlyn School
737 South Carlyn Springs Road
Eighty first-grade pupils showed up at
Glencarlyn school in September. In
previous years two first-grade classrooms
had been enough—but 80 first graders
cannot be taught adequately by only two
teachers. To meet the emergency, a
school activity room was put into use as
a classroom and a third first-grade teach­
er was employed. As these pupils pro­
gress into second grade, and as more first
graders (already in the neighborhood)
arrive next year, more classrooms must
be provided.
Langston School
4854 Lee Highway
Langston school has 10 classrooms, but
kindergarten pupils there have to be
housed in an old frame dwelling. It is
proposed to add a kindergarten classroom
and other classroom space to meet a pro­
jected enrollment indicated by increasing
numbers of children in the area.
Abingdon School
3035 South Abingdon Street
Abingdon school was originally built
as a primary school, for pupils in the
first three grades. Construction in the
neighborhood soon brought so many other
children that it was necessary to make it
a full elementary school, grades one
through six. Now more classrooms are
needed there. (See item below for other
proposed improvements at Abingdon.)
MULTIPURPOSE ROOM AND
LIBRARY AT ABINGDON____ $125,000
The small library and multipurpose
room at Abingdon were designed for
young children and are inadequate for a
complete elementary school. A part of
the funds from the proposed bond issue

would be used to remodel the present
building to provide a larger library.
A multipurpose room, similar to those
in other Arlington elementary schools,
is needed for use as a cafeteria, an audi­
torium, and for physical education.
MORE PHYSICAL EDUCATION
SPACE AND KITCHEN MODERN­
IZATION PROPOSED AT
WASHINGTON-LEE _________$475,000
Auxiliary Gymnasiums—Under Vir­
ginia state regulations, physical educa­
tion is a required course for all tenth and
eleventh grade students. Because of the
large enrollment at Washington-Lee
High School, a heavy schedule of physi­
cal education classes must be taught
every day. Space is so limited that it is
necessary to use even the balconies of the
gymnasium as teaching stations.
To meet the situation, the School Board
wishes to add auxiliary gymnasiums at
Washington-Lee, lockers, and space for
corrective physical education for students
unable to take part in regular gym
classes. (Both Wakefield and Yorktown
have auxiliary gymnasiums.)
Kitchen Remodeling—With 2300 stu­
dents and a faculty of more than 125,
Washington-Lee High School operates its
school lunch service in a kitchen too
small to accommodate modern food prep­
aration equipment.
Cramped quarters make it necessary
for cooks and bakers to work in the main
line of traffic through which deliveries
are made and through which trash is
carried out.
The School Board finds it necessary to
enlarge and modernize the WashingtonLee kitchen with adequate refrigerators,
dishwashers, stoves, and work space.
CLASSROOMS, SHOP SPACE AND
ASSEMBLY ROOM PROPOSED
FOR WAKEFIELD___________$550,000
Enrollment at Wakefield High School
passed 2400 this year—more than onefifth above the planned capacity.
The School Board now needs to add 10
classrooms, or equivalent space, to help
relieve Wakefield overcrowding.
Teaching in large groups has become a
recognized part of the curriculum in good
secondary schools today. An assembly
room for such instruction and other
school activities is also planned at
Wakefield. Additional shop facilities are
needed to provide for an adequate voca­
tional and industrial arts program.
LAND ACQUISITION AT
ELEMENTARY SCHOOLS ____$240,000
Many of Arlington’ older public

schools were built on sites which are far
too small by present standards. The
$240,000 requested in the bond referen­
dum will enable some of the sites to be
enlarged.

June 30, 1963. Repayment o f the prin­
cipal and interest on the prop osed new
bonds will be arranged to fit into the
planned financial structure o f the
County.
General O bligation Bonds
Taxes support $34,444,500 o f the total
d e b t on June 30, 1963. This represents

8.5% o f the assessed value o f real estate
in the County on January I, 1963. The
p rop osed new bonds for storm drainage
control, land acquisition, library facilities,
and schools totaling $4,390,000 will b e
repaid from taxes.
Utility Bonds
The remainder o f the debt, $7,972,000,
is in outstanding water and sewer utility
bonds which are being retired from
service charges, not taxes. Repayment
o f the proposed new bonds for the Sani­
tary Sew erage System, $5,560,000 is
planned from service charges.

This letter is published jointly by the
Arlington County Board and the Arling­
ton School Board to provide information
concerning the proposed bond issues. It
is being mailed to all registered voters at
County and School expense.
